COMPETITION RULES AND REGULATIONS1. ELIGIBILITY: This show is open to all ponies/cobs/Half-Welsh/Part-Bred registered with the Welsh Pony andCob Society of America, Inc., the WPCS, the WPCSC, or, if under one year, be eligible for registration. Onlyanimals registered with the Welsh Pony and Cop Society of America, Inc. will receive points. An animal must beshow under its full registered Welsh number and name. Before an animal is issued a number or enters the ring, theShow Secretary must Either have a copy of the Welsh Certificate of Registration in the current owner’s name or lookup the animal’s registration papers on-line. The Show Secretary must also have any current health documents asrequired by local regulations. If the animal is under one year and not yet registered, the Show Secretarymust either have a copy of the dam’s Certificate of Registration or look up the dam’s registration paperson-line. Also required is the registration number a registered name of the sire and the proposed registrationname of entry. Unnamed foals may not be shown. A breeding pony may not be shown in both Section Aand Section B classes nor may an animal be show in in both Section C and Section D classes during thesame year. All lease agreements must be officially recorded through the society’s office. All recordedleases are designated as such on the animal Certificate of Registration. The Show Secretary must eitherhave a copy of the Certificate of Registration listing the lessee or look up the registration papers on-line.

Person(s) making entry and the eligibility of animal(s) shall be subject to the rules of the WPCSA and the local competition.

2. STABLING: ALL contracts for stalls & electric hook-ups are to be made through the PennMaryDel show.Contact show secretary for more information.

3. PAYMENT OF FEES: ONLY cash, checks or money orders payable in US currency will be accepted. A30$ fee will be assessed for nonnegotiable checks. Fees MUST be paid in full with all paperwork andsignatures completed before back numbers are to be issued. NOW ACCEPTING VENMO TRANSACTIONS!

There will be a $5 Per owner fee for non WPCSA members.

4. ENTRIES: Must be postmarked no later than June 1, 2021 to be considered as a pre-entry. All exhibitors must have and presentto show management a current (within the past 12 months) and valid Negative Coggins Certificate for each equine brought to theshow grounds; copies of registration papers, coggins and measurement cards MUST be attached to the entry form: ONE animal perform, incomplete entries will not be processed and will be returned.

In addition: Equine originating from outside MD, VA, PA, NJ, DE, WV or DC – MUST have a current (within 30 days) Interstate Health Certificate (CV) signed by a veterinarian prior to entering the state – as required by the Department of Agriculture.

5. FEES: please note that new entries received and changes made to ANY entry form after the pre-entry deadline will be consideredpost-entries and charged accordingly.

Children’s and Performance Classes: Pre- $15 Post- $25

Performance Stake Classes: Pre- $30 Post- $40

WPCSA FEE: Included in cost of breed classes – Ponies ONLY entered in performance or children classes MUST pay the 5$/animal fee in addition to stated entry fees. OFFICE FEE: Every farm/exhibitor’s batch of entries are subject to a one time 10$ office fee.

6. SCRATCHES: Entry fees (minus a 10$ fee per animal will be refunded by mail – ONLY upon thepresentation of a veterinarian’s certificate within ten 10 days of the conclusion of the show.

7. CLASS SCHEDULE: The show will begin promptly at 9 AM on Thursday and at 8:30 AM on Friday. Classeswill be run in numerical order. Show Management reserves the right to divide classes as warranted byentries. (Reference WPCSA Article 111.1, p 14.)

A 3 minute gate call will be STRICTLY enforced.

8. HEIGHT & MEASUREMENT: All animals age 6 and over must either present a copy of a WPCSA orUSEF permanent measurement card or be measured before being show in either breed or performanceclasses. All performance animals under 6 must present a copy of either a WPCSA or USEF measurementconducted during the current show year or is to be measured. Owners/lessees who are not members of theWPCSA must pay a 5$ fee per measurement. Providing false membership information will invalidate themeasurement form and any points earned at the show in addition to incurring a fine of 25$.

