ELECTIONAndrés Manuel López Obrador is the projected winner of the Presidentialelection. This situation would respond to a candidate that was able tocapitalize on the high social discontent and an 18 year political effort. TheAMLO effect is reflected at the national level, since the Coalition that heleads will obtain different strategic positions, such as the Head ofGovernment of Mexico City, at least 3 governorships, first minority in theFederal Congress, among other local posts.

This electoral process will result in a substantial change in the national political order.

November 13, 1953 (64 years). BA in Political Science and PublicAdministration from the National Autonomous University of Mexico(UNAM).

Founder of the National Regeneration Movement (MORENA) party andvirtual candidate elected to the Presidency of the Republic by the CoalitionJuntos Haremos Historia, formed by MORENA, the Workers Party (PT) and theSocial Encounter Party (PES). He was a presidential candidate in the 2006 and2012 elections.

Before founding of MORENA (2014) he served as President of the DemocraticRevolution Party (PRD) from 1996 to 1999. He was elected as Head ofGovernment of Mexico City from 2000 to 2005, obtaining 37.5% of the votesin the elections against 24.5% of the second place (Santiago Creel - PAN). Theadministration was distinguished by the construction of the second floor ofthe Periférico (the most important road in the city); the expansion of socialprograms aimed for single mothers; students, unemployed, rural producers,micro-entrepreneurs, senior-citizens and people with disabilities.

Some social rights were inserted into the Law, among them, the UniversalAlimony Pension for Older Adults, the delivery of school supplies to studentsof public basic education, the Support Program for Persons with Disabilitiesand Comprehensive Care for Single Mothers. The Medical Care and FreeMedicines Program is worth noting, ever since 725 families, who did not havesocial security, were given access to health services. In addition, theAutonomous University of Mexico City was founded.

The management of Mr. López Obrador of Mexico’s City finances obtainedthe maximum positive rating of triple A (Fitch, Moody's and Standard &Poors).

Since the beginning of the 2018 electoral process, he remained at front of allthe electoral polls. The reason is that he was the only candidate who managedto yield the high social discontent, condition that was reflected in a historicalparticipation of voters in his favor.

During his campaign, Andrés Manuel López Obrador presented the National Project 2018-2024, in which, his main proposals to address the main issues of thecountry are detailed.

GOVERNMENT AND POLITICS EDUCATION, VALUES, CULTURE AND SCIENCE

ECONOMY AND DEVELOPMENT SECURITY

Turn the State into a promoter of the political, economic and socialdevelopment of the country.

Republican Austerity that complements the fight againstcorruption, as main axes of the nation’s project,

True and efficient open government; Reform the Constitution inorder to expand the scope of popular demands.

Reduce the size of the federal administration without sacrificing thequality of government.

Education for everyone; gratuity at all educational levels.

Review the Educational Reform.

Assure admission to every citizen who desires university education.

Inclusive education plan in coordination with: teachers, parents andpedagogues.

Zero debt policy.

Reduce income tax to 20% in the border area.

Autonoumy of the Bank of Mexico and macroeconomic equilibrium.

The security cabinet will be integrated by the Attorney General'sOffice and the Ministry of the Interior, National Defense and theNavy.

He has worked with AMLO since 2006 and has participated with former President Vicente Fox and with Luis Donaldo Colosio. He has a PhD in PublicPolicies from TEC of Monterrey. He worked in the Directions of Information and Radio, Television and Cinematography, of the Ministry of the Interior.In addition, he was coordinator of Social Communication of the Presidency in the Fox Administration.

On this position, he focused his efforts on improving the effectiveness of taxcollection, as well as the distribution of adequate income, aiming to allocate financial resources towards social programs.

AMLO’s National Project Coordinator and speaker with the business sector. Chair of the Board of the Plenus Group, dedicated to synthetic biology,agro-biotechnology, education and financial services. Owner of Synthetic Genomics, transplant research corporation Through his company NatureSource Improved Plants (NSIP), he is positioned as a leader in genetic improvement. He was the Executive President La Moderna, transforming it intothe most profitable cigar and tobacco company in Mexico, as well as diversifying into the packaging and corrugated industry. In 2000, he supportedVicente Fox’s Presidential Campaign.

Former PEMEX’s General Director, while occupying this position, unleaded gasoline was introduced into the country and the Azcapotzalco refinerywas dismantled. In the private sector, he has worked as Counselor and Consultant of several mercantile companies of the aeronautical sector.Currently, he is Honorary President of the Board of Directors of NEC de México S.A. de C.V., Mexican subsidiary of the Japanese NEC Corporation.

