With our new Career Center Operator, Dynamic Workforce Solutions (DWFS) fully operational as of April 4, 2016, new service delivery methods are beginning to be offered to workforce customers. Online trainings, on-site assessments, virtual tour of services and the development of a smart phone app are now underway. Along with these new services, DWFS has implemented a new program for our Youth participants. On June 8, 2016, the very first Reverse Job Fair took place at the Region 19 Education Service Center. Youth who had completed a week long training became “Borderplex Certified” and had the opportunity to have a table at the Reverse Job Fair to showcase their education and skills to employers. On the same day and location, our 2nd Industry Job Fair took place which allowed participating employers to seek new talent as well as meet our Borderplex Certified Youth. We also launched our Entrepreneurship Program in conjunction with the Hispanic Chamber of Commerce and have hosted our first series of classes throughout the entire six county service area.

Our new Northeast Center which opened on Thursday, June 16 places greater emphasis on customer service by introducing tablet technology for a more personal experience for customers. On May 17th, we were able to expand our services on Fort Bliss by adding a second satellite center in building 503, first floor at the corner of Pershing and Pleasanton. The new center includes a resource lab, workshops and career navigators to provide essential services to develop employment opportunities for active members of the military, their spouses and dependents and veterans who are seeking workforce services. By October, our new mobile career center will be available which will greatly enhance our service capabilities to the outlying areas.

Please take a moment to review the Q3 report regarding productivity from April, May and June. We look forward to your continued feedback on how we can improve service and performance.

On Thursday, June 16 Workforce Solutions Borderplex along with community partners Goodwill Industries, Dynamic Workforce Solutions, The Greater El Paso Chamber of Commerce and Representatives from Texas State Representative Joe Moody’s Office opened the new state-of-the-art workforce center in the heart of Northeast located at 8941 Dyer. The full service center offers access to all workforce programs and services.

Active members of the military, their spouses and dependents and veterans who are seeking workforce services now have additional access on Fort Bliss, Texas. Workforce Solutions Borderplex has opened a new satellite center in Building 503, first floor at the corner of Pershing and Pleasanton. The Center has a resource lab, workshops and career navigators on site to provide essential services to develop employment opportunities. Soldier for Life, Transition Assistance Program is also located in the same building to assist military with transitional services. The opportunity was made available through a partnership established with Fort Bliss officials to expand services to service members who are transitioning into their civilian life.

Regional Workforce and Adult Education Integration Board Plan• The AEL Consortium identified the (1) Hospitality, (2) Service, (3)

Construction, and (4) Manufacturing industries as priorities. Out of the 4, the consortium decided to begin with the hospitality industry.

Adult Education LiteracyWorkforce Solutions Borderplex, the Far West Adult Education Consortium, and El Paso Community College launched a program that will jump-start individuals who have been out of school and/or been looking for new career with a $1,000 scholarship for a professional certification.

Led by the Far West Education Consortium, the Community College has developed accelerated curriculums for individuals who want to get back into school. Qualifying participants can pursue in demand careers as: Office Assistants, EMT’s, Fire Technicians, HVAC Specialists, Automotive Technicians, Truck Drivers and Security Personnel

On Monday, July 11, 2016, EPCC held a registration fair for interested participants. The event was a success with many potential customers showing up to register to test and enroll into the program.

On June 22, 2016, TWC Chairman Andres Alcantar presented a $481,813 Skills Development Fund grant to representatives from The Hospitals of Providence and El Paso Community College (EPCC). The Hospitals of Providence and El Paso Community College (EPCC) have partnered to provide job training for 331 new and incumbent workers using $481,813 Skills Development Fund grant from the Texas Workforce Commission (TWC). The grant will benefit workers in the Workforce Solutions Borderplex area. This grant will be used to provide customized training with classes and training focused on industry-related topics such as basic nursing, critical care, neonatal intensive care nursing, emergency and operating room care, chemotherapy infusion and respiratory therapy. Trainees will include registered nurses, nursing assistants, phlebotomists, radiologic technologists and respiratory therapists. Upon completion of training, the workers will receive an average wage of $26.02.

Rural RelationsIntergovernmental Affairs Efforts• Anna Apodaca has been designated as the Intergovernmental Affairs Coordinator for

WSB to assist in enhancing communications and outreach with all Chief Elected Officials and their respective staff in the WSB service area, as well as our State and Federal Elected Delegation and their staffs. • WSB has submitted written testimony to the Texas Workforce Commission regarding the 2018-2019 Legislative Appropriations regarding Skills Development Fund, Childcare Services, Vocational Rehabilitation Transition, and WIOA Youth Funds.

• Letters were sent to our congressional delegation asking for support in not reducing funding in WIOA which affects youth in rural communities, and SCSEP funding which affects the older workforce and veterans.

Child Care• There are currently 57 children in care supported through our Alpine and Presidio office• The early learning child development center in collaboration with Presidio ISD has been

licensed. The early learning center director has been hired and the director is actively setting up the environments.

Rural RelationsBusiness Services• Currently the Business Services Unit (BSU) has engaged community leaders and employers

in the rural area as of April of this year to start looking for the needs not only of the employers in the area but also of the community at large with more focused services. At this time outreach to these community leaders is in effect to add the Workforce Solutions to their meetings to provide support and guidance to grow the economic landscape of our rural areas.

• Outreach Specialists are currently at both the Presidio and Alpine centers and are able to help both job seekers and employers in the area. They will also engage businesses on a weekly basis.

• Preliminary visits to businesses in the rural areas were conducted to set up an open house.

The data for labor market represents results for the region and local El Paso MSA from the Texas Workforce Commission Labor Market Division.

In May 2016, the El Paso Metropolitan Statistical Area (MSA) unemployment rate was 0.4 points higher than the unemployment rate for the city of El Paso.

The unemployment rate for the city of El Paso in May 2016 was at 4.1% which signified a 0.0% same rate as the previous month. In addition, the unemployment rate for the city of El Paso decreased by 0.6% since last year. The unemployment rate for the city of El Paso was lower than the unemployment rate for the state of Texas (4.2%); and lower than the National unemployment rate (4.5%).

The unemployment rate for El Paso County in May 2016 was 4.5%, which was higher than the unemployment rate for the state of Texas (4.2%) but the same as United States (4.5%).

The three Super Sectors with the greatest employment for the El Paso MSA in May 2016 were (1) Government; (2) Trade, Transportation, and Utilities; and (3) Educational and Health Services. These three Super Sectors represented 59% of the total nonfarm employment.

The three Super Sectors with the least employment for the El Paso MSA in May 2016 were (1) Financial Activities; (2) Other Services and (3) Information. These three Super Sectors represented 9% of the total nonfarm employment.

Q3EXPENDITURESWorkforce activities administered by Workforce Solutions Borderplex revolve around its annual operating budget. Expenditures are driven by the strategic plan approved by the Workforce Solutions Borderplex Board of Directors. Current fiscal year is July 1, 2015 - June 30, 2016, will be extended thru September 30, 2016 per board action. New Fiscal Year will shift to October 1, 2016 thru September 30, 2017 per board action to better conform to grant timelines.
