RECEPTION OF GRAND REPRESENTATIVES
7
On direction of the Most Illustrious Grand Master, the Grand
Representatives arose, and were greeted by the Most Illustrious Grand
Master.
ADDRESS OF THE MOST ILLUSTRIOUS GRAND MASTER
Most Worshipful Grand Master Hughes, Right Puissant Officers of
General Grand Council International, distinguished visitors, and my
fellow companions: It is such a pleasure to have all of you here at this
Grand Sessions.
THE PAST
A year ago, when I stood at the 2012 Grand Sessions, accepting this
high honor you afforded me, I set forth several goals. Fortunately,
some of them have been accomplished and some have not. But, it is not
the purpose of this report to dwell on those, but to reiterate what we
have accomplished and to set forth suggestions for the future of this
magnificent fraternity.
THE FUTURE
In doing so it is a realization that one cannot accomplish all his goals
in one year. Therefore, I charge my successor to consider attempting to
accomplish some of them during his forthcoming term. And, knowing
Companion Sobocinski as I do, I am sure that he will have a successful
year.
MY SUCCESSOR
I charge my successor to attempt to have each subordinate council go
through their membership records and finally accumulate an accurate
and complete list of our companions, their addresses, telephone
numbers and e-mail addresses. Secondly, I charge him with
collaborating with the R.E. Grand Commander and the M.E. Grand
High Priest to reinstitute the long-avoided practice of sending out a
combined York Rite bulletin at least quarterly to all York Rite
members.
GRAND VISITS
I performed a grand visit to all our constituent councils. My lady,
Joan, and I visited the grand jurisdictions of Vermont, Connecticut,
New York, Pennsylvania, Maryland, District of Columbia, New Jersey
and Rhode Island. Being on the grand staff of all three Delaware York
Rite grand bodies, I was privileged to be able to represent the
Delaware Grand Commandery and the Delaware Grand Chapter when
the Most Excellent Grand High Priest and the Right Eminent Grand
Commander were unable to attend.
8
THANK YOU, DON
In reviewing my year it is only fitting that I pay tribute to those who
have assisted me by their guidance and criticism; advice and
instruction; disapproval and dismay; “at-a-boy” and “oh, my gosh!”
Especially, My Grand Recorder, Most Illustrious Past Grand Master,
Mark E. Irwin. But, at the top of my list for my “thank you” has to be
Most Worshipful Past Grand Master Donald D. Thomas. And, the
unique part of Brother Don is that you don’t have to wait to ask if you
have done something wrong, or should do something; he let’s you know
as soon as you do it or should have done it! Seriously, Don, thank you.
To me you are truly, “Mr. Delaware Mason.”
THE FUTURE
I can stand here before you today and report that the future of the
Grand Council and the subordinate councils is encouraging. We have
performed the various degrees with perfection and left a favorable
impression on our candidates. It is my sincere hope that each of us
will continue to seek out and encourage our blue lodge brothers to join
our ranks.
On that note, a special thanks to Past Most Illustrious Grand Master,
Robert Benson, and Right Eminent Grand Commander, John Hiott, for
the time and energy they have expended in visiting 10 blue lodges to
spread the word of the York Rite. Their dedication has resulted in 16
applications and 12 new members.
Whether our numbers increase or decrease is an important
consideration, and should be an individual consideration of all
companions. Equally important is our individual responsibility of each
of us to encourage our members to attend all our assemblies,
convocations and conclaves.
GRAND STAFF
My grand staff has been completely supportive and has appeared at all
of my Delaware grand visits. They have conducted themselves with
dignity and decorum and made a favorable impression wherever they
appeared. Thank you for your support and the time and talents you
have so freely given.
LOOKING FORWARD
Let us all remember why a car’s windshield is larger than the rear
view mirror. It is because it is more important to see where you are
going than to dwell on where you have been.
Thank you.
On Motion, regularly moved, seconded and approved, the Report of the
Most Illustrious Grand Master was received and referred to the
Jurisprudence Committee.

REPORT OF THE GRAND TREASURER

changed this past year.

