Headaches for managers
C oncerns with the increase in safety responsibilities outside of the core func-tion of property manage-
ment have been recognised by the Real Estate Institute of New South Wales.
REINSW CEO Tim McKibbin said over recent years there has been an escalation of the legal obligations associated with the role of property managers.
“Property managers are now expected to have competencies and express an opinion as to the integrity and respective safety of a broad range of building and safety issues including, glass, asbestos, window safety locks, smoke alarms, decks and balconies as well as swimming pools, and this not an exhaustive list,” he said.
“This extension of duties and responsibilities is a growing concern for the Institute.”
PropertySafe Managing Direc-tor Phil Oakes agreed the levels of injuries and, sadly, deaths in residential homes, whether they are owner-occupied or tenanted, are simply too high.
“We’re proud to have entered into a strategic relationship with REINSW to address these issues,” Mr Oakes said.
“With the proper education involving the key stakeholders, we believe that the growing trend can be reversed. This can be achieved by identifying any safety hazards in the property and ensuring that ongoing maintenance is well managed.
“With the assistance of REINSW, we will be running workshops to show real estate professionals how they can regain control. PropertySafe is excited to work with REINSW and know that by creating the awareness and providing the appropriate skills we will make a diff erence.”

T he number of low-deposit home loans in the Australian market has decreased by more
than fi ve per cent in the past year, a sign that banks are becoming more risk-averse in a low interest rate environment, new research from RateCity shows.
A low-deposit home loan is one that requires savings of fi ve per cent, or less, relative to the value of a property and is measured using loan-to-value ratio or LVR.
RateCity research found that these loans now account for 69 per cent of the Australian market, down from 73 per cent in 2013.
The fi ndings come as the Reserve Bank of Australia board kept the cash rate on hold at 2.5 per cent at its October meeting
– steady at a record low for more than a year, and almost four years since the last rate increase.
Peter Arnold, product director, RateCity.com.au said, “We’ve got the cheapest borrowing on record for over a year and the fi gures show that some borrowers are overstretching the budget. So the banks are starting to take the reins on this matter and some are pulling in the belt before the regulators do.”
“New Zealand banks have had their hand forced and they’ve been regulated to have lower LVRs – meaning bigger deposits as mandatory. We’ve seen a few Australian banks pre-empt this and tighten up their lending crite-ria and we think we’ll see a little bit more of this,” he said.
“We see this as a good thing in terms of responsible lending, it means that borrowers, especially fi rst home buyers, need to do the ground work and not borrow beyond their means.
“Regardless of what happens with banks and regulations, really it’s up to consumers to decide how much they can borrow. Don’t take the banks’ word for it, do your own sums and don’t borrow too much.”
The RateCity database shows the average standard variable rate is 5.37 per cent, which for a typical home loan of $300,000, means a monthly repayment of around $1800.
“If, or when, we see

rates return to historical averages of around seven per cent, borrow-ers need to be ready to pay an extra $300 on average per month and potentially more than that – that’s a fair amount to handle as other living costs increase, so borrowers need to add a buff er now.”

C had Dunn of Century 21 Novocastrian at Wallsend has a special “register your interest” period for a
special fi rst open home for The Post readers.
You can register your interest to see the fi rst open house for fi ve tightly held Fletcher properties about to be released individually to the market in November this year.

Chad says that there will be some serious interest in these homes and anyone looking in the mid $400’s to the mid $500’s should register their interest in the next two weeks before the fi rst open home in November.

Moving house was stressful for most consumers, so it was impor-tant people did their homework to avoid costly and frustrating problems during their move, Mr Mason-Cox said.
“Before hiring a removalist, ask them for a written quote on the total cost of the move and for an estimate on how long the move will take, along with any additional costs that need to be factored into the move,” Mr Mason-Cox said.
“To help the removalist give you an accurate quote, make sure you give them detailed information about your moving needs.
“Always read carefully the terms and conditions of any contract and check for hidden costs. Be wary of pre-payment or providing credit card details upfront in case you need to cancel or change your mind.’’
Mr Mason-Cox also encouraged consumers to take their time to shop around and compare services.
Complaints about removalists have skyrocketed in recent times

N SW Fair Trading Minis-ter Matthew Mason-Cox has warned consumers to watch out for dodgy
removalists, following a spate of complaints to the state’s consumer watchdog.
Mr Mason-Cox said NSW Fair Trading received nearly 300 consumer complaints against removalists in the nine months to September 30, with 45 of them reported last month.
“The number of complaints recorded in September was double that of last year and higher than any other month since February 2013.
“Loss or damage to property accounted for most of the complaints. Other complaints include dissatisfaction with the service, failure to supply the service paid for, concerns about charges higher than the quoted price and hidden or non-disclosed charges.
