Atlanta FEB Community and Diversity Awareness – Participants will learn more about the Atlanta community and how various types of diversity impact leadership throughout the region.

Application Overview The Atlanta FEB - “Meeting the Challenge One Executive Core Qualification at a Time”

Program Overview: The purpose of the Professional Development Rotational Assignment program is to provide regional professional development leadership experiences for the best and brightest talent in the metropolitan Atlanta area.

The program period for these opportunities will be 360 days, with limited consideration for 180 day assignments. Selection for an assignment does not infer promotion.

Participation Outcomes and Benefits: As a participant of the Atlanta Federal Executive Board’s Professional Development Program, participants will be afforded numerous opportunities to increase their leadership capacity and expand their network to better leverage synergies for interagency collaborations. Such benefits include:

• Access to FEB trainings and exclusive leadership program sessions

• Interagency collaboration and project management experience with special emphasis onWhite House initiatives and opportunity to implement governmentwide priorities at theregional level

Dress Code and Professional Expectations:

The dress code for all professional development assignments is business casual with business attire on key program dates. Additonally, it is expected that participants will maintain all time, attendance, travel and/or administrative systems to ensure payroll and benefits continue throughout the tenure of the assignment.

Since their inception by Presidential Directive in 1961, Federal Executive Boards (FEBs)have served as models for partnership-based government. The Boards serve as a vitallink to intergovernmental coordination by identifying common ground and buildingcooperative relationships. FEB’s also have a long history of establishing and maintainingvaluable communication links to prepare for, and respond to, local and nationalemergencies. While promoting issues related to administration initiatives, FEB’s providetargeted training programs, employee development, shared resources, and localcommunity outreach and participation. The FEB’s role as a conduit of information and ameeting point for a variety of agencies – each with a different mission – is critical to amore effective government.

To create value for the public by fostering communication, coordination and collaborationwith Federal, State and Local Government agencies, while promoting goals andobjectives which achieve wide scale intergovernmental collaboration among agencies inour federal community.

This detail assignment is affiliated with the Intergovernmental Collaboration & CommunityOutreach Line of Business. The mission of this line of business is to facilitate interagencycollaboration, communication, and co-operation while sharing resources and communityoutreach activities. This development assignment will use this as the framework forBuilding Coalitions with emphasis placed on the associated competencies to play aleadership role with the Intergovernmental Collaboration and Community OutreachCouncil and related partnerships with city, county, state, federal and quasi organizationsthat work together to facilitate cross-agency problem solving and programimplementation.

Reporting

Duties

Create communications and develop logistics of Collaborative Best Practice Forums asoutlined in the FEB Strategic Operating Plan. This includes the strategic sharing ofinteragency communications and the continuous building, and promotion of, theInteragency Shared Resources Initiative.

Maintain and assist in the delivery of the Federal Executive Board’s Quarterly Newsletter“The Right Focus” while maintaining and improving the intergovernmental collaborationand community outreach sections of the FEB website. This task will include cleaning upthe site; taking down old information to keep information up-to-date; adding newinformation; grouping of materials; and event promotion. Work with FEB Social Websitessuch as Facebook, Twitter and Linked-In to promote common issues around thecommunity outreach and regional collaborative community.

Strategically link outreach policies and programs to the organization’s mission & serviceoutcomes.

Partner with the Combined Federal Campaign (CFC) Director and Executive Director toprepare for and execute campaign objectives throughout the year. This includesscreening potential non-profit organizations and providing customer service to respond toquestions and concerns throughout the application process.

Oversee the scholarship award review process for the Federal Employee Education andAssistance (FEEA) Fund and notify recipients on behalf of the FEB.

Represent the Executive Director in various federal, state, regional and local settings toensure collaboration and community outreach representation on behalf of the FederalExecutive Board as needed.

Line of Business Managers report directly to the FEB Executive Director. The incumbentwill also serve as the FEB Intergovernmental Collaboration & Community OutreachCouncil Manager and reports to regional executive partners to facilitate intergovernmentalefforts as needed.

Act as a liaison to the Intergovernmental Collaboration and Community Outreach Council(IC3). The Atlanta Federal Executive Board’s IC3 council’s intent is to bring togetherFederal leadership for outreach on common goals around the needs and priorities oftargeted groups. Focal areas are typically determined via Executive Order or based uponthe identification of issues and concerns in the metropolitan area.

General Qualifications

Demonstrated ability to effectively communicate agency policies, priorities, commitmentsand goals to a wide variety of stakeholders and federal leadership audiences.

Experience participating in and/or leading inter/intragovernmental relationships that entailpartnership management and team building.

Demonstrated ability to apply governmental structure and mission knowledge to gatherinformation to make quick, effective decisions or recommendations.

Demonstrated ability to interpret controlling regulations and memoranda to implementpolicies and/or programs based upon their intent and literal meaning.

Knowledge of the organization and mission of the Atlanta FEB.

Promote Federal Volunteer Programs and develop a solid student volunteer program witharea colleges and universities. This also entails continuing to develop a collegiaterelationship with Public Policy and Public Administration Schools/Leadership Programs inthe area (i.e. GSU School of Public Policy, Leadership Program at Morehouse and theWomen’s Leadership Program at Spelman University).

Increase Partnership Opportunities with Federal, State, County and Local municipalitiesto produce tangible outcomes and measurable improvements in collaborative efforts.

Partner with the Atlanta Chamber of Commerce and Atlanta Board of Education topromote and execute collaborative initiatives within the Atlanta business community andthe Atlanta Public School system.

Conduct executive leadership visits, host the Summit for New Agency Leadership, andoversee the FEB role in the annual Employee of the Year Awards Ceremony and annualFeds Meet Feds Expo (with host agency, Leadership Government participants, etc.).

Support White House and Presidential Initiatives (such as the White House Initiative onAsian Americans and Pacific Islanders (WHIAAPI), Feds Feed Families, The President'sActive Lifestyle Awards/Feds Get Fit, etc.) with program management, strategic planningand execution to ensure objectives are met and the overall purpose is being fulfilledthroughout the Atlanta region.

Experience Advocating for Under-served and Underrepresented Populations. Demonstrated ability may include examples from professional, civic, academic, orspiritual based affiliations.

Ability to serve as an Interagency Liaison. Demonstrated ability may include facilitatingworking groups or other strategic partnerships; assisting with and/or developing urgentnotifications plans; developing and communicating protocols; maintaining an accurateand up-to-date database for important correspondene; or experience working withfederal, tribal, state and/or local government officials to resolve issues and communicateimportant information.

Ability to Provide Excellent Customer Service. Work with the current FEB training programs to effectively deliver collaborative programswhile communicating with federal agencies in Region IV and the Metro Atlanta communityat large.

Problem solve, research, identify and develop collaborative competencies targetedtowards GS level employees, executive leaders and community partners. The incumbentwill also make presentations before groups of federal employees, agency executives, andcommunity leaders and stakeholders to promote FEB and White House initiatives andsurvey community concerns to develop solutions and program recommendations.

Interact with customers and stakeholders in a way that demonstrates customer concernand awareness while building confidence and trust among Region IV federal agencies.

Apply organizational development principles by adapting to the FEB’s organizationalculture and influencing/negotiating as needed to ensure broader goals and objectivesare achieved while leading cross-agency/cross-sector collaboration efforts.

This assignment is designed to increase the incumbent's exposure to the Atlanta Federalcommunity and allow the use of partnering to deliver the IntergovernmentalCollaboration & Community Outreach Line of Business objectives as outlined in thecurrent Atlanta Federal Executive Board’s Operations Plan. In this role, the incumbentwill:
