Regional Housing Programme in Four Western Balkan Countries (BIH, HR, MNE, SRB) –
Technical Assistance for Formulating the Feasibility Reports and for Implementing the
Country Housing Projects

Project Description: The overall objective of the project is to assist the four Partner Countries in (1)
the preparation of the specific Country Housing Projects within the joint Regional Housing Programme,
and (2) in their subsequent implementation so as to provide sustainable housing solutions in line with
international best practices and to the benefit of those most in need. The Regional Housing Programme
targets close to 74,000 people or 27,000 households and foresees three eligible housing solutions:
•Provision of flats and houses through building, reconstruction, renovation or purchase; •Provision of
construction materials; •Accommodation in social welfare institutions.
Direct assistance is provided through two phases: Phase I – Support to the preparation of four specific
Country Feasibility Reports. Phase II: Support to Implementation of the Country Housing Projects in
the Four Partner Countries: •Support to the Establishment of the PIUs – organisation and structure,
recruitment of management and staff, etc.; •Production of a CHP Implementation Manuals and
Templates; •Building the capacity of PIUs and Implementing Institutions – Training in Financial
Management, Procurement, Contract Administration and Monitoring; •Assisting the PIUs in the
Development of Designs – Preparing standardised templates for design briefs and tenders, review of
designs, ensuring compliance with the Client’s requirements; •Supporting the PIUs in drafting tender
dossiers and contract documentation for Supply and Works contracts; •Supporting the PIUs in
Supervision Activities; •Provision of Detailed Information and Data for Reporting on CHPs’ Progress
with Agreed Key Impact Indicators; •Project Management and Backstopping.
Serbia, Higher Education Teaching Infrastructure Programme – Support to the PIU of the
Ministry of Science in the Implementation of the R&D Infrastructure Initiative

Project Description: The Ministry of Science and Technological Development had signed a 200 million
Euro loan with the European Investment Bank (EIB), a 35 million Euro loan with the Council of Europe
Development Bank (CEB) and a 22 million Euro loan with the European Commission for the
implementation of the R&D Infrastructure Investment Initiative, which together with National co-
financing of around 195 million Euro, created a facility of over 400 million Euro that aimed to enhance
the R&D capabilities in Serbia. With the purpose of ensuring the best possible use of these funds, the
Government of the Republic of Serbia made the decision to establish a limited liability company that
will act as the main Project Implementation Unit (PIU) carrying out all duties in connection to the
preparation, publication, evaluation and award processes of all tenders, the co-ordination of activities
and administrative support to the awarded contractors, the management of the disbursement process,
and the provision of progress reports to the IFIs.
EPTISA acted as the main technical advisor to the Ministry of Science and Technological Development
in the implementation of the R&D Infrastructure Investment Initiative and provided support to the PIU
in the tendering and construction of all the related buildings and facilities. The purpose of this contract
was to ensure that EU and EIB standards and best practices were respected through support to the PIU
in the implementation of the EIB R&D Infrastructure Initiative.
Serbia, Promotion of Renewable Energy Sources and Energy Efficiency

Project Description: The overall objective of the project was to contribute to a sustainable
development in Serbia by enhancing capacities in the energy sector to use renewable energy sources
and efficient usage of resources according to EU standards. The project aimed to build capacities in the
energy sector, leading to the implementation of the rational use of energy and increased use of
renewable energy sources and CHP production.
The project comprised the following components: Part A: Study of Geothermal Potential in Serbia; and
Part B: Promotion of CHP generation and energy efficiency.

Serbia, Municipal Infrastructure Support Programme (Phase I)

Project Description: The overall objective of this project was to strengthen the capacities of local
governments for a better management of the municipal infrastructure services, and the capacity of
municipalities to program and absorb EC investment funds for new and rehabilitated assets with
regards to municipal infrastructure. The project comprised the provision of assistance to different local
governments aiming to enhance the management of environmental, economic and social infrastructure
services and to implement investments in new and/or rehabilitated assets to achieve EC environmental
standards, promote economic growth, and provide for social needs.
The project was organized around the following components: •Policy dialogue and support to public
utilities transformation; •Improved municipal infrastructure programming and project preparation;
•Supervision and monitoring of five works contracts for water supply, wastewater treatment and solid
waste infrastructure.
Kosovo, Institutional Support for Environmental Management to Ministry of Environment
and Spatial Planning

