The Prime Minister and party were welcomed by Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt who is supervising rehabilitation and reconstruction tasks in storm-hit areas of Mawlamyinegyun Township and departmental officials. At the briefing hall, Minister Col Thein Nyunt reported on progress in rehabilitation and reconstruc- tion tasks and Minister for Construction Maj-Gen Saw Prime Minister tours storm-hit areas of Mawlamyinegyun, Bogale Townships Tun on matters related to Zalun-Setkawt, Pyapon- Bogale and Dedaye-Kungyangon road sections. YANGON, 20 Aug — Chairman of the NationalDisaster Preparedness Central Committee Prime Min-ister General Thein Sein, accompanied by Chairmanof Ayeyawady Division Peace and Development Coun-cil Commander of South-West Command Brig-GenKyaw Swe, the ministers, the deputy ministers, thedirector-general of the Government Office, depart-mental heads and officials, left Pathein by helicopteryesterday morning and arrived at Mawlamyinegyun.

The prospects of paddy production inAyeyawady Division this year are good asover 3.3 million acres of monsoon paddyhave been grown in the division. Continuedefforts are to be made for exceeding thetargets and boosting per acre yield.

It is important for farmers to use highquality strains of paddy and natural andchemical fertilizers, to apply systematiccultivation methods and modern cultivationequipment and to extend cultivationacreage.

Fertilizers are to be used two times—during the cultivation and after thecultivation. Therefore basic agriculturalinputs are to be provided to farmers duringthe cultivation season.

Now the government is providingsupplies, basic needs and other requirementsincluding fisheries and agriculture for localpeople to resume their livelihoods in sevenstorm-hit townships in Ayeyawady Division.In some villages, new houses, schools, ruraldispensaries and libraries have beenconstructed.

At the same time, priority is being givento repair of certain road sections of Yangon-Pathein road plus village-to-village roadsand construction of roads extending to thesea.

The government provides necessaryassistance to the people in storm-hit regionsto resume their business. Local people ontheir part are to make strenuous efforts forexceeding the paddy production targets andfor progress of the region.

Russia rejects UNGeorgia draft

Moscow, 20 Aug—Russia has rejected a draft UN Security Council resolutionon Georgia, saying it contradicted the terms of last week’s ceasefire deal.

The draft text called on Russia to pull back its forces to the positions heldbefore the current conflict.

But Russia says the truce allows its troops to stay in a buffer zone on theGeorgia side of South Ossetia’s border.

Consumers face rising medical debt: surveyWASHINGTON, 20 Aug—A growing number of US adults are struggling to pay their

medical bills, tapping into savings accounts, home equity and credit cards to coverhealth care costs, according to a survey released on Wednesday.

An estimated 72 million Americans aged 19 to 64, or 41 percent, said they hadtrouble paying for medical care in 2007, with some slipping far enough behind to facecollection agencies. That compared to nearly 58 million, or 34 percent, in 2005, theCommonwealth Fund survey found. The report comes as US consumers face risingfinancial pressures, including higher energy costs, food bills and mortgage payments.

KUALA LUMPUR (Malaysia), 20 Aug—Armed pirateshave seized a Malaysian tanker carrying palm oil andmore than 20 crew members in the Gulf of Eden offthe coast of Somalia, the fourth such hijacking in amonth, a global maritime watchdog said Wednesday.

Noel Choong, head of the International MaritimeBureau’s piracy reporting centre in Kuala Lumpur, saidthe centre picked up a distress signal late Tuesday andimmediately notified Western naval ships patrollingthe area.

The tanker was heading toward Somali territorialwaters, he said. In pursuit was a warship from a multi-national naval force to stop terrorism comprising theUS, France, Germany, Pakistan, Britain and Canada.

Oil up slightly in Asiaahead of inventory reportSINGAPORE, 20 Aug— Oil prices were slightly higher

in Asia on Wednesday as investors awaited a weeklycrude inventory report for evidence an economicslowdown in the US is cutting consumer demand foroil products such as gasoline.

Light, sweet crude for September delivery was up42 cents at $114.95 barrel in electronic trading on theNew York Mercantile Exchange by midafternoon inSingapore. The contract rose $1.66 overnight to settleat $114.53 a barrel.

Investors are waiting for a report by the US EnergyDepartment's Energy Information Administration onUS oil stocks for the week ended 15 Aug later in theday. The petroleum supply report was expected to showthat gasoline inventories fell by 3 million barrels, ac-cording to the average of analysts' estimates in a sur-vey by energy information provider Platts.

WASHINGTON, 20 Aug —Adult obesity ratesincreased in 37 states in thepast year, according to thefifth annual report releasedTuesday by the Trust forAmerica's Health (TFAH).

Adult obesity rates rosefor a second consecutiveyear in 24 states and for athird consecutive year in19 states. No state saw adecrease, says the report.

