Driving your QFleet vehicle is about more than just getting from one place to another. It is also understanding that the vehicle you lease and drive is an asset that should be properly managed and maintained.

As a driver of a Queensland Government vehicle, you play an important role in maintaining the condition of the vehicle by ensuring it is serviced regularly.

The QFleet Driver Companion will help to ensure your vehicle performs efficiently throughout its service life and is returned without any extra cost to your organisation.

Introduction

This document:

01 outlines your responsibility to look after the vehicle while your organisation leases it

02 provides the information and support to ensure the vehicle you are driving is regularly serviced and maintained by QFleet approved service providers

03 outlines the procedures that you must follow in the event of an emergency or crash

04 identifies your responsibilities and what happens to your vehicle when you return it.

New vehicle models are added to the fleet frequently. Drivers of new models will be regularly exposed to vehicles equipped with new technology and features with which they are not familiar. Employers must ensure that drivers are familiar with all the features of a new vehicle and can operate it competently.

Some features available in the new technology vehicles are:

• unfamiliar refuelling requirements e.g. diesel passenger vehicles

• ‘space saver’ spare wheels/ no spare wheel

• keyless ignition systems

• complex safety features and occupant airbag systems

• electronic or foot-operated parking brakes

• vehicles with automatic engine idle stop

• Continuously Variable Transmission (CVT) automatic and Direct Shift Gearbox (DSG) semi-automatic transmissions

• indicator controls or headlight controls on either side of the steering column

• adaptive front lighting systems

• hill-start and reverse parking assist.

Under the Work Health and Safety Act 2011, employers have an obligation to provide information, instruction, training and supervision to ensure the health and safety of their employees and others. In the context of road safety, employers have a responsibility to provide vehicle familiarisation training to all drivers. In case an employer fails to provide such training, drivers should raise the issue with their manager or workplace health and safety officer.

While leasing a QFleet vehicle, your organisation is responsible for any damage the vehicle sustains. The following sections provide useful advice on how you can minimise damage and therefore reduce end-of- lease vehicle costs.

Important Ensure the vehicle is serviced regularly, as per the manufacturer recommendations. Regular servicing ensures the vehicle is operating correctly and safely.

Interior carePlease follow these recommendations concerning the interior care of the vehicle. Further interior care advice can be found in the owner’s handbook.

• Treat vehicle interiors with respect – repairing damage to interiors is expensive and time consuming.

• Read the owner’s handbook and fully understand all interior controls and functions.

• If spillages occur, ensure they are cleaned as soon as possible.

• Do not smoke in the vehicle (this is a Queensland Government policy).

• Ensure that cargo, chemicals and dangerous goods are secured appropriately in accordance with legislation. These should be carried in the boot or cargo area – not in the seating area.

Looking after your vehicle

• Where possible, do not install any interior fittings to the vehicle that require screw holes in dash panels or the console (e.g. mobile phone holders).

Exterior carePlease follow these recommendations concerning the exterior care of the vehicle. Further exterior care advice can be found in the owner’s handbook.

• Exercise care when parking close to gutters and in confined spaces.

• Regularly check the vehicle tyre pressure. Refer to the owner’s handbook for the recommended pressures in the front, rear and spare tyres.

• Change tyres with punctures as soon as they occur. Do not drive on deflated tyres.

• If any damage occurs, ensure it is reported as soon as possible. Refer to page 12 of this booklet for correct crash procedures.

• Avoid parking vehicles where bird and bat droppings are prevalent. If affected, wash immediately to remove the damaging materials from exterior paint.

• Keep the vehicle clean externally, especially windows and lights. When washing is required, adhere strictly to prevailing water restrictions and relevant government policy. If necessary, take the vehicle to a commercial car wash.

Maintaining and maximising the energy efficiency of your vehicle can help to reduce fuel consumption and engine emissions. The following list contains some simple measures that can improve your vehicle’s performance and energy efficiencies.

• Reduce air resistance by keeping windows closed at higher speeds and removing roof racks when not needed.

• Use cruise control when on the open road.

• Drive smoothly by anticipating traffic conditions, accelerating conservatively and braking early and steadily.

