Agenda Item: CONTRACT AUTHORIZATION WITH ONLINE

COMPUTER LIBRARY CENTER, INC. FOR AN ANNUAL

SUBSCRIPTION

Background: This is an action item seeking approval from the Queens

Borough Public Library’s Board of Trustees to enter into a

contract with Online Computer Library Center Inc. (OCLC) for

a term of one year, which approval is required pursuant to the

Library’s Purchasing Policy. The Policy states, in pertinent

part, that “[p]rofessional service contracts with an annual cost

in excess of $35,000 must be approved by the Board of

Trustees.”

OCLC is a not-for-profit computer service and research

organization that provides shared technology services, as well

as original research and community programs for its

membership and the library community at large. OCLC’s

systems help libraries locate, acquire, catalog, and lend library

materials.

The Queens Library has, for many years, subscribed to OCLC

services and, in particular, its cataloging and metadata

subscription services whereby the Queens Library obtains and

uses existing catalog records from OCLC and contributes to and

shares with OCLC original catalog records that it creates. This

means that when Queens Library buys a book that already has a

catalog record created by another library, Queens Library

simply downloads it from OCLC’s database and adds it to the

Queens Library catalog. If Queens Library were to create a

catalog record that does not yet exist in OCLC’s database, it

would upload it to OCLC for other libraries to use. Queens

Library receives an annual credit for these original record

contributions averaging approximately $40,000.

Moreover, OCLC and its member libraries cooperatively

produce and maintain WorldCat, the largest online public

access catalog in the world. The WorldCat catalog contains

more than 375 million records, representing over 2.4 billion

physical and digital assets in 485 languages. The WorldCat

catalog brings together items from the collections of

approximately 72,000 libraries in 170 countries and territories

that participate in the OCLC global cooperative. It is the

world’s largest bibliographic database.

Current Status: In 2008, when the Queens Library was forced to make difficult

budget cuts, it cut back its OCLC subscription to the bare

minimum of cataloging and metadata subscription services and

stopped its WorldCat subscription. These minimum services

include:

Cataloging services - this service allows the

Queens Library to download catalog records for

books in its collections instead of having to

create them.

Interlibrary loan - this service allows Queens

Library to work in cooperation with other

libraries around the world to send and retrieve

books to customers who request them.

QuestionPoint - a virtual reference management

system, integrating chat, e-mail, a reference

knowledge base, reports and analytic tools.

WebDewey - an online version of the Dewey

Decimal Classification system that is easy to

navigate, streamlines call number creation, and

receives regular updates and replaces the print

version.

Because the Queens Library stopped its WorldCat subscription,

its catalog is no longer in synchronization with WorldCat,

which prevents Queens Library customers and WorldCat users

from obtaining accurate catalog information. For example,

persons using WorldCat to search for a popular book would not

be able to see that a Queens Library near them has copies of the

book.

Subscribing again to OCLC’s WorldCat services and its

reconciliation of catalogue services would ensure that the

Queens Library’s catalog is in synchronization with WorldCat’s

catalog and ensure that Queens Library’s holdings are

optimized and appear in web browser searches. Moreover,

participating in WorldCat would provide Queens Library

customers and other WorldCat users with an accurate search

experience. In addition, interlibrary loan requests would be

applied to correct data instead of maintaining outdated data.

The Queens Library’s full participation in WorldCat will make

it as easy as possible for Queens Library customers to search its

collections and find items they want to borrow.

The costs for renewal of minimum and additional services are

as follows:

As indicated above, OCLC is a one-of-a-kind vendor that has

and continues to provide valuable services to the Queens

Library. OCLC has been responsive and has provided all

contractually-required services.

Recommended Motion for Consideration by the Executive Committee:

I move that the Executive Committee authorizes, on behalf of the Board of

Trustees, the President and CEO to execute a contract with OCLC in the

amount of $196,662.63 for the subscription services described above for a

one-year period. Such authorization is subject to the ratification of the

Board of Trustees when it next reconvenes for its regularly scheduled

meeting.

Background: This is an action item seeking approval from the Queens

Borough Public Library’s Board of Trustees to purchase plastic

bags, which approval is required pursuant to the Library’s

Purchasing Policy. The Policy states, in pertinent part, that

“[p]urchases of furniture or equipment at a price in excess of

$20,000 for the total order shall be awarded only after soliciting

sealed competitive bids” and that “[a]ll purchases which require

competitive bidding shall be awarded by the Board of

Trustees….”

The Library has historically provided its customers with plastic

bags to carry Library materials home and elsewhere. Presently,

the Library utilizes approximately 600,000 bags every year.

Current Status: On January 7, 2016, the Library issued a sealed competitive bid

for Library bags seeking to purchase 600,000 plastic bags (with

3 different design images) per year for three (3) years. The

solicitation was advertised in the City Record and Bidnet, and

sent to fifteen (15) vendors on the Queens Library’s internal

bidders list. Sixteen firms responded to the solicitation and

provided pricing as detailed in the table below:

The lowest bidder, Smart Source, LLC, is the incumbent vendor

and has provided the Library with plastic bags in the past.

Smart Source, LLC has been responsive and has provided all

contractually-required services. Moreover, Smart Source has a

current Vendex questionnaire on file with the City, which does

not disclose any cautions. The Library also contacted Smart

Source’s references, Perfumania and Maheras Co, who

provided positive feedback.

Recommended Motion for Consideration by the Executive Committee:

I move that the Executive Committee authorizes, on behalf of the Board of

Trustees, the President and CEO to execute a contract for a three-year

period with Smart Sources, LLC in the amount of $184,068.00 to supply the

Library with customer bags. Such authorization is subject to the ratification

of the Board of Trustees when it next reconvenes for its regularly scheduled

meeting.

Current Status: Maintenance, repair or renovation purchases awarded between June 1,

2016 and July 31, 2016 in excess of $5,000 are provided below for

informational purposes. Approved procurement procedures were

executed in accordance with Board Purchasing Policy, including all
