MINUTES OF THE MEETING OF THE PARISH COUNCILHELD AT THE TOWN HALL, CORFE CASTLEON MONDAY 10th October 2016

PUBLIC HALF HOURCouncillors heard from resident Josey Parish, Clerk to Studland Parish Council and Pan Purbeck Action Council (PPAC) secretary, who wished to remind the Council about forthcoming meetings: a meeting on the Proposals for reorganisation of Local Government in Dorset at the Emmanuel Baptist Church in Swanage on Wednesday 12th October at 6.30pm involving both the Chairman and the Leader of Purbeck District Council (PDC). A public meeting at the Purbeck School on the 2nd November starting at 5pm of a PDC Committee regarding the Partial Review of the Local Plan – a report back following the consultation. A public meeting of PPAC to follow on from the above meeting on the 18 November starting at 7pm.Mrs Deirdre Selwin informed the Council again that the Harmans Cross Horse Show raised £2,500 and it will be donating some of the profits towards a defibrillator for the village. Five of the committee members live in the village and her background was as a nurse in Accident and Emergency. She had now spoken to Mrs Helen Selby, secretary of the Wareham and Purbeck Vintage Ploughing Committee, at the Council Meeting and they have decided to jointly provide funds towards the defibrillator. They would like a plaque above the defibrillator to remember donations from both organisations. Mrs Selwin suggested the cost would be around £1,000 for both the item and the box required to house it. Then there would be a small annual sum in the region of £8 to £18 to pay for the electricity. Cllr Dando received the agreement of the Council to inviting Ian Welch from Kimmeridge to speak to the Parish Council about installing a defibrillator in the village. The matter would be on the agenda of the next Meeting of the Council.Emily Paris explained to the Council that there would be a lantern parade for around 30 to 40 children on the 10th December 2016. They will walk from the Boiler House Gallery through East Street to the Square and then up West Street in Corfe Castle

together with various marshals. The lanterns are jam jars with led lights inside. The Parish Council advised them to tell Dorset County Council about the event.The Council received an address from Mr Phil Stuckey of the National Trust about current projects in and around the Parish of Corfe Castle. First, he explained how the Rings is one of two remaining siege forts from the 12th Century which is why there is a legal requirement to protect it and they need to move the badger colony to satisfy the Historic England organisation. This was first raised as an issue twelve years ago and the money has only just been found to do the work. They must build an artificial set about 20 yards away and get the badgers used to it. Then fell all the trees and put up wire netting all around the Rings to stop them going back to the original set. It will be a two year project that will start with the tree felling and an agreement with the farmer. They hope to start before this November but if there is any delay the work will be have to start after July next year as a project over 2017 and 2018. Apparently, this type of scheme has been successful in protecting long barrows on the Salisbury Plain.Next he showed Councillors a map of the joint project with the RSPB and Natural England to restore more heathland landscape in Purbeck. Some 85 percent of the original heathland has been lost since the 18th Century and the various organisations wish to restore an area of approximately 1500 hectares from Scotland Farm to the end of the Arne peninsular in order to form a continuous area for encouraging the wildlife. This has been aided by the recent acquisition of Slepe Heath in 2014. Funding is coming from Perenco to pay for the work.Lastly, regarding smaller works, he came to the Middle Halves where the Trust has now put in place a management agreement with the grazing tenant in order to bring better control to this problematic area of land with six owners. They hope to achieve a hay crop by stopping grazing during the period between April and September. There will be better, wider access for machinery created from East Street. The historic metal junk in the Halves will be cleared by the end of October 2016. There is to be scrub work to West Hill so animals can graze it. Drainage work to the turning circle at the end of West Street. Ditching work to the West Halves in order to stop water running down to the Copper Bridge area. Restoration to an area of cattle damage at the Church Knowle end of West Hill and the filling in of ruts resulting from earlier fencing work on the Hill. Other work includes restoration of the gateway to the land between the Kingston Road and the Middle Common where previous use of the crush has made a mess.Cllr Spicer-Short asked if ragwort pulling could be done at least a month earlier ie. May or June not August before the weeds go to seed. She suggested the ragwort required root removal not slicing off at ground level. Mr Stuckey said they are already spending £2,500 on this problem through the Commons Committee. Cllr Spicer-Short suggested she could organise a voluntary ragwort clearance if that would help. This was something she could sort out and co-ordinate with Phil Stuckey.Salting of some roads in winter was raised as the National Trust store 3 tonnes of salt down at New Line Farm. This salt to be used in an emergency when bad weather is likely to prevent normal use of the roads in the centre of Kingston and Corfe Castle. Mr Stuckey suggested plastic bins could be bought that can contain salt and be lifted into the locations such as the Square and the junction of West Street and South Street in Kingston. He will provide the details to the Parish Council.

