    Dear ladies and gentlemen,

    In this very precious moment, I would like to convey my warm regards and high appreciation

    for the eminent speakers, distinguished guests, respected colleagues, and all participants, from

    the deepest of our heart for having you joining our conference.

    The 2nd

    Bogor International Conference for Social Sciences (BICSS) is the joining event which

    was being held annually. Our joined hosts are Universitas Islam 45 Bekasi (UNISMA), Ibn

    Khaldun University (UIKA), and Fatoni University. Directorat of higher Education, Ministry of

    Research, Technology and Higher Education, Indonesia (RISTEKDIKTI), The Assessment

    Institute for Foods, Drugs, and Cosmetics Indonesian Council of Ulama (LPPOM MUI) and

    BTN Syariah who have supported us with such a very kind commitment. It is with the deepest

    of gratitude that I would like to convey them my thankful.

    Economics, Education, Business, Law, Administration, Communication, and Social Sciences

    are some of the important parts of human life, especially in order to increase its position and

    image in the world for human wellbeing and environmental sustainability. Research, and

    conference related with Economic, Business, Law, Administration, Communication and Social

    Sciences in the national and international levels. Those activities are due to develop and

    communicate various findings and developments of the multidisciplinary among many parties,

    including public government, private, state-owned enterprises, observers, researchers and users.

    This conference hoped to provide thoughts and develop sciences as well as practices in the

    fields of economy, business, law, and social sciences based on research, as well as honing the

    skills of academicians, students, and practitioners in conducting critical thinking of the fields.

    UNIDA as further education institution has played its role in educating people; since 1987 it has

    graduated more than 10.000 graduates. At the moment, Djuanda University (UNIDA) has

    gained a prestigious rank from the Ministry of Research and Technology, which is in 66 level of

    the 100 best universities in Indonesia. This serves as an evidence that UNIDA has and will

    continue to find ways to develop and inform sciences to the general public.

    The conferences hope to serve as a forum to exchange ideas and experiences on findings and

    thoughts presented in empirical and theoretical assessments among Indonesian and overseas

    academicians and researchers. We deeply say thank a lot to all of you who make this conference

    happened. The success of the BICSS depends completely to researchers who have written and

    submitted papers on a variety of topics. We are honored to have Dr. H. Martin Roestamy, SH.,

    Community empowerment refers to the process of enabling communities to increase control

    over their lives. Community empowerment has been one of the three pillars of universities in

    Indonesia. Ministry of Research, Technology and Higher Education has recognized

    community empowerment as a vehicle to downstream the research results to solve societal

    problems. Community empowerment necessarily addresses the social, cultural, political and

    economic determinants and seeks to build partnerships with other sectors in finding solutions.

    Partnership among the stake holders involved is an important factor contributing the success

    of community empowerment by providing the opportunity to cooperate and work together.

    Abstract

    This paper addresses the need to promote the inclusion, integration, incorporation, social,

    legal and economic recognition of young people within the agricultural sector. The aim of

    this paper is both to provide policy inputs for public policies that promote inclusion of youth

    farmers in the agricultural sector and to be an exercise of inclusion by generating an

    opportunity for young farmers to take part on the policy-making cycle.

    From the starting point that youth should be at the centre of the processes defining policies

    that affect them, this paper lays out a methodology for addressing the major challenges faced

    by young farmers. After a brief description of the context where major challenges affecting

    youth in agriculture are explained, the paper discusses factors hindering access to farming

    and political participation. Then the paper presents policy recommendations; including the

    need of communication and information for young farmers.

