Minnesota State Colleges and Universities Minnesota State Colleges and Universities (MnSCU), with its 31 institutions, including 24 two-year colleges and seven state universities, is the largest single provider of higher education in the state of Minnesota. 58 percent of the state's undergraduate students attend a Minnesota State College or University. It is the fifth largest system of higher education in the country. The system is comprised of 54 campuses in 47 Minnesota communities, serving more than 430,000 students, with 120,000 students taking non-credit courses and customized training programs designed for businesses. Overall, the system produces 41,700 graduates each year, of whom 81% get jobs in related fields and 80% stay in Minnesota, contributing to the state's economy. MnSCU colleges and universities offer 470 programs and 16,400 courses partially or fully online. During the 2011-2012 academic year, 107,100 students took an online course. The system also serves more than 59,900 students of color (more than any other provider of higher education in Minnesota), 26,636 PSEO students, and 10,644 Veterans. MnSCU serves more low income students than all of the other higher education providers in the state combined. The Minnesota State Colleges and Universities system is governed by a 15-member Board of Trustees appointed by the governor. Honors and Awards Since 2006, five Normandale students have received the prestigious Jack Kent Cooke scholarship. The college is one of only 17 two-year colleges in the nation and the only Minnesota two-year college to have five or more students receive this honor since 2006. The college’s honor society, Phi Theta Kappa, is ranked in the top 100 in the country and has received national and regional honors and the Hallmark Award. The college’s Student Senate has been recognized as a MSCSA Star Campus for two consecutive years. The group holds a spot on the MSCSA Governing Council. The Theatre department had an original production (Known But to God), which made Normandale one of only five two-year colleges in the nation invited to perform at one of the 2013 Kennedy Center American College Theatre Regional Festivals. Normandale has one of the top Study Abroad programs for a two-year college in the region. In 2012-13, it offered six short-term trips and three semester programs. Normandale’s Nursing Program had 96 percent of its graduates pass the NCLEC-Registered Nurse Examination during a span from April 2012 to March 2013.

The majority of the college’s students come from a 15 mile radius of campus. Distinctions Normandale Community College is one of only four two-year colleges in the nation to earn accreditation for three fine arts programs—art, music, and theatre. Academic Programs and Services Normandale is a premiere comprehensive community college offering a curriculum that spans more than 60 liberal arts and sciences areas. Its degrees and programs lead to bachelor’s degrees at four-year colleges and universities and prepare students for professional and technical careers. The college is recognized for providing excellent preparation for upper division academic study and the workplace.

The college’s Academy of Math and Science was a finalist for the TEKNE Award in the Innovative Collaboration of the Year category in 2011. This highly successful program focuses on recruiting and supporting STEM students, especially underrepresented students, including students of color, low-income, students of immigrant parents, and first-generation college students. The Center for Experiential Education’s service learning program has been named to the President’s Higher Education Community Service Honor Roll each year since 2006 for its work in offering students credit experience while providing community service. A study of the participating service-learning students shows a significant increase in GPA, completion, retention, and transfer rates. The college is committed to improving student success and has embarked on improving student learning through developmental education learning communities, supplemental instruction, expanded tutoring services, utilization of an early warning system for faculty to identify at risk students to advisors, and a redesigned process to teach developmental math. Accreditations Normandale is accredited by the Higher Learning Commission of the North Central Association. The college is accredited to offer associate degrees, and is authorized to offer up to 100% of its programs and certificates online. Since 2007, Normandale has maintained its accreditation through the Academic Quality Improvement Program (AQIP), an accreditation pathway based on continuous quality improvement. Demonstrated Quality Normandale is strongly committed to high quality programs and services. The college is developing a culture of assessment through supporting department and division assessment leaders in academic and student affairs. The work of departments is coordinated by a full-time faculty member on release to serve as the Student Learning Assessment Coordinator. In 2012, the college created a faculty Professional Development Center, staffed with an instructional technologist and instructional designers to work with faculty on classroom-based and online instruction. The college is using the Quality Matters program to supports its quality assurance process for online courses. Three courses have been certified in the pilot phase and 52 faculty have received introductory QM training.

Student Life Normandale recognizes that student life is a key component of student engagement and success. The college has a dedicated office for student life as well as strong campus involvement. Student life provides diverse opportunities for student involvement and leadership through Student Senate, Normandale Program Board, Phi Theta Kappa, the Diversity Center, Experiential Education and over 40 clubs. Student Life brings a broad spectrum of events to the campus that deepens students’ perspectives on various social, cultural, global, and lifestyle issues. Activities Student recreational services at Normandale are driven by student interest and accommodate current student demand. While the college does not provide collegiate sports, intramural sports are coordinated through its Student Life program and are often led by faculty, staff, and students. A wide variety of events focused on healthy lifestyle, entertainment, student success, and engagement are held frequently throughout the year. These include hockey and football with the other community colleges in the area, basketball tournaments, volleyball, badminton, dodge ball, and outdoor recreational activities including rock climbing and whitewater rafting.

The Campus With a 47% increase in enrollment since 2000, Normandale quickly outgrew its

facilities and engaged in a campus planning process to meet anticipated demands for classroom and student space. During the past five years, the college completed several major building and renovation projects that contribute to an extraordinarily attractive learning environment. The spectacular two-acre Japanese Garden located on campus provides an especially tranquil setting.

The Kopp Student Center – Completed in 2011, the Kopp Student Center offers a mix of modern food options, a US Bank branch, the Overlook coffee, student club and organization offices and work places, a college store, and a mix of social places for students to gather.

