Oregon's Quality Rating and Improvement System Overview
Oregon’s Quality Rating and Improvement System (QRIS) is an independent expert resource for child care and preschool programs to strengthen their offerings for greater positive impact on young children’s lives.
The Quality Rating System:
• Helps early childhood professionals build on what they’re already doing well and expand their businesses so that more children can benefit from high quality care.
• Connects child care and education providers with tools, financial incentives and professional advice.
• Gives parents expert, unbiased information to make more informed decisions about their options.

QRIS DOMAINS
OverviewThis is the largest domain and
covers the learning environment – both the physical environment and the curr iculum or program of learning. I t emphasizes having an intent ional phi losophy and program of learning which requires planning and input from chi ld screening and assessment. I t a lso covers opt imizing chi ldren’s social and emotional health through appropriate adult-chi ld interact ions and having an environment that is opt imal in terms of s ize, arrangement and equipment, accessible to al l chi ldren and cultural ly appropriate.

OverviewThis domain focuses on health
and safety i tems that are beyond what is required in l icensing. Health and hygiene instruct ion is given in a posit ive way and covers toi let ing, germ transmission and tooth brushing. In addit ion to healthy eating and f i tness habits being encouraged, staff are required to address individual health needs of chi ldren i f needed and consult with other professionals. Screen t ime l imits have been included here has i t relates to health as opposed to curriculum or learning.

I t requires that programs use the provided “Family Survey” which asks questions about how families feel their input is solicited, how open the communication is and if they are encouraged to part icipate in the program. It also asks how well the program provides information to families both about the program and outside resources.
Key Standards The program uses fami ly input and
feedback to guide a l l aspects of program planning and implementat ion.
The program meets the indiv idual need of ch i ldren through mutual ly respect fu l , two-way communicat ion.