Project Description: The objective of the project was to assist the Ministry of Environment and
Spatial Planning in Kosovo in defining and establishing the strategies, policies and procedures required
for managing, implementing and enforcing the Kosovo environmental policy, as well as enabling the
gradual harmonization towards the EU’s Environmental Acquis.
The activities carried out throughout the project included: •Institutional strengthening and capacity
building to the environmental management authorities; •Training of public officials on environmental
management; •Approximation of environmental legislation; •River basin management plan and
strengthening of monitoring networks and water information systems; •Preparation of a solid waste
management plan for the entire territory of Kosovo; and •Procurement support.
Bosnia and Herzegovina, Capacity Building in the Water Sector

Project Description: The overall objective of this Contract was to develop administrative capacities in
the field of water management in line with the environmental acquis and international obligations and
to improve environmental infrastructure. The purpose of this contract was to: •Support the
transposition and implementation of EU water-related Directives, and •Improve the management of
water resources of the Sava River basin by developing the country’s administrative capacity and so
enable the designated authorities to prepare a River Basin Management Plan (RBMP) in line with the
existing legislation, environmental acquis and the international obligations of BiH.
Project Activities: •Assistance in the full Transposition and Implementation of Water-Related EU
Directives; •Preparation of the Sava RBMPs; •Preparation of the Water Tariff Policy Framework;
•Preparation of the Long-Term Capacity-building Plan; •Review of the current Water Information
System and preparation of an Action Plan for enhancement of the existing or the establishment of the
new System; •Project Management and Backstopping.
FYR Macedonia, Improvement of Management of Transboundary Water Resources

Project Description: Vardar River and Dorjan Lake are water resources shared by the fYR Macedonia
and Greece but, as for the date when this project started, there were no formal agreements or
arrangements on water management between both countries. The project was designed to assist the
fYR Macedonia, main beneficiary country, in entering into joint efforts with Greece to improve
cooperation on river basin planning and water management. The project objective was to improve the
quality of the water resources shared by Greece and the fYR Macedonia so as to progress towards
compliance with the EU Water Framework Directive (WFD).
Types of services provided: •River basin management; •Production of a Joint River Basin Management
Plan in line with the requirements of the EU WFD; •Transboundary water resources management.

Serbia, Municipal Infrastructure Support Programme (MISP 2)

Project Description: The overall objective of the project was strengthening capacities in Serbia, as
required as candidates for EU Membership, to develop and implement policy reforms on the
decentralisation of local government, leading to improved local governance, better management of
municipal infrastructure services, and the capacity of municipalities to program and absorb EC
investment funds for new and rehabilitated assets.
The purpose of this contract was to achieve: •Improved institutional and regulatory framework for
municipal infrastructure services and support for Public Utility Companies transformation; •Improved
municipal infrastructure programming and project preparation; •Implementation of selected municipal
infrastructure projects.
Albania, Technical Assistance and Training for the Improvement of Public Services at the
Local Government Level

Project Description: Business licensing was perceived both by the Albanian Government and the
domestic and foreign businesses as one of the issues impeding a healthy business environment in
Albania, in particular since its complexity and uncertainty at local level created space for corruption.
The project’s purpose was to develop Albanian integration and investment climate by providing
transparency, legal certainty and streamlining of procedures concerning the issuing of licenses for
economic operators and economic activity.
The project consisted of the following components: •Fact finding and analysis for diagnosis of existing
licensing systems on regional/local level; •Preparation of new transparent licensing procedures for the
fields of transport and construction, which account for the main part of licenses given in Albania;
•Implementation of this simplified, transparent and systematised licensing system including training of
staff in the new procedures and establishment of “One-Stop-Shop” in each of the 25 local
governments’ offices; •Increasing the transparency of licensing; •Developing human capacities for
license administration at the local level, and dialogue on redistribution of tasks between governments
at different levels, especially between central and local government; •Establishment of road map for
future development of licensing at local level.
Kosovo, Further Institutional Support to Solid Waste Utilities

Project Description: The overall objective of the project was to provide further institutional support
to solid waste utilities in Kosovo, in order to offer to the citizens and enterprises/public institutions a
stable solid waste service at affordable prices.
The project consisted of the following components: Organisational and operational support focusing on
efficiency gains through an improved organisation of daily operations and improved management;
extended rural service coverage and enhanced customer service; improved asset maintenance
procedures; strengthened customer services and compliance with the Regulatory Office regulations;
financial management support focusing on the development of financial self-sustainability, cost
recovery, improved billing and collection, financial control systems and development of business
planning.
Bosnia and Herzegovina, Strengthening of Environmental Institutions and Preparation for
Pre-Accession Funds

