HIGHLIGHTS • The AFP has completed the clearing up operations of the affected areas. The PNP has complemented the city

police force with special action police and has turned over the affected areas to the Crisis Management Committee (chaired by the Mayor).

• Majority of the IDPs remain resistant to the proposed relocation in Barangays Taluksangay and Tulungatong. • IDPs still expressed lack access to information on safety and security as well as the rehabilitation plan of the

government. • DSWD regional office has transitioned the emergency coordination structure to the city government. • Returnee communities still face risk of displacement. Majority of them are small-income earners who are

financially incapable to rebuild their houses. Also, majority do not own the land and they fear that they may not be allowed building their houses to where they used to live.

PATTERNS OF DISPLACEMENT • Residents of Barangays Sta. Catalina, Kasanyangan, Talon-talon, Sta. Barbara, Rio Hondo, and Mariki were

allowed for only an hour visitation to their respective homes to salvage belongings they can retrieve. The visitation is with the supervision of Barangay Officials and the Philippine National Police.

• CMC declared Arena Blanco, Mampang, Tetuan and Tugbungan as safe areas for return but a strong precaution to avoid areas near mangroves and shorelines. IDPs near these areas are not allowed to return.

• Based on the assessment conducted by UNHCR and RHRC-ARMM, majority of IDPs who have remained in EC are from barangays where most houses are burned if not riddled with bullets and entire barangays are still not safe for return. Also, most of these remaining IDPs are informal settlers.

• Returnee IDPs are those coming from areas cleared by authorities and areas that were not heavily affected by the fighting.

• Around 3,074 families (15,370 persons) availed the back-to-province program of the government. • IDPs who opted to return need to seek clearance from camp managers signifying their intent for a voluntary

return to place of origin. They are provided with food pack consumable for 5-days. Relief assistance to IDPs ceased when they return to their habitual residences.

• Presence of government armed forces in affected barangays could prevent IDPs from returning. They fear that they could be caught up in a cross fire when soldiers clash with MNLF forces. Also, there are rumours that another standoff will occur anytime. IDPs feel safer in ECs.

• Reported presence of UXOs in affected areas also prevents IDPs from returning. • 80% of the residents are fishermen and seaweed farmers. However, they are being restricted by the military

to do fishing and farming.

ISSUES RESPONSE/S ZAMBOANGA CITY

Accurate number of IDPs and their movements

• Number of IDPs increases during the day and reduces in the night at the Grandstand.

• There is inconsistency in the data on total displaced population being generated from various monitoring tools and systems that the government has established. Discussion on data harmonization is on-going.

• Camp managers have started listing the status of IDPs who have left the camps. However, consolidation of data is still pending.

• Reports state that informal settlers will not be allowed to reconstruct their houses

should they do so, it will be demolished immediately. • Challenge in the prioritization of vulnerable beneficiaries of limited row houses at the

Grandstand. • Proposed housing programs are not suitable to the IDPs who are mostly small-

income earners.

• DSWD conducted a midnight tent-to-tent survey to get the actual number of IDPs staying in Grandstand. As of 5 November, there are 4,387 families (approximately 21,652 persons) are inside the Grandstand.

• Department of Social Welfare and Development (DSWD) issued a color-coded Disaster Assessment and Family Access Card (DAFAC). Yellow for IDPs in Grandstand, blue for IDPs in other camps and pink for home-based IDPs are still in effect classify the location of IDPs and minimize double claim of food packs.

• City Social Welfare and Development Office (CSWDO) have deployed staffs and volunteers in different districts to register IDPs in other camps and those home-based.

• Department of Science and Technology (DOST) with DSWD IX designed a database to monitor

movement of IDPs. • DSWD IX with partners including community leaders to continue to re-evaluate the profile of

IDPs being registered. • DSWD have started recording and reporting the number of returned IDPs. Returning IDPs are

given pabaon and non-food items. • DSWD 9 hired five staffs to work on monitoring and documentation of returnees. UNHCR

provided orientation on IDP Movement Report template. • UNHCR conducted protection monitoring in 3 returnee communities and 7 ECs to provide

information on the protection-related concerns of IDPs who have remained displaced as well as those who have returned.