REPORT OF THE GRAND RECORDER
Your Grand Recorder is pleased to make this report to this Grand
Council. I thank all who have helped me throughout the year. I have
appreciated the assistance given to me by all bodies that I have
corresponded with this year.
Following is a record of all income received in the Grand Recorder’s
office and an accounting for all vouchers issued.
SUMMARY INCOME
AND EXPENSES
Income Expenses:
Annual Returns 826.50 Annual Assembly 323.84
Dues Cards 48.00 CMMRF 0

MIGM Aprons (4) 599.80
Postage 17.43
Rituals 50.00
Total Income: $914.85 Total Expenses $1,318.07
This shows a net loss for the year of $403.22, which can be attributed
to the purchase of 4 MIGM aprons. This not an annual cost and would
have meant a net increase of $46.63 for Grand Council. I would note
that 2 subordinate Council returns were received late last year and
again this year. This year’s are not included in the summary above.
From a membership perspective, this office notes the following:

NET GAIN 13
Although we show a net gain, it is due to an error in previous returns
from Joppa Council. The new Recorder has reconciled the membership
and adjusted the numbers to reflect the accurate count. It is
commendable that we show 18 greetings this year, which is a great
accomplishment and gives the Grand Council something to build on.
Our Grand Council was hit especially hard this year by deaths and
suspensions again. We must continue to work in our Blue Lodges and
Chapters to encourage all Masons to complete the Circle of Perfection
by being greeted in our Councils.
I appreciate all the support I have received from the Recorders of the
subordinate Councils and wish you all continued success in your
duties.
The Internet and email again has been most helpful this year. I
encourage all who need to contact this office to take advantage of it.
To our Most Illustrious Grand Master, James G. Horn, I appreciate all
of your support and words of encouragement during the year. I regret
that due to other commitments, I was unable to be with you as much
as I wanted. I congratulate you on your year and wish you the best in
all your future endeavors.
Lastly, thanks to all the Companions for the honor you have bestowed
on me. I have been most appreciative of the support and
encouragement that I have received.
Sincerely and fraternally yours,
Mark E. Irwin, MIPGM
Grand Recorder

On motion regularly made, seconded, and approved, the Report of the
Grand Recorder was received.
INSURANCE COVERAGE
The Most Illustrious Grand Master reported that Insurance would be
continued as in the past with all bodies of the Grand York Rite
participating in the shared cost.
REPORT OF THE MEMORIALS COMMITTEE
Let us begin with prayer:
O God, whose days are without end, and whose mercies cannot be
numbered, awaken us to the shortness and uncertainty of human life. By
your Holy Spirit lead us in faithfulness all our days. When we have
served you in our own generation, may we be gathered with those who
have gone before us, having the testimony of a good conscience, in the
confidence that we have attempted to serve You faithfully. Open our
hearts to your love, and lead us in the way everlasting. AMEN.
Today we bring white carnations to our altar to memorialize those who
have gone before us to stand before the Throne of Grace. Some were
“giants among their peers”, others more ordinary men. All had God’s
plan in their lives, and fulfilled it to varying degrees. There are those
whom we remember as having great impact upon our lives and our
fraternity – others much less so. Let each of use pause and remember by
name those men important to us. May the rest in peace.
We remember, and bring a carnation in tribute to: Our departed Past
Illustrious Grand Masters, including our General Grand Master George
Sellars; Our departed Past Illustrious Masters; Our departed constituent
Companions; and those Companions departed from our Sister Grand and
Local Councils, wheresoever dispersed.
Let us pray:
Thou, O God, knowest our down-sitting and our uprising, and
understandest our thoughts afar off. Consider and hear us as we
remember those Masonic Brothers and Companions who have gone
before us to be with you. Give us faith, that we may see beyond touch
and sight, and experience signs of Your kingdom. Give us good hope, so
we may bravely walk our earthly way, and look forward to glad heavenly
reunion. May You, O God bless and keep us all. AMEN.
James R. Herrington, PMIGM
Grand Chaplain

REPORT OF THE BENEVOLENT FOUNDATION COMMITTEE
Most Illustrious Grand Master and Peers,
Sadly this Committee has not been extremely active this year.
However, $25.00 has been contributed by this Grand Council to the
Foundation, which is undertaking support of ailments that will,
regretfully, impact each and every one of us here today.
It is my personal recommendation, that each Council of the Grand
Council should raise their initiation fees by a token $1.00 to $5.00 as a
donation to the CMMRF; provide each new Companion, at his greeting,
with a brochure in CMMRF and present at the Annual Assembly,
those monies so collected.
Respectfully submitted,
Donald D. Thomas PMIGM, Chairman
REPORT OF THE GRAND INSPECTOR
No report received.
REPORT OF THE PERMANENT FUND COMMITTEE
It was reported that no activity occurred with the Permanent Fund
during the Cryptic year.
REPORT OF THE GRAND YORK RITE ANNUAL MEETING
COMMITTEE
No report received.
REPORT OF THE PRINTING COMMITTEE
The Committee reports that the 2012 Proceedings have been created
and posted on the Internet. In an effort to reduce costs for the Grand
Council, the Committee had decided to not print copies of the
Proceedings but rather publish them on the Internet for the benefit of
all members. In addition, a pdf formatted file will be sent to all Grand
14
Jurisdictions that are recognized by this Grand Council.
The Grand Recorder’s office in the last year have received Proceedings
in various formats. Some were printed, some sent on CD and some sent
via email. Email is the lowest cost alternative. For those Companions
who do not have access to the Internet, please contact the Grand
Recorder’s office for a printed copy.
Respectfully Submitted,
Mark Irwin, Chairman