Project Description: The objective of this contract was to strengthen the technical, administrative
and IPA-compliant programming capacities of the institutions involved in environmental management
in BiH for ensuring the implementation of soft and infrastructure measures for achieving the EU
environmental standards.
The intervention was divided into the following tasks: •Institutional Support; •Legislative
approximation and policy-making; •Implementation of International Obligations; •Environmental
Monitoring System Support and Public Communication; •Preparation for access to Pre-Accession Funds

Serbia, Design and Implementation of a Water Management Information System

Project Description: The overall objective of the project was to strengthen the protection of water
resources, water quality and public health. More specifically, the contract aimed to strengthen the
capacity of the Water Directorate of Serbia to manage water resources, to provide improved access to
information and data on water resources, and to promote the interinstitutional exchange of information
and data on water resources.
The project included the following activities: •Institutional strengthening and capacity building to the
Water Directorate and other water resources management institutions; •Support to alignment of
Serbian legislation with the EU’s Water Framework Directive; •Capacity building in water management,
monitoring and reporting; •Water resources management data collection; •Organisation of training
programmes for water management authorities; •Development of GIS applications for water
management; •Design and implementation of integrated water resources management systems;
•Design and implementation of basic and advanced decision support systems for water resources
management; •Compilation and harmonisation of data on water resources; •Economic and financial
analysis of the proposed solution against feasible alternatives and a full multi-annual budget for the
implementation of the proposed system; •Improvement of access to information and data on water
resources; •Software development for water management; •Project management and backstopping.
Croatia, Bulgaria, Romania and Turkey, Developing Capacity in the Implementation and
Enforcement of Environmental Legislation through ECENA and IMPEL

Project Description: The overall objective of the project was to improve the ability of the beneficiary
countries (candidate countries as of 2006) to implement and enforce the environmental acquis. This
was done through supporting the countries’ participation in ECENA and IMPEL activities, as well as
through tailor-made projects.
The objectives of the project were to: •Improve the capacity of the environmental management
administrations to operate effectively within an improved institutional framework; •Assist the
beneficiary countries to achieve a better implementation of the environmental acquis; •Provide training
to the Inspectorates to perform the implementation and enforcement of the environmental acquis;
•Support the beneficiary countries to achieve a better understanding of the problems and potential
solutions related to implementation and enforcement of the Chapter 22.
Types of services provided within the project included: •Institutional strengthening and capacity
building of environmental management administrations; •Support to enforcement and implementation
of EU environmental acquis; •Organisation of training programmes for environmental agencies and
inspectorates; •Provision of experts’ advice and logistics in support of the participation in ECENA and
IMPEL activities.
Kosovo, Support to Local Government
Donor: ECLO Kosovo (EU IPA 2007)

Project Description: The overall objective of this project was to support all the municipalities in
Kosovo to advance in their reform and capacity building in the context of the ongoing decentralisation
process. This included the improvement of managerial competences, the delivery of public services and
the dialogue with citizens at local level, all in line with European standards.
The activities performed include: •Improving municipal performance and accountability to deliver cost
effective public services; •Reviewing existing legislation for local government and drafting secondary
legislation to complete existing legislative vacuum; •Setting up a pilot benchmarking system with clear
performance indicators; •Improving municipal service delivery; •Promoting result oriented and
transparent municipal budgeting; •Designing municipal development plans; •Supporting the
preparation of projects for the Municipal Infrastructure programme; •Enhancing municipal inspection
services; •Reviewing and improving procedures of municipal inspectorates in line with the EU
standards; •Supporting inter-municipal cooperation; •Assisting in establishment of inter-municipal
cooperation agreements; and •Full project management and backstopping.

