• All Welsh Ponies six years & over, showing in breeding classes and All Welsh & 1/2 Welsh/Part bred Ponies showing in WPCSA performance classes must be measured or present a valid USEF measurement card, a permanent WPCSA card, or two temporary WPCSA cards.

• There is a $5 measurement fee for a Non WPCSA Member – Saturday only. • Measurement of ponies will take place: • 7am to 12 noon Saturday, June 11 • Sunday, June 12 • Please have them measured well before your classes to avoid delays!

Entry Information:

• Pre-Entry Closing Date – June 1st, 2016

• Post entry fee is 2 times the regular fee.

Stabling Information: • No Initial Bedding • For bedding, feed, supplies etc. contact The Mill at Bel Air 410 838-6111 or 1-800-the-mill and ask for Harley.

• There are 100 permanent stalls available. All stalls have doors. Initial bedding will not be provided but is available from a local supplier - see information sent with prize list. All stalls are $100 for Thursday - Sunday per stall. WPCSA Breed Classes (Article 110.2)

Animals are to be shown in hand at a walk and a trot except in group classes. Purebred Welsh to be judged 85% on breed type, conformation, way of going, quality and substance and 15% on disposition and manners. Natural reaching action is desired. Half-Welsh/Partbred to be judged 85% on conformation, way of going, quality and substance and 15% on Welsh breed type, disposition and manners. Double set of breeding classes will be judged simultaneously. Only first and second place winners will be eligible for Championship Classes. No entry fees for Championship Classes. SECTION A

To be show both ways of the ring at a walk, working trot and trot on and stand quietly and except for tandems, to back readily. To be judged 75% on performance, manners, movement and style; 25% on breed type and conformation. Working Classes are judged 100% on performance. WPCSA Low Hunter Division 18” or 2 ’(Article 112.8) Classes are open to all ponies/cobs/Half-Welsh/Part Bred. This division is open to juniors and adults. ANIMALS in this division, including the under-saddle class, may not compete over fences in any other division at that show where the fences exceed 18”. There are no restrictions for riders exhibiting in these classes unless they are restricted by other class rules. Long Stirrup riders are eligible if jumping 18” but Short Stirrup riders are not eligible to compete. Courses to have a minimum of 4 fences with 8 jumping efforts. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be retacked. Class is an English

class only. No Western, Saddle Seat or Side Saddle tack or attire. Qualified UK or American Judge to officiate. 67. WPCSA Ridden Welsh Classic Sec. A & B Jr/Adult WPCSA Ridden Welsh Classic Sec. C & D (Article 115.7) This class is for registered Welsh Cobs and Welsh Ponies of Cob Type 4 years of age and over. To be judged 50% on conformation and 50% on performance. Entries shall enter the arena in a clockwise direction. To be shown on both reins as a group at the walk, trot, and canter with animation. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be retacked. Class is an English class only. No Western, Saddle Seat or Side Saddle tack or attire. Qualified UK or American Judge to officiate. 68. WPCSA Ridden Welsh Classic Sec. C & D Jr/Adult WPCSA Ridden Welsh Classic Championship Class (Article 115.7.5) To be judged 50% on conformation and 50% on ridden performance. Open to the first and second place winners from the Ridden Welsh A/B Classic and the Ridden Welsh C/D Classic classes. There is no entry fee for this class. Places will be awarded for Best Ridden Welsh Classic and Reserve Best Ridden. Any animal in the class is eligible to be named the Best Ridden. Entries shall enter the arena in a clockwise direction. The judge shall request all four gaits (walk, trot, canter, gallop) in at least one direction but animals need not show in both directions. The judge shall consider the size of the ponies/cobs, ages of riders and safety of arena when determining whether to have the animals perform as a group or individually. Individual pattern is optional at the judge's discretion. Entries shall not be stripped as conformation score from the qualifying class shall be carried forward. Best Ridden shall receive champion points and Reserve shall receive reserve champion points.