The Activities Building – Renovated in 2009, this project converted an old gymnasium and unused athletics facilities into much-needed classroom and office space. Overall, 17,600 square feet were added and 27,900 square feet were renovated in the existing facility. The Activities Building is home to state-of-the art learning facilities for health, exercise physiology, physical education, and other programs. The additions to the Activities Building included seven new classrooms, five specialty labs, studios for health and exercise science students, and several office spaces for faculty and staff.

The Partnership Center – Complete in 2013, the building added 76,000 square feet, 27 classrooms, engineering labs, faculty offices and student gathering spaces. It also increased the potential capacity of Normandale by 2,880 students. One of the primary focuses of the building is to provide bachelor’s degree programs through partnering with four-year schools, including Minnesota State University, Mankato and Metropolitan State University. The building also houses Normandale’s accounting, business and hospitality programs, along with continuing education and customized training.

The Fine Arts Building – Renovated in 2008, this 40,000 square foot project included the addition of a computer lab, recording studio, and learning space.

The Parking Ramp and College Green – Completed in 2012, a 725-space parking ramp on the west side of the campus was available to students on the first day of the fall 2012 semester. The $12-million parking ramp, which helped ease parking congestion and improved campus access, was designed with a number of eco-friendly features, including storm water storage and filtration system that captures flow from the ramp’s roof and adjacent paved areas and provides an overflow outlet to a nearby wetland. As part of the project, a new “College Green” was added adjacent to the new parking ramp. The College Green provides an outdoor space for students, including a large, open lawn space for outdoor activities and a terraced landscape amphitheater that can be used for performances or simply to “hang out” and relax.

Community Connections The Normandale Community College Foundation provides scholarship awards that are made possible through the generous support of individuals and organizations in the community, and Normandale Community College staff and faculty. The Foundation is awarding more than $245,000 to its students through scholarship funding for the academic year 2013-2014. Normandale received $1.2 million in grants from the U.S. Department of Health and Human Services over the past three years, enabling the college to train 450 people in the rapidly growing field of health information technology (HIT). Normandale’s Japanese Garden received a commendation from Japan in the summer of 2012

Normandale Community College is located in Bloomington, Minnesota, in the Twin Cities southern metropolitan area. The eight modern buildings (all connected for complete accessibility) sit on a scenic 90-acre campus featuring wetlands, ponds, woodlots, and restored prairies.

Bloomington is the fifth largest city in the state of Minnesota and located in the Minneapolis/ St. Paul metropolitan area. From its founding in 1858, Bloomington has blossomed into a dynamic urban center with more than 85,000 residents and 100,000 employees. Major industries include retail and entertainment, hotel and restaurant, health maintenance, and computer manufacturing.

Located in southern Hennepin County, the city is bound by Interstate 494 to the north, Highway 169 to the west and the Minnesota River to the south and east. The Minneapolis/St. Paul International Airport is directly north of the city. Light rail transit connects the South Loop District, which contains the Mall of America, to the airport and downtown Minneapolis.

Bloomington is headquarters to many large companies, including Dairy Queen, Toro, Donaldson Company, Best Buy, HealthPartners, Seagate, Polarfab, Wells Fargo and Ceridian. Thanks to the Mall of America, Bloomington has more jobs per capita than either St. Paul or Minneapolis. Nearly a third of Bloomington’s 39 square miles is comprised of reserved park land, including the Minnesota Valley wetlands and Hyland Park Reserve. One of the most beautiful and peaceful natural areas in Bloomington is the Japanese Garden. Named one of the most relaxing places in the Twin Cities, the Japanese Garden is a two-acre oasis located on Normandale’s campus. Opportunities and Challenges The next president of Normandale Community College will lead a vibrant and financially stable institution that is moving forward to meet the challenges of a rapidly changing higher education environment. The college’s strengths in the liberal arts, combined with its exceptional reputation as a provider of continued education and customized training, will continue to be important drivers in its program development. The new Partnership Building offers new opportunities for students to pursue careers requiring baccalaureate and other advanced degrees in partnership with MnSCU universities. Program expansion, rising enrollments, and a remarkable increase in student diversity have transformed this once traditional community college into a complex organization that is at the forefront of building a sustainable and responsive model for higher education. The key challenge for the incoming president will be to engage faculty and staff in decision making processes that are transparent, data-based, and promote cohesion across all departments. The next president will be expected to think and act boldly and creatively to forge deeper collaborations with other colleges and universities and the system office, and to identify effective strategies for fully leveraging collective strengths, resources, and employee expertise. Strong collaborative leadership skills will be key to achieving success in this transformative process.

Qualifications and Characteristics The successful candidate will demonstrate most, if not all, of the qualifications listed below:

Strong leadership skills necessary to provide vision and direction to the college, community, and the MnSCU system

Strong proponent of the community college mission

Progressively responsible experience in higher education administration or other extraordinary leadership experiences at a complex organization

Experience and leadership with shared governance and collegial and collaborative management style

Experience in collective bargaining environment

An appropriate combination of education, training and experience in program and curriculum development, fundraising, governmental relations, accreditation process, and budget and fiscal management

Champion for student success

Values and seeks opportunities to build relationships and partnerships with business, education, and other community leaders

Demonstrated ability to lead in an innovative environment, encourage out-of-the-box thinking and engage in calculated risk taking

Ability to lead the college in an authentic, collaborative and transparent manner with integrity and respect

Demonstrated experience advancing diversity and inclusion

A visible, engaged, and accessible presence with students, alumni, community leaders, and friends

Success in data-based decision making

Experience partnering with K-12 systems and baccalaureate institutions

Exceptional oral and written communication skills effective with a broad range of audiences

An earned doctorate is preferred but not required