    The Role of Customary Land in the Well-Being of Rural Native

    Abstract

    This study sought to examine the Bidayuh natives current notions of the good life anticipating

    the preservation of the eco-centrism in them. Using phenomenology as the qualitative

    research design a total of 50 respondents were engaged in in-depth field interviews and focus

    group discussions. The data gathered were analysed using the content analysis with the

    assistance of the NVivo software. The results were a collection of 22 dominant themes and

    six categories of the good life that signified a changing role for the Native Customary Rights

    Land (NCRL). Whereas before the NCRL was the cradle of a contented life sustained around

    a balanced nature-society relationship the NCRL now is the battlefield for disgruntled natives

    to grapple with their raised expectations and new discontents. It is no longer acceptable that

    the NCRL remains just ecologically pristine; it has to be managed to generate greater material

    Abstract

    It is undeniable, due to the association of life that naturally builds up well, the teachers or

    priests who are of Arab descent are called "habib" while the entrepreneurs are called "wan" as

    a sense of public reverence for Arab descendants who have assimilated total. Tourist visits

    have been more fruitful to public relations and tourists more intensively because among

    tourists develop religious culture, value system, social activities, even some of them have

    families and build businesses. BOPUNCUR is a very favourite designation for the people of

    Saudi Arabia who fill 80% of Middle East tourist visits. This research was carried out with a

    non-doctrinal or socio-legal empirical approach, namely qualitative research based on field

    data and the results of in-depth observations of each interaction that is associated with the

    Indonesian nations legal culture and local wisdom. From this study found the factors that are

    conditio sinea quanon that encourage cultural acceleration, among others, the existence of

    Sundanese local wisdom in BOPUNCUR namely; permissiveness, avoidance of conflict,

    scepticism, and transactional culture of local communities that have a positive and negative

    impact on the legal culture.

    Abstract

    Pakistan is a third world Islamic country in which patriarchy and male domination are

    widespread. However, from last few years, societal changes have been noticed in this regard.

    The credit goes to women rights activists and vibrant mass media in Pakistan. In the world

    over, communication and media are considered extremely significant when it comes to

    women development. Although, media in Pakistan are criticized for giving less coverage to

    women issues, but even then Pakistani media, has played a meaningful role to highlight their

    problems. Therefore, now dramas, discussions, talk shows and news contents are produced in

    the country mainstream media. Likewise, social media has also played vital role; blunt issues

    which can’t be debated in mainstream media due to editorial restrictions are deliberated in

    social media forums. In this way, mass media has empowered the women in real sense and

    provided them the avenues to express their opinions and bring their issues into public

    discourse. This paper examines the role of mainstream and new media towards capacity

    empowerment of Pakistani women. This is an argumentative study that presents an overview

    as to how mass media have emancipated and empowered the women. In the end, suggestions

    have been furnished for further effective use of mass media so that capacity building and

    empowerment of women could be enhanced.

    Developing Maternity and Child Care System Pilot Project in Indonesia

    Abstract

    Why Finland?. Finland has more than 60 years of experience in the maternity and child care

    system, which has led to a significant decrease in maternal and infant mortality and improved

    women and child health. For example, in 2013, the vaccination coverage for small children

    was 95% and the perinatal death rate 3.5/1000 children. In 1936, a total of 95 of every 1,000

    Finnish children died before age 5, but that number has dropped to just 2.9 by 2011. For

    mothers, the mortality rate has dropped from 400 mothers per 100,000 births in the 1930s to

    less than current five. In 2011, not a single maternal death was recorded. Main objectives of

    the pilot project. The key partners of the Project believe that there exist significant

    possibilities to implement Finnish best practises to improve the health and quality of life of

    Indonesian mothers and children. The main objective of the training and development project

    is to support the design and implementation of the model for a maternity and child care

    system in the Indonesian pilot region and to research and evaluate the impact of the new

    activities. The project aims to increase level of quality of medical care, to improve the

    maternal and infant health and to decrease maternal and child morbidity and mortality in the

    pilot region. The project furthermore aims at establishing valuable experiences and references

    from Finland for further actions at local, regional and national levels.

    Abstract

    The purpose of the research was to find out the effectiveness of picture series in improving

    English vocabulary, specifically elementary level. This was based on some problem faced by

    the students in memorizing the vocabularies. Just by the black and white printed English

    lesson book could not attract the motivation to behave English. The very simple cooperative

    media that is good for English and able to attract motivation of student is picture series.