• City government’s rehabilitation and development plan for ground zero areas is underway. • City government coordinated with private land owners in ground zero areas to assess their

plans on their lands and the informal settler. • Mapping of the exact location of burned structures and houses in ground zero areas is on-

going.

• Limited targeted support pregnant, lactating mother, single-headed household, person with disabilities and elderly.

• Special attention is needed when distributing food and non-food items. • At the Grandstand, assigned camp managers of each zone distributed NFIs

through tent-to-tent. However, IDPs still queue for food distribution.

• DSWD has started gathering data on PWSN through the DAFAC and this has been consolidated through the Displacement Monitoring Database.

• UNHCR and ARMM-HEART provided 500 protection kits and 100 hygiene kits to 6,434 persons of which around 500 individuals are persons with specific needs. It was distributed in close coordination with the DSWD and the City government by UnYPhil-Women.

• A Women-Friendly Space was also established for pregnant, lactating mother and mother who have newly given birth. Psycho-social activities are also conducted for both children and adults in the evacuation centers.

• Jointly trained 285 Philippine National Police (PNP) scouts, NGO staff and volunteers and camp managers on IDP protection. Targeted support to PWSN has been emphasized.

Protection of children (i.e identification of unaccompanied and separated children, children in conflict with the law, grave child rights violations)

• There are still reports of unaccompanied and separated children.

• The reported minor detainees were housed at the centre for Children in Conflict with the Law (CICL) in Culianan barangay.

• Children remain at risk of human trafficking and other form of abuses. • Risk of vehicle accident confronting the displaced children staying along the

shoreline.

• Community-based protection mechanisms like the Barangay Council for the Protection of Children (BCPC) and establishment of Violence Against Women (VAW) Desks need to be strengthened in ECs.

• Child Protection Working Group and partners CSOs have been implementing child protection activities in their adopted zones inside the JEM Sports Complex.

• CFSI has constructed 13 Child-Friendly Spaces and has worked with 70 social work students to assist them in child protection activities.

• As of 21 October, there are 2 unaccompanied children wherein 1 child died. As of 5 November, there are no more missing minors.

• MNLF soldiers who are minors are already in the custody of DSWD. • RHRC-ARMM/CHR continually monitors human rights violations. PAO, DOJ, CHR, and RHRC-

ARMM have been given access to 120 detainees in San Ramon. • During the case conference on child protection 1 case of child trafficking for purposes of prostitution,

16 children in conflict with the law and 5 verified grave child rights violations were reported. • CPWG lobbied to the city government the closure of one of the lanes of the road to ensure safety of

children.

Lack of privacy in congested evacuation sites • In large shelters, there is no privacy, especially for women and girls. Some bathing

and washing facilities have no partition and with poor lighting, latrines are common with no functional locks.

• There is still lack of security personnel especially female police officers in evacuation centres.

• Grandstand with the biggest number of IDPs is divided into four zones. DSWD have assigned personnel to manage each zone.

• DSWD heads the management of the Grandstand whilst CSWDO and Archdiocese for smaller evacuation centers and home-based.

• DSWD initially plans for the construction of 40 rowhouses at the Grandstand to temporarily house the evacuees and provide them with a more solid structure prior to their final rehabilitation and relocation however, on 29 October the local government has decided to cut the number of

rowhouses into 11 good for 100 families. The city government finds it a challenge to prioritize the beneficiary.

• DSWD plans to mobilize IDPs to help address the lack of security personnel in ECs.

Gender based violence cases reported. • There is a growing concern for the increase in the number of GBV cases (i.e. such

as domestic violence and rape).

• Reported mixed up of perpetrators and GBV survivors are in one facility.

• Transactional sex and human trafficking cases have been reported in some ECs. There are reports that toilets are being used for prostitution due to the lack of lighting in these areas. Interventions will be done bilateral since these cases are sensitive.

• Women Crisis Center was devastated and needs to be rehabilitated.

• GBV sub-cluster has established 10 Referral Pathway at the Grandstand and a Women-Friendly Space at Sta. Maria Elem School EC.

• GBV sub-cluster conducted case conference on 21 October and identified 3 reported rape cases and 14 reported cases of intimate partner.

