Albanian Power Corporation ENVIRONMENTAL MANAGEMENT PLAN PROJECT FOR REHABILITATION, UPGRADING AND DEVELOPMENT OF BULK POWER TRANSMISSION SYSTEM (400 kV, 220 kV and 110 kV) The Albanian Power Corporation - KESH has recognized environmental protection as one of society's greatest concerns and has worked actively towards its solution. The issue of environmental protection has branched out in many ways to include mitigation measures, managing environmental situations such as oil leakage/spillage, noises, EMF, disposal of wastes etc. This project is proposed as an important action for upgrading and developing of the main transmission facilities in order to increase their capability for the exchange of electricity with neighbouring countries as well as for developing the sub-transmission facilities in the Albanian Power System for satisfying the growing internal demand. This project is to be considered as a very important one. The main goal of the project is to achieve significant improvement in the operational effectiveness of the power sector. The objectives of the project are to: (i) Improve the overall standard, reliability, quality, efficiency and safety of the bulk power transmission system, as well as the security of power supply by the replacement of the ageing existing facilities by new ones. (v) Attract foreign investors for investing in generation facilities (e.g. IPPs, which requirea sound transmission system for their power delivery up to the final consumers).

Most of the equipment in the 220 kV substations are of old manufacture mostly about20 years old or even more (generally equipment from end 70's or beginning 80's). As aresult, most of the substations require substantial rehabilitation. The situation isworsened by the fact that spare parts are not available in the market. As for the abovefacilities, the control, monitoring and protection systems are also of old technology, notadequate and suffer from lack of spare parts, which are difficult to find in the market.Several of their components are out of function. Owing to recent international financinghowever, some modern SF6-gaz insulated switchgears were installed in a fewsubstations.Has been studied that a big amount of faults happened in transmission network arecaused by the old equipment as switchgears, disconnectors, voltage and currenttransformers, and the substations suffer of non effective measuring systems.Furthermore, during peak load periods, the main autotransformers are overloaded.

On the basis of these studies it was concluded that most of the system components of220kV and 400 kV substations require rehabilitation, reinforcement and development, asthey are generally old or very old. (Please see pictures of each substation)The proposed project includes rehabilitation and upgrading of 8 220kV and 400kVsubstations. They are:1) Vau Deja HPP Substation,

2) Fierza HPP Substation,

3) Fieri TPP Substation,

4) Tlrana 1 Substation,

5) Elbasan 1 Substation,

6) Elbasan 2 (400 kV) Substation and

7) Burreli Substation

8) Komani HPP Substation (only control monitoring paft).

In the main project scope is planned the supplying and installation of primaryequipment and upgrading of control monitoring system on Fierza, Komani, Vau Dejes,Fieri and Burreli substation. In sum, the rehabilitation and reinforcement plan consistsof:a) Replacement of 400 kV Line Bays 1 (unit)b) Replacement of 400 kV Transformer Bays I (unit)c) Replacement of 220 kV Line Bays 18 (units)d) Replacement of 220 kV Transformer Bays 10 (units)e) Replacement of 110 kV Line Bays 20 (units)

The project proposed has been designed to avoid any impacts to the environment.The new high voltage switching equipment shall be specified or designed to comply withthe relevant standards. This assure that the load assumption, design, constructionstandards and safety features are in accordance with industry norms and benefit fromthe experience. Other control, monitoring and protection equipment are indoor installedgenerally low voltage without any environmental impact.Being a rehabilitation project, the environmental problems that this project may havediffer from the environmental and pollution problems of a project with new constructionfacilities. As mentioned the main scope of project will be replacement of old equipmentwith the new one.

So this project characteristic is that it guarantees no new environmental impact will begenerated after construction. This because of:

1. Generally no extension of the quantities of the existed equipment,2. No extension of construction area of each substation,3. No changing of power frequency and voltage level of equipment and substations,4. New equipment will be designed and produced according most updated

technology for sure environmentally more suitable than existed.This project will be developed replacing and upgrading the same type of facilities, in thesame location, with same or lower sensitivity and in the same scale with existedconditions. According the Bank environmental classification, considering that no newenvironmental impact created after its implementation, perhaps this project can beconsidered as of Class C.Some of environmental impacts expected to have during construction period. For thisreason we have prepared this EMP and further KESH Environmental Management Unit(EMU) has organized some limited public consultations with representatives ofcommunity of each project region. The reports of these meetings are attached.The implementation of EMP is planned to reduce the negative impacts of the projectsduring construction and operation as well.This EMP is designed for each Substation and it includes:

(a) a mitigation plan which identifies the major issue, how they will be mitigated, atwhat cost and who is responsible, (b) a monitoring plan with details of how, at whatcost and who is responsible.(a) The mitigation plan includes specific mitigation measures, identifies responsibilityand provides for mitigation cost to be included in the installation and construction costfor the project.(b) The monitoring plan has identified monitoring parameters such as dust, noise,wastewater, visual resources, soil handling, etc. especially during the constructionphase.Impacts of the rehabilitation work will be monitored by level of noise, vibration and dustduring the construction phase. These Environmental impacts during constructions phasewill be inspected against the WB and EU environmental standards.Most of construction and operation activities are not expected to create significant noiseproblems due to the low level of human habitation in the vicinity of the substations. Tominimize noise nuisance, construction activities that create significant levels of noise andvibration will be limited to daylight hours.Electro-magnetic field (EMF), Oil leakage/spillage are the main monitoring parameters atthe operation phase for substation components.During the operation phase to prohibit the exposure to electromagnetic fields theInternational Standards will be abided. Also will be prepared and implemented safetyand emergency procedures manual if a fire or explosions happen in substations. Duringoperations the plan will be implemented to reduce potential impacts in the event of anemergency to the environment.Oil leakage will be monitored visually and periodically by the Albanian TransmissionSystem Operator (ATSO). Electromagnetic fields will be measured against EU or WBstandards during a year.According to the EMP there are minor impacts due to very low of electro-magnetic field(EMF), spillage, waste water, etc.Several mitigation actions can be applied which include: (i) contractors will employappropriate techniques to protect the environment during construction, using prototypedesigns and well-tested guidelines provided by the WB. (ii) Electromagnetic Field is notconsidered a serious problem with low and medium voltage lines, however WB or EUaccepted standards will be used. (iii) The use of PCB in the oil for transformers or anyother equipment is prohibited and this will be specified in the bidding documents. Alsothere'll verify and conform that there are no impacts on protected areas.Limited air contamination will be caused by vehicles and dust during construction. Nospecific mitigation measures are required except to maintain vehicles in proper runningorder, to cover trucks carrying excavation material, and to water the road at a few siteto prevent dust.

The intention of project is the use of construction techniques and best managementpractices to minimize potential impacts to the environment.

The rehabilitations of these substations will have beneficial impacts from rural and urbanelectric power supplying, permanent and temporary jobs for the population in thoseareas.
