“Party Your Life Away” A Mannequin Challenge
5C, with the help of community partners, created a message to the
community to remember how important decisions can be when it comes to
alcohol, parties, and driving. If you haven’t seen the video, you can find it on
5C’s YouTube Channel or by clicking HERE.
Great opportunity to pair with awareness weeks or discussions at school!
Social Host Team Update:
This group is addressing the issue of
underage parties at homes and
private lands. A poll of community
members was conducted on the
current social host law.
Only 27 of the 52 (52%) people polled
know what the social host law is.
25% of the people polled felt the fine
needs to be more than the current
state level.
The poll showed that more publicity or
knowledge of the law needs to be
made available to the public. It also
shows that the people that are aware
of the law, do want to hold others
accountable with a stricter fine for
those who supply a location for
underage drinking.
28-30% of those answering yes, the
fine is appropriate, feel it needs to be
higher or stricter. This shows that
there is support in the county to have
a stricter ordinance regarding Social
Host Law.
Over the coming months, 5C will
continue to share information about
the current law to increase knowledge
and gain feedback. The coalition is
still looking into a local ordinance that
would address higher fines as it was
identified in the polls.

Iowa’s Social Host Law prohibits all owners, lessees and persons in control over any property which is
not a licensed premises from knowingly permitting anyone under the age of 18 from consuming or possessing alcoholic liquor, wine or beer on the
property.
Violators are subject to a fine of $200 + $70 surcharge + court costs. Fines for second or
subsequent offenses are $500 + $175 surcharge + court costs.
Other financial consequences may include increased property insurance, or loss of property insurance. You may
want to think about the cost to you before allowing underage persons to drink on your property.
5C is teaming up with local law enforcement to
support water patrols, increase signage, and
promote safe travels on the rivers this summer.
We are in the process of designing signs for river
access points to increase knowledge about the
current BWI law, as well as possession of alcohol or
drugs underage.

There is a potential for medications to be stolen from homes, misused by loved
ones, and improperly disposed.
Tips & Suggestions
Establish medication safety tips with family
Keep medications in a secure location while in use, and while awaiting permanent disposal
Please remember that flushing medications down the toilet or throwing them away is harmful to the environment
Please dispose of medications through disposal sites or drug drop events in your community

Minors in Possession Team Update:
Final version of Referral System has been sent to law enforcement, schools, and JCS & available
to other entities HERE. This document will be reviewed semi-annually with each sector. If you

support the Escape Room!
Another project awaiting funding
is a driving simulator. More
details on grant progress and
project updates coming soon!
Youth IMPACT Group at
Clayton Ridge talked to
3rd graders about drugs
and alcohol during
National Drug and
Alcohol Facts Week.
A big THANK YOU to Central State Bank Elkader for their
generous donation to the 5C Coalition!
Central State Bank Elkader employees recently chose to give
donations collected during their “Jeans Day” program to the 5C
(Clayton County Community Collaboration Council), an organization
that works promote awareness surrounding alcohol, tobacco, other
drugs and their impact on individuals and the community. CSB
matched the employee donations create a total contribution of $1,240
to the program. Possible uses for the funds are:
Day on the Hill – Youth discuss substance abuse with
legislators in Des Moines.
Impaired and Distracted Driving Simulator – Hands-on
demonstration for youth and adults to know how their decision
affect others’, and their own, safety.
“What Would You Do…?” Escape Room – Participants answer
clues about different scenarios while trying to beat the clock.
Support other initiatives such as Neighborhood Night Out and
community education initiatives similar to Drug Trends Training
for community members.
Clayton Ridge and St. Mary's Mentoring Program matches K-12 youth in the Clayton Ridge District
with caring and responsible adults.

Day on the Hill – Des Moines, IA
A successful day at the Capitol for the 5C Coalition who
sponsored youth from the MFL MarMac SODA Group and
Clayton Ridge IMPACT Group to attend a statewide event:
Day on the Hill "Impairment of Young Minds". Great time
learning about substance use, listening to speakers, meeting
and talking with legislators, and touring the capitol!