9. Measurement Times: Start one hour before the start of each show day. Please bring measurement form,copy of registration certificate and animal to concrete pad outside Secretary’s Stand.

10. PRIZE MONEY: As designated below, all prize monies will be awarded with the ribbons at thecompletion of a class. No Monies are awarded in Children’s or Equitation classes except as noted in classdescriptions.

Halter classes: Champions will be awarded ribbons, with Grand and Supreme receiving 50$ in cash prizes.

11. JUNIOR EXHIBITORS: Are individuals who have not reached their 18th birthday as ofDecember 1st of the current competition year. The age of an individual on December 1st will be retainedthoughout the entire competition year. Persons born on December 1st assume the greater age on that date.Each Junior Exhibitor’s full name, age and birth date must be indicated on the entry form AND thePermission to Exhibit Signature form.

12. Removing the bridle from an animal harnessed to a vehicle, or leaving an animal unattended whilehitched, anywhere on the show grounds, will result in instant elimination and removal from the showgrounds.

13. Permanent restroom and shower facilities are on the grounds. If there are any problems with them, pleaselet us know ASAP. Once again food will be available; Trash cans will be located all over the showgrounds. Exhibitors and spectators are asked to use them to help keep the facilities clean.

14. Please leave your dogs at home. If you bring them they MUST be on a leash or in a crate.

15. Exhibitors are notified that any act of discourtesy or disobedience to the judges or any showofficials, on the part of an owner/lessee, trainer, rider, or groom, will disqualify their respective animals.The guilty shall forfeit all fees and be reported to the WPCSA.

16. ALL MOUNTED RIDERS ARE REQUIRED TO WEAR APPROVED PROTECTIVEHEADGEAR. Junior exhibitors MUST wear approved (ASTM/SEI) headgear at all times whenevermounted or in a driven vehicle while on the show grounds. Harness must be secured and properly fitted.Any rider violating this rule at any time must immedialtely be prohibited from further riding until suchheadgear is properly in place.

17. Every precaution will be taken for the safe keeping of every animal and article upon the grounds. Showmanagement,employees,officials,volunteers or Heavenly Waters Equestrian Center will in no case be responsiblefor any damage or accident which may occur. Each exhibitor will be solely responsible fortheir own liabilities if incurred, as well as damage or injury to any other person or property, caused by theexhibitor, related individuals or any of the animals exhibited by them.

18. Entries are made by owners, Trainers, and Exhibitors with the understanding that they are familiarwith the aforementioned rules and regulations. Should any questions or disputes arise that are notprovided for in the foregoing rules, the issue shall be referred to Show Management, whose decision shall befinal.

19. Owners exhibitor's handlers, riders or drivers may not use cell phones or other communication devices

while in the ring.

MEMBERSHIP

a) Any person, firm or corporation owning or interested in Welsh ponies or cobs shall be eligible for membership.b) There shall be two (2) classes of membership: voting and non-voting.

Voting memberships are defined as follows: 1. Senior Life Membership – those persons who have reached their 18th birthday by January 1st of the current

year.2. Annual Membership – those persons who have reached their 18th birthday by January 1st of the current year.3. Family/Firm – immediate family unit - parent/guardian and minor children (who have not reached their 18th

birthday) or a corporation/firm or association. The Family/Firm unit will be entitled to only one vote.

Non-Voting Memberships shall be defined as follows: 4. Junior Life Membership – those persons who have not reached their 18th birthday by January 1st of the

current year. Upon reaching 18, the membership will become Senior Life.5. Annual Associates - those persons who have reached their 18th birthday by January 1st of the current year &

who are interested in the breed but do not desire full membership privileges. No reduction of transfer &registration fees.

6. Junior Membership - those persons who have not reached their 18th birthday by January 1st of the currentyear.
