The Committee suggested to prepare Data Bank for the teachers. 8. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier.

The 195

th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 28th – 29

th September, 2015 at Conference Hall, ERC, NCTE, 15,

Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were

present at the time of the 195th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them

about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the

permission of Chairperson, Dr. Prabhu Kumar Yadav (Convener) presented the Agenda before the Committee

for its due consideration and appropriate decision.

The minutes of the 195th ERC Meeting is confirmed.

ATTENTION!

1. The committee unanimously decided that the institution may reply in response

to the decision of the committee uploaded on the ERC website without waiting

formal letters from the office of ERC. The replies so received will also be

considered by the committee.

2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per

programme. (See ERC website for detail).

3. The institution need to submit list of 10 schools for internship and school based

activities duly approved by District Education Officer.

4. Institutions must give the affidavit for consent / willingness for number of units

either one or two if it was not submitted earlier.

5. The institution shall comply with the additional facilities required (additional

built-up area, additional staff, additional funds etc) for the SECOND UNIT as

prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014

before 31.10.2015.

6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any

course or training in Teacher Education without obtaining recognition or

permission under this Act, the qualification in teacher education obtained

pursuant to such course or training or after undertaking a course or training in

such institution, shall not be treated as a valid qualification for purposes of

employment under the Central Government, any State Government or

University, or in any school, college or other educational body aided by the

Central Government or any State Government.

7. The Committee suggested to prepare Data Bank for the teachers.

8. The institution needs to install Fire Safety equipment and submit

the Fire Safety Certificate if not submitted earlier.

follows:

The NOC from the affiliating body letter 19.06.2015 has not been received by ERC NCTE and

there is no evidence of receipt of this letter. Hence the application is rejected as per Clause 5(3) & 7(i).An

enquiry may be constituted to enquire into the matter under the Chairmanship of a Senior Member of the

ERC. The enquiry committee shall consist of three ERC members. The committee report shall be sent to the

NCTE Hqrs. for further direction in the matter.

minutes of Regional Directors meeting held on 24.07.2015, the Eastern Regional Committee decided as

follows:

Each page of the application is not signed as indicated in the office agenda page no.305.

From Page No.227 to 218 on the application. There is no signature of the applicant. From Page 152-145 on

application there is no signature. Hence the application is rejected. A committee consisting of three members of ERC

under the Chairmanship of the senior ERC members may be constituted. The case is to be referred to the NCTE

Hqrs. for further direction.

(Management: Private) (A.B.- Magadh University, Bodhgaya, Gaya, Bihar-824234)

After considering and examining the application along with the documents submitted by the institution, the

agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received

from the NCTE Hqrs from time to time, latter No.F.50-02/2015/NCTE/N&S/Pt.II dated 30.05.2015, the

minutes of Regional Directors meeting held on 24.07.2015, the Eastern Regional Committee observed as

follows:

(i) As per Clause 5(3) of the NCTE Regulation 2014, the application shall be submitted online

electronically along with the processing fee and scanned copies of required documents such

as no objection certificate issued by the concerned affiliating body. While submitting the

application, it has to be ensured that the application is duly signed by the applicant on every

page, including digital signature at appropriate place at the end of the application.

(ii) As per Clause 7(1) in case an application is not complete, or requisite documents are not

attached with the application, the application shall be treated: incomplete and rejected, and

application fees paid shall be forfeited.

(iii) As per Appendix-4 Norms and Standards for Bachelor of Education Programme leading to

the Bachelor of Education (B.Ed.) Degree Under Sub Clause 3(1) there shall be a basic unit

of 50 students with a maximum of two units.

Taking the above Clauses of the Regulation 2014 into consideration, the Eastern Regional Committee observed

as follows:

(i) The print out of the application is not signed on each page.

(i) The institution is already recognized for B.Ed. with 100 intake capacity. Hence as per above

Sub Clause 3(1) of Appendix-4 of Norms & Standards of B.Ed. Course under Regulation

2014, the application for additional intake beyond two basic unit is not permitted.

Hence the Eastern Regional Committee decided as follows:

The application is incomplete and hence it is rejected as per the above Clauses 5(3) & 7(1) of NCTE

Regulations 2014.

Since the applicant institution is granted recognition for two basic units i.e. 100; hence no further additional

intake is permitted.

After considering and examining the application along with the documents submitted by the institution, the

agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received

from the NCTE Hqrs from time to time, latter No.F.50-02/2015/NCTE/N&S/Pt.II dated 30.05.2015, the

minutes of Regional Directors meeting held on 24.07.2015, the Eastern Regional Committee observed as

follows:

(i) As per Appendix-4 Norms and Standards for Bachelor of Education Programme leading to

the Bachelor of Education (B.Ed.) Degree Under Sub Clause 3(1) there shall be a basic unit of

50 students with a maximum of two units.

Taking the above Clauses of the Regulation 2014 into consideration, the Eastern Regional Committee observed

as follows:

(i) The institution is already recognized for B.Ed. with 100 intake capacity. Hence the as per

above Sub Clause 3(1) of Appendix-4 of Norms & Standards of B.Ed. Course under

Regulation 2014, the application for additional intake beyond two basic unit is not permitted.

Hence the Eastern Regional Committee decided as follows:

the institution or society sponsoring the institution is in possession of required land on the

date of application. The land free from all encumbrances could be either on ownership basis

or on lease from Government or Government institutions for a period of not less than thirty

years. In case where under relevant State or Union territory laws the maximum permissible

lease period is less than thirty years, the State Government or Union territory administration

law shall prevail and in any case no building shall be taken on lease for running any teacher

training programme.

Taking the above Clauses of the Regulation 2014 into consideration, the Eastern Regional Committee observed

as follows:

(i) Registered land document is not submitted.

(ii) NOC is not submitted.

Hence the Eastern Regional Committee decided as follows:

The application is incomplete and hence it is rejected as per the above Clauses 5(3), 7(1) & 8(4)(i) of the
