Development of the ‘network city’ (1)

Increasing functional interaction and relations in the urban region of the South Wing – for example:

•Housing;

•Employment opportunities;

•Culture and recreation.

> Different functions, different scales

Severe consequences for transport by car & train and other modes of public transport

> Rethinking the organization of mobility and spatial planning

Page 12: Programme Stedenbaan Integrating sustainable mobility and urban development in the South Wing of the Randstad Holland Connected Cities, Brussels Conference

Development of a ‘network city’ (3)

However:

- no territorial coherency;

- no common identity;

- no public acceptance;

- and certainly no regional authority

Creates a ‘gap’ between identified spatial and mobility problems and existing territorial organized political structures

Government & governance (2) Current spatial planning system• Hierarchical organization, horizontal;• Three (or four) government levels; - National, provincial, (regional), local plans• Highly centralised tax-system (>90% national);• Sectoral financial organization; - Strong position State and dependance decentral

authorities in financing infrastructural projects• Strong local autonomy in urban development and

land use plans; - in cooperation with private parties and housing

corporations> proces of decentralisation