ACTION1. APOLOGIES FOR ABSENCE

Cllr M Bond (Vice-Chairman), Cllr D Grinsted, Cllr S Dru Drury (Chairman), Cllr Mrs R Marshallsay.

The Chairman and Vice-Chairman were both absent from the Meeting. Councillors were asked to nominate a Chairman for this Meeting. Councillor Clarke was proposed by Cllr Haywood and seconded by Cllr Spicer-Short, all in favour.

2. DECLARATIONS OF INTEREST AND DISPENSATIONSThe Council adopted the Code of Conduct set out on the Communities and Local Government website at the 10th September 2012 Meeting (Page 155, para 3.7). Declarations of Interests received for all Councillors. All Councillors are granted a dispensation to set the Precept. Cllr Bond also has a dispensation for discussions on affordable housing sites. No alterations.

4. COUNTY COUNCILLORS REPORTCounty Councillor, Mr Mike Lovell, was concerned that the proposals for a Unitary Authority in Dorset were likely to increase costs not reduce them for the residents of Purbeck. He suggested anyone concerned should look online at the proposals.The Highways Department is prepared to support the restoration of the stone pavement in East Street, costed at approximately £5800, to the extent of around one third.The proposed removal of the Swanage Registry Office is being looked at by a small committee at County Council as another way of saving money. Apparently, the members of that committee are not keen to reduce the offices as they are not well placed across the County for access by residents.

5. DISTRICT COUNCILLORS REPORTDistrict Councillor, Mr Nigel Dragon, reported as follows.The Annual Car Parking consultation meeting was badly organised and would be raised at the District Council meeting. Half hour only parking proposed by the

County Council for the Square.

Norden Park and Ride meeting on Thursday this week.Neighbourhood planning – Purbeck District Council won’t fund it now as the Government has removed all the funding.The Local Plan Partial Review meeting at the Purbeck School on the 2nd November will bring up many issues although it is only a committee meeting.Enforcement:- Sandy Hill Copse, enforcement action was requested in May 2016 but nothing has been done yet about the change of use. Woodland Trust copied in. The land leased to Land and Wave.The Old Manse at the bottom of Sandy Hill Lane, walls moved and gates constructed with no authorisation despite being a Listed building which includes the curtilage.The Purbeck District Council meeting is tomorrow night.In answering a query on the Purbeck Valley Farm planning applications, he confirmed both applications (6/2016/0429 & 0458) are to be decided by the Planning Committee.He is involved two to three times a year in Studland with the Beach User Action Group. There is a newsletter called Borderforce that comes from Customs and Excise and Immigration. It shows there is an officer who looks after the stretch of coast from Poole to Weymouth who needs the eyes and ears of the public. Cllr Dragon will arrange for this Parish Council to be on the mailing list.

6. NATIONAL TRUST REPORTMr Andrew Eustace – report as follows:-The Norden Park and Ride meeting on Thursday this week at Currendon.The Trust will be having a meeting about a shuttle service with Swanage Railway, Dorset County Council and Purbeck District Council.There was a Christmas Meeting with the Chamber of Trade and the Festivities Committee last week.There will be story telling and late night opening at the Castle.Visitor numbers around 250,000 per annum and the Trust intends to keep programming at the current level and will back off on the marketing strategy. There will be four seasons of attractions : Medieval; Tudor; Natural Environment; Winter offers. The other events like Saxons and Vikings will also continue.Conservation work will centre around the bridge over this winter. They also have work on the monument at the top of Oli Vyes Lane and a bat survey.In answer to a query about the footpath, Oli Vyes Lane, the Trust has removed the wooden barrier at the top of the path. This does not help in stopping bicycles using the route which is the concern raised by this Council (see MA7.1(b)1) below). Cllr Lovell will raise the issue at County Council.