69. WPCSA Best Ridden and Reserve Best Ridden Championship Jr/Adult WPCSA Carriage Driving (Article 113.2) Sponsored by the Wilkinson Family Classes open to Ponies/Cobs/Half-Welsh/Partbreds. To be shown both ways of the arena at a walk, slow trot, working trot and strong trot. To stand quietly, both on the rail and while lined up, and to rein back. In the slow trot the animal should maintain forward impulsion while showing submission to the bit. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and four-in-hands require 2 grooms/passengers. Failure to comply will result in elimination from the class. 70. WPCSA ABCD/Half-PB Carriage Driving Turnout Jr/Adult – To be judged primarily on the performance and quality of each turnout. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. To stand quietly and to rein back. To be judged 70% on the condition, fit and appropriateness of harness and vehicle, neatness and appropriateness of attire and overall impression; 30% on performance, manners and way of going. 71. WPCSA ABCD/Half-PB Carriage Driving Working Jr/Adult - To be judged primarily on the suitability of the animal to provide a pleasant drive. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. To stand quietly both on the rail and while lined up and, to rein back. May be asked to execute appropriate tests. To be judged 70% on performance, manners and way of going; 20% on condition and fit of harness and vehicle; 10% on neatness of attire. 72. WPCSA ABCD/Half-PB Obstacle - Pick Your Own Route Jr/Adult - To be driven over a course of obstacles (paired markers) with no set route. The number of obstacles to be proportionate to the dimensions of the driving area. Not to exceed 20 obstacles. Typically obstacles in this type class are not measured for each entry but are set at 2.5 meters or 8’3” at the start of the competition and only reset in the event of a knockdown. After passing the starting line, the driver shall proceed through each obstacle to the designated finish line, choosing his own route. Each obstacle is to be negotiated once and only once, but may be approached from either direction. Course faults are scored as penalty seconds and are added to the driver's elapsed time. Placings are determined on a low total time basis. Ties for first will be decided by a drive off unless otherwise stated in the prize list. . Penalties are: a) Knocking down or dislodging an obstacle: 5 seconds b) Driving through an obstacle again: 10 seconds for each time c)Missing an obstacle: Elimination

Rules and Regulations

Entries Are Made By Exhibitors With The Understanding That They Are Familiar

With The Following: Every Class Offered Herein Which is Covered by the Rules and Specifications of the Current USEF Rule Book Will Be Conducted and Judged in Accordance Therewith.

All ponies/cobs/half-Welsh/Partbred must be registered with the Welsh Pony and Cob Society of America, Inc., the

WPCS, the WPCSC, or, if under one year, be eligible for registration. Only animals registered with the Welsh Pony and Cob Society of America, Inc. will receive points. An animal must be shown under his full registered Welsh number and name.

Before an animal is issued a number or enters the ring, the Show Secretary must have a copy of the Welsh Certificate of Registration in the current owner’s name and current health documents as required by local regulations. If the animal is under one year and not yet registered, submit a copy of dam’s Certificate of Registration, the registration number and registered name of the sire and the proposed registration name of entry. Unnamed foals may not be shown.

All ponies must be serviceably sound. In case of suspected unsoundness the judges may, if they so desire, have the animal examined by the Veterinarian provided by the Committee and his decision shall be final. No exhibitor may use a Veterinarian statement to contradict the judge’s decision. Entry fees will only be returned with Veterinarian certificate prior to the start of the show. Stall fees will NOT BE REFUNDED.

The committee reserves the right to decline any entry and to return any entry fee and/or stabling fee before or during the show without being liable for compensation.

All attendants coming in charge of ponies will be subject to the order of the Executive Committee and must have their ponies ready to enter the Show Ring at least a quarter of an hour before the time for showing them.

Jumps or courses are subject to change at the discretion of the Committee. No person will be allowed in the Show Ring during the time of judging except the entry or entries and those having duties

to perform. Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, rider,

or groom, shall disqualify the ponies, and the owner shall forfeit his entry fee and other fees. The Committee reserves to itself the power to prohibit any person from attending or showing a pony in the ring and to

remove any groom or pony from the Show without being liable for compensation. All prize money will be paid along with the ribbon at completion of class. All entry blanks must be completed and signed in accordance with Rule V, Section 2. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in

all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30

Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

There can be no substituting of ponies. Names and registration numbers of ponies must be given except in Foal Breeding Classes.

Schooling is permitted until 1/2 hour before the show. However, schooling over fences in the dark is not allowed. The Committee, The Welsh Pony & Cob Society of America, Inc. or the Penn-Marydel WPCS, will not be responsible for

any accident which may occur to any rider, groom, attendant, animal, or equipment, at the Show. The management is not liable for injury to person or pony at any time, which includes going to, coming from, and in the ring. Neither will it be responsible for vehicles, or any article that may be lost or damaged. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to tents and other properties on the show grounds and will be billed accordingly.