Serbia, Municipal Infrastructure Support Programme (MISP 3)

Project Description: The overall objective of the project was to contribute to the decentralization
process and to prepare Serbian municipalities for EU accession. The purpose was to build the project
pipeline to EU standards, to further enhance the capacities of municipalities and to support the
implementation of selected infrastructure projects.
Results were divided into two components: Component I – Accelerate building of the project pipeline to
EU standards and further the capacity-building of municipalities: •Expanded SLAP project pipeline with
mature projects, prepared in line with EU requirements, as well as with local, regional and national
needs and priorities and with future IPA 3 component requirements; •Enhanced capacities of municipal
departments and employees for project preparation; •Technical, financial and personnel management
of municipal departments and PUCs is enhanced through the introduction of modern management
systems and procedures; •Supported SLAP management in developing and upgrading the SLAP
information system to address the needs in relevant municipal infrastructure sectors of the
stakeholders at national, regional and local level including the potential investors. Component II –
Support implementation of selected infrastructure projects: •Projects selected for financing successfully
contracted and implemented; •Supervision of the works projects carried out. The major infrastructure
projects implemented were: Leskovac Wastewater Treatment Plant (23.8 MEURO), Kolubara Regional
Water Supply (15.9 MEURO), Regional Water Supply Scheme in Velika Plana/Smederevska Palanka
(10.5 MEURO).
Montenegro, Support to the Development of the Environmental Sector

Project Description: The specific objectives of the project were to: •Strengthen and improve the
institutional capacity of Montenegro’s environmental management administration to operate effectively
within an improved institutional framework; •Establish an Environmental Protection Agency (EPA);
•Provide closer approximation of Montenegrin environmental framework legislation to the Acquis;
•Improve the institutional capacity within MEPPP; •Provide municipal service utilities and technical
assistance to the MEPPP in order to develop rationalised strategic investment plans; and •Assist the
Government to establish Project Implementation Unit (PIU) in order to improve the country's
environmental infrastructure.
Serbia, Implementation of Anti-discrimination Policies

Project Description: The overall objective of this project was to implement the Law on Prohibition of
Discrimination, as well as to promote human and minority rights, equality and non-discrimination
standards. The project purpose was to provide technical assistance to the Office of Human and Minority
Rights and other key institutions both at national and local levels, to coordinate, implement, monitor
and promote anti-discrimination policies in Serbia, in line with EU standards and best practice.
Bosnia and Herzegovina, Technical Support to Meet the Requirements of the Energy
Community Treaty for SEE with a focus on Energy Efficiency and Renewable Energy

Project Description: The overall objective of the project was to assist in the reform of the energy
sector in BiH and to create a country wide energy market which is regulated and integrated into SEE
and the EU in line with commitments to the EnCT, Energy Charter Treaty, Kyoto Protocol and all
aspects of the Acquis Communautaire relating to EE, renewables and energy sustainability.
The project aimed to address the policy and legal gaps for EE/RE in BiH by supporting the
implementation of EE/RE measures and capacity building at a local level (within specific municipalities),
providing models for implementation and replication in other municipalities and raising awareness
about the potential for practical implementation of EE/RE measures at national and municipal level.
This was combined with a top-down approach creating the proposal for a legal and institutional
framework at state and entity level. The project included the following main four components:
•Demonstration projects for EE/RES; •Institutional and technical capacity building; •Public Education;
and •Legal Framework.

Croatia, Development of Institutional Capacity and Project Pipeline for EU Structural Funds
Post- Accession – Project Pipeline for IPA / EU Structural Funds

Project Description: The overall objective of the project was to prepare the Croatian public
administration for Croatia’s effective participation in the EU Cohesion Policy. The purpose of this
contract was to enhance the capacity of all relevant stakeholders to prepare high quality
projects/schemes for Structural/Cohesion Fund(s) and ensure a timely and efficient management of
such projects/schemes.
The contract was implemented through three components: A) Project pipeline preparation:
•Infrastructure projects in the field of environment, transport and regional development. •Preparation
of grant schemes. B) Capacity building: •Improving skills in preparation of infrastructure tender
dossiers and all the accompanying technical documentation (cost-benefit analysis, environmental
impact assessment, feasibility study, budget etc), management of infrastructure contracts in
accordance with the FIDIC rules. •Improving skills to fully prepare grant schemes for their launch for
the potential beneficiaries, to carry out tendering, evaluation, contracting and supervision of grant
schemes, and to organise the work with assessors; •Enhance abilities to prepare good grant
applications and ensure sound management of the awarded contracts. •Enhance skills to provide future
support to the county authorities, business sector or other potential applicants in the preparation of
grant applications and their technical management. C) Development of an investment strategy for the
water management sector: The strategy served as a background for the pipeline of projects that
Croatia is undertaking to implement the provisions of the Urban Waste Water Directive and Drinking
Water Directive.
Montenegro, Preparation and Implementation of the National and Local Waste Management
Plans