    Picture can be found everywhere, from the flea magazines; little effort by pictures

    downloaded is also good. If you have any desire of art, cutting and creating the colourful

    pictures must be good choice. To find out the effectiveness the picture series media was

    treated in experiment group. These two groups treatments were selected randomly by cluster

    sampling from the population. As both treatment groups had been equivalence in the terms of

    ability at the beginning of this research. Post-tests had been done for both groups. The result

    was analysed by t-test. The calculation reveals that t-observed could exceed the t-table it

    means that the hypothesis was statistically accepted.

    Jumbled-Letter Game: A strategy to Boost Learners Interest in Vocabulary Teaching

    Abstract

    This article is written due to the challenging problems found in English class, especially in

    teaching vocabulary. According to some English teachers, teaching vocabulary through

    memorizing the list would be boring and should be avoided. For that reasons, a fun but

    meaningful way to teach vocabulary is needed. One of them is by using gamification. It has

    been showed that language games have advantages and effectiveness in learning vocabulary

    in various ways. In this paper, the writer would like to introduce a language game namely,

    Jumbled Letter Game. It is claimed that this language game allows the students to master

    vocabulary without memorizing the words. Besides, the use of Jumbled Letter game in

    teaching vocabulary may overcome the student’s difficulty to arrange the correct word

    spelling. At the later stage, this paper will discuss the whole interesting findings about the

    topic which will be contributing to the field of ELT in Indonesia.

    that has the goal of shaping the character of Islam. Making Islamic values that encourage the

    realization of moderation in Islam. Develop understanding of Islam Rahmatan lil alamin.

    Character education must have the philosophy of the state as the nation’s wealth in preparing

    the lifestyle of advanced and civilized people. Integrated education with character building

    fosters loves for the homeland. Mutual love respect and high tolerance. Islam and all social

    structures affect Pancasila, and Pancasila as the basis of the state are strongly correlated with

    the growth and development of the times. This is where the importance of character

    education of nationality that is able to give special features for Indonesia to become a great

    nation, civilized, advanced and honourable.

    The advancement of technology in the global era has driven UNP to collaborate with ASEAN

    country members for globalized students teaching practice which is aligned with UNPs vision

    and mission. The course of Information and Communication Technology ICT in English

    Teaching has been one of the fundamental courses in the English Department at Universitas

    Negeri Padang. It serves the market demand nationally and globally where the skills of

    teaching and skills of Information Technology IT need to be obtained. However, the

    potentials of employing digital teaching materials in the course have not been optimized.

    Therefore, there is a need for the department and university to develop a better concept and

    materials involving digital system which allows the students to actively engage ICT features

    in the teaching and learning process. Thus, the students can simulate the use of ICT for

    teaching and learning English especially within Blended Learning approach. This is believed

    to be able to support the effectiveness and efficiency of learning process. This paper will

    present the initial findings and initial material design for ICT in ELT course.

    Abstract

    The Travel and Tourism Business, State Polytechnic of Bali has implemented KKNI-based

    curriculum since the academic year of 2016/2017, one academic year up to when this study is

    performed. KKNI stands for Kerangka Kualifikasi Nasional Indonesia or Indonesia National

    Qualification Framework. The curriculum system demands that each of the graduates obtain

    qualifications in accordance with their educational level criteria. This study is aimed at

    investigating the effectiveness of the implementation of KKNI based-curriculum in the Study

    Program. By applying a descriptive qualitative research method, the data were collected

    through literature study of the KKNI-based curriculum document (Peraturan Menteri Riset,

    Teknologi, dan Pendidikan Tinggi nomor 44, Tahun 2015 or the Regulation of The Ministry

    Research, Technology, and Higher Education Number 44, Year 2015 on Higher Education

    International Standard), as well as in-depth interview with the stakeholders, teachers,

    students, graduates, curriculum developer, and curriculum experts. The study found, so far,

    the implementation of KKNI in Travel and Tourism Study Program of Tourism Department

    of Bali State Polytechnic has been effective. It has been able to facilitate the students to

    obtain the required competencies; firstly, in accordance with KKNI, and secondly in

    accordance with their prospective workplace (travel and tourism) requirement.