• Remove any unnecessary weight (e.g. unnecessary items in the boot) and do not overload the vehicle.

• Check tyre pressure often. Driving with less than the recommended tyre pressure increases fuel consumption, tyre wear and emissions.

Environmental care

• Reduced driving means reduced fuel consumption. Plan your journey, combine trips and use public transport or walk whenever practical.

• Maintain your vehicle correctly by adhering to the manufacturer recommendations for maintenance, servicing and repairs. Please refer to page 6 of this booklet for more information on vehicle servicing.

• When the time comes to replace your vehicle, consider fuel-efficient vehicles that will allow you to perform your duties efficiently and safely.

These simple improvements will help to lower the cost of operating your vehicle and provide energy efficiencies.

Note: At the time of publication, all QFleet petrol-fuelled passenger and light commercial vehicles are E10 compatible. Only a small number of other types of petrol vehicle, such as ‘quad bikes’ and motorcycles, are unsuitable for E10. Check with the manufacturer’s handbook or QFleet if in doubt.

All QFleet vehicles are covered by the full manufacturer warranty. To comply with warranty conditions, vehicles should be serviced in accordance with the requirements specified in the owner’s handbook.

A fully maintained operating lease includes the costs of all scheduled servicing.

Approved service providers

While the selection of a QFleet approved service provider is up to you, it is recommended that a manufacturer authorised dealership is used.

QFleet would like to ensure its customers get the best possible service and attention from service providers and has identified service providers who meet QFleet quality standards. A full listing of QFleet approved service providers can be found on pages 22 to 39.

No local approved service provider

Where there is no approved service provider in your area, you should use your discretion in deciding where the vehicle is serviced or repaired, or contact QFleet Maintenance Controllers for advice on 1800 061 819.

Servicing and repairing your vehicle

Six important steps for vehicle servicing and repairs

01When booking your service, advise the service provider that it is a QFleet vehicle.

02Before starting the required work, the service provider must contact QFleet Maintenance Controllers on 1800 061 819.

03The service provider will be asked to provide information on the nature and cost of the service or repairs, the vehicle registration number and current odometer reading.

04Upon approval, QFleet will authorise the service provider to proceed with the work.

05When collecting the vehicle after servicing or repairs, please sign the service provider documentation to certify the work has been carried out to your satisfaction. The staff member picking the vehicle up is responsible to take note of any safety issues (such as tyres) advised by the service provider at the time, and either advise their fleet manager or rectify the issue asap.

06If you are not satisfied with the work performed, try to resolve the matter with the service provider. If this does not provide a satisfactory solution, advise QFleet Maintenance Controllers immediately on 1800 061 819 – they will take the matter up on your behalf.

Windscreens QFleet customers are responsible for the cost of replacement windscreens. In an emergency, you can arrange for the windscreen repairer to send the account to QFleet and an invoice will be sent to your organisation at a later date.

Tyres Replacement tyres should match the tyres originally fitted to the vehicle. For example, Bridgestone tyres should be replaced with new Bridgestone tyres. All tyres must comply with the vehicle tyre placard. If in doubt, contact QFleet Maintenance Controllers on 1800 061 819 for more information. The cost of replacement tyres may be included in your vehicle lease. However, restrictions do apply and are dependent on the conditions of the lease.

Batteries For most QFleet vehicles, batteries are covered under the vehicle’s warranty for at least 12 months. When battery problems occur, it is recommended to return the vehicle to the manufacturer authorised dealership.

When it is not possible to return the vehicle to the manufacturer authorised dealership, a qualified person (such as an RACQ Breakdown Assistance mechanic) should diagnose the battery problem. A battery should only be replaced when it is diagnosed that it cannot be successfully recharged.

When a vehicle is refuelled with the wrong type of fuel, expensive engine damage may occur, particularly if the engine is started and the vehicle is driven. If significant engine damage occurs the fuel system will require comprehensive cleaning and overhaul. The repair cost is usually very expensive. This will normally be recharged back to the agency.

QFleet recommends that drivers familiarise themselves with a vehicle’s fuel type and refuelling procedures before driving the vehicle. Information about the correct fuel type can be found in the owner’s handbook, on the fuel tank cap or on the decals on the inside of the fuel cap cover.