Though many promising

policies have emerged topromote physical activityand good nutrition incommunities, the reportconcludes that they are notbeing adopted orimplemented at levelsneeded to turn around thishealth crisis.

More than 25 percent ofadults are obese in 28 states,which is an increase from19 states last year. Morethan 20 percent of adults

are obese in every stateexcept Colorado. On thecontrary, in 1991, no statehad an obesity rate above20 percent. In 1980, thenational average of obeseadults was 15 percent.

Now, an estimated two-thirds of American adultsare overweight or obese,and an estimated 23 millionchildren are eitheroverweight or obese.

Human beings have to struggle from day after

day for their living. People can be classified into four

categories.

Of people, some live an easy life. Such people

have their basic needs fulfilled abundantly. They

lead such a life of luxury that they can have expensive

food to their heart’s content at all times as if they were

provided with first-class food from a mythical

cornucopia. They have a wide range of fine clothes

and jewellery in abundance. In addition, they have

beautiful houses particularly designed for cold season

and summer. Such people are also successful in their

supramundane affairs. They are the ones who lead

the most comfortable life.

Some people have a normal life. Such people can

enjoy benefits derived from his labour in proportion

to their contribution manual or mental labour and

diligence.

However, some people have an uneasy life. Their

dreams usually do not come true and their efforts are

not very rewarding. They suffer evil consequences

for the misdeeds they have committed in the past.

Some people lead a miserable life. All their

efforts yield undesired results, instead of fruitful

ones. In the end, they meet their tragic ends after

coming under the five enemies of mankind.

In general, people are of four categories: (1)

those who lead an easy life, (2) those who lead a

normal life, (3) those who lead an uneasy life, and (4)

those who lead a miserable life.

Those who lead an easy life deeply believe in

Dhamma. They hardly commit unwholesome deeds.

They are always ready to make their self-sacrifices

for the well-being and a prosperous future of others.

They live in the Dhamma, but abstain from all forms

of misdeeds. All their acts are intended to serve the

interests of others. They are gentle with loving-kindness

for others. They show kindness, sympathy and

consideration whenever they deal with others. They

always extend a helping hand and give assistance and

encouragement to others.

They are the ones who live the easiest life.

Those who live easier life have knowledge of

Dhamma, but they have not devoted their lives to it.

They observe the Five Precepts. They refrain from

killing, taking what is not given, sexual misconduct,

telling lies, and using intoxicants. They show loving-

kindness for others.

Such kind of persons never suffer hardships severely.

They have no ill-will to others. They also lead a peaceful

life.

Those of the third and fourth groups never take

everything serious. They do not uphold the Buddha, the

Dhamma and Members of the Buddhist Order. They

prefer to do as they wish. They do not stir up problems

when things are going as they wish. Otherwise, they turn

violent. They act odd. They do not understand well that

the Dhamma deserves worship. The longer, the further

they are off the Dhamma. Eventualy, they become fond

of unjust acts. They easily get violent and cruel to others.

They will not have a bright future as long as they do not

approach one who can teach them the Dhamma. It is out

of the question they can enjoy fruitful results while they

commit misdeeds. It is because they have to reap what

they sow.

There is a saying “Manussatta Bhavo Dullabo”

which means it is extremely difficult to be born in the

human abode. So, every person should serve the interests

of the mankind to an extent. It is called doing meritorious

deeds.

If one threatens to devastate the interests of the

people and commits misdeeds a lot, one urill somehow

diminishe one’s hopes of successful life. If a tree is

uprooted, its branches will be used as firewood.

If a person breaks the branches off the tree, under

which he is taking shelter, he will be under the glaring

sunshine. He has to suffer the evil consequences of his

stupid acts, as the saying that goes “A person is the sole

master of his fate”. Everyone is responsible for carrying

out two kinds of duties: Bahujanahitaya that means “to

serve interests of others” and Bahujanasukhaya that

means “to create a prosperous future of others”.

It is required of everyone to appreciate and repay

the gratitude of their benefactors. If a person repays

the gratitude of his benefactors, he will be deemed to

be clever. We have to welcome such acts.

It does not matter even if a person does not know,

reveal or want to repay others’ gratitude to him. If he

is ungrateful to his benefactors, there is something

wrong with him.

In the world, some persons’ foolishness led to

wars. There is a person who has stuck many years to

the policy of utter devastation due to his or her

selfishness. If he or she has a clear outlook on things

as they really are, he or she will see the truth.

According to Abhinna Sutta, the Buddha said

that good deeds yield good results whereas bad deeds

yield bad results.

Now is an opportune time to join hands with the

people in the interests of the nation. One can understand

the prevailing situations if one studies the international

affairs. Only with wholesome deeds, will it be possible

for one to enjoy fruitful results. Therefore, it is time

certain persons gave up their wrong policies.

People should not have excessive greed, anger

and delusion. If so, a person leading a miserable

life will be able to lead a normal life; and a person

leading a normal life, an easy life. People can make

some positive changes in their fates. Some say that

people have to dance to the tune of their fates.