7. MATTERS ARISING7.1 Re September Item 7.1

(1) Parking, Road Safety and Other Highway Issues

Items (a) and (b) below require action from Dorset County Council (DCC). All new problems are registered on Highways or RoW reports as useful liaison with most of the DCC officers is now rare with the exception of Stephen Mepham.Highways: Jenny Penney is dealing with area 8 which appears to encompass the Isle of Purbeck, Wareham and Sandford and the team leader for Team South (Areas 5,6,7 & 8) is Stephen Mepham. RoW: Katie Black at Durleston. The Network Regulation team carry out the necessary consultation/legal work to introduce Traffic Regulation Orders.(a) General parking issues arising around both villages – The problem with cars and other vehicles parking on the road below Sandy Hill Lane raised at the May 2015 meeting and reported to DCC as a request for double yellow lines to a single length between Sandy Hill Lane and the driveway to 1 East Street.  Police cones still in place. Was reported on DCC:1047448 now closed. Mr Martin Farnham at the Traffic Regulation Order team, Dorset County Council says there is a long list to be discussed at a Highways meeting in October 2016. This request in the top section. Either he or Stephen Mepham will update the Council later.The issue of the lack of parking/ bad parking/ need for overflow parking in the village is covered at (c) below.

(b) Rights of Way1) The cycling problem on Footpath 1 which is known as Oli Vyes Lane and

connects the Church Knowle Road with the Square in Corfe Castle – MNT33380. Current status : Resolved. Passed on to the National Trust. See National Trust report above. Cllr Lovell to investigate at DCC.

2) Footpaths 75 & 76 – Footpath 76 is no longer on the definitive line so that it connects with FP75 in the wrong place. We were waiting for DCC to check out the land ownership before writing to all the landowners involved – MNT33281. Current status : Under Investigation (still).

3) Proposed diversion of Footpath 34 around the school playing field. The Council objected to the proposal on the 31st March 2016 and suggested the following : ‘There has been considerable precipitation in recent weeks and this has made it obvious that the proposal goes straight through a very soggy patch of ground at J. The Council suggests any revision to FP34 should go from A to E to F and then join up with the unaffected definitive footpath labelled FP 35 on the east side of the hard court.  The Council thinks this route would make the best use of the topography without making matters inconvenient or unpleasant for either walkers or the school.’ Cllrs noted the response from Carol McKay, Definitive Map Technical Officer (Public Path Orders), Regulation Team, DCC (12th September 2016) – I have not heard back from Dorset Property but have sent them a reminder.

(c) Dorset County Council Public Transport Strategy – 20th July Norden meeting held and reports circulated to Councillors. Swanage Railway (and most other stakeholders including Corfe Castle Parish Council) have misgivings about the study, its scope, statement of requirement and conclusions. Some signage was agreed at meeting and will be installed by DCC. No update.

(d) Mass Cycling and other organised events – No update. D DruryM-WellsHaywood

(e) Pavement and Road Surface – the stone surfaced areas in East Street (and the road surface near the crossing ?). DCC report 1052995 closed on the 21st April. Mr Stephen Mepham and his boss Michael Westwood met the Chairman and Cllr Spinney on Wednesday 6th April. Adam Frost of DCC provides a quotation for the reconstruction of base and slabbed surface at the vehicle access point between 28 & 30 East St. for the purposes of discussing joint funding options at that time. The cost to take up 23m2 of natural stone paving and relay on a new concrete screed bed would be £ 5,825.07 only and would include the following items of work :-1. Provide traffic management and control for the duration of work.(includes diverting pedestrian's as we will require full width of the footway).2. Take up in small areas 23m2 of natural stone paving including & store.3. Excavate sub-base up to 100mm depth and remove spoil to a licensed tip.4. Clean down 23m2 of natural stone paving for vehicle crossing and relay in smaller areas on an concrete bed @ 100mm depth. (includes the supply of replacement paving maximum of 2m2)5. Repoint mortar joints.6. Supply & lay 2.8m of pcc edging across vehicle entrance and reinstate bituminous material.