In the event of a misfuel, and to minimise repairs costs QFleet recommends the following:

1. Do not start the vehicle.

2. Call for assistance from the vehicles roadside assistance provider.

Misfuelling

The roadside assistance provider will normally arrange for the vehicle to be recovered to the nearest authorised dealership for inspection and repair.

In the event that a vehicle is misfuelled and driven its engine performance will suffer and engine noise will usually become more noticeable. In these circumstances QFleet recommends the following:

1. Stop and park the vehicle in the nearest safe location.

2. Call for assistance from the vehicle’s roadside assistance provider.

Continuing to operate a vehicle with the incorrect fuel will increase engine damage and increase the repair costs. By following these simple suggestions you can avoid costly repair bills and prolonged periods without your vehicle.

If you require assistance in case of a breakdown, you have the following options:

1. Manufacturer assistanceMany QFleet vehicles are covered by the manufacturer’s own roadside assistance scheme. These services often offer additional entitlements such as loan vehicles. Please refer to the manufacturer vehicle handbook for further information and contact details.

2. RACQ 24 hour Roadside Assistance

Call 1800 648 058. Identify yourself as driving a QFleet vehicle and quote vehicle registration number.

All QFleet vehicles are covered by RACQ Roadside Assistance - 24 hours a day. It is important to note your organisation may be charged for RACQ assistance that does not arise as a result of mechanical failure; for example, locking the keys in the car is not a mechanical failure. For further information, please contact QFleet Maintenance Controllers on 1800 061 819.

Breakdown assistance

In the event of a crash, please note the following procedures:

1. Stay calm and be helpful. Avoid admitting fault or liability.

2. Call triple zero (000) if there is an emergency or any of the following ‘police attendance criteria’ are met:

• death or injury (requiring medical attention from a qualified ambulance officer, nurse or doctor)

• suspected involvement of drugs and/or alcohol

• a driver fails, has failed or is refusing to provide required details

• a hazardous environment or threat to public safety exists, including traffic congestion (e.g. fuel spill, power lines down)

• a driver with an impairment or disability requires police assistance.

Otherwise:

• exchange information with other persons involved in the traffic crash

• arrange for movement of the vehicles involved in the traffic crash (if safe to do so)

• where required, report the traffic crash to the Queensland Police Service within 24 hours.

Emergency/crash procedure

3. All drivers involved are required to exchange the following details:

• full name and address – QFleet should also be noted as the owner of the vehicle

• workplace details including contact number

• registration number, make and model of all vehicles involved.

4. To organise towing, call Vero on 1300 888 073 in the first instance for authorisation. They will then provide you with further instructions. You will be required to lodge an insurance claim over the telephone and provide the information outlined on pages 14 and 15. Please note, towing after a crash is not part of your vehicle’s RACQ Road Service, however, it is covered in the Vero comprehensive insurance.

5. After the incident/accident is under control, at the earliest convenience report it to the Agency Fleet Manager and QFleet.

Insurance claims and procedure

01 If the QFleet vehicle is stolen, immediately notify the Police and Vero Insurance on 1300 888 073. Also report it to the Agency Fleet Manager and QFleet as soon as possible.

02 For all claims, call Vero Insurance on 1300 888 073 and quote the vehicle registration number and mention that it is a QFleet vehicle. You can also lodge your claim via email ([email protected]) or via the Vero claim form. This form can be accessed through the link in the Insurance FAQ document on the QFleet Client Access System (CAS) home page.

03 If the total damage caused by the crash is less than the applicable excess amount, your organisation will be required to pay the account. It may be possible to recover the cost of repairs if the other driver was at fault.

04 If you require any further information, phone Vero Insurance on 1300 888 073.

Vehicle return locations At the end of each vehicle’s lease, the vehicle must be returned to a Manheim Auction location or Return Agent site. These are listed on pages 17 and 18.

Vehicle return and transportVehicles delivered to return sites will be receipted by the Return Agent and forwarded to the Brisbane or Townsville auction locations. All returned vehicles must be booked in with the Return Agent prior to returning the vehicle to their site.