Budget: € 770,000
Project Description: The overall objective of this project was to ensure that sustainable development
of the country will be achieved in concomitance with the implementation of EU waste management
legislation. EPTISA provided support to the Montenegrin authorities, in particular to the Ministry of
Sustainable Development and Tourism, in the preparation of a National Waste Strategy reflecting the
Government’s position on Waste Management Policy. In addition, a new National Waste Management
Plan 2013-2018 with an associated Implementation Action Plan was developed to ensure Montenegro
has a clear and sustainable roadmap for compliance with the EU Waste Management Legislation.
Lastly, Waste Management Plans were developed for the confirmed inter-municipal regions and an
analysis of the environmental effectiveness and the cost effectiveness of separation and recycling of
waste resulting in recommendations for achieving the targets of the EU directives were carried out.
Hungary, Slovakia, Poland, Romania – Consultancy Services in Support of EU Programmes
on Energy Efficiency

Project Description: The overall objective was to assist the EIB (through a consultancy framework
agreement) to give support to the financial intermediaries (FIs) and final beneficiaries (FBs) during the
implementation and operation of the Green Initiative (GI) Facility as well as other similar EU Facilities
to be managed by the EIB during the period 2012-2016. GI targets EE projects implemented by SMEs
and energy service companies (ESCOs) in Hungary, Poland, Romania and Slovakia. Financial
Intermediaries in this project are banks that on-lend EIB funds to FBs, and eligible Sub-Projects are
investments on the energy demand side improving the energy performance of buildings, industry,
infrastructure or equipment of an SME or investments implemented by ESCOs for SME end-users. The
programme focuses on creating at least 30% energy savings for building sub-projects, and 20% in
other cases, or at least 20% CO2 savings.
Specific activities carried out by EPTISA included: •Product development and standardisation;
•Marketing activities; •Assistance in the selection, preparation, processing and verification of the
eligible EE investment projects; •Capacity building for FI staff; •Support technical and financial project
assessment, portfolio development and verification requirements; •Processing of EE/RE investments;
•Energy audits; •Building energy performance certificate in line with the existing national legislation in
compliance with the EPBD; •Sub-project verification.

Study of Flood Prone Areas in the Republic of Serbia – Phase 1

Budget: € 1,999,500
Project Description: The overall objective of the project was to make a contribution to the
harmonisation with the European Flood Directive and Water Framework Directive (WFD), and the
introduction of the “living with floods” principle in Serbia. More specifically, the objective of this project
was to prepare flood hazard and flood risk maps, to be incorporated in Flood Risk Management plans
for the project area. Project area: a) The flood prone areas on the left and right side of the Danube
River between Belgrade municipality Zemun (km 1175) and the upstream end of the Iron Gate gorge
(km 1040), including the flood prone parts of the Belgrade city along the Danube i.e. municipalities of
Zemun, Novi Beograd, Stari Grad, Palilula, and Grocka; b) The flood prone areas on the larger rivers in
the Velika Morava river basin.
Croatia, Environmental Assessment of Development Strategies

Project Description: The project objective was to support the Ministry of Environment of Croatia in
the transposition of the EC Directive on Strategic Environmental Assessment (SEA) and in
strengthening the institutional framework for the implementation of the EC Directive on SEA and the
administrative capacity for execution of SEAs.
The results achieved within the project included: •Agreed recommendations for legislation, aiming at
the transposition of the EC Directive on SEA; •Agreed recommendations for the institutional structure
for execution of SEA in accordance with the proposed legislation; •Comprehensive methodological
guidelines for SEA officers, plan developers and their consultants, including screening, scoping and
review processes; •Cross matrix study on four sector plans; •Completed pilot SEA procedure.
Bosnia and Herzegovina, Support to Air Monitoring

Project Description: The project’s main objective was to define and demonstrate economically
sustainable means of gathering data on Air Quality (via statistics and monitoring) in order to: •Identify
the Air Quality and Emissions situation in Bosnia and Herzegovina; •Provide reliable data for reporting
on Air Quality and Emissions resulting from International Conventions and EC Directives; •Design an
Air Monitoring Strategy and an appropriate information system.
The activities carried out within the project included: •Reinforcement of Statistical Data Collection on
Emissions; •Study on the existing monitoring and information system for air on the national level; and
•Development of an Air Monitoring Strategy.
Serbia, Supervision of Construction and Commissioning of the New Wastewater Treatment
Plant at TPP Nikola Tesla B

