ARC led a team that consisted of Studio Southwest Architects, Dan Wiley & Associates (a court planning consultant), engineers, and a cost consultant. The historic Lea County Courthouse now houses most administrative and judicial functions of the county. The adjacent old jail site is vacant and slated for demolition. While the existing courthouse is in good physical condition, it has a number of functional and building code issues. The courts are crowded, lack expansion potential, and do not meet current judicial standards. ARC’s space needs analysis concluded that the county will need about 137,900 gross square feet to satisfy projected administrative staffing to 2030, and judicial caseloads to 2050. The ARC team considered various options for reusing the existing courthouse and constructing a new judicial complex. After several community open-house sessions and presentations to the Lea County Board of Commissioners, the commission’s preferred option is to renovate the existing courthouse for administrative purposes, and to construct a new judicial complex downtown on the old jail site. The study developed conceptual plans for renovating the courthouse for administrative use and for a new downtown judicial complex on the old jail site. The 2014 preconceptual construction cost estimate ranges from $29.8 to $36.4 million.
