INTRODUCTION USALS : One of the key announcements by President
Obama during his visit to SA in July 2013 Theme: “Investing in the Next Generation” Sessions on Trade, Investment, Development, Peace &
Security and Governance Signature Events: Science & Technology, Transportation,
Wild-life trafficking, Open Governance First-ever Summit with African leaders hosted by a US
President – acknowledgement of “Africa rising” Format different from other Africa Summits (China, EU)–
no agreed outcomes document Only countries in good standing with US & those not
suspended by the AU were invited
Key engagements by SA – 4 August US Chamber of Commerce address President Zuma addressed over 150 CEOs from the US
and SA – focus on trade & investment opportunities in SA Address to National Press Club (NPC)
President Zuma addressed the NPC – a prestigious private club for journalists & communications experts
AGOA Ministerial Forum
Minister Rob Davies participated in annual AGOA meeting Working Dinner with Sect. of State, John Kerry
Attended by HoS of SA, Morocco, Ghana, Republic of Congo and key US CEOs
Key engagements by SA – 5 August Bilateral meeting with Vice-President Joseph Biden
VP Biden only met with three African Heads of State Meeting with Members of Congress

The Africa Ambassadors Group in Washington identified the following key outcomes as important for Africa:
Economic Growth, Trade and Investment: Renewal of AGOA for 15 years, by October 31, 2014, with no
graduation of any country The re-authorisation of the GSP which has expired Expansion of Pres. Obama’s Trade Africa Initiative to boost intra-
Africa trade Secure financial and technical support for Africa’s regional integration
agenda Secure investments for Africa’s infrastructure needs, including
harmonising Pres. Obama’s Power Africa Initiative (energy) with the AU’s PIDA & support for Grand Inga (base load energy)
Key objectives for Africa
Peace and Security, Good Governance & Democratic Institutions Enhance the capacity of AU organs & institutions (PAP, African Court) Invite US support for Africa-led initiatives such as the African Standby
Force, including financial, technical and logistical support. Seek partnership for Post-Conflict Reconstruction and Development Invite US cooperation with African regional groups and countries to
combat maritime piracy off the coast of Africa Lobby support for the reform of the UNSC Strengthen AU programmes that help build democratic institutions and
promote democracy and governance in Africa Enhance & encourage progress that promote gender balance and
youth empowerment in the political process
Key objectives for Africa Development Issues Lobby support for the Post-2015 Development Agenda in line with
the African Common Position (CAP) Promote Public-Private Partnerships to achieve development goals Encourage stronger cooperation with US agencies and companies
to support agricultural development (food security) Strengthen and broaden academic exchanges, scientific and
research cooperation, vocational training and support for Pan African university
Align the YALI to the AU’s youth initiative and programmes Partner with Africa on empowerment of women, youth and
improvement of entrepreneurial skills Encourage health cooperation to support implementation of national
policies Mobilise resources for social housing projects, including transfer of
technology and private investments
Main Outcomes Trade and Investmento Secured commitment from US Administration to work with Congress
to renew AGOA in a timely mannero Through high-level engagements secured support for SA’ continued
participation in AGOA & acknowledgement of SA’s leadership role in Africa ito fostering regional integration and industrialisation
o Expansion of Power Africa with an additional $12 billion from private sector funding, World Bank technical and financial support of $5 billion and an electricity generation capacity target of 30 000MW & support for Grand Inga
o Power Africa officially informed that it is establishing its HQs in SA despite not having any projects here, but wants to leverage off the financial, skills and logistics advantages of SA
o Pres. Obama announced $14 billion worth of private investment in Africa by companies spanning from construction, energy, banking & information technology
Main Outcomes Trade and Investmento SA’s investment potential successfully marketed to key US CEO’s at
US Chamber Event and US-Africa Business Forum (NDP, NGP)o Addressed concerns around SA’s investment climateo Together with Coca Cola, the US announced a fund of $7 billion for
the New Alliance for Food Security and Nutritiono Solar Reserve has 3 projects underway in SA and has intentions for
more projects, which will bring their investments to about $1 billiono President Obama announced $7 billion in new financing to promote
US exports to and investments in Africa under the DBIA Campaigno The MCC committed up to $2 billion in funding for new compacts in
Africa that facilitate private sector-led economic growth and poverty reduction
Main Outcomes Support for Peace and Security, Good Governance, Democracyo President Obama accepted the notion of African led-solutions to
African problems: committed $110 million over three years to the African Peacekeeping Rapid Response Partnership.
o President Obama announced the Security Governance Initiative (SGI), a new joint endeavour between the US and six African partners to improve security sector governance and capacity to address threats ($65 million for first year).
o $70 million was pledged to provide equipment for peacekeeping missions in Somalia and the Central African Republic.
o Vice-President Biden solicited SA’s support to address conflicts in the Middle-East and Africa (acknowledgement of SA’s diplomacy and moral authority)
Way Forward Follow-up The AU & the Africa Ambassador’s Group in Washington to coordinate
follow-up actions to ensure focused implementation of commitments made at the USALS
Future Africa – US relationso The USALS has begun to re-shape Africa’s partnership with the USo US support and engagements in Africa increasingly follow Africa’s
terms and in support of the AU’s programmes and initiativeso USALS has the potential to become Pres. Obama’s signature Africa
legacy project in line with PEFPAR (Pres. Bush) and AGOA (Pres. Clinton)
o USALS served to further underscore SA’ leadership role on the Continent