Project Description: The overall objective of this project was to supervise the works contract with the
aim to assist EPS to obtain an integrated permit (under IPPC Law) for further operation of thermal
power plants and for their performance of activities after the year 2015. Moreover, the aim of this
project was to align emissions and to introduce the best available techniques (BAT) for water emission
reduction. The project is located in Obrenovac, at Nikola Tesla B Power Plant, in Serbia.
Activities undertaken: •Technical Assistance throughout tender evaluation procedure; •Supervision of
work activities performed in accordance with FIDIC Conditions of Contract (Yellow Book), Physical
Planning and Construction Act (Official Gazette 72/09 and 24/11), and other relevant Serbian
Legislation; •Check Contractor’s design, drawings and Bills of Quantities; •Daily supervision of
construction works; •Overall quality control; •Financial control in accordance with contract documents
and ‘best practice'; •Review of time scheduling and assuring completion of the works contract within
estimated budget; •Review of Contractor’s Quality Assurance Plan; •Supervision of preparation of
detailed design; •Establishment and assistance in QA/QC procedures through certification of
acceptance testing; •Liaison and coordination between all parties involved in the project; •Project
Management.

Serbia, Supervision of Construction Works on the Highway E-80

Project Description: Corridor X is one of the pan-European corridors. It runs between Salzburg in
Austria and Thessaloniki in Greece. The corridor passes through Austria, Slovenia, Croatia, Serbia,

Kosovo, Building Energy Efficiency Study

Project Description: As a member of the Energy Community, Kosovo is focusing on energy efficiency
as an important priority. Kosovo passed new laws on Energy and Public Procurement in 2010 and a
new Law on Energy Efficiency in 2011. One of the features of this proposed Law is the requirement for
municipalities to develop energy efficiency (EE) action plans. Despite these efforts, implementation of
EE programs in the building sector was sparse and of a small-scale nature. Significant market barriers
prevented scaling-up efforts and realisation of the vast savings potential. They included among others,
lack of data, low awareness of EE, lack of access to financing for EE investments, split/distorted
incentives, and underdeveloped service and supply markets.
Therefore, the objective of this assignment was to design and develop a detailed plan for the National
Building EE Program. Specific activities carried out by EPTISA included: •Market Assessment; •Barrier

Serbia, Strengthening Media Freedom

Project Description: The project aimed at enforcing the freedom of expression, democratisation of
media and application of EU standards in the media field. It supported the implementation of the
“Strategy for Public Information System Development in the Republic of Serbia by 2016” (The Media
Strategy).
The project concentrated on aligning national media legislation with EU Directives and standards. In
addition, a grant scheme was provided to support independence and increase professionalism of
journalists and other media professionals.
The technical assistance gave support to the Ministry of Culture and Information in drafting a legal
framework envisaged in the Action plan of the Media Strategy, as well as in the implementation of the
newly harmonized legal framework through tailored trainings of key stakeholders (line ministries,
regulatory and self-regulatory bodies, media industry and associations’ representatives, journalists,
etc.) and monitoring of stages of implementation of the Media Strategy Action Plan. Moreover, the

Project Description: The overall objective of this project was to improve the quality of the natural
environment and health of the population through an improved hazardous waste management system.
The project’s purpose was to provide technical assistance for the analysis, planning and preparation for
the future construction of an appropriate national Hazardous Waste Treatment Facility in Serbia.
EPTISA assisted the Ministry of Agriculture and Environmental Protection (MAEP) in the preparation of
the planning and tender documentation that will lead to the first hazardous waste treatment facility
being built in Serbia. This project was implemented in two phases: Phase I – Consists of the tasks that
can be undertaken before the final site for the facility is chosen and confirmed, including the
preparation of a Feasibility Study and Cost-Benefit Analysis; Phase II - This phase was contingent upon
a suitable site being selected and the outline planning consent and approval being granted; it finalised
the design and triggered the Environmental Impact Assessment and preparation of tender documents.
Kosovo, Sector-Wide Approach in Health: Feasibility Study & Mapping

services in Kosovo (UNSCR 1244) through strengthening its Health Sector institutions and through the

Kosovo in order to strengthen the institutional capacity and technical skills of its institutions through
the promotion and improvement of inter-institutional and donor coordination mechanisms.
EPTISA examined the possibilities for the advancement of Kosovo's health sector by means of a SWAP
feasibility study and mapping primarily in the fields of: (a) institutional and management capacities at
all levels; (b) legislative framework and (c) Kosovo Health Information System (HIS).
Bosnia and Herzegovina, Supervision of Design and Construction Works on Banja Luka –

