Background
> Following the release of the 2018-19 State Budget, a target of a 10 percent reduction over the next two years in the staffing and budget for the Department’s head office was set, as the health system undergoes significant structural reform.
> Therefore PSCM needed to review functions and resources to achieve these savings.
> To follow is a proposed organisational restructure for the Procurement and Governance and Business Services (GBS) Units to achieve required savings and efficiencies.

Supply Chain
> The Supply Chain Unit is out of scope as it has commenced it’s own reform program.
> As staff have been advised previously, SA Health is pursuing the transition to a Direct to Imprest (DTI) model.
> The Supply Chain Reform is the program to facilitate the benefits of this model.

Procure to Pay (P2P)
> The P2P Unit is excluded as we are working through changing the way the unit works.
> Looking to establish a customer service centre to take calls, Basware triage, AP and Oracle queries, form queries etc.
> Also looking to introduce some automation projects, such as for PO follow ups.
> Once these projects have been completed it is anticipated that there will be staff impacts at all levels.
> Consultation for a P2P restructure will be commencing in the early part of the 2019-2020 financial year.

Procurement - Where we have come from
> Four years ago 47% of Goods & Services spend was under Contract.
> We are currently structured in five categories: • Statewide Services • Services • ICT • Consumables • Equipment
> Now 80% of Goods & Services spend is under contract.
> It is anticipated to reach 90% by December 2019.

> Shift from Procurement processing to strategic contract lifecycle ownership & strategic contract management.
> PSCM evolving to the contract lifecycle owner for statewide contracts for goods and services meaning:
• Strategic commercial approach for segments of spend • Set a robust and transparent performance framework for LHN’s • Take a whole of system perspective • Quality data and analytics at all times • Connect with other systems (Pvt Health, Commonwealth) • Scan horizon and know industry (market intelligence) • Function at pace

EOI matching process
> The PSCM proposed restructure will be managed in accordance with the South Australian Modern Public Sector Enterprise agreement: Salaried 2017.
> An EOI process is undertaken when we have more positions than staff in the new structure.
> All positions highlighted in pink, are deemed in scope and subject to an Expression of Interest process, quarantined to all staff at the classification level.
> Quarantine process means positions are advertised for the restricted group of ongoing in-scope employees.

Job matching process
> All positions highlighted in orange, are deemed in scope and subject to a Job Matching process, quarantine to all staff at that classification level.
> The quarantine Job Matching merit process will be established at the conclusion of the feedback period and communicated to in scope staff accordingly.
> The impacts table identifies how many positions will not be retained in the new structure.
> Where a position is not retained in the new structure, the incumbent will become an unattached employee.
