Whereas, Covid-19, is declared as a global pandemic by the World Health

Organisation and Government of India has declared it as a disaster and announced

several measures to mitigate the epidemic. Government of Kerala, has deployed

several stringent measures to control the spread of the epidemic.

And whereas, SRO notification issued by Govt of Kerala as Kerala Epidemics

Diseases, Covid 19, Regulations 2020 in official gazette stipulates that all possible

measures shall be incorporated to contain the disease.

And whereas, by government orders referred above certain restrictions in the '

fonn of lockdown are being implemented in the district from 8th May 2021 to 16th

June 2021 and the Government by orders as mentioned in reference (6) above has

decided to enforce restrictions after categorizing the Local Self Government

Institutions on the basis of average weekly IPR as follows :

CATEGORY CRITERIA

A. Average IPR below 8% (Areas with low spread)

B. Average IPR between 8% and 20% (Areas with moderate spread)

C. Average IPR between 20% and 30% (Areas with high spread)

D. Average IPR above 30% (Areas with critical spread)

And whereas, the District Authority has examined the matter in detail and is

convinced that based on the above criteria and average weekly IPR, the Local Self

Government Institutions in Thiruvananthapuram shall be categorised and

restrictions shall continue to further contain the spread of Covid 19. And now

therefore, I, Dr. Navjot Khosa IAS, District Collector & Chairperson of District

Disaster Management Authority under the powers vested with me as the District

Authority to invoke the provisions envisaged in the sec 26, 30 and 34 of the Disaster

Management Act 2005 and passes the order as follows:

1. On the basis of average weekly IPR as on forenoon of 16/06/2021 , the Local

Self Government Institutions are categorised as follows:

2. Restrictions shall be in place from 00:00 hours of 17th June 2021 as detailed

in the Annexure of G.O.(Rt) No. 467/2021/DMD dated 15/06/2021 will be in

place in Category A, B, C and D areas. (GO is attached as Annexure 1)

3. There will be a complete lockdown on Saturdays and Sundays across the entire

district with guidelines as issued under GO (Rt) No. 459/2021/DMD dated

07.06.2021 and GO (Rt) No.461/2021/DMD dated 10.06.2021. (GOs are

attached as Annexure 2 and 3 respectively)

4. In Category D Local Self Government Institutions, special intensified restrictions

imposed on Saturday and Sunday will be imposed throughout the week vide GO

(Rt) No. 459/2021/DMD dated 07.06.2021 and GO (Rt) No.461/2021/DMD

dated 10.06.2021. Police shall ensure strict perimeter control in Category D areas

and there shall be a single point of entry and exit via Category D Local Self

Government Institutions. (GOs are attached as Annexure 2 and 3 respectively).

5. Public Transport (K.SRTC and Private) will be allowed with Covid Protocols

only on need basis. However, no stops will be allowed in category C and D areas.

6. With respect to supermarkets in Category A, B and C areas, following protocol

shall be maintained:-• Supermarkets selling essential items shall be allowed to function on

Saturdays and Sundays but for home delivery purpose alone.

7. For management of crowd in shops, shop owners shall ensure the following

guideline :-• For every 100 sq feet area, not more than 5 people shall be allowed at any

point of time. • Shops shall display the area of the shop, number of people allowed and

number of people currently inside the shop at any point of time.

• All shops shall maintain customer register, thermal screening at entrance

and hand sanitizer facility at the entry and exit.

• Proper queue management shall be ensured outside the shop premises.

8. SDM Thiruvananthapuram and SDM Nedumangad shall ensure strict

enforcement Covid protocol through police and Sectoral Magistrates.

9. DPC (City) and DPC (Rural) shall ensure all guidelines issued by Government

of India and Government of Kerala regarding the containment zones are

complied and the all the guidelines as per the 6th reference shall be implemented

by concerned authorities in letter and spirit.

10. Medical Officers/Superintendents of corresponding CHC & PHC shall ensure

the following :-

Shall identify, isolate the positive patients and constantly monitor their health status over telephone. Shall conduct house to house ILi surveillance, listing of vulnerable, symptomatic persons, with high social contacts and screen them using the HR available with the PHC with the help of Block PHC. Shall update the details of positive and quarantined persons in Covid19 Jagrata portal and share the same with DDMA with a copy to DMO on a daily basis. Shall ensure strict enforcement of SMS; Break the Chain, Quarantining of contacts, isolation of positives with help of police, revenue and LSGs.