Serbia, Supervision of Construction Works on Corridor X, E-75 Motorway – Tunnels
Predajane and Manajle

Project Description: The main objective of the project was to contribute to the enhancement of
traffic flows on Corridor X and to improve the environmental and safety conditions of the Serbian road
transport network in line with EU standards. The tunnels to be supervised are part of the important
motorway from Grabovnica to Levosoje, about 74 km in total. The Project comprised the supervision of
two distinct work lots, namely: •LOT 3 – Tunnel Predejane: 1,112 m long, designed with two separate
tunnel tubes each for one traffic direction. Center-to-center spacing of tunnel tubes is variable and
ranges from 35 m (in the portal area) to maximum of 65 m; and •LOT 4 – Tunnel Manajle: 1,804 m,
composed of two tunnel tubes (one tube for each direction) distanced 30 – 35 m. The right tube length
is L= 1,800 m and the left tube length L= 1,808 m.
Specific activities carried out by EPTISA included: •Supervision of motorway construction works on the
E-75 motorway Corridor X (Grdelica – Vladicin Han section) tunnel Predajene and tunnel Manajle, in
accordance with FIDIC and national regulations; •Supervision of the Environmental Management Plan;

integrated environmental management at all sectors and levels of government and to narrow the gap
between environmental standards in BiH and those in the EU.

Project Description: The overall objective of the project was to develop and to implement strategies
and policies for a market-based energy system, in compliance with the acquis communautaire and the
requirements of the Energy Community Treaty (EnCT). The purpose of this contract was to strengthen
the institutional capacity of the Ministry of Energy and Mining (MEM) on the implementation of the
Energy Strategy of Kosovo and the requirements of the EnCT with specific attention given to the
strategic environmental assessment, and gender and minority inclusion.
Types of services provided within the project included: •Institutional Strengthening of the MEM in
implementing the Energy Strategy and requirements of the Energy Community Treaty; •Updating of
the Energy Strategy and implementation programme as required by the Law on Energy; •Advising on
private sector participation in the sector in the form of privatisation/concessions; •Developing policies

Project Description: The overall objective of the project was to contribute to the improvement of the
health and environmental conditions in the coastal regions of Albania through the construction of
adequate sewerage infrastructure while encouraging an economic growth through the improved
services. The purpose of the service contract was to undertake the supervision for the construction of
the sewerage systems in Velipoja and Shkodra. The concerned components of the IPA measure
included the construction of a new sewerage system and a WWTP in the city of Velipoja and a new
sewerage system in the industrial area of Shkoder municipality, in north-west Albania.
Specific activities carried out by EPTISA included: •Participation in the tender evaluation for the works
contracts; •Start up and mobilisation (checking the contractor’s bonds, guaranties, insurances; issuing

Master Plan

Serbia, Strengthening the Services of the Public Health Laboratories

Project Description: Serbia has one national and 22 regional Institutes of Public Health (IPH), all of
which have laboratory facilities and which are responsible for drinking water and food safety,
environmental testing and clinical microbiology. The laboratories suffered from many shortcomings
(staff isolated from modern know-how, overstaffing in some areas, legal framework not properly
aligned with EU legislation for sanitary testing, incomplete methods for controlling laboratory quality
and poor public image).
In order to solve all these shortcomings, the specific objectives of the project were: •Facilitate a
reliable and comparable quality of laboratory services through the implementation of a National
Reference Laboratory Centre (RLC); •Cost-effective IPH laboratory services, through strategic
upgrading of laboratory management, know-how and equipment, and improvement of communication
and collaboration between laboratories; •Optimised use of Public Health Laboratory Services by

refugees and Internally Displaced Persons (IDPs) in the Republic of Serbia through enhancing the

grant scheme for social inclusion, raise public awareness and deliver training for future care providers.

financially sustainable solid waste management system in Primorsko-Goranska County and to establish
a new Waste Management Centre, thereby assisting Croatia in the implementation of the acquis
communautare in the environment / waste sector. The Mariscina Waste Management Centre is a
complex system consisting of: •Bioreactive Landfill cells including the working area and an area for
disposal of treated municipal and non-hazardous industrial waste (capacity: 900.000 m3); •WMC’s
facilities and CWMC’s infrastructure including WWTP with MBR technology; •Mechanical Biological
Treatment (MBT) plant with an average capacity of 100.000 t/y and with secondary transformation
stations, producing various recyclables and solid recovered fuel (SRF); •Five transfer stations to
receive waste from surrounding settlements.

