Space based services and applications are the future.
Strengthen existing programmes: ESA, VII FP, National programmes.
Establishment of new programmes: eg: favour spin-off creation.
The parliaments as society representatives should play a key role in the programmes definition.
Local industry and SME’s should receive special attention.

GNSS (Galileo + EGNOS) and GMES are the priority.
There is an urgency to solve the funding problem.
Ground Control infrastructure location for Galileo and GMES should be assigned in fair competition.
There will be an increasing interest to invest in GNSS and GMES, as long as there is a return for the investment, and a balanced industrial participation.