DCC to contribute one third of the agreed price above. Members discussed the matter at the September Meeting and wondered if the works cost could be reduced by using another contractor (list of approved contractors required). They also noted comments from Mr Mepham of DCC at correspondence item 253 (11 th August) – A351 through Corfe Castle from the Banks arms to The Castle Inn site meeting with Mike Lovell and members of the PC in July 2015 – added this to our Capital Request List for resurfacing (only a “request” list and not a programme or guarantee of a start date). The asset team are finalising the 2017/18 programme in the next few days and I will hopefully be able to confirm that inclusion of the A351 Corfe Castle at that point. Once this has been done a Project Engineer will visit site to design the scheme and confirm the extent of works – I will keep you informed at each stage. No update so far. Also a possibility of other funding. Members decided to wait.

(f) Salt for gritting – The Council has 3 tonne bags of salt at New Line Farm where Phil Stuckey, National Trust Warden, will use it to alleviate freezing road conditions in both villages. He suggests acquiring plastic containers that can be lifted into place whilst containing road grit and is to supply information (see address to Council above).

(h) Byle Brook & Corfe River – Nothing reported.All Cllrs

(j) Land in the Halves which currently harbours cars, trailers and other metal rubbish. Phil Stuckey (NT ranger) is involved in trying to persuade the tenant to remove the rubbish. See report above – Mr Stuckey says it will be cleared by the end of October 2016.

(l) Flooding Land in the Halves - Problem referred to Danny Allen and Jenny Penney of DCC back in January 2016. Work was done by DCC (Danny Allen) to improve East Street surface drains where they go across to Springwell Close in West Street.  However, since then during high rainfall, it would appear the new drainage pipe is causing water to flow from a hole in the field and a manhole in the area where people park just inside the gate to Springwell Close (this has become very soft and muddy). The water travels across the Halves towards the Youth Shelter and the Electricity Sub Station. This was reported on the DCC system as 1055216 on the 10th April, Status : Under Investigation. No update since June 2016 but requested today on a new part of the DCC report system .

(m) Rubbish – The upsetting of bins in Station Road. Cllr Dragon reported the bins being emptied but in a very poor state of repair. Councillors decided replacement of the bins was something to be discussed at a future Meeting. No update.

7.2 Re September Item 7.2 – Playground Matters

(1) RoSPA and Weekly Inspections – Councillors reminded to keep making inspection reports on the playground (None for some time). A new RoSPA inspection for this year was distributed on the 21st August (Payment in Financial Matters). At the September Meeting, Cllr Spinney of the Playground Committee reported a loose handle to the seesaw, damage to the rocking horse where a seat has been broken and the need to paint some of the adult play equipment with hammerite. The Clerk to order a new seat for the rocking horse and get a quote for new timber to the seesaw on information provided by Cllr Spinney.

7.3 Re September Item 7.3 – Youth ClubThe Council resolved to provide funding to a maximum of £4,000 to pay workers to run the Youth Club in April 2016. Cllr Spinney reported at the July 2016 Meeting that it appears the original suggested cost would only provide a partial year service and that a full year would cost £4,160. Councillors resolved to pay the extra up to a maximum of £4,250. They thought this should be on a monthly in advance basis.A memorandum of agreement with the Purbeck Youth and Community Foundation was presented to the Meeting and was duly signed by Cllr Clarke on behalf of the

Parish Council. This agreement was from the 1st September 2016 to the 1st June 2017 based on a total payment of £4,218.75 for the 41 school weeks during that period based on 137.5 hours of youth worker time paid in advance on receipt of invoice. Clerk

7.4 Re September Item 7.4 – A Local National Park The Dorset & E Devon National Park Team gave a presentation to the Council at the September 2016 Meeting. The Council decided to wait and see what developed. Councillors noted correspondence item 321 concerning a new page to their website which answers some frequently asked questions about National Parks. Clerk

7.5 Re September Item 7.5 – AED at Corfe Castle The installation of a defibrillator at Corfe station or other useful location. See Public Half Hour above. The matter to be an item on the agenda for the next Meeting of the Council. Mr Ian Welch from Kimmeridge to speak to the Parish Council about installing a defibrillator in the village. The matter would be on the agenda of the next Meeting of the Council.