Serbia, Support for the Improvement of the Living Conditions of Forced Migrants and
Closure of Collective Centres

Project Description: The Republic of Serbia (RS) still homes some 66,400 refugees and 210,000
lnternally Displaced Persons (IDPs). The worsening of the socioeconomic situation has particularly
affected vulnerable social groups, most of all refugees and displaced persons who live in a state of
perpetual uncertainty for their return and who are further exposed to the limited support being offered
for the integration of refugees and the improvement of living conditions among lDPs.
The overall objective of the project was to provide assistance to the EUD and the beneficiary
institutions in the implementation and monitoring of project activities aiming at finding adequate living
conditions and the integration of forced migrants who choose to stay in Serbia while supporting the
sustainable return of those wishing to return to Kosovo.
EPTISA provided monitoring services in the implementation of Grant Schemes following a Call for
Proposals, namely: (1) Grant scheme for housing solutions (to support the closure of the remaining

FYR Macedonia, Feasibility Study and Environmental and Social Impact Asessment (ESIA)
for the Eastern Section of the Railway Corridor VIII

Project Description: The Corridor VIII is one of ten trans-European corridors, which connects the
Adriatic and the Black Sea. The main alignment of Corridor VIII runs from the southern Italian ports of
Bari and Brindisi, through the Albanian ports of Durres and Vlora, the cities of Tirana, Skopje, Sofia,
Plovdiv, to the Bulgarian ports of Burgas and Varna (Black Sea). While the corridor was relatively well-
established from Sofia to the Black Sea, there were a number of missing links along the 586 km
between Durres-Skopje-Sofia, which accounted for about half of the total rail corridor length. Within
the fYR Macedonia, 152 km of the rail infrastructure in Corridor VIII is constructed and operational.
About 90 km remains to be constructed on the eastern section between Skopje and Bulgaria, and
about 66 km on the western link with Albania.
The overall objective of the project was to undertake a feasibility study and an Environmental and
Social Impact Assessment (ESIA), in line with IFI, EU and Macedonian requirements and to assist the
Macedonian Ministry of Transport and Communications in the preparation of the financial application
for the eastern section of Rail Corridor VIII.

population of Albania through the alignment with EU standards by enhancing the treated sewerage

treatment services, mainly in the touristic coastal areas.

Project Description: Serbia has an extensive transport infrastructure network which has suffered
from the lack of investments and has been severally affected by war damages, resulting in destroyed
or unusable components of the transport infrastructure. The strategy of the road transport sector
policy was to recover from the years of sanctions and war. IFI investments had the general purpose to
achieve improvements in the transport network in respect of technical, economic, social and
environmental requirements. The project aimed to help Serbia tackle some of these deficiencies, in
particular by ascertaining the feasibility of improving the road Novi Sad – Sabac – Pozega, with an
alternative link to Loznica and Mali Zvornik. Therefore, the subject of the feasibility study is the Road
M21 from Novi Sad to Pozega via Sabac.
The specific objectives of the project were to: •Analyse different scenarios for improvement of the road
alignment; •Ensure that the Feasibility Study concentrates on the actual problems of the road taking
into account future requirements; •Demonstrate the feasibility of the proposed project, which included

cooperatives.

Project Description: The Kosovo Environmental Strategy (KES) from 2004 identified the key
environmental problems and defined the strategic orientations to be applied. The National
Environmental Action Plan (NEAP) aimed at a gradual improvement of the environmental situation by
specifying concrete tasks for decision-makers and stipulating responsibilities for stakeholders. An
updated and revised national environmental strategy, KES, with a NEAP, were prerequisites for the
sustainable development of Kosovo. These documents will guide all environment-related investments
in the medium term and will help ensure that they are approved and implemented in a consistent
manner with EU standards.

Project Description: The Government of Albania was receiving considerable support from several
donors, in particular from European Union, for upgrading and expanding the transport infrastructure in
the country. Technical documents used prior to 1991 were based upon standards that had been
developed during the socialist era, which were outdated. More recently, investments had been made
under the auspices of foreign funding agencies. The procurement of such works had invariably been
realised through the engagement of various consulting firms which resulted in the implementation of
different approaches to design and construction within the sector to the extent of “non-
standardisation”.
The overall objective of the project was to provide a full set of design and construction standards for

EU Birds and Habitats Directives, more specifically in the transposition and implementation of the
Directive’s provisions through the Entities’ Nature Protection Laws. The project also supported the