Federal Congresswoman (2012-2015), where she served as Secretary of the Labor Commission. She joined MORENA in 2011 as NationalCoordinator of Youth and Students. Daughter of Arturo Alcalde Justiniani and Bertha Luján, who have worked with AMLO since he served as MexicoCity’s Head of Government.

Professor in different national and international universities, including: UNAM, Chicago University and Harvard. She is an active researcher in ElColegio de México, and belongs to the Researchers Nations System. Her academic work has focused on commercial policy, inequality and economicdevelopment.

Surgeon, Specialty in Internal Medicine, Rheumatology and Clinical Immunology at the National Institute of Nutrition. Postgraduate at London’sUniversity Immunology at ICRF Tumor Immunology. Emeritus Researcher in Medical Sciences and Head of Intellectual Property Unit at the NationalInstitute of Medical Sciences and Nutrition Salvador Zubirán. He served as President of the Mexican Society of Rheumatology, member of theNational System of Researchers.

MINISTRY OF TOURISMMiguel Ángel Torruco MárquesFormer Minister of Tourism of Mexico City (2012-2017). President of the National Tourist Confederation (CNT), business entity of the tourismsector in Mexico. Member of the experts’ group of the UNWTO, the Executive Commission of Tourism, the Tourism Advisory Council and theGoverning Board of the Tourism Promotion Council of Mexico (CPTM). He has been linked with the business sector in states such as Nuevo Leónand Coahuila. He is Tourism Vice President of the National Confederation of National Chambers of Commerce, Services and Tourism,CONCANACO-Servytur.

In England, she was part of various environmental and cultural organizations with local and international projects. She isdaughter of Patrocinio González Blanco, former governor of Chiapas and Minister of the Interior during Carlos Salinas’ Administration.

María Luisa Albores González

BA in Agronomy from the Autonomous University of Chapingo; MA in Pedagogy from the Central for Rural Development Studies. She has beeninvolved in programs of civil organizations that work for the agronomy and environmental sectors. Currently she is part of TAMAKEPALIS, aninitiative that aims to rebuild homes in the state of Puebla, after the damages of the 2017’s earthquakes.

Responsible for developing the Social Development policy of AMLO’s platform. The objective will be to rethink the sector’s policy, prioritizing themost vulnerable communities of the country. He is the current Executive President of Fundación Azteca. Former Minister of the Interior and ofSocial Development, both in President Ernesto Zedillo’s Administration. He holds a degree in Economics and Law from the National AutonomousUniversity of Mexico, a Masters in Political Economy from the University of Cambridge, and a Diploma in Regional Development from Tokyo, Japan.

MINISTRY OF AGRARIAN, LAND AND URBAN DEVELOPMENTRomán Guillermo Meyer Falcón

He has developed projects regarding the recovery of public spaces, health, mobility, community integration, real estate and economicdevelopment. He has taught courses in social urbanism at the Ibero-American Univiersity. He is an specialist in crime prevention and improvementof public spaces. He is the son of the historian Lorenzo Meyer and sociologist Romana Falcón, both AMLO’s advisors.

BA in Political Science and International Relations from Harvard University; MA in Political History from the University of Cambridge, and a PhD fromthe University of Oxford. Currently he is an advisor of the UNAM. He has been a professor at the Faculty of Political and Social Sciences at the sameUniversity and researcher at the Center for Political Studies. As a diplomat, he has been Consul of Mexico in Boston and Ambassador of Mexico toDenmark, Norway and Iceland. He is the son of one of the most important intellectuals in Mexico, José Vasconcelos.

MINISTRY OF ENERGYRocío Nahle GarcíaChemical Engineer specialized in Petrochemistry, graduated from the Autonomous University of Zacatecas. BA in Chemical Processes’ Engineeringfrom UNAM and in Economic Engineering and Strategic Analysis from the Universidad Veracruzana. She serves as Federal Congresswoman in theLXIII Legislature (2015-2018) being the Coordinator of MORENA’s Parliamentary Group. She worked in PEMEX in different areas such as: ProcessesEngineer of Industrial Plants; Analysis and Quality control; Administration and Finance; and in the Petrochemical Zones of Cangrejera, Pajaritos andMorelos.

