Spencer, IA 712-580-2886 We Buy Cars Clay County Sheriff’s Report On August 15, 2020 at approximately 12:18 pm 69 year old Ronnie Brodersen of Spencer was stopped at the northbound stop sign on 340th Avenue at the intersection of Highway 18 in a 1996 Chevrolet Silverado with an enclosed trailer. 38 year old Brian Bland of Ruthven was stopped behind him in a 2020 Ford F-250. Brodersen began backing up and struck Bland. There were no injuries and both vehicles sustained minor damage. Brodersen was cited and released for operating a non-registered vehicle & unsafe backing on highway. “A Criminal Charge is Merely an Accusation, and the Defendant is Presumed Innocent Until and Unless Proven Guilty” Stefan &Audrey Kirk Jenna Conlon Here is what the Kids are Saying about ‘Back to School’! by Jay Schoning The school bells are about to ring again at the Ruthven/Ayrshire School – the first time since Friday, March 13th, when the school shut its doors for the Covid pandemic by order of the Governor. This coming Monday, August 24th, the Ruthven American Legion and Auxiliary will officially kick off the new school year with the traditional Flag Raising Ceremony. The ceremony will not be open to the public this year however, but limited to students and staff. Superintendent Mr. Marshall Lewis said “we are having the Flag Raising Ceremony but we are limiting to the school, not public. That way our kids can social distance. This ceremony is a pretty cool practice we don't want to lose to COVID.” So what are the students saying about a return to school after a five month break? Jacob Radebaugh, who will be in 5th grade said, “I am excited to get back to school to see my friends and to have recess.” His younger brother Masen, who will be in 1st grade said “I am excited to have recess again too!” When asked what they did all summer they both said ‘played outside a lot and watched TV.’ Jenna Conlon says she is not scared at all about the corona virus and is happy to be going back to school, entering the 6th grade. Jenna says “I am excited to go back to school to see my friends and my teachers, it has been a long time!” Stefan Kirk will be in 8th grade this year and he has some concerns about going back to school; “I’m sorta excited about going back to school, but I really don’t wanna get covid 19, like I’m scared about what they might do with some stuff. But I am looking forward to being back at band, that’s what I enjoy the most.” Stefan plays the saxophone. Stefan’s sister Audrey has no concerns about going back; “I am very much excited to go back to school – I keep asking my mom when we are going back. I can’t wait, I like seeing my friends, I like seeing my teachers, I just like everything.” As the days are getting shorter and a little cooler, it is time once again for those school bells to ring. But this year, everyone wonders ‘just what will happen and how will it go.’ Grandmas at the Ruthven Community Care Center enjoy showing the other residents things they get from their grandchildren. But the only way Addie Johnson could share her birthday card was by having it mounted on poles in the outside yard so everyone could see the fine artwork. Addie’s granddaughter, Cherie Johnson, painted this large beautiful 95th birthday card for Grandma Addie. Addie and her husband Frank lived and farmed in the Langdon area for many years before retiring and moving to Spencer. Addie remains a member of the Langdon United Methodist Church. Lennon Kathlyn Fjetland was welcomed in the world by parents Caleb Fjetland and Micayla Brown. Lennon was born July 29, 2020 at 6:19 pm, weighing 8 pounds and was 19 3/4 inches long. Grandparents are Fawn and Travis Brown, Coke and Shari Fjetland. Great Grandparents are Bill Henry, Kathy Henry and Carm Fjetland. Congrats! Page 2 The Ruthven Zipcode Wednesday, August 19, 2020 Proceeding of the Palo Alto County Supervisor’s Courthouse Emmetsburg, Iowa August 11, 2020, 8:00 a.m. The Palo Alto County Board of Supervisors met in regular session. Members present: Roger Faulstick, Chair; Craig Merrill, Ron Graettinger, Keith Wirtz, Linus Solberg. Present: Peter Hart, County Attorney. Unless otherwise indicated, all of the motions offered at this meeting were carried with the following vote: Ayes: Merrill, Graettinger, Wirtz, Solberg, Faulstick. Nays: None. Abstentions: None. Due to COVID-19 the meeting was held by conference call. The conference call bridge number and conference ID number was posted and provided at the top of the agenda that was emailed. Motion by Graettinger, seconded by Merrill to approve the agenda for August 11, 2020. Motion Carried. Motion by Wirtz, seconded by Merrill to approve the minutes for August 4, 2020. Motion Carried. Aletha King, Zoning, met with the Board by conference call. Aletha met with Planning & Zoning on Monday evening and they