    Ater restructgr(ng of cadre gPArtisan staff vide MoD letters No. 11(5)/2009-D(Civ-l)iated 14-A6-2A10 and 01-12-2A10 references have been received from various BranchAccounts Offices regarding fixation of pay. Following clarification may be noted for33-rp!:ance:lssuesA : How pay will be fixed

    (i) ln respect of skilled workersunder R,PR'08 w.e.f"01/01/2006 due torestructuring.On promotion frorn Skilledto Highly Skilled aften01/01/2006

    B: How pay will be fixed inrespect of the individuals whohave become HS-ll w.e.f.01lA1120A6 due to restructuring.

    Clarifications(i) Pay of Skilled workers is to be fixed in PB-1 asper the fitment table for the scale of Rs.3050-4590 and Grade Pay of Rs.'1900/- is to beallowed.(ii) Promotional benefit in the form of increment @3% shall be given on Band Pay and Grade Pay ofRs.l900/- on promotion to the grade of HighlySkilled-ll after 01/01 12006, in addition HS-ll GradePay of Rs.2400/- is to be allowed.

    Pay, which they were drawing as Highly Skilledwould be the pay of HS-ll and that pay wouldhave to be revised under RPR 2008 in PB-1 asper the fitment table for Rs.4000-6000. ln additionthey will be allowed Grade Pay of Rs.2400/-w.e.f.01/0112AA6.This placement would not count for the purposeof ACP/MACP as per MoD order dated2A.06.2011.

    C: How pay will be fixed infesplct of the individuals whotsave become HS-l w.e.f.AU01I2O06 due to restructuring.Before 01lAl|2AAO HS-l and HS-ll were mergedinto one single grade i.e. H.S.(Fay Scale:4000-6000). As per MoD order No.11 (5)/2009-D (Civ-l) dated MlAGlzA1O HS worker have been dividedinto HS-ll (Grade Pay of Rs.2400/-) and HS-l(Grade Pay of Rs.28001) w.e.f 01/01/2006.Movement from HS-ll (4000-6000) to HS-l(4500-7000) is a promotion.Since SRO 11E dated 2810812009 has split up HSworkers into HS-ll (4000-6000) and HS-l (4500-7000) w.e.f. 01.01.2006 and the movement fromHS to HS-l has been treated as promotion as perMoD No. dated 14.06.2010, it is viewed thatpromotional benefit under pre-revised scale ofpay i.e. from 4000-6000 to the notional scale of4500-7000 is not to be allowed.The pay will be fixed under RPR'08 as per fitmenttable corresponding to pre revised scale of 4000-6000/- and thereafter, promotional benefit in theform of increment @ 3% shall be given on pay inthe Band pay and Grade Pay of Rs.2400/- onpromotion to the grade of Highly Skilled-l on orafter 01/01/2006. The Grade Pay of HS-l i.e.Rs.28001 is to be given.

    D: How pay of H.S alreadyholding the post of MCM prior to01.01.2006 will be fixed on01.01.2006 due to restructuring.Their pay would be fixed as per Note 2A belowRule 7 of CCS RP Rule,2008 i.e. by multiplyingthe existing basic pay as on 01.01.2006 by afactor of 1.86 and rounding off to the next multipleof Rs. 10/-. lf the minimum of the Pay Band-2 ismore than the amount arrived at as per above,the pay shall be fixed at the minimum of the PB-2.The Grade Pay corresponding to the post of MCMi.e.42O0l- in PB-2 will also be allowed.

    E: Whether Bunching incrementbenefit, as per Min. DefencenotificationF.No.11(1)/2008/D{Civ-l) dated09109/2008, has to be given tothe employees who weredrawing pay between Rs.4500/-to Rs.50001- as on 01/01/2006since they will be fixed at theminimum of the pay band ofRs.9300/-

    Benefit of bunching increment may be consideredas per provisions laid down below Rule 7 (A) (ii)of CCS (RP) Rules 2008.

    F: Whether on lE who wasplaced to MGM before 1-1-2006and promoted to MCM on 1-1-2006 is eliqible for 3'd MACPYes. Such MCM is eligible for 3'o MACP with GP4600 after 30 years of service if found otherwiseeligible, as they got two promotions prior toA1n112006 i.e. Skilled to HS and HS to MCM. But

    Z. However, it is opined that in all aforesaid cases, the individuals may submit theiroptions for fixation of pay as mentioned in MoD order dated 1410612010 and arrear maybe calculated based on option of the individuals.4A t^rvtCopy to:
