The 185th

Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 10th

– 11th April, 2015 at Conference Hall, ERC, NCTE,

15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below

were present at the time of the 185th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them

about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the

permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee

for its due consideration and appropriate decision.

Minutes of the 184th meeting is confirmed.

ATTENTION !

The committee unanimously decided that the institution may reply in response to the

decision of the committee uploaded on the ERC website without waiting formal letters

from the office of ERC. The replies so received will also be considered by the committee.

1. The cut-off date has been extended up to 31st May 2015 for grant of recognition for

the session 2015-16. Institutions are personally responsible if they lose the session

due to non-submission or late submission of replies.

2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs

per programme. (see ERC website for detail).

3. The institutions which have not submitted the balance amount

of Rs.4.00 Lacs towards Reserve Fund expected to submit the same.

4. The institution whose applications are pending and reached to the stage of 7(9)

[7(13) as per New Regulation] including the institution already submitted the reply

of 7(13) prior to publication/implementation of NCTE Regulations 2014 are advised

to submit/re-submit their reply as per New Regulations along with other required

documents at the earliest to enable to ERC to take appropriate decision.

5. The institution need to submit list of 10 schools for internship and school based

activities duly approved by District Education Officer.

6. Institutions must give the affidavit for consent / willingness for number of units

either one or two if it was not submitted earlier.

7. The institution must go through the Regulations 2014 about the number of teachers

and accordingly they must send the list duly Countersigned by the Concerned

University /Affiliating Body.

8. The institution shall comply with the additional facilities required (additional built-

up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed

in NCTE (Recognition Norms and Procedure) Regulations 2014 before 31.10.2015.

9. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any

course or training in Teacher Education without obtaining recognition or permission

under this Act, the qualification in teacher education obtained pursuant to such

course or training or after undertaking a course or training in such institution, shall

not be treated as a valid qualification for purposes of employment under the Central

Government, any State Government or University, or in any school, college or other

educational body aided by the Central Government or any State Government.

(ii) The Cutoff date is 31st May 2015 to issue Recognition Order and 10

th May 2015 to issue Letter

of Intent for the session 2015-2016.

(iii) The institution is personally responsible if they lose the academic session non submission or

late submission of reply.

In view of the above the Committee decided as under:

2013/16222 dt.7th February 2013 for conduct of B.Ed. course from the academic session 2013-14

with an annual intake of 100.

The Eastern Regional Committee in its 179th meeting held on 22

nd – 23

rd January 2015

considered the reply dated 17.12.2014 of the institution viz. Bhaktabala B.Ed. College, Vill. &

P.O.-Telakpur, P.S. – Barasat, Dist.- Nadia, West Bengal – 741164 in response to the Show Casue

Notice issued on 19.11.2014 for violation of the NCTE Act., Regulations, Norms and Standards

and conditions of recognition as well as condition of affiliation. The committee discussed the matter

and decided as under:

A copy of the reply of the institution along with copy of the other documents may be forwarded to

the Vice-Chancellor of the Kalyani University for comments.

Accordingly, a letter to the Vice Chancellor, University of Kalyani be issued on

06.02.2015:

The Development Officer (Offg.), University of Kalyani, Kalyani, West Bengal vide its

letter No.Dev/ NCTE/ 2015/ S-324 dated 13.03.2015 has submitted its reply in response to the letter

no. ER/ 179.12.1/ ERCAPP428/ B.Ed./ 2014/ 30223 dated 06.02.2015 regarding violation of

student intake related norms of NCTE by Bhaktabala B.Ed. College, Vill. & P.O.-Telakpur,

P.S. – Barasat, Dist.- Nadia, West Bengal – 741164.


Letter be issued to the Vice Chancellor requesting to submit the reply of ERC correspondence dated

06.02.2015 (Copy be enclosed) within 21 days for appraisal of the Committee.

12. 185.12.2 Rajiv Gandhi University (Central University), Rono Hills, Dolmukh – 791 112,

(Arunachal Pradesh) (ERC/06-2/AP/2004 -State File)



(i) As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or

training in Teacher Education without obtaining recognition or permission under this Act, the

qualification in teacher education obtained pursuant to such course or training or after

undertaking a course or training in such institution, shall not be treated as a valid qualification

for purposes of employment under the Central Government, any State Government or

University, or in any school, college or other educational body aided by the Central

Government or any State Government.

(ii) The University is advised to stop further admission to any teacher training programme run by

them immediately.

(iii) If the institution want to run any Teacher Training Programme prospectively they should apply

to ERC, NCTE online as per Regulation 2014. Applications are invited by NCTE for different

courses between 1st March 2015 to 31

st May 2015.

filed by Kandi PTTI & Anr Vs. NCTE Hqrs. and decided as under.

(i) Application of the Kandi PTTI be processed for the session 2015-2016, as the institution has

submitted the willingness to comply the Regulation 2014 along with affidavit, the institution

now requested to re-submit the faculty list as per new Regulation duly countersigned by the

affiliating body and different amount of Rs.4.00 Lakhs towards reserve fund after joint

operation.

(ii) The R.D., ERC is authorized to take appropriate action regarding filing appeal as directed by

As per the decision of 184th ERC meeting the Eastern Regional Committee considered for two basic unit for

the proposed B.Ed. Course. However the matter is again placed in Eastern Regional Committee in

185th

Meeting and observed that the institution has requested for one basic unit for the

proposed B.Ed. Course.


The unit for the proposed B.Ed. Course be modified for one unit and Formal Recognition order under

clause 7(16) of the NCTE Regulation 2014 for applied course B.Ed. with an intake 50 of one basic unit

from the academic session 2015-2016 may be issued to the institution.

