EEA 2009-2014 Programme “Integrated Marine and Inland Water Management”
The objective of the Programme is to achieve good
environmental status in Estonian marine and inland waters.
The expected outcomes were establishing environmental
targets and management plans for marine and inland waters;
improving environmental information of impact, status and
trends; developing strategy and measures for adapting to
climate changes.

Established environmental targets and management plans for marine and inland waters1) Pre-defined project: Developing the programme of measures for the Estonian marine area
in compliance with the requirements of the EU Marine Strategy Framework Directive, includingfeasibility study on using LNG as an alternative ship fuel to reduce pollution (EstonianEnvironmental Research Centre)
2) Open call projects:
- Inventory and development of monitoring programme for nature values in Estonian marine
areas (NEMA) (Estonian Marine Institute, University of Tartu)
- Assessment for ecosystem based management of marine environment on the basis of sea
bottom and sediments of the Gulf of Finland (Geological Survey of Estonia)
- Development of relevant criteria and monitoring methodology of favourable conservation
status of the coastal (terrestrial) habitats in Estonia. (Institute of Ecology of Tallinn University)

Improved environmental information on impact, status and trends
1) Pre-defined project: The development of data-modelling system and the decision supporttool for the integrated marine and inland water management (Estonian EnvironmentalResearch Centre)
2) Pre-defined project: Implementation of the INSPIRE Directive (Estonian Land Board)
Open call projects:
- Development of methods for assessment and mapping of ecosystem services of marine and
inland waters (Peipsi Centre for Transboundary Cooperation)
- Restoring of estuarine and habitats in Lõve river (NGO Laidevahe Loodus)
- Restoration of habitats of freshwater pearl mussel (Environmental Board)

Developed strategies and measures for adapting to a changing climate
1) Pre-defined project: The elaboration of Estonia’s draft National Climate Change Adaptation Strategy and
action plan (Estonian Environmental Research Centre)
2) Open call Projects:
Baseline studies for the elaboration of the assessment of the impact of climate change and suitable
adaptation measures were conducted within the framework of three different projects and one procurement
in the following fields:
- Planning, land use, human health and rescue capability
- Natural environments and the bio-economy
- Infrastructure, buildings, energy and energy supply
- Economy and society (public procurement)

Eligibility control and expert assessment: 14.10.2014 –16.12.2014

The eligibility period for projects: 01.01.2015-31.08.2015.
Results• Developed a marine strategy for the Estonian marine area in accordance with the
requirements of EU Marine Strategy Framework Directive, consisting of regionally
coordinated cost-effective monitooring programme and programme of measures for managing
pressures in marine environment. The prepared marine strategy shall help to improve the
policy management systems for marine and inland water bodies.
• An operational water moddeling system was created that improves the availability of data
related to the condition of, pressure imposed by various sources on and impact of measures
with respect to marine and inland surface water, and allows decisions to be made based on
the aforesaid data.
• Estonia’s Draft National Climate Change Adaptation Strategy and Action Plan was elaborated
• The criteria and reference values of favourable statuses were defined and monitoring and
assessment methodology were elaborated and tested for marine and costal habitat types with
respect to the EU Habitats Directive.
• The favorable condition of the freshwater mussel habitat was improved by reducing the
sediment load, hunting beavers, increasing the permeability of the river for host fish and
restoring the natural character of the river section.
Bilateral relations
The cooperation between the PO and DPP has been very good and
efficient.
The DPP has been a great support during the preparation of the
programme and also during the implementation of the programme.
Valuable comments were presented to all documents and relevant
contacts provided for bilateral events.
Within thirteen projects (covering four predefined and nine open call
projects), a total of twelve partnership contracts were signed with the
institutions of donor countries, one project had two donor country partners,
and two projects had none at all.
Of the twelve donor country partners, eleven were from Norway and one
was from Iceland.
