Presidents of Winnetka Heights, Kings Hwy and West Kessler,

The Bishop Davis matter has clearly divided 8 of the Old Oak Conservation League’s member neighborhoods. Looking at a map of the

 proposed areas, it is easy to understand why each of your areas were

satisfied as changes were more in scale and kept to a minimum.

West Kessler was unhappy with the Committee’s recommendations. That

matter became resolved after ballots to the city made it clear that a

majority of that neighborhood’s affected residents were not pleased.The night before the CPC hearing, West Kessler’s wishes were granted by

the committee with the caveat that they come to the hearing the

following day and voice their support for the entire plan, which theydid.

Appearing also at that meeting were representatives speaking on behalf of the boards of Winnetka Heights and Kings Hwy, voicing strong support

on behalf of those neighborhoods for the complete study presented to the

commissioners. Herein lies the reason for my correspondence.

Present and speaking at those meetings as well, were board members of 

L.O. Daniel and Kidd Springs. They spoke in opposition not to what this

 plan does to your neighborhoods, but what it does to theirs. Their  points were exclusively about how this zoning pertains to them. I ask 

you now to not only extend that courtesy to them and not attempt to

influence their destiny but go further and strongly support them. Theyare attempting the same act of self-determination that has made you feel

satisfied. They deserve support, not dissent. They have not

interjected themselves into your neighborhoods at all.

Dallas Land and Loan is a unique matter. One of the original Oak Cliff 

sub-divisions platted in the late 1800's, DL&L's neighborhood

association had fallen into dormancy in recent years. Long timeresident, Anita Mills is reactivating that neighborhood association and

is working closely with representatives from Christ Church Episcopal and

throughout the neighborhood. DL&L’s representation on the committee wasa developer from Santa Barbara who has no ties to the Oak Cliff area or 

even to Dallas for that matter. The recommendation was to do away with

the area entirely, call it something else and allow 4 and 5 storystructures throughout. Only through Ms. Mills and Ninette MacDonald did

any of it survive at all and a portion was taken out roughly from

Llewellyn to Tyler. While they do not have the active neighborhood

associations that you do, I personally do not think that justifies that

they be represented by a developer from out of state, but only you candecide that.

Within the ordinance are boxes entitled “Staff”, “Committee”, and “CPC”reflecting variations on key points. Kidd Springs, L.O. Daniel and a

group working In Dallas Land and Loan have added a third box entitled

“Neighborhood” which pertains to their areas. They would like your support. If you could do so at Council and ask your neighborhoods to

email or call their City Councilpersons, they would appreciate it. Just

mention the "Neighborhood" version of the ordinance.

One copy of the ordinance with language supporting the wishes of these

neighborhoods will be made available to the presidents of Winnetka,

Kings Hwy and West Kessler upon request. Please let me know.

In 1974, Ruth Chernowith and Mary Griffith started the Old Oak Cliff 

Conservation League. They did it because developers had set their sights on Winnetka Heights as a place ripe with possibilities for 

townhouse zoning. At the time, Winnetka suffered from neglect and it

was thought that all the area was good for was the land it was built on.

Chenowith, Griffith and OOCCL proved them wrong. Today, Winnetka

Heights is one of our most successful neighborhoods. OOCCL went from

 being a League of individuals and grew into being a League of neighborhoods, now numberito support each other when that support is needed and asked

for. We do

this because some day, you will want that support yourself and it willcome more easily when you have given it in kind.

This matter goes to council on August 11 so this is a time sensitivematter.