    Abstract

    The purpose of this research is to know the tendency of the students of Post Graduate

    Program in University of Islam 45 Bekasi in the Massive Open Online Course (MOOC). This

    research uses action method (action research) by introducing two models MOOC, IndonesiaX

    and Khan Academy, then students are required to join the course completely. Based on the

    certificates obtained by the students, reviewed the tendency they follow the MOOC.

    The results showed that the students of Post Graduate Program in University of Islam 45

    Bekasi prefer to join of IndonesiaX than Khan Academy with the reason of language mastery.

    All of the 34 students who join MOOC, there are 32 people join IndonesiaX completely and

    only 2 people who join Khan Academy completely

    Improved Understanding of Students Concepts through Mind Mapping

    Abstract

    The purpose of this study is to improve students understanding of concepts in the subjects of

    Social Sciences through the mind mapping method. This research method is Classroom

    Action Research. This study was carried out in three cycles, each cycle including the stages

    of planning, action, observation and reflection. Subjects in this study were fifth grade

    students of Bani Saleh 2 Elementary School in Bekasi, amounting to 25 students. Data

    collection techniques use tests and observations. Data analysis techniques use description

    analysis. Based on the results of research that has been obtained, in Cycle I students get an

    average score of 69.3 with classical completeness of 64%. In Cycle II the average value of

    students increased to 76.5 with 76% classical completeness, and in Cycle III the average

    score of students increased back to 82.4 with classical completeness of 84%. Thus, it can be

    concluded that the mind mapping method can improve students understanding of concepts in

    Social Studies subjects.

    Abstract

    The study explores the empowerment of organizational culture and job satisfaction in

    increasing the senior high school Principal performance. The affordable population in this

    study were 146 heads of public and private high schools in East Jakarta. A simple random

    sampling was held to obtain 60 samples from an affordable population of 146 schools. The

    result shows that the senior high school Principal performance can be increased by

    empowering 63.9% of the role of organizational culture and job satisfaction. Principal

    performance strengthens the notion that the higher score of the independent variables of

    organizational culture and job satisfaction as the higher score of the quality performance

    serving as the dependent variable. The high-quality performance of senior high school

    Principals will accomplish the quality of school assessment.

    Abstract

    English lexis is commonly found in the Indonesian linguistic landscape. This suggests that

    English is preferable to Indonesian when communicating particular information to the public.

    Such preference for using English lexis in the Indonesian public space cannot be easily

    justified since the media containing English lexis are displayed in the neighbourhood

    inhabited by Indonesian people. This paper attempts to uncover a certain pattern in which

    English lexis is more likely to be chosen by Indonesian people when they share certain

    information by means of written media. The purpose of the study is to argue that the

    preference for using English lexis in the Indonesian contexts may seem to be harmless, but it

    does not mean that it is not victimless. The data were analysed with regard to the notions of

    symbolism in use (Haarmann, 1989), identity construction (Piller, 2001; Lee, 2006; and

    Young, 2008), and globalization (Bathia and Ritchie, 2004 and Kuppens, 2010). The result

    shows that English lexis is preferred when sharing information related to Globally-Shared

    Popular Culture (GSPC), e.g. music, fashion, and drugs. However, when using English lexis

    is unjustified, it indicates that the Indonesian language is marginalized in its own linguistic

    environment.

    Reflective Practice as A Way to Enhance Professional Development in Pre-service

    Abstract

    This study was conducted to examine how reflective practice can help pre-service English

    teachers enhance their professional development as English teachers to be. This study

    specifically focused on investigating the process of reflection underwent by the pre-service

    teachers during their teaching practicum as well as exploring the development of their

    learning to be reflective practitioners. This study adopted a case study design with reflective

    journal and interviews functioned as data collection techniques. The participants involved

    were 7 pre-service teachers in an undergraduate English teacher education program. The

    results revealed that reflective process experienced during teaching practice varied among the

    participants. The reflective process they underwent covers 1) conferences between mentor

    teacher and pre-service teachers, 2) recollection and 3) reflection in action. The reflection

    process during their teaching practicum yielded teachers personal theories of teaching which

    lead to their professional development.

