Since the signing of the Memorandum of Agreement (MOA) between Hassall & Associates International (HAI) and the provincial government of SDN in April 4, 2005, FOCAS operation has continued to evolve. SDN’s provincial engagement strategies are anchored on its vision of significantly contributing to the over-all effort of alleviating poverty through ecologically sound projects that address coastal resource management and the preservation of the Lake Mainit Ecosystem. The effort will be guided by economically sustainable, gender respon- sive and people-driven projects. Collaboration between the Local Government Units and Line Agencies working together with Civil Society Organizations will be the distinguishing mark of this strategy. The four strategic development FOCAS Clusters in the province are geographically clustered, each with inherent and distinct ecosystem: Hinatuan Passage Development Alliance (HIPADA) Siargao Islands Protected Landscape and Seascape (SIPLAS) Lake Mainit Development Allaince (LMDA) Products 1. The Provincial Engagement Strategy

Surigao Del Norte FOCAS remains steadfast in its

commitment to implement the program and sustain the
