Innovative Acquisition Concept• Rationale: High Energy Laser (HEL) Weapon Systems change the engagement paradigm for Air and Missile

Defense (AMD)– Early User Involvement is paramount to transition HEL Weapon technology to the battlefield

• Purpose: Acquisition concept to provide early User feedback on HEL Science and Technology systems• Goal: Early User HEL operational involvement for AMD

– Counter Unmanned Aerial Systems (UAS), Counter Intelligence Surveillance and Reconnaissance (C-ISR), Counter Rockets, Artillery, and Mortars (RAM) and Rotary & Fixed Wing Aircraft

• Methodology:– Create a Combined Transition Office (CTO) of Science and Technology and Acquisition professionals• Utilizes S&T knowledge base to support Acquisition program• Creates a HEL focal point for the Army

– Provide HEL Initial Military Capability to User in 3 years• Accelerates HEL User Involvement, up to 2 years

– Producibility: Move S&T oriented industrial base toward production– User Involvement will focus on mission scenarios• DOTMLPF; CONOPS; TTP’s; System Employment

– CTO collects data to inform a future fielded solution• Suitability, Reliability, Logistics data• Build Warfighter Safety and CHPPM policy data

• CONOPS – Concept of Operations• DOTLMLPF – Doctrine, Organization, Training, Material, Leadership, Personnel, and Facilities • TTP – Tactics, Techniques and Procedures• CHPPM – Center for Health Promotion and Preventive Medicine

HEL Transition Concept• Comprehensive three pronged approach to accelerate transition of S&T HEL Systems

into an Acquisition program and to provide an initial military capability– Pathfinder – adapts “emerging” low-risk 10kW class Stryker-based HEL Weapon System

to the Army Warfighter• Initial military capability for training, learning, and analysis• Two year head start on DOTMLPF process• Use multiple contractors to build multiple systems to strengthen industrial base

– Trailblazer – provides an “evolving" 50kW class Stryker-based HEL Weapon System• Increased military capability for the Warfighter• Meets M-SHORAD mission requirements• Build on Pathfinder training, learning, and analysis• Perform developmental engineering to support future fielded system• Use multiple contractors to build multiple systems for risk reduction and industrial base

– Pioneer – provides an “enduring" 100kW class FMTV-based HEL Weapon System• Design to IFPC Inc 2-I Blk 2 fixed and semi-fixed site AMD defense requirements• Builds on Trailblazer training, learning, and analysis• Perform developmental engineering to support future fielded system• Use multiple contractors to build multiple systems for risk reduction and industrial base

Early User Involvement Concept• Roles and Responsibilities

– CTO will provide Subject Matter Experts to support ongoing operations– CTO will provide data collection, operational support and logistics– Army will provide access to HEL range(s)– Army will provide Operational Unit

• Early User Involvement Segments– Teach HEL operational parameters - Focus on

Laser Safety– Incorporate Laser Clearing House controls for

above the horizon engagements– TTP Refinement– Integration of HEL with existing systems, sensors,

and networks

• Framework– User operate HEL Stryker as part of normal training activities– Operate system for Intelligence, Surveillance,

Reconnaissance (ISR) in low power mode on training ranges– Live Fire exercises at approved ranges– Desired Operational Unit will be in pre-deployment workup

• Match “shot doctrine” TTPs to threat class:– UAS – ISR Sensors– RAM– Rotary & Fixed Wing Aircraft – Refine Employment Concepts using Live Fire Operations