    This paper seeks to explore the thought of one of the oustanding contemporary Muslim

    scholars who has made a great impact on the development of present Islamic thought. It tries

    to expose his critique on Islamic reason, focusing in particular his critical study of the Qur’an.

    The study is expository in nature, deploying a descriptive approach, reliying mainly on

    literatures available either written by Arkoun or other scholars who have touched upon the

    topic discussed. The study found that Arkoun has been very much influenced by western

    philosopy, especially post modern philosophy. His study can shaken not only the structure of

    Islamic epistemology, but also the very foundation of Islamic belief system.

    This research conducts study on the effectiveness of Development Pattern that held by

    Pondok Rajeg Correctionalal Institution, Cibinong towards its Inmates to prevent Drug

    trafficking with problem analysis: 1) How is the form of development that held by the

    Pondok Rajeg Correctional Institution towards its Inmates? 2) How is the obstacle in

    developing the Inmates of Pondok Rajeg Correctional Institution in Cibinong, Bogor? The

    method used for this research is normative-empirical approach, by reviewing the

    implementation of normative law (laws) in the process of the development that held by

    Pondok Rajeg Correctional Institution, Cibinong, Bogor. Characteristic development is

    guided to the Inmates mental and character so that they will not conduct any criminal acts.

    The independency is guided to develop the Inmates talent and skill therefore they can re-

    perform as part of community with freely and full of responsibility. It is required to be

    defined that 1) Inmates are not trash or pest that can be ignored and wiped out, 2) the

    Correctional Institution needs to control and reacts to the potential of drug use and/or drug

    trafficking. Therefore, in future, once the Inmates are released, they will be ready to be better

    human beings.

    Abstract

    This writing paper done the review about the role of Indonesian waqf board (BWI) in

    optimizing the function of nazir in empowering waqf object to realize the advantage and

    function of waqf continuously for the sake of community (ummah). In relation, the existence

    of nazhir in waqf institution is become unique in the other form of the Islamic fund

    management philanthropy, namely zakat. As stated in law number 41 2004 about waqf, it

    regulates that nazir get the guidance from minister and BWI. This article discusses about the

    role of BWI and one of principle contained in waqf law, namely accountability principle of

    nazhir. Which is manifested in form of optimalization the role of nazir according to law

    number 41 2004. This article discusses the role of Waqf Board of Indonesia (BWI) and one

    of the principles contained in the law of waqf which popularly known as the principle of

    accountability of a nazhir manifested in the form of optimizing the role and function of nazhir

    as the recipient of trust, preservation and management of waqf assets with reference to the

    provisions of waqf in the perspective Law Number 41 of 2004. BWI functioned in giving the

    special guidance for nazir continuously to realize the professionalism and accountability. This

    is in accordance with one of BWI district representative duty and authority, as regulated in

    article 1 paragraph (2). BWI role number year 2012 about the representative of Indonesian

    waqf board. The form of optimizing the role of Nazhir function is through continuous

    guidance carried out by the Waqf Board of Indonesia, among others: (1) meeting in the

    framework of development by BWI, (2) training activities, and (3) socialization related to the

    latest regulation on the management of waqf objects by nazhir. Furthermore, in the

    appointment nazhir, capabilities and the competence of a nazhir in the field of management

    and development of waqf objects should be put forward, in order to realize the principle of

    accountability and the principle of benefit in Islamic waqf principle. While, concerning the

    accountability principle will be realized if pointed nazir have the following personality: 1)

    Amanah (trustworthy), (2) Shidiq (honest), (3) Fathanah (intelligent), and (4) Tabligh

    (transfaran). When the mentioned personality is attached to nazhir and it has a synergy

    among nazhir, Wakif and BWI, then the empowerment of waqf objects will always have

    valueable and real use in the sake of bigger society in the future. Wallahul alam (Allah knows

    everything).