He served as Undersecretary of Natural Resources at theMinistry of Environment and Natural Resources (SEMARNAT) and as Assistant Secretary of Agriculture at the Ministry of Agriculture, Livestock, RuralDevelopment, Fisheries and Food (SAGARPA). Dr. Villalobos is an specialist in agriculture and natural and genetic resources. He was Director ofCINVESTAV in Irapuato.

MINISTRY OF CULTUREAlejandra Frausto GuerreroHer career in cultural promotion began in 1998 at the Universidad del Claustro de Sor Juana, where she served as Director of Cultural Diffusion. Shecreated the Festival Circuit Coordination in the Ministry of Culture of Mexico City, in order to grant cultural access to marginalized areas within the 16town-ships of Mexico City.

Currently, she is Presidentof the National Regeneration Movement Party(MORENA).

Marcelo EbrardHe started his political career within the PRIunder the leadership of Manuel CamachoSolís. He was a Federal Congressman for thePVEM and candidate for the Head ofGovernment in 2000 for the DemocraticCenter Party, however he declined in favorof AMLO. He served as Head ofGovernment, Minister of Local Security andMinister of Social Development. As Head ofGovernment of Mexico City he had anacceptance level of 80%.

Mexico is experiencing a crisis of confidence and legitimacy towards the political class and government institutions. The

levels of corruption, impunity and weak rule of law are the main problems that the new Administration must address.

The projected victory of Andrés Manuel López Obrador has generated uncertainty regarding how he will govern; hence, he has the challenge

of demonstrating the political viability of his project. Among the main questions around AMLO, is the feasibility of including different political

forces into his government, as a means in order to generate trust in various sectors of society, including the economic agents.

Potential Style of Government:

Use of public consultations on politicized issues about government actions.

The Economic Package is expected to have significant adjustments (focus on improving governmental expenditure), seeking to

ensure the proper functioning of government actions.

Regarding trade, it is expected that AMLO’s government will seek continuity of NAFTA and to continue the country’s diversification

policy. The agri-food sector can become a turning point in the negotiations, due to MORENA’s position on food sovereignty.

In the context of low economic growth, high inflation, and international economic pressure (exchange rate and US

interest rates), the new federal government must reinforce the country’s economic policy, generating the necessary

conditions that allow the country to attract greater investment and overall, become a better commercial destination.

According to the Bank of Mexico (BANXICO), the victory of AMLO will have no significant economic effects in the markets, or in the

currency. The economic impact will depend on the message of the transition team regarding macroeconomic policy.

Potential Style of Government:

The structural reforms could have a slow implementation. Fitch Ratings considers a slower implementation of the energy reform; and

a greater state intervention in the market and a potential increase in public spending.

Potential Increase of social discontent in case of lack of results of the campaign proposals.

The economic model of the country has not been sufficiently inclusive to achieve better living conditions. The Mexican

society faces important challenges such as insecurity, social decomposition and polarization of political positions. The

social priorities are: education, health services, more and better job opportunities and poverty reduction.

The administration of AMLO is expected prioritize social policy over economic seeking to favor the most disadvantaged sectors.

However, in order to do so, it must address the possible social division that derives from the electoral process.

The next President will not need to negotiate to approve secondary reforms since

MORENA obtains a majority in both Houses of Congress, since its alliance with the

Labor (PT) and Social Encounter (PES) adds to a simple majority, condition that will

facilitate the 2019 Economic Package and other bill presented by the Executive.

However, the coalition cannot approve Constitutional reform by itself.

The AMLO effect was also reflected in the integration of the Congress, element that in

turn impeded several independent candidates of achieving a seat in the next

legislature.

There are national priorities in the public agenda that MORENA should attend from the

Congress. The opposition will have little margin to make counterweights and position

its agenda.

STATE

ELECTIONSAt the state level, the trends indicate a substantial change in the balance of power in the governorships. Itis worth noting the rise of MORENA in most of the States, as well as the case of Movimiento Ciudadano inJalisco. While the elections in Puebla and Yucatan are still undefined, it can be noted that the ‘punishment’vote is also reflected in the local elections.

One of the most relevant findings is that, according to preliminary results in 5 entities, MORENA candidatesobtained more than 40% of the vote in their favor, this occurs in a context of social bitterness and will forcegreater commitment in government action.

If the trends maintain, the political map would be definitively modified in the 32 states, which were historically governed mostly by the PRI and the PAN.

In addition to the presidential elections and for the renewal of the Federal Congress, midterm elections were held in 30 entities of the country, in which 8 Governors, 28 LocalCongresses, 1,596 City Councils, 16 City Halls and the Head of Government of Mexico City will be renewed.