7.6 Re September 7.6 – Mead Road Parking Petition – correspondence item 160 (June 2016)Mr Mepham of DCC was to arrange for the Tree Officer to look at the hedge and Ash tree in order to ascertain what works are necessary before they proceed with the work. Cllr Spinney advised the Tree Officer had attended the site prior to the September Meeting. No further progress.

7.7 Re September 7.7 Registration Service Public Consultation The Parish Council utilised Cllr Clark’s comments (item 216 last month) in a bid to stop the service in Swanage being closed down. Councillors discussed the response from the manager of the service at item 233. See Cllr Lovells report about the Swanage service earlier at item 4. He was asked to express the views of this Parish Council to the Committee dealing with the matter.

7.8 Re September 7.8 Fly the flag for the Commonwealth The Parish Council and the Church are in favour of celebrating Commonwealth Day. The 45x90 inch flag with ingarfield connectors (specification provided by Phil Carter) has been acquired – see Financial Matters for payment.

7.9 Re September 8. 222 Litter Free Purbeck The Parish Council discussed the merits of taking on this area of work for the Parish. Councillors had supported the initiative and the £100 requested at the September Meeting (in Financial Matters) but felt that more information was needed regarding collection arrangements (on the same day?) and how many people were actually required.Cllr Spicer-Short confirmed she has placed various adverts but did not know the

numbers of volunteers who would be available on the 5th and 6th November. A period of two hours from 11am starting and finishing at the Square. The filled bags would all be taken back to her house and then be picked up on the Monday by Dorset Waste Partnership.As a related item, Councillors noted the recent fly tipping in the Vinyard Farm lay-by and Sandy Hill Lane of household electrical items.