Galsi Rabindra Nazrul College of Education, Galsi, Burdwan, West Bengal -

In response to this office letter no.ERC/08-11-2013/IV/26632 dated 02.07.2014 the Inspector of

Colleges, University of Burdwan has submitted its letter vide its letter dated 02.12.2014 placed on

the file may please be seen.

The Inspector of colleges, Burdwan University vide its letter dated 02.12.2014 has stated the

following:

“The complaints lodged by some persons claiming the students of Galsi Rabindra Nazrul

College of Education that an investigation was made and on the basis of enquiry the

recommendations are as follows:

1. There are no students in the name of 1. Rakesh Mondal, (2) Viswanath Biswas (3)

Swami Manna (4) Jeevan Das are found in the college Admission Register and at the

same time have not been enrolled in the University so it appears that the complaints are

baseless and motivated.

2. No complaint has not been received at University end in respect extra money beyond

stipulated university fees has been collected from students and at the tiem fo interface

discussion with the students for cross checking, no students has raised the question of

collecting extra money.

3. In respect of teaching staff it is clear that the teachers are recruited in the said college

at per NCTE norms and duly approved by the competent authority of the university.

4. The library of the college is well equipped having total number or books 4100 and

students use reading room and received 04 text and reference books from lending

section of the library. The results of the college students are also very much

satisfactory.

5. There is an Outreach Programme in the B.Ed. Course curriculum but no scope

organizing picnic. It may be mentioned here that university stipulated course fees is

Rs. 44000/- including all fees and charges.

Finally, the college is running on its own land and building as per NCTE norms.

The impression of the enquiry team is that those students who do not attend classes

regularly and indiscipline to abide by the rules and fail to achieve requisite percentage of

attendance as per university norms generally try to distract the institution and the attention of

the university and NCTE authority.

So the complaints are baseless and biased and fake at the same time.”

(1) In reply to point 1, the institution has stated that 5 acres plots were earmarked for the construction

of proposed B.Ed. building in the college campus and a separate building was built (built up area

697.12 Sq. Mts.). Actually the proposed plan for the construction of separate B.Ed. building in the

campus was G+2 but as a matter of fact, it could not materialize. A request letter to the Co-

Ordinator, College Development Council, Kolhan University for the approval of construction of the

1st floor of the existing B.Ed. building soon to avoid withdrawal of B.Ed. teaching.

(2) In reply to point 2, it is mentioned that the institution will construct a separate multipurpose hall for

B.Ed. course in the vacant land (eastern side of the existing B.Ed. building) which will be bigger

than that of present one with built area more than 2000 Sq. ft. (Pg. 283). Further, it is stated that an

instruction has been given to the In-charge of the B.Ed. course to make necessary infrastructural

facilities in the light of the NCTE norms.

(3) In reply to point 3, the institution has stated that sufficient no. of books for B.Ed., library will be

purchased within stipulated time. Also the college is taking necessary steps to set up Psychology,

Science, Mathematics and Art & Craft resource centre etc. in a very short span of time. However,

the institution has not purchased the required no. of books as well as to set up Psychology

resource centre, science, mathematics and Art & Craft centre etc.

(4) In reply to point 4, it is mentioned that the appointment of teachers is being made by the University

on contractual basis. The institution is not authorized to make any appointment of teachers and

other staff in the B.Ed. course. The undersigned makes an arrangement temporarily asking one of

the senior teachers of B.Ed. course to look after the entire routine work of B.Ed. course. However,

the institution has not appointed the teaching faculty on regular basis as per requirement of

NCTE norms.

(5) In reply to point 4, the institution has stated that the original FDRs is maintained by the college in

the name of institution and RD, ERC, NCTE, Bhubaneswar and submitted photocopies of the FDRs

of Rs. 8 lakhs & Rs. 4 lakhs. However, the institution has not submitted the original

FDRs of the same.

In view of the above, the committee decided as under:

Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on

the above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act

1993 to the institution to submit its reply within 21 days before the Committee takes final decision.

ERC office letter dated 05.03.2015, the Committee discussed the matter in detail and observed as under:

(i) Recognition was granted on the basis of lease deed i.e. 31.10.2006 from the academic

session 2006-07 as per old Regulations 2005.

(ii) The 1st lease deed was made by the institution on 04.06.2004.

(iii) The same lease deed was surrendered by the institution on 17.02.2011.

(iv) Again the institution made the second lease deed on 20.01.2015.

(v) As per the new Regulation 2014 no private lease deed will be accepted. Therefore it is not

accepted as per Regulation.

“As per new Regulation 2014 “The land free from all encumbrances could be

either on ownership basis or on lease from Government or Government

institutions for a period of not less than thirty years. In cases where under relevant

State or Union territory laws the maximum permissible lease period is less than

thirty years, the State Government or Union territory administration law shall

prevail and in any case no building shall be taken on lease for running any

teacher training programme.”

(vi) Conditions for grant of recognition – (i) New Teacher Education Institution shall be located

in composite institutions and the existing teacher education institutions shall continue to

function as stand-alone institutions; and gradually move towards becoming composite

institutions.

(vii) The minimum land requirement for standalone institution is 2500 sqmt and composite

institution (say B.Ed. + D.El.Ed.) is 3000 sqmt.. Thus the proposed land of 58 decimal is

less than the required land as per new Regulations 2014.

decision of ERC in its 87th meeting.

A letter dtd.07.04.2015 has been received in this office on 09.04.2015 from the

Secretary, Deben mahato Primary Teachers Training Institute regarding request for approval of

managing committee of Deben Mahato PTTI (D.Ed.) Course.

In view of the above the Committee decided as under: New Managing Committee submitted by the institution / society is accepted and recorded.