The transport to Manheim regional Return Agent locations, or direct to Manheim auction locations, will be at your agency’s cost.

Lease termination The vehicle lease will be terminated on the day you return the motor vehicle to the Return Agent or auction house.

Returning your vehicle

Return vehicle inspectionThe vehicle will undergo a comprehensive vehicle condition inspection upon the delivery of the vehicle to the Brisbane or Townsville auction sites. The following are the key points to note.

All vehicles must be returned with:

1. two sets of keys, key pads and remote access devices

2. the spare wheel and tools

3. the manufacturer handbook and servicing logbook

4. at least one quarter of a tank of fuel

5. all accessories fitted to the vehicle that were included in the lease.

Customers are responsible for any damage resulting from unfair wear and tear including modifications, damage or misuse. QFleet Maintenance Controllers will contact your organisation if there are any recharges as a result of this.

Drivers of QFleet vehicles represent the Queensland Government. They must set a good example and drive safely and courteously with consideration for other road users.

QFleet strongly supports initiatives to promote safe and responsible vehicle use. Driving dangerously risks your own safety and the welfare of others.

The following are some areas where you may improve your performance and road safety:

• Speeding is a major contributing factor in serious and fatal crashes. Do not drive faster than the speed limit and reduce speed when road and weather conditions deteriorate and while driving in heavy traffic.

• Fatigue can cause serious vehicle crashes as drivers are often unaware of their condition. All drivers can benefit by learning about fatigue and its symptoms. Take 10 minute breaks every two hours during long trips. Avoid driving for long distances after a full day of work.

• Seatbelts save lives. Drivers and passengers who do not wear a seatbelt contribute to approximately 28 percent of road crash fatalities every year. Wear a seat belt and ensure all of your passengers do too.

Driver safety

• Driver distraction and inattention are major causes of crashes. A safe driver must totally concentrate on driving. Resist the temptation to focus on technological and non-technological distractions both inside and outside your vehicle.

• Well maintained vehicles are safer and reduce whole-of-life operating costs. Complete the vehicle maintenance requirements as per the manufacturer vehicle handbook. Service the vehicle on time and have all repairs completed promptly.

• Unfamiliar vehicles may pose a safety risk to the driver. Learn about the features of an unfamiliar vehicle prior to driving rather than during the journey. Consult the manufacturer vehicle handbook or request new vehicle induction training.

• Parking and reversing crashes are the main reason for insurance claims. Improved driver training, a review of vehicle selection policies and a review of parking bay design and layout can help in reducing these crashes.

• Rear end crashes represent a significant portion of crashes involving QFleet vehicles. Be aware of the distance required to safely stop your vehicle and maintain a safe following distance. Increase your safety gap as speed increases or conditions deteriorate. Leave a following distance of at least three seconds between you and the vehicle in front.

Driving in adverse conditionsYour safety and that of others is most important and you should avoid driving in adverse conditions if at all possible. Observe all safety signs e.g. ‘Do Not Cross Flooded Roadway’ and ‘Impassable in the Wet’. Constantly update your knowledge about the road and weather conditions by consulting with the locals and other travellers.

Rain, strong winds and fog make driving more difficult and dangerous, especially at night. The risks associated with driving in bad weather conditions can be minimised by:

• driving at a speed appropriate for the conditions

• ensuring that the windscreen is clean and the windscreen wipers are operational

• ensuring that the windscreen wiper blades are in good condition

• using the air conditioner or demister to keep the windscreen clear

• ensuring that all vehicle and trailer lights are serviceable

• using low beam headlights in fog and using rear fog lights (if fitted) only in heavy fog or very hazardous weather conditions

• using hazard lights when travelling very slowly

• driving at reduced speeds where there is water over the road to reduce the risk of aquaplaning

• avoiding sudden or harsh braking or steering actions

• not attempting to overtake other vehicles (unless on a double carriageway)

• postponing your trip on wet unsealed roads.

Talk to your agency’s Workplace Health and Safety area about any concerns or suggestions relating to driver safety.

Remember – if it’s flooded,

forget it.
