The Jacksonv~le Sheriffs Office requests the sole source purchase of the Stingray and Kingfish Systems cellular tracking technology from the Harris Corporation I Wireless Products Group .
... These systems utilize cellular tracking technology that canopln~point a cell phone's physical location inside buildings or other areas inaccessible by a v~hicle. Utilizing this cell phone surveillance equipment, JSO will be able to identify the locations of suspects or victims with greater accuracy and in a shorter amount of time than our existing technology allows. This will enable our investigations division to improve its apprehension of suspects as well as other situations requiring investigation based on the ability to pin-point the current location of suspects of victims.
Extensive research by our staff, conversations with our federal partners, and our own past history with Harris Corporation has lead us to conclude the Harris Corporation is the only communications company that owns this devtce for which a patent is pending_ The company has been responsive to our needs in past transactions.
The Jacksonville Sheriffs Office was required to submit Sole Source Justification documentation for this grant-related purchase to the US Department of Justice, Office of Community Oriented Policing Services. Their confirmation letter is attached as is our original request

The Jacksonville Sheriffs Office is requesting sole source procurement for the Stingray and Kingfish Systems cellular tracking technology under the circumstance that rhe items are only available from one source. Harris Wireless Products Group. The grant budget includes $200,000 for the procurement of these systems.
Section 1 This project utilizes cellular tracking technology that can pinpoint a cell phone's physical location inside buildings or other areas inaccessible by a vehicle. Utilizing this cell phone surveillance equipment. owns this device. The patent is pending. Since 199l, Hams has been the leading developer of state-of-the-art cellular telephone and WtA N survei Hance and tracking equipment for the government and law enforcement communities. Harris has been responsive to our needs in our past transactions.
Section HI At this time, there are no time constraints associated with the procurement of this device. The only time management issue is the grant end date. There is no alternate contractor with this system.
Section IV The Stingray and Klngfish Systems are new products developed by Harris. In conjunction with the Triggerfish, the sys~ms will provide virtually I 00 percent coverage of all cellular providers, with the exception of NEXTEL 's direct-eonnect. The Kingfish System is unique in that it is a portable unit (walk-about) capable of pinpointing a phone's location inside buildings or other locations where a vehicle could not traveL .. Section vr This technology will allow us to track criminal and terrorist activity. This project will enable the JSO to achieve a higher level of awareness. preparedness, protection, prevention of, and response to criminal activities with a terrorism nexus. It is in the best interest of the Jacksonville Sheritrs Office and this project to utilize the Harris Corporation to purchase this piece of equipment.