8. CORRESPONDENCE RECEIVED

PA6/2016//0429 WMPC Planning Application Comments – Thank you for your email of 11 September regarding the two applications for Purbeck Valley Farm House. I can advise that following discussions with Cllr Nigel Dragon (who made an initial request that the applications be referred to the Planning Committee) I have used my discretion to refer application 6/2016/0458 (Change of use of land and buildings for the purpose of Folk Festival etc.) to the Planning Committee, due to the wider public impact the proposals may have, and the fact that several parish councils have been following the activities occurring on the land. The earliest committee meeting that could consider the item would be October 26th. In terms of the second application at the site 6/2016/ 0458, as you know, the government allows someone to apply for planning permission to retrospectively retain a use or building. This in itself is not a reason to automatically refer an item the Planning Committee. I am discussing with Cllr Dragon whether he wishes to make a formal request to refer this application to the planning committee. If he does, then I will arrange a meeting with Cllr Dragon, the Chair of the Planning Committee (Cllr Peter Wharf) the case officer and myself. At that meeting the Chair will hear the comments and recommendation of the case officer and will decide whether the item merits referral to the full Planning Committee of the District Council for a decision. The meeting is minuted and those minutes are posted on the District Council web site. I will update you with the progress of this issue - the case officer (Mr Maidman) is not in the office until 26th September, so any such call in meeting is not likely to occur until early October. I hope this is of assistance but please do not hesitate to contact me should you require further clarification of any point. 299. PDC – Purbeck Affordable Social Housing Forum – At the request of Councillor Miller the Council’s Portfolio Holder for Housing a Purbeck Affordable Social Housing Forum is being formed. I would like to invite you to take part in this joint venture with Purbeck District Council’s housing officers and Cllr Miller to discuss the constraints and possibilities surrounding the provision of affordable housing. The structure of the forum has not been set, we would like your input on the discussions, aims and how you would like to see the group develop. If you can nominate one representative to attend the forum and up to three topics that you would like discussed. There are two proposed dates and times as listed below and the one with majority attendees will set the meeting. PDC – Notification of planning applications – Following some internal changes here and some feedback from the recent town and parish council training, I am writing to notify you of a small change to the way we notify you about planning applications. Currently we email you when we have registered a valid planning application in your area, include it in a weekly list and send you paper copies of the relevant plans. We plan to continue sending you paper plans and emailing you for each planning application that we register in your area. The email notification will give you more information about the planning application than we can currently provide on the weekly list. This will include who the case officer is, the technical support officer and the date by which we need your comments. We will also try to provide more meaningful information about the nature of amendments where the planning application is one that relates to an earlier application. The email will also tell you when we need your comments by. As you know, the minimum amount of time we have to give to town and parish councils to provide comments is 21 days but we value your input and so we will be giving you 28 days as standard. If you receive notification of a planning application and do not feel that you will be able to provide comments by the 28 days, just contact the technical support officer or case officer who will be named in the email to agree a mutually acceptable revised date. I hope this improvement to the way we communicate with you about planning applications will be helpful but please do not hesitate to contact Alan or myself if you have any questions. DCC – Proposed temporary road closure - Tyneham Road, Church Knowle – application from A-Plant Lux, agents for BT Openreach, to close part of TYNEHAM ROAD, CHURCH KNOWLE from Blackmanston (Steeple) to Barnston Crossroads (Church Knowle), a distance of approximately 2,000 metres. The closure has been requested to allow BT Openreach to carry out two service disconnections in the highway. These works are programmed to commence on Monday 31 October 2016 until Friday 18 November 2016. 303. PPAC - Successful legal battle re. Kent planning decision – Environmental campaigners in Kent are celebrating after winning a lengthy legal battle to save an Area of Outstanding Natural Beauty (AONB) from housing development. A planning application to build 521 homes and a 90 apartment retirement village at Farthingloe, near Dover was quashed by Lord Justice Laws and Lord Justice Simon at the Court of Appeal on Wednesday after a campaign by the CPRE. DCC – Temporary road closure - North Egliston Road, Steeple – All vehicles will be prohibited from proceeding along NORTH EGLISTON ROAD, STEEPLE from its junction with the Kimmeridge road to its junction with Steeple Leaze Farm, a distance of approximately 800 metres. The notice is needed in order to comply with Health and Safety Regulations which require the provision of safe working areas and to minimise the likelihood of danger to Highway Users. It will come into operation on Monday 03 October 2016, will remain in force for 5 days and the works will be completed by Friday 07 October 2016. The works will be carried out between 09.00hrs and 16.00hrs daily - the road will be open outside of these times. This notice will enable Dorset County Council to carry out drainage investigation works. 307. Cllr Dru Drury – Workshop on Local Government Reorganisation – Michael Bond and I attended the workshop on local government reorganisation at Blandford last

Tuesday evening. The workshop went over the main proposals for creating the two unitary authorities and discussed them at some length. A vote was taken which definitely favoured option 2b – the three conurbations (Poole, Bournemouth, Christchurch) as one unitary with all the district councils plus Weymouth and Portland creating the other one. I have put the detail of the proposals in the October CVN for everyone’s (that is the community at large) information. Individuals can comment on the proposals and the link is in the CVN. We, as a council will also need to comment – they asked for input from all councils – and how we do this should be considered at the October meeting.The Council discussed the issue and made the following observations to form part of the response to be made : More information is needed. Savings should be made by all the authorities before any reorganisation. Cost estimates likely to be unreliable and much too low. The further likelihood of poor decision making during and after the creation of new larger authorities with attendant wasted spending. Overall cost to residents likely to rise in Purbeck post any reorganisation. Local services and geographical access could be reduced after proposed changes. Large centrally administered decision making likely to lead to distortion in services provided at local level.