I LEGISLATURE CONGRESS CDMX CONSIDERATIONS

The results give a majority to the coalitionJuntos Haremos Historia (MORENA-PT-PES)which obtained 31 seats in the I Legislature ofthe Mexico City’s Congress. The foregoingsuggests that the Local Legislative andExecutive will have a good communication.

On the other hand, the coalition Al Frente porMéxico (PAN, PRD, MC) achieves 2 seats, but failsto position itself as a force inside the Congress.

Meanwhile, the PRI did not won any district.

CONSIDERATIONS

On the other hand, the coalition Al Frente por Méxicopositions itself as second in the preferences when obtaining4 mayoralties.

The PRD is significantly weakened, this party once being themain political force in the city.

The PRI only obtains only one Town Hall (Cuajimalpa).

The results show the consolidation of the coalition JuntosHaremos Historia, integrated by of MORENA, PT and PESobtaining 11 out of 16 Town Halls.

CONSIDERATIONS

PAN obtains a positive balance by maintaining the majorityof the municipalities, consolidating itself as a viablegovernment option for Guanajuato.

MORENA wins important municipalities of the State,product of the impulse of local candidates rooted in theregion and accompanied by the AMLO factor.

In the municipalities, PAN maintains the capitalGuanajuato, as a result of two factors: vote of punishmentto the PRI-PVEM-PANAL Coalition and the absence of unityamong them to make the alliance at the local level.

The MC-PAN-PRD coalition obtained 17 of the20 relative majority deputies in the LocalCongress.

It is the first governorship obtained byMovimiento Ciudadano in the history of theparty. The triumph of Enrique Alfaro can belargely attributed to his popularity as Mayor ofGuadalajara.

The PRI went from being the second politicalforce in Congress to obtain zero representationof relative majority.

LX LEGISLATURE CONSIDERATIONS

The electoral victory of Martha Erika Alonso,represents the continuity of the economic policyof the State of Puebla that began her husbandRafael Moreno Valle (2011-2017) and hissuccessor Antonio Gali (2017-2018), bothmembers of the PAN.

In an election that initially was expected to beless competitive, the PAN managed to maintainone of the most relevant States of the country,with that, allowing the party to hold asignificant territorial control.

The main risks faced by the governor-elect areto achieve credibility in her mandate(independence from her husband) and toaddress the growing security problem (fueltheft), as well as maintain the positive trend ofeconomic growth in the State.

CONSIDERATIONS

Like the gubernatorial elections, the preliminary results ofthe main municipalities elections show a predominantpreference for the PAN and although the coalition of“Juntos Haremos Historia” generated a strongcounterbalance in the race, it failed to achieve power.

Local parties such as the PSI and “Commitment for Puebla”were essential, as they allowed the PAN and his allies toobtain relevant positions.

In an unprecedented event, MORENA obtained16 of the 21 districts, as well as 5 in coalitionwith the PT, positioning itself as an absolutemajority in the Local Congress.

With 87.7% of the records captured, thecandidate of Juntos Haremos Historia, AdánAugusto López, obtains the governorship of thestate with a 43% difference with the secondplace.

The Governorship, the Local Congress and mostMunicipalities will be headed by MORENA, whichwill allow an execution of public policies alignedwith the President’s Government Plan.

Lorena Méndez Denis from MORENA won the Municipalityof Comalcalco with the 51.5% (48,545) of the votes.

In Centro’s Municipality, the coalition PT-Morena, headedby Evaristo Hernández Cruz, came first with a broadadvantage of 69.3%, equivalent to 134,937 votes.

Although the polls carried out during the campaignperiod showed a closed competition between CuitláhuacGarcía (Juntos Haremos Historia) and Miguel Ángel YunesMárquez (Por Veracruz al Frente), exit polls gave the firsta significant advantage.

According to the PREP, the candidate of the coalitionJuntos Haremos Historia remains in front with 7.64%, ifthe results are confirmed, a third alternation will beexperienced in Veracruz.

Regarding the Local Congress election, the advantage isfor coalition Juntos Haremos Historia, however, PorVeracruz al Frente remains as the second force with 7deputies, and if these results remain, the Congress wouldhave a reconfiguration in its integration compared to theprevious legislature.

Although the Ministry of the Interior pointed out thehigh possibility of acts of violence in the State, accordingto the State Governor and media, the electoral day wasdeveloped without major incidents.
