When Indianapolis-based Re-public Airways Holdings filed for Chapter 11 bankruptcy protection at the end of February, the event highlighted the troubling and on-going pilot shortages in the U.S. regional airline sector. Republic is the second-largest regional carri-er behind Utah-based SkyWest and for several years Repub-lic has suffered from not having enough pilots to cover all its flights.

Republic’s board of directors unanimously determined that a Chapter 11 reorganisation is in the best interest of the company and its stakeholders. This short-

age has translated into a loss of revenue that has ultimately re-sulted in a need to file for bank-ruptcy protection.

So where have all the pilots gone? Well, the simplest explanation is that training pilots takes a lot of

time and the profession is hierar-chical, so the supply is relatively inelastic. Mainline carriers how-ever are mostly insulated from this issue.

Also, recently introduced govern-ment rules in the U.S. have made it even harder to become an air-line pilot than it used to be.

In 2013 the Federal Aviation Ad-ministration (FAA), slapped a new rule that increased the qualifica-

tion require-ments for first officers who fly for U.S. passen-ger and cargo airlines. The rule requires first of-ficers to hold an airline transport pilot certificate,

Skyworld Aviation arranges ATR 42-300 ACMI between DAT and Sunrise Airways

Skyworld Aviation has arranged a long-term ACMI agreement between Danish Air Transport (DAT) of Denmark and Sunrise Airways of Haiti. The aircraft, an ATR 42-320 (serial number 112), is due to start operations in early March and the contract will con-tinue into late 2017. Sunrise Airways currently op-erates a fleet of three 19-seat Jetstream 32 aircraft, serving Porte au Prince, Cap Haitien, Santo Domingo and Santiago de Cuba. In 2015, Sunrise was the first Haitian airline to be awarded a Part 129 Operating Permit which upgraded the airline from ad-hoc/charter service to scheduled service status.

Thai Aviation Services selects fleet of Sikor-sky Helicopters

Thai Aviation Services has decided to renew its existing fleet of commercial helicopters with five Sikorsky S-76D medium-lift and two S-92 heavy-lift aircraft. Selection of an all-new Sikor-sky aircraft fleet will enable the Bangkok-based

operator to continue its track record of providing safe, reliable helicopter transportation to oil and gas customers in the Gulf of Thailand. The an-nouncement was made at the 2016 Helicopter Association International Heli-Expo show. The new fleet replaces six older model S-76 aircraft and two S-92 aircraft currently operated by Thai Aviation Services. Acquisition of the new heli-

quires 250 hours of flight time.

The rule also requires first officers to have an aircraft type rating, which involves ad-ditional training and testing specific to the aircraft they fly.

The Regional Airlines Association has stood in support of Republic saying that while re-gional airlines received ample applications last year from pilots qualified to federal standards, far fewer were able to success-fully withstand the regional airlines own

screening and training process. As a result, regional airlines like Republic Airways can’t keep up with the loss of pilots flowing to mainline carriers.

Bryan Bedford, Republic’s chairman has stressed that over the last several months, the airline attempted to restructure the ob-ligations on its out-of-favour aircraft – made so by a nationwide pilot shortage which led to making some painful decisions.

The company has sufficient assets and li-

quidity to meet its working capital and op-erating expenses during the restructuring process and Bedford feels restructuring will maintain Republic as the world’s largest op-erator of Embraer jets.

It remains unclear whether Republic will commit to its order for the Bombardier C Series but it will not come as a shock if the airline uses the Chapter 11 process to try to cancel the Bombardier order.

AIRCRAFT & ENGINE NEWS ATR “All Electrical Aircraft” flying demonstrator takes off for Clean Sky

An ATR 72 prototype has taken to the skies to launch the second flying demonstration campaign as part of the EU’s Clean Sky Joint Undertaking (CS JU) program. The aim of this flight trial is to test an all-electrical energy management system, optimizing the electrical power distribution. This second flight test campaign also performs checks on a new all-electrical air conditioning system. The current ‘All Electrical Aircraft’ (AEA) flight tests campaign comes on the heels of the first “green” flying demonstration of the Clean Sky program, completed on July 2015 with the same ATR 72 prototype aircraft. The aim of the first flight test campaign was to test new and more effective composite insulation materials and new vibro-acoustic sensors integrated into a large panel of the ATR aircraft fuselage. The flights also tested new generation optical fibers for improved identification of micro-cracks and easier maintenance. The advanced technologies tested through the AEA Flying Demonstrator have been jointly developed by ATR’s shareholder Finmeccanica (formerly Alenia Aermacchi), CS JU members such as Liebherr for the electrical air conditioning system, Thales for the electrical generation, and CS JU partners via calls for propos-als. ATR has been part of the project since it was initiated in 2008 through its Italian shareholder Finmeccanica the Coordinator of Green Regional Aircraft Integrated Technology Demonstrator, inside the Clean Sky Joint Technology Initiative (CS JTI). Clean Sky is a measure adopted by the European Parliament to support the trend of public-private partnership initiatives in the field of research. The aim is to jointly develop a broad spectrum of technologies devoted to a clean, in-novative and competitive air transport system.

Airbus’ China A330 Wide-body Completion & Delivery Centre construction starts

Airbus has taken additional steps in the expansion of its global footprint and its strategic part-nership with China as construction gets underway for the Airbus A330 Completion and Delivery Centre (C&DC) in Tianjin, China. The A330 C&DC will be co-located at the same site as the Airbus Tianjin A320 Family Final Assembly Line and the Airbus Tianjin Delivery Centre. In summer 2014, Airbus, Tianjin Free Trade Zone (TJFTZ) and the Aviation Industry Corporation of China (AVIC) signed a framework agreement on setting up an A330 C&DC in Tianjin. Second Boeing, U.S. Air Force KC-46A tanker completes first flight

The Boeing test team successfully completed the first flight of the program’s second KC-46A tanker aircraft on March 3rd, taking off from Paine Field and landing later at Boeing Field in Seattle. During the flight, Boeing test pilots performed operational checks on engines, flight controls and environmental systems. The Boeing team now will conduct a post-flight inspection and calibrate instrumentation prior to the next series of flights. As part of the overall flight test program, the KC-46 will dem-onstrate it can refuel 18 different aircraft. The second tanker will help share the test load and receiver certification. Boeing was awarded a contract in 2011 to design and develop the U.S. Air Force’s next-generation tanker aircraft and is building four test aircraft – two are cur-rently configured as 767-2Cs and two as KC-46A tankers.