Recorder, TIM No. 4, p.t.
JURISPRUDENCE REPORT
The Jurisprudence Committee has reviewed the address of the Most
Illustrious Grand Master and presents its report on it.
The Committee is pleased to see that the Most Illustrious Grand
Master made an official visitation to each of the constituent Councils.
We join with our Grand Master in congratulating our Councils for the
progress they have made in conducting their meetings.
We are pleased to see that our Most Illustrious Grand Master and his
Lady, Joan were able to attend 8 of our sister jurisdictions Grand
Sessions. I know that he gained much insight in the workings of other
jurisdictions and hopefully has ideas to help our Grand Jurisdiction.
We are also pleased that he represented the Grand High Priest and
Grand Commander when needed. This shows the unity of the York
Rite in Delaware.
The committee has reviewed the dispensation waiving waiting periods
for ballotting, although not noted in his address, of the Most Illustrious
Grand Master and find it proper and within his authority and approve
of it.
We do not see from his address whether any other events within the
state were attended such as Semi-Annual and Annual
Communications of Grand Lodge. It is important for our Grand Council
to demonstrate its unity and support for our Grand Lodge.
The Most Illustrious Grand Master did not make any
recommendations in his address that require any action by this Grand
Council
We thank our Most Illustrious Grand Master for his service to this
Grand Council this year and to his Lady, Joan who has supported him
in his journey.
Administrative Matters
Past Most Illustrious Grand Master Donald D. Thomas submitted the
following for consideration.
Amend Article 8 - POWER OF OFFICERS,
by adding the following:
In addition, it shall be the duty of the Grand Recorder to receive from
19
each Constituent Council of this Grand Council, and from the Grand
Treasurer, such information, complete and compliant, to enable him to
file all required federal government IRS filings on their behalf and
report same to the Grand Council at its Annual Assembly.
The Committee has reviewed the proposal and finds it in order and
recommends its adoption.
Sincerely and Fraternally,
Mark Irwin, PMIGM – Chairman
Franklin R. Townsend, PMIGM
James B. Walsh, PMIGM Upon motion regularly made, seconded and approved, the Report of the
Most Illustrious Grand Master was approved. Upon motion regularly
made, seconded and unanimously voted for, the addition to the
Constitution was approved.
REPORT OF THE FINANCE COMMITTEE
The Finance Committee has reviewed the records of the Grand Council
for 2012 and finds that the Treasurer’s report accurately reflects the
accounts of the Council. The opening and closing balances agree with the
statements and all receipts and expenditures were accurately recorded.
The account balances totaled $26,563.20 at the end of the fiscal year.
Receipts of the period totaled $1,509.88. Interest earned totaled $104.50.
Expenses totaled $1,327.05. The result is a decrease in net worth of
$162.67. This decrease was driven largely by the purchase of
paraphernalia needed to support the Grand Staff. This expenditure is
not expected to recur. The extraordinary low interest rates paid available
from financial institutions have, and will continue to, negatively impact
the finances of Grand Council. Grand Council will need to remain
judicious in managing their expenditures.

MASONIC CALENDAR
Ancient Craft Masons commence their era with the creation of the world,
calling it ANNO LUCIS (A.L.), "in the year of light." Add 4000 years to
the common era. Thus 2013 plus 4000 = 6013
Scottish Rite, same as Ancient Craft, except the Jewish Chronology is
used, ANNO MUNDI (A.M.), "in the year of the world." Add 3760 years
to the common era. Thus 2013 plus 3760 = 5773. After September add
another year.
Royal Arch Masons date from the year the second temple was
commenced by Zerubbabel, ANNO INVENTIONIS (A.I.), "in the year of
discovery." Add 530 years to the common era. Thus 2013 plus 530 = 2543
Cryptic Rite (Royal and Select Masters) dates from the year in which the
temple was completed, ANNO DEPOSITIONIS (A. Dep.), "in the year of
the deposit." Add 1000 years to the common era. Thus 2013 plus 1000 =
3013.
Knights Templar commence their era with the organization of their
order, ANNO ORDINIS (A.O.), "in the year of the order." From the
Christian era take 1118. Thus 1118 from 2013 = 895.
Order of High Priesthood dates from the year of the blessing of Abraham
by the High Priest, Melchizedek. ANNO BENEFACTOR (A.B.), "in the
year of the blessing." To the Common era add 1913. Thus 2013 plus 1913
= 3926.