DCC – Snow Plans - Parish & Town Councils – At yesterday’s Clerks Seminar I was asked about the existence of the Parish Snow Plan Scheme and whether the offer was still open to Councils to join and establish their own arrangements.  As I outlined yesterday we would welcome Parish and Town Councils getting involved in the scheme.  Should you be interested a Guidance Document is on the Working Together page together with a completed plan for a fictional Council to demonstrate how to complete the plan template. Should you be interested and require any assistance, please contact Mike Westwood our Community Highway Manager who will be happy to take you through the process. Also to clarify, should a snow event occur, Dorset Highways will contribute £250 towards the cost of securing additional resource.Clerk: Hopefully the National Trust will be able to contribute to this (mentioned to Phil Stuckey). Cllr Dragon to find out if there are any snow ploughs in the Parish (that are DCC funded).

309. Swanage Railway to CCPC, DCC, PDC & NT – RE: Japanese Knotweed adjacent the A351at Norden, Corfe Castle – Just to let you know that we sprayed off the Japanese Knotweed for a third time this year, this will be our last application of herbicide this growing season.. As I said before the JKW is certainly less vigorous this year, there has been a small amount of re-growth, most plants 2 to 3 inches some 8 to 10 inches, considering when we first started to tackle it the growth it was over 6ft in one season! We will continue to monitor the situation.

310. Cllr Haywood – Corfe Castle Parish Council: Commercial actvity in Sandyhills Copse – Lights have been seen in Sandhills Copse and I went to check if we had travellers/illegal immigrants camping in this ancient woodland between East Common and Sandy Hill Lane. There now seems to be a Forest School in the copse - archery, nets and masses of tents were all set up (see pictures below). I don’t know who owns this piece of land but it looked like it was a commercial venture, rather than boy scouts. I don’t recall any planning permission for this activity passing

through Corfe Castle Parish Council but maybe PDC have not alerted us to this as its under some sort of special licence. I have copied Ros Drane (Planning, PDC) in on this correspondence just in case she knows more about it as a planning application/permissive licence might be going through as I write. I am assuming that they need one as it is not dissimilar to the Waterpark. As far as I could see the trees have not been damaged and the ground is undisturbed. A new entrance with a planked wooden bridge has been created leading into the copse on the NW side and a definite trackway now lies across a field (which hopefully the farmer is aware of). Access is via Sandy Hill Lane. I understood that the copse lies on an undug site of archeological interest but I am not 100% sure as the site may lie close by rather than under the copse. I was a bit surpised to find this but at least it isn’t illegal immigrants or travellers.

Cllr Morrison-Wells – I have seen and talked to drivers of two vans parked in the field - at its opening - 150 yds west of the Saben-Clairs, probably 3 months ago. I have also seen vans going up Sandy Hill Lane and in the field opening on several other occasions. The vans belong to the company that organise the cliff activities at Langton Matraver - Land and Sea or something like that. They said they had permission. The drivers told me that they take young people to the copse for some outside activities which I had assumed simply amounted to looking at nature and non intrusive activities. I did not anticipate a semi permanent camping/cooking/leisure etc facility. My discussion took place this year. I do recall a couple of vans there earlier, possibly last year. I think I saw signwriting that said the earlier vans came from Devon. I feel these people have gone too far and unless they are stopped now, we will have another retrospective leisure planning situation on our hands.Update from Ros Drane, Planning and Development Officer, PDC – We have an open enforcement enquiry for this. Reference E/2016/0039. Sylvia Leonard is case officer investigating. I will make sure that the Parish is updated via the Clerk (26/09/16).

311. Rubbish: Challow Car Park – I have just reported an overflowing waste bin to Dorset Waste Partnership. Hopefully it will get emptied. It obviously hasn’t been emptied for some time as the amount of greenery growing around it is quite prolific! Perhaps Cllr Morrison-Wells can keep an eye on it and let me know if it gets emptied or not after a week.