    Model of Protection on Juvenile Delinquent Through Diversion and Restorative Justice

    Abstract

    Model of protection of juvenile delinquent through the diversion and restorative justice

    according to Law No. 11 of 2012 regarding the Juvenile Criminal Justice System cannot be

    separated by the existence of the Convention on the Rights of the Child of 1989 the

    Government of Indonesia release the Law No. 11 of 2012 regarding the Juvenile Criminal

    Justice System, The most fundamental substance in Law Number 11 of 2012 is the strict

    regulation of restorative justice and diversion. It means that model of the protection of

    juvenile delinquent under the Law No. 11 of 2012 is by applying the diversion and restorative

    justice, it is by redirecting the settlement of the juvenile delinquent cases from litigation of

    the criminal process to the process beyond the litigation of the criminal, involving the

    delinquent, the victim, the family of the delinquent / victims and other parties concerned to

    jointly seek a fair settlement by emphasizing the restoration to its original state rather than the

    retaliation. The stages of the implementation of diversion and restorative justice according to

    Article 7 paragraph (1) of Law Number 11 of 2012 is the stage of investigation, prosecution

    stage, and stage of court hearing.

    Alternative Model of Consumer Dispute Settlement Financial Services Sector in

    Indonesia

    Abstract

    Consumer dispute resolution can be reached through court (litigation) or outside the court

    (non-litigation) based on the voluntary choice of the parties to the dispute. Consumers are

    given the freedom to claim their rights if they are harmed by business actors both through

    litigation and non-litigation. The method employed in this research is a normative juridical

    approach and is supported by empirical research. This research is descriptive-analytic, that is

    research by explaining and describing in a clear, systematic, real, and precise way of an

    alternative model of consumer service disputed in the financial services sector in Indonesia.

    The litigation process produces conflicting decisions that have not been able to embrace

    common interests, and even tends to create new problems, are slow to settle, require

    expensive, and unresponsive costs. While the non-litigation process as a model for the

    settlement of the consumer disputes also still has obstacles and has not been effective. The

    financial service sector consumer losses can be anticipated by enforcing laws related to law

    enforcement and by building and developing models of financial service sector consumer

    dispute resolution that are currently available optimally by stakeholders so that can provide a

    sense of justice and guarantee legal certainty.

    Juridicial Review in Consumer Law Evidence in Halal Food

    Abstract

    Indonesia is a Muslim country in the world with 88% of its people being Muslim. It is

    obligatory for Muslims to adhere to the prohibition by their religion by not consuming food

    and drinks (food) which contain non-halal or haram. With the Consumer Protection Act, the

    Food Law and the Halal Product Guarantee Act is a form of legal protection provided by the

    Indonesian government to the public to consume halal and tayyib food products. This paper

    uses descriptive research methods about the problems of halal food product arrangements

    provided by the Indonesian government to Muslim consumers to consume it whether it has

    provided legal certainty? The results of this writing study that the regulation of halal food

    products imposed by the government on companies or businesses that trade their products in

    Indonesia under the Guaranteed Halal Product Law has not provided legal certainty to

    Muslim consumers, even though there are already signs of Halal Certification and Halal

    Labels in some a company that voluntarily includes it (voluntary). This is because the rules

    for companies that produce food and beverages as a whole (mandatory) have not been

    implemented by the Indonesian government.

    Abstract

    The dispute resolution process of the nomination of the election of Governors, Regents and

    Mayors is the dispute over The State. The purpose of this writing is to describe and analyse

    The State of dispute resolution in the election of Governors, Regents and Mayors to realize

    Fair Elections. The method used is the doctrinal Approach and empirical confirmation based

    on data and information related to the conduct of the elections, and then analysed in

    qualitative descriptive. Writing results showed that candidates who feel aggrieved and

    objected to the decision of the Electoral Commission of the province or district and the city

    about the determination of candidate election participants are given the opportunity of suing