Should any question or dispute arise that is not provided for in the foregoing rules, the same shall be submitted to the Show Executive Committee whose decision will be final.

No exhibitor will be allowed to receive their numbers until all fees are paid and negative Coggins test delivered. Entries are a firm commitment to the Show.

Double set of 6 ribbons in breeding classes, 6 ribbons in performance classes. No ponies on the grounds prior to 1:00 p.m., June 9th. All ponies must be off the grounds by 11:00 p.m. June 12th.

All animals age six and over must either present a copy of a WPCSA or USEF permanent measurement card or be measured before being shown in either breed or performance classes. All performance animals under six must present a

copy of either a WPCSA or a USEF measurement conducted during the current competition year or be measured. There is a $5 measurement fee for a Non WPCSA Member – Saturday only.

Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s) or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from the operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

Junior exhibitors must wear approved protective headgear (ASTM/SEI) at all times whenever mounted or in a driven vehicle at all times while on the show ground. Harness must be secured and properly fitted. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place.

Removing the bridle from an animal harnessed to a vehicle, or leaving an animal unattended while hitched, anywhere on the show grounds, will result in instant elimination and removal from the show grounds.

Owners, exhibitors, handlers, riders or drivers may not use cell phone or other communications devices while in the ring. A camper hook-up fee ($40) will be charged for ANY use of the electrical boxes on the show grounds – whether it be

camper or an electric device such as a fan or crock pot. By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager,

Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principal representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation Inc. (The “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs videos, audios, cablecasts, broadcasts, internet film, news media or other likeness of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any right in connection with such use, including any claim to compensation, invasion of privacy, right of publicity or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York and any action instituted against the Federation must be filed in New York State.

Beginning December 1, 2015, all horses entering the grounds of a Federation- licensed competition must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables.

2016 Eastern Welsh Circuit

The Eastern Welsh Circuit, first established in 1991, gives high score awards in various Welsh divisions for points accumulated at a group of Welsh shows in the East. The purpose of the circuit is to help promote Welsh shows and to provide an incentive for competing in Welsh breeding and performance divisions. The following shows are in the circuit for 2016: Penn-Marydel Welsh Pony, Bel Air, MD June 11 & 12, 2016 NEWPA, Syracuse New York July 1 - 3, 2016 Maryland Ponybreeders Mid Summer Madness, Bel Air MD July 6 & 7, 2016 Maryland Pony Breeders, Bel Air, MD July 8 & 9, 2016 Virginia show to be announced The divisions offered this year will be as follows. Divisions may be combined or split, depending on entries at the shows. Sec. A Breeding: Colts, Fillies, Mares, Stallions, Geldings Sec. B Breeding: Colts, Fillies, Mares, Stallions, Geldings Sec. C & D Breeding: Jr. 2 & Under, Sr. 3 & Over, Geldings Half Welsh/Partbred Breeding: Jr. Colts/Geldings, Jr Fillies, Mares, Stallions & Geldings 3 & Over Performance: English Pleasure - Small, Med/Large, Adult, C/D, Half Welsh/Partbred Western Pleasure - Jr A/B, Adult A/B, Cob Jr/Adult, Half Welsh-Partbred Jr/Adult Hunter – Low, Small, Med/Large, Adult, Cob, Half Welsh/Partbred, Short Stirrup Pleasure Driving A/B, Leading Rein/Child's First Pony, Walk Trot NOTE: NEW WAY OF KEEPING POINTS The points will be accumulated from all participating shows on a 5-3-2-1 basis with 3 points for champion and 2 points for reserve. If there are only two in a class 2 points will be awarded for 1st place and 1 point for 2nd place. If there is only one in the class and 1 point will be awarded. Championship class must have 3 in the class for points to count. No points will be given for grand or supreme champions. Four ribbons - Champion, Reserve, third and fourth - will be given for each division and a trophy or prize will be given to Champions only. Plans are underway to have another gala event for the presentation of the awards the first Saturday in December. A pony must compete in a minimum of 2 shows in the same division in order to be eligible for awards in that division. If there are less than 3 ponies in a division eligible for an award (competed in two shows of the division) the division may be combined with another division.