DAPTC – FW: Consultation on council tax referendum principles – Following on from discussions at the Clerks Seminar, which took place last Thursday, please find attached a link to the National Association of Local Councils (NALC) website which highlights the issue of council tax referendum principles. Either developers build skywards - they have just approved a 120 feet high block in the centre of town, and an 8 storey Tower next to the RNLI  - or build a greater density of blocks of flats, OR 9 Development sites in our precious GREEN BELT!Already a developer has proposed a new town of 2,500 houses next to the Canford Magna Golf Course.So we are holding a: Public  Protest  Meeting “Save  Our  Green  Belt” on Thursday, September 29 at 7pm at Bearwood  Community  Centre, King John Avenue, Bearwood.  BH11 9TF CPRE strongly supports the need for more Affordable Housing for the next Generation, BUT we have 8 large Brownfield sites in Poole and Hamworthy that the developers are refusing to build on – they want larger profits! 314. Peter Bowyer to various Chairmen and Clerks – Meeting with the National Trust December 2016 – In December 2014 there was a successful meeting with the National Trust at their Currendon HQ. The meeting was concerned with information from the National Trust and sharing ideas between parishes and town councils. The meeting was an informal meeting between interested chairs of parish and town councils or their representatives. Laurie Clark, the National Trust Purbeck estate manager is willing to host another such meeting this December. Please let me know if either a chairman or clerk or both from your parish or town council is available to attend and what topics you may wish to raise with the National Trust.  The 2014 meeting was held at 1630pm until 1800pm. A similar time is likely to be recommended unless you have any alternative times. The National Trust in Purbeck and Brownsea Island (different managements etc) is very important for Purbeck. There may well be value for parish and towns in Purbeck by engaging in  dialogues on common community matters with them.

Cllr Spicer-Short to all Cllrs – Corfe Castle Village Stores – I am delighted to be able to tell you all that Corfe Castle Village Stores won the category of 'Best Village Shop in Dorset' at the Dorset Echo / Magna Housing / Dorset Community Action sponsored awards on Tuesday last in Cerne Abbas Village Hall.  Carole accepted the award, a certificate and a cheque from the CPRE, who sponsored the category.  The certificate is on display in the shop. The whole team are rightly very pleased that all their hard work over the past couple of years has been recognised and this can only be good news for Corfe Castle.The Council congratulates the Corfe Castle Village Stores on winning the category of 'Best Village Shop in Dorset' at the Dorset Echo / Magna Housing / Dorset Community Action sponsored awards on Tuesday last in Cerne Abbas Village Hall. 318. DCC – Dumpy bags and grit bins – Winter is fast approaching us! Like the past couple of years, Dorset Highways will be initially topping up your grit bins for free – both community and strategic. This will start from the 10th October, if your Parish Council have moved a grit bin into storage over the summer; please could it be re-installed in the position agreed. Once it has been re-installed please can you notify us by email. All community bins that are emptied over the winter season after the initial fill will be charged as per last year, if a refill is needed. I have attached the forms that need to be filled in for a grit bin re-fill (after the top up) and for  dumpy bags of salt. Some information about the process for grit bins and dumpy bags are below: Dumpy Bags of Salt - Once you have returned your order form to us, we will then process the order and pass it on to the relevant supervisor for delivery. Delivery can take up to 4 weeks and will depend on weather and workloads, delivery may be earlier if there is availability for the delivery address to off load the bag. If so please specify on the order form. Community Salt Bins - When the community salt bins are empty after the initial fill, please send in the order form with the bin numbers and size. Once we have received the order form we shall endeavour to fill the bin within 72 hours, however if the weather is poor it may be delayed. Castle.

Dorset Association of Parish and Town Councils (DAPTC) - AGM Saturday 5th November 2016 – The DAPTC Annual General Meeting will be taking place this year on Saturday 5th November from 10am in the Council Chamber of Dorset County Council, County Hall, Colliton Park, Dorchester, Dorset DT1 1XJ. You are welcome to come along anytime from 9am for tea and coffee and biscuits and to visit exhibitors in Committee Room 1 of County Hall. The parking around County Hall is free of charge.  A map of the County Hall complex is also attached.  If your reps could enter the building through the Main Entrance, signing-in and the distribution of voting slips will be taking place here from 9am. Please find attached to this email the draft Agenda for the morning.  Copies of the motions that have been submitted to DAPTC by member councils for discussion at the AGM will be circulated very shortly for discussion at a council meeting and to agree a voting mandate for their representative, prior to the AGM. Please note that representatives may be required to make a decision after an informed debate and possible amendment.  DAPTC will recognise the final decision.