Actually, it is the result of what they have done of

their volition. If one does good deeds, one will

enjoy good results of one’s good deeds. And one

will be lucky if one has goodwill. Only with genuine

goodwill, will fortune favour one. There are four

kinds of people. What kind of people are you in?

After inspecting the Basic Education Post-Pri-mary School, the Prime Minister gave necessary in-structions to officials. On arrival at Bogale, the PrimeMinister heard reports on cultivation of monsoon paddyand distribution of monsoon paddy strains and mainte-nance of the embankments presented by Minister forAgriculture and Irrigation Maj-Gen Htay Oo, distribu-tion of fishing boats and equipment to fishermen byMinister for Livestock and Fisheries Brig-Gen MaungMaung Thein and conditions of roads in the division byMinister for Construction Maj-Gen Saw Tun.

After hearing the reports, the Prime Minister in-structed officials to supervise rehabilitation of the storm-hit areas and maintenance of roads for their durability.

sanitation, revival of betelleaf farms and constructionof fishing boats andproviding fishing nets torevive the fishery sector.The tasks are to beundertaken in three months.

The chairman of TCGand party arrived at theprimary school of thevillage. They observed therenovation of the school andprovided the teachers andschoolchildren with schooluniforms, textbooks andstationery, sport gear andnutritious food and ultraheat treated (UHT) milk.

The TCG Teams wentto the village monastery andobserved all-roundreconstruction andrenovation of the pagodaand religious buildings andmeted out the requirements.Also at the monastery theTCG members donatedblankets, mosquito nets,soaps, hygiene kits andwater cans for families ofthe village. The monitoringteam also viewed thesituation concerning theplantation of betel leaves

and the process of cleaningwells and ponds in thevillage and observed theconstruction of boats forfishermen. The TCG teammet the members of theSangha and heads of villagefrom Kyunchaung village,Nyaungwaing village andMyatlayyon village andexplained thereconstruction andrehabilitation plan for thevictims.

The team visited theprimary school ofKyunchaung village andTawkayangyi BEMS ofNyaungwaing village andgave encouragements toschoolheads and studentsand presented cashassistance and clothing to17 orphans. The team alsomet members of the Sanghaand villagers at the SeikgyiVillage monastery andexplained the project andprogrammers for provisionof supplies to them.

The monitoring teamarrived back at Yangon inthe evening.

Some fruit juices can harm drug absorption: studyWASHINGTON, 20 Aug—Grapefruit, orange and apple juices can harm the

body’s ability to absorb certain medications and make the drugs less effective,said a Canadian study released Tuesday in the United States.

The research showed that these juices can decrease the effectiveness of certaindrugs used to treat heart disease, cancer, organ-transplant rejection and infection,“potentially wiping out their beneficial effects,” it said.

David Bailey, a professor of clinical pharmacology with the University ofWestern Ontario and leader of the study, was the first researcher to identifygrapefruit juice’s potential to increase the absorption of certain drugs two decadesago, possibly turning some doses toxic.The new findings came as part of hiscontinuing research on the subject, and were presented at the 236th annualmeeting of the American Chemical Society on Philadelphia, Pennsylvania.

To find out more, a team of researchers from theUniversity of Southampton and the University of Bristolcompared the effectiveness of different therapies inmore than 500 patients.

After a year of treatment, patients receiving 24Alexander technique lessons reported experiencingjust three days of back pain, compared to 21 days forthose given normal care by their doctor, they wrote inthe online edition of the British Medical Journal.

The technology takesadvantage of the differ-ence in porousnessbetween the walls ofhealthy blood vessels andthose found in tumour

JERUSALEM, 20Aug— A stillborn Israelibaby who waspronounced dead bydoctors “came back tolife” on Monday afterspending hours in ahospital refrigerator.

The baby, weighingonly 600 grammes atbirth, spent at least fivehours inside one of thehospital’s refrigeratedstorage units, before herparents, who had takenher to be buried, begannoticing some movement.

“We unwrapped herand felt she was moving.We didn’t believe it atfirst. Then she beganholding my mother’shand, and then we sawher open her mouth,” said26-year-old FaizaMagdoub, the baby’smother.

The baby waspronounced dead severalhours earlier, after

doctors at Western Galileehospital in northern Israelwere forced to abort hermother’s pregnancybecause of internalbleeding. Magdoub was 23weeks into her pregnancy.

“We don’t know howto explain this, so when wedon’t know how to explainthings in the medical worldwe call it a miracle, and thisis probably whathappened,” hospital depu-ty director Moshe Danielsaid. The baby was thentaken to the hospital’sneonatal intensive care unitfor further treatment, butdoctors were not sure howlong she will live.

Motti Ravid, aprofessor of internalmedicine, told Israel’sChannel 10 that the lowtemperature inside thecooler had slowed downthe baby’s metabolism andlikely helped her survive.