11. DMO should fix the testing targets for each LSGI on the basis of the TPR in that

LSGI and carry out testing and quarantine to prevent the spread of COVID-19

such that the person who tests positive first in a dwelling where facility for room

quarantine (including equipments like pulse oxymeter) is not available, shall be

shifted to CFLTC, DCC for quarantine immediately. District Medical Officer shall ensure that health activities are being implemented by the respective

Medical Officers and effective supervision is done by the respective Block MOs.

DMO shall furnish a daily progress report to this office by 8.00 PM every day

through email [email protected]. 12. The LSGI secretaries should continuously provide awareness and advice to the

locals regarding the instructions to be followed in the Containment Zones.

Children under 10 years of age, pregnant and lactating mothers, and persons with

co morbidities should strictly adhere to the guidelines by Health Department.

13. This order shall be reviewed every Wednesday based on average weekly TPR.

ORDER

As per Government Orders referred above, certain restrictions in the form oflockdown are being implemented in the State from 8th May, 2021 to 16th June, 2021 tocontain the spread of COVID-19 pandemic.

2) After assessing the current situation of the pandemic spread and Test PositivityRate in various districts of the state, the undersigned, in his capacity as Chairman ofthe State Executive Committee of State Disaster Management Authority, in exercise ofthe powers under Sec 20(3) of the Disaster Management Act-2005, hereby enforce therestrictions as detailed in the Annexure from 00:00 Hrs of 17th June 2021 until furtherorders, after categorizing the Local Self Government Institutions, on the basis ofaverage weekly TPR, as follows:CATEGORY CRITERIA

A. Average TPR below 8 percent (Areas with low spread)

B. Average TPR between 8 and 20 percent (Areas with Moderate spread)

C. Average TPR between 20 and 30 percent (Areas with high spread)

a. Industrial, Agricultural and Construction activities including quarries will bepermitted in all LSGIs. Transportation / movement of labourers will also bepermitted.Shops dealing with raw materials (including packaging materials) forthese activities will also be permitted from 7 AM to 7 PM.

Driver plus 3 is allowed intaxis and driver plus 2 is allowed in auto rickshaws. However this restriction isnot applicable for the journey of family members together

xxiii. Home services of Electrical /Plumbing/Lift/AC mechanics

xxiv. Pre Monsoon/Monsoon cleaning.

xxv. Services of attendants of aged and bedridden persons

xxvi. Works under MNREGA following COVID protocol.

xxvii. Offices of Advocates and their clerks during days of physical sitting in Courts(except in Category D areas) .

xxviii. RD collection agents of National Savings Scheme

xxix. Making of laterite bricks and its transportation to construction places

xxx. Theatres of KSFDC can be used for Censorship related activities of movies

j. Public functions or crowding of people will not be permitted. However marriageceremonies and funerals will be permitted with maximum of 20 persons.

k. All National and State level public exams (including sports selection trials) willbe permitted.

l. Tourism, recreation or indoor activities (including malls) are not permitted.

2. Special Guidelines applicable to Category A LSGIs :

a. All public offices including PSUs, Companies, commissions, corporations,autonomous organisations will function with upto 25% staff on rotation basis.Remaining staff will be on Work from Home duty.

b. All shops (including Akshaya centres) and establishments in such LSGIs canfunction from 7 AM to 7 PM everyday with upto 50% employees/workers.

c. Taxis and Auto rickshaws can operate. Driver plus 3 is permitted for taxis anddriver plus 2 are permitted for autorickshaws. However this restriction is notapplicable when the family members travel.

d. Outlets of Beverages Corporation and Bars will be permitted for takeaway only.Crowd management through time -slots utilising mobile app shall beimplemented.

e. Outdoor Sports activities with no physical contact will be permitted. Morning andevening walk observing social distancing norms will also be permitted.

f. Hotels and restaurants will be permitted to function for take-away,online/homedelivery from 7 AM to 7 PM. Home delivery will be permitted till 9:30 PM.

g. Domestic helps will be permitted to travel.

