1. :Cross-border civil protection cooperation for direct response to natural and man-made disasters, which may affect critical cross-border infrastructures between two participating countries or which require specific technical skills or know-how;
2. :enhancing operational cooperation in the EU Civil Protection Mechanism, enabling participating states to develop, exercise and register multinational modules;

3. :increasing the participating countries preparedness for CBRN acts of terrorism and industrial accidents; (Council conclusions on strengthening CBRN security in the EU, EU CBRN action plan Dec 2009)increase the PSs preparedness for receiving international assistance including the support that PS can provide to facilitate international assistance transiting their territory by land, sea, or air (Council conclusions on Host nation support, Dec 2010) Actions aiming to increase the participating states preparedness to shoreline consequences of marine pollution accidents.

Application procedure-summary note
Summary note should:be drafted as clearly as possible to facilitate its assessmentshow relevance of the action proposed to the objectives of the call
General presentation and analysis of the problem. Identify specific problems to be addressed by the action/project. Demonstrate the relevance of the proposal to the objectives
show overall methodology of actions proposed (aims, proposed activities, results, partners)