recommended approval of the permit for Hagen Farms which meets the Good Neighbor policy. Aletha updated the Board on the review of the Solar Energy Ordinance. Planning & Zoning reviewed the Overland Engineering LLC request but did not take any action. They were informed to prepare a subdivision plat. Present by conference call: Kent Krause, Pinnacle; Kory Hagen. Motion by Solberg, seconded by Wirtz to approve a conditional use permit for Hagen Farms in Section 8 of Fairfield Township. Motion Carried. No one was present for public comment. Mark Hunefeld, Flood Plain Manager, met with the Board by conference call to give an update on flood plain maps and the appeal process. Present by conference call: Linda Koppie. Committee Reports: Linus Solberg: Planning & Zoning meeting; NW IA Care Connections. Kent Malm, Drainage, met with the Board to present quotes for the tree removal in Section 18 of Freedom Township. Quotes were received from the following contractors: W & W Excavating $11,355 Sindergard Excavation $14,000 Motion by Solberg, seconded by Graettinger to approve quote from W & W Excavating for $11,355 to remove trees at the beginning of Drainage District No. 80 in Freedom Township, Section 18. Motion Carried. Sarah Strohman, Public Health met with the Board by conference call to give a COVID-19 update. Sarah stated there are 7 new cases in Palo Alto County. Test Iowa site will be at Iowa Lakes Community College. Sarah discussed with the Board a request for funding for COVID-19 to hire a part time nurse to help with follow up calls to persons with COVID. The county will submit for CARES fund reimbursement. Motion by Solberg, seconded by Merrill to authorize Public Health to seek part-time help for tracing COVID-19 cases and conducting follow up calls with individuals. Motion Carried. Motion by Graettinger, seconded by Wirtz to set the Completion Hearing date for Jt. 13 Outlet Repair for September 1, 2020, at 10:00 a.m. in Boardroom for a conference meeting with Pocahontas County. Motion Carried. Motion by Solberg, seconded by Graettinger to approve the claims and drainage claims for August 11, 2020. Lake, which is 2 miles south of Ruthven. The body was observed about 25 feet from the shore at the east boat ramp in the 3700 block of 353 Avenue. The Iowa Division of Criminal Investigation was called in and the body was removed and taken to the Iowa Medical Examiners Office in Ankeny, Iowa, where it was identified as 27-year-old Rollin Bontrager, of Washington, Iowa. On July 31, search warrants were executed at a pair of residences in Emmetsburg, Iowa. Three vehicles were also searched. Authorities say several items were seized and will be analyzed. The investigation continues in the case. Anyone with information is asked to call the sheriff's office at (712) 322-1585. Agencies assisting with the arrest were the Dickinson County Sheriff’s Office and Lake Park Police Department. The investigation continues. Anyone that may have information concerning this incident is urged to contact the Palo Alto County Sheriff's Office at 712-852-3535. Agencies that are assisting in this investigation are the Iowa Division of Criminal Investigation, Iowa Department of Natural Resources, Palo Alto County Coroner, Palo Alto County Conservation, Iowa Medical Examiner's Office, the Emmet County and Clay County Sheriff's Office, Emmetsburg and Spencer Police Department's, and the Iowa DCI Crime Scene Unit. Lake, which is 2 miles south of Ruthven. The body was observed about 25 feet from the shore at the east boat ramp in the 3700 block of 353 Avenue. The Iowa Division of Criminal Investigation was called in and the body was removed and taken to the Iowa Medical Examiners Office in Ankeny, Iowa, where it was identified as 27-year-old Rollin Bontrager, of Washington, Iowa.

On July 31, search warrants were executed at a pair of residences in Emmetsburg, Iowa. Three vehicles were also searched. Authorities say several items were seized and will be analyzed. The investigation continues in the case. Anyone with information is asked to call the sheriff's office at (712) 322-1585.

Agencies assisting with the arrest were the Dickinson County Sheriff’s Office and Lake Park Police Department.

This beautiful canvas painting was framed and donated this past week to the Ruthven Public Library by a Ruthven friend of the artist who feels it should be displayed for all to enjoy. It was painted by Susan Schmid, who grew up on a farm near Rossie, Iowa. After high school she moved to Minnesota and later begun a 33 year career in manufacturing and supply chain management. She and her husband have 4 children, 11 grandchildren and have called central Texas home for the last 30 years – but return often to Iowa and Minnesota to nurture relationships and celebrate the bounty and blessings of the beloved Midwest.