3. Special Guidelines applicable to category B LSGIs :

a. All public offices including PSUs, Companies, commissions, corporations,autonomous organisations will function with upto 25% staff on rotation basis.Remaining staff will be on Work from Home duty.

b. Shops selling essential items can function from 7 AM to 7 PM every day. Allother shops can function on Mondays, Wednesdays and Fridays from 7 AM to 7PM with 50% employees/workers

c. Akshaya centres will function from 7 AM to 7 PM.

d. All Private establishments can work on Monday, Wednesday and Friday with upto50 % staff strength.

e. Outlets of Beverages Corporation and Bars will be permitted for takeaway only.Crowd management through time -slots utilising mobile app shall beimplemented.

f. Outdoor Sports activities with no physical contact will be permitted. Morning andevening walk observing social distancing norms will also be permitted.

b. Hotels and restaurants will be permitted to function for take-away,online/homedelivery from 7 AM to 7 PM.

5. Special Guidelines applicable to category D LSGIs :

As per Government Orders referred above, certain restrictions in the form oflockdown are being implemented in the State from 8th May to 9th June, 2021 tocontain the spread of COVID-19 pandemic. Now it is observed that further reductionof infections and Test Positivity Rate (TPR) is essential. 2) Hence, in exercise of the powers conferred under Section 20(3) of the DisasterManagement Act, 2005, the undersigned in the capacity of the Chairman, ExecutiveCommittee of the State Disaster Management Authority hereby orders extension of theState-wide lockdown from 00:00 Hrs of 10th June, 2021 to 23:59 Hrs of 16th June,2021 as follows :

1. The shops and establishments permitted to function on 7th June, 2021 includingthe shops trading in rubber will continue to be allowed to function with thefollowing additional guidelines.

2. Staff deployment upto 50% ordered from 10th June, 2021 vide G.O 3rd citedabove will be effective only from 17th June, 2021.

3. For permitted construction activities during lockdown, site engineers/supervisorsshall also be allowed free movement on production of their IDcards/authorization letters to their work sites and back home.

4. Banks and Financial Institutions will function on Mondays, Wednesdays andFridays. 10th June, 2021 (Thursday) and 15th June, 2021 (Tuesday) will beholidays under Negotiable Instrument Act 1881.

5. All the shops that were permitted to function on 4th June, 2021 vide G.O 3rdcited above including textiles, stationery, jewellery, opticals, hearing aids,

women hygiene products, footwear, bookshops and repair shops will be allowedto function on Friday,11 th June, 2021 also from 7 AM to 7 PM. Vehicleshowrooms will be permitted to open on 11 th June, 2021 from 7 AM to 2 PMonly for essential maintenance of vehicles. Sale of vehicles shall not be allowed.

6. During the lockdown period, additional enhanced stringent restrictions will beimposed on 12th and 13th June, 2021 with only the permissible activities asshown in the annexure.

1. All State and Central Government Offices and their autonomous bodies,Corporations etc. dealing with emergency and essential services andCOVID-19 containment and management duties shall be fully functionaland officers/personnel of the same shall be allowed unrestrictedmovement.

2. All Industries/companies/organizations dealing with emergency andessential services and requiring operations 24x7 shall be permitted tooperate. Movement of employees of such organizations shall be allowedon producing valid ID card issued by the respectiveorganizations/institutions.

3. Employees and vehicles of Telecom and internet service providers shallbe allowed movement on producing valid ID cards issued by theirrespective organization/institution. Only essential staff/employees of ITand ITeS organizations shall work from office.

4. Patients and their attendants/persons requiring emergency need, eligiblepeople intending to take vaccination shall be allowed movement withvalid ID proof.

5. Only neighborhood shops dealing with food, groceries, fruits andvegetables, dairy and milk booths, toddy, meat and fish are allowed tofunction from 7 AM to 7 PM. Home delivery of essential items shall beencouraged to minimize movement of individuals outside their homes.

6. Restaurants and bakeries shall be permitted only for take away and homedelivery from 7 AM to 7 PM.

7. Movement of long-distance bus services, trains and air travel arepermitted. Movement of public transport, goods carriage vehicles andprivate vehicles and taxis, (including cabs by aggregators) to and fromairports, railway stations and bus terminals/stops/stands is allowed forfacilitating movement of passengers by air, rail and road. The movementwill be allowed only on displaying valid travel documents/tickets andstrictly adhering to COVID protocol.

8. Marriages and housewarming ceremonies registered in COVID jagrathaportal are permitted strictly adhering to COVID protocols.
