Course Description

The initial start-up of any plant, irrespective of size, type, or in-dustry, is a unique occurrence. Therefore, start-up poses some special problems. Lack of experience in dealing with these prob-lems has frequently resulted in prolonged and costly startups. An organization’s personnel must familiarize themselves with new equipment, processes and technologies; develop the relevant operating and safety procedures. This programme addresses in an integrated manner the key activities involved in the safe, effective and timely commissioning and start-up of a new plant or facility and how to plan for efficient operation.Troubleshooting performed during the actual start-up can be very expensive and must be done as effectively as possible. Ef-fective troubleshooting can minimize the time and cost of going from the initial start-up to full production. The last day will pro-vide a review of techniques and discussion of numerous exam-ples to develop skills in troubleshooting. Participant interaction is welcome, to take full advantage of the range of viewpoints and experience and to examine typical startup problems, both technical and manpower related, and their solutions. The faculty has extensive start-up experience in a wide range of processing units including material handling, mineral processes, chemical, petrochemical, and refining operations, and will be available to discuss individual start-up problems.

The greatest benefit arises from the application of these start-up oriented ideas throughout a project, beginning at the conceptual phase. Terms and toolsIntroduction: start-up terminology; project evolution; require-ment for start-up success; plant personnel involvement.Start-Up Problems: history of start-up problems and causes of outages; problem sources from project inception to completion; how to minimize problems and consequences during commis-sioning and start-up.Discussion: potential problems associated with your project and its start-up.Start-up planning: When to start; commissioning and start-up schedules; planning tools, controls and checklists; reaction plans, procedures and other necessary planning.Start-up cost prediction: Historical examples; start-up cost estimation factors; detailed start-up budget considerations; forgotten start-up costs; minimizing start-up costs.Minimizing equipment problems: review of equipment prob-lem sources; determining critical equipment; understanding equipment failure; precautions to minimize equipment failures; equipment reliability data and sources.ManagementStart-up safety and environmental issues: recognizing unique safety and environmental problems before, during, and after start-up; emergencies; safety preparation, training, audits, HAZOPs and other methods to minimize risk, environmental is-sues discussion.Start-up management: contractor/owner/engineering / opera-tions involvement and responsibilities, types of project and start-up organizations; the start-up manager and the start-up team; lines of responsibility/levels of supervision; decision making, meeting coordination, fine tuning of organizational responses and delegation.Start-up manpower: estimating plant staffing for start-up; de-fining experience levels; effect of inexperience on start-up; com-pensating for inexperience; training; hidden manpower shortag-es; manpower build-up.Start-up leadership: key positions; balanced leadership; mo-rale and team spirit technology: new technology and how to recognize it; plant computers during start-up; laboratory prepa-ration; specialist services; process engineering services during start-up.Discussion: selected topics associated with your project and its start- up; start-up planning exercise.In the fieldConstruction inspection, Construction completion, Commission-ing-the heart of start-up, Start-up operations, Discussion.Start- up troubleshootingTechnical issues, Solutions, Implementing changes.Shutdown and decommissioning

Upon completion of this course the participants will Know:What are the common problems associated with first-time start-ups, What are the causes of these problems and how to overcome them, How to anticipate and avoid problems associ-ated with start-up, Tips for efficient operations, Importance of check-lists, Six key stages of the commissioning process, To develop and overall commissioning and plant start-up strategy, To deal with machinery and equipment specific commissioning issues, How to manage issues dealing with the commissioning of Electrical, Instrumentation and Utilities Systems, To develop a overall commissioning management plan, resource plan and budget, Troubleshooting and Problem Solving strategies which can be applied during commissioning. How to manage risks as-sociated with commissioning.