• The City Social Welfare and Development Office has already identified temporary shelters for 40 GBV survivors to ensure that they will not be mixed up with perpetrators, children in conflict with the law and street children.

• GBV sub-cluster has coordinated with the Regional Anti-Trafficking Task Force 9 (RATTF9) and Sea-based Anti-Trafficking Task Force (SBATTF) who will conduct surveillance at the Grandstand to respond the issues of transactional sex/prostitution and its possible linkage to human trafficking.

• DSWD Central Office – Social Technology Bureau has conducted community preparation work for the operationalization of the Women-Friendly Spaces (WFS).

Inequity in distribution of humanitarian assistance • IDPs outside evacuation centres including those in mosques noted that they do not

have regular access to aid. • Reported discrimination of Tausugs and Bajaos in relocation plans in Barangay

Arena Blanco. Only Sama tribe is included in the resettlement plan. • Reported denied access to aid among affected families who did not leave their

residences at the onset of the crisis.

• DSWD coordinates with City Government to avoid double relief operations to IDPs. • DSWD discontinued the provision of cooked food on 16 October. Food packs have been distributed. • UNHCR has been helping the DSWD in mapping their assistance. • UNHCR and ARMM-HEART provided 500 protection kits and 100 hygiene kits to 6,434 persons of

which around 500 individuals are persons with specific needs. It was distributed in close coordination with the DSWD and the City government by UnYPhil-Women.

Protection of civilian property • Houses, barangay halls and other buildings have been burnt in the conflict affected

barangays. Incidents of looting have been widely reported. • Some IDPs whose houses have been burned do not have title deeds for their

houses. Most of these IDPs are coming from barangays Rio Hondo, Sta. Catalina and Mariki.

• Proposed relocation of IDPs especially those whose houses were burned remain a challenge. Some IDPs reportedly prefer to return rather than resettle in other areas. Potential host communities were also resistant to the proposed relocation. Bajaos, on the other hand are willing to resettle. Possibility of tension on this issue if proper consultation will not be conducted to ensure durable solutions for IDPs.

• Inventory of land ownership is being conducted by government agencies. Barangays Taluksangay and Tulungatong are identified as relocation site. 200 row houses will be built for those IDPs who cannot be accommodated at the Grandstand.

• There are IDPs returned to their provinces through the Balik Probinsiya Program of the DSWD. They were provided with financial and transportation assistance.

• IDPs from Sta. Barbara and Sta. Catalina and Kasanyangan were allowed to check their houses but not to permanently return.

• DSWD conducted groundbreaking for the construction of 222 bunkhouses and 274 houses on stilts along the shoreline at Barangay Taluksangay in coordination with Habitat for Humanity.

• Community dialogue to iron out solutions to relocation concerns is ongoing.

• Consultation with Bajao on the proposed resettlement in Sta. Cruz Island / Taluksangay.

Safety and security • There are reports that humanitarian workers are being harassed by the IDPs. Some

social workers have been threatened that they will be taken hostages once they (IDPs) will not be given food ration.

• Limited access to information on safety and security rehabilitation plans among returnees.

• IDPs remain apprehensive on return due to presence of military. Some military men have reportedly occupied abandoned houses.

• IDP security patrols in ECs are needed given the lack of police officers. • Continued recovery of unexploded ordnances (and/or ammunitions) in civilian areas

where the conflict took place. • Returning and visiting IDPs remain at risk of UXO. Majority of the 500 (40mm) and

300 recovered hand grenades are only those visible from the ground.

• Curfew for IDPs is up to 8PM only. Camp managers are attending IDPs concerns 24/7.

• Protection Cluster has raised the issue on limited access to information on safety and security and

rehabilitation plan to the Communications Cluster.

• Clearing operations by AFP continues in affected barangays. Around 800 UXO’s retrieved by Explosive Ordnance Disposal Squad.

• Trained 19 new trainers on Mine and Risk Education (MRE) in coordination with Swiss Foundation for Mine Action. Trainers provided community awareness to 800 individuals in 5 ECs and distributed posters to return sites in Rio Hondo, Sta. Barbara and Sta. Catalina.

• Provided Mine/UXO Risk Education through simulcast.
