Duties and Responsibilities:

Designing and implementing asystem for monitoring the effective-ness of OERU KM activities includ-ing indicators for evaluating web-cased and advisory service efforts(web statistics, tracking perfor-mance metrics, etc)

Marketing the OERU's knowledgemanagement products andsevices and engenderingan awareness of the value of suchproducts and services amongvarious constituents.

Facil i tate the establishment of acomputerized Education ManagementInformation System (EMIS) in memberstates with l inkage to centralizedmanagement information systems in theRegion.

Promote the use and development of ICTin the education and training systems inmember states and among teachersand students and monitor the progress.

Guide the deliberations and integrate therecommendations of the TACs in thedevelopment of the OERU annual WorkPlans and prepare quarterly, semi-annual and annual progress reports.

Qualification and Experience:

Advanced university degree (Master'slevel) and 5 years of relevant workexperience in information andcommunity technologies, education, orrelated field

In-depth knowledge of the web andother computer technologies andgood understanding of knowledgemanagement principles, informa-tion systems and OERU/OECSbusiness processes

Duties and Responibilites:

Under the direction of the SocialDevelopment Officer/Specialist, theResearch Officer will:

Undertake research assignmentsthat are in keeping with the socialstrategic focus of the sub-region aswell as with the programmaticareas of focus of the Secretariat inrespect of social and humandevelopment issues.

Assist in planning, organizing andmanaging the collection, compila-tion analysis of social statistics toinform policy formulation andplanning initiatives.

Assist in updating and providesupport in disseminating socialstatistics of the Member States on atimely basis.

Cooperate with staff members ofthe Secretariat in the managementof databases of the various Unitsand the production of documenta-tion necessary for the effectiveexecution of the social developmentmandate of the Organisation.

Generally assisting and contribut-ing to the work of the Secretariatincluding rapporteuring functions atmeetings organized by the Secre-

Qualification and Experience:

Designing and conductingresearch in the field of social policyand social development.

Undertaking the social impact ofregional and global socio-economicpolicies such as the thrust towardsrealizing the CARlCOM SingleMarket and Economy (CSME), theOECS Economic Union as well asFT AA, WTO and ACP agreements.

Developing projects plans,proposals, and managing theexecution of projects which fallunder the purview of the Unit.

Representing the OECS Secretariatat meetings, conferences, andworkshops convened by other inter-national, regional or sub-regionalinstitutions,agencies, inert-govern-ment bodies or governments.

Supervising research officers,interns, consultants, and the workof secretarial staff assigned to theUnit.

Convening meetings which providea forum for governments to shareexperiences and to make decisionson the implementation and follow-up to conferences that pertain tosocial development issues.

Qualification and Experience:

The posit ion requires a thoroughknowledge of the OECS region, and anunderstanding of the mandate of theSecretariat and the strategic priorities ofthe social development thrust, of thesub-region, based on experience in the

An Advanced University degree inSocial Science from an accreditedtertiary institution.

CARIBBEAN DEVELOPMENT BANK

Consultant Gender Specialist

The Caribbean Development Bank(CDB) invites applications from amongnationals of its member countries for aposition of Gender Specialist (GS) in theProject Supervision Division (PSD) of its

Projects Department. Specifically theposition will be attached to the BasicNeeds Trust Fund (BNTF) Programmeof the Bank. The appointment will be fora two-year period in the first instance.CDB is a development financeinstitution that works collaboratively withits Borrowing Member Countries (BMCs)towards promoting their sustainablesocial and economic development andthe fostering of economic cooperationand integration among them.

The BNTF Programme is in its fifth phaseand seeks to improve socio-economicconditions in ten of the BMCs of CDB.The objectives of the Programme are,inter alia, to bring about in a sustainableand gender sensitive manner, an over-all reduction in the vulnerability of per-sons living in deprived communities.The Programme targets areas such aswater and sanitation, education, health,physical welfare of vulnerable persons,community markets, rural roads, drainsand footpaths and maintenance. This isachieved through the expansionand conservation of social andeconomic infrastructure, improvement ofthe human resource base and thepromotion and strengthening ofcommunity organisations and theircapacity for initiating and managingchange.

Duties And Responsibilities:

The successful candidate will report tothe Portfolio Manager, PSD and willperform two main functions:

support the management, imple-mentation and monitoring of BNTFoffices in CDB’s BMCs, at theProject and sub-project level, byensuring that gender issues areadequately addressed; and

support the planning, design andmonitoring needs of the CDB withrespect to the gender consider-ations of the BNTF Programme.

Specifically the GS will be responsiblefor:

building awareness about genderissues among Programmestakeholders and ensuring that theProgramme integrates the resultsof gender analysis at each stageof its development and at all levelsof implementation;

working with Project and sub-projectstakeholders to increase participa-

tion of women and men,and espe-cially representatives from vulner-able groups (including youth), ateach stage of Project andsub-project development;

assessing the performance andimpact of the country Projects andsub-projects in meeting genderrequirements;

providing pertinent input on genderissues for the BNTF Mid-termEvaluation including the formula todistribute the performance incentivebonus at the mid-term evaluation;and

preparing and submitt ing atspecified times, a series of reportsincluding but not limited to: Statusof progress, gender and socialanalysis, needs assessment,policy and programming analysis.

Qualification and Experience:

Applicants should have the following:

An advanced degree or equivalentqualif ications in the SocialSciences, Psychology or otherrelevant disciplines;

A minimum of five years experiencein international development andgender equity issues pertainIng tothe Caribbean;

A minimum of five years of hands-on experience with communityd e v e l o p m e n t , p a r t i c i p a t o r ymethodologies and genderanalysis as well as programmingin various types of infrastructure andservices delivery and preferablysome experience in communityinfrastructure maintenance;

The Government of St. Lucia (GOSL) hassecured a loan from the CaribbeanDevelopment Bank (COB) towards thecost of the Fifth Water Supply Project andintends to apply part of the funds tocover eligible payments under theContract for which this Invitation to Bid isissued.
