Tender
Sealed quotations are invited for supply of Equipment for Physics & Chemistry Department,
SIDHO KANHO BIRSHA University from reputed vendors having valid up to date I.T., VAT,
Service Tax and Professional Tax clearance certificate and experience for at least two years for
supplying similar type of items. Tender document may be downloaded from the University
website www.skbu.ac.in and the same after filled up must be submitted in a sealed envelope
addressed to The DIC Physics Department, SIDHO KANHO BIRSHA University, Purulia,
723101, West Bengal with a DD of Rs.500/- (non-refundable) for placing quotation with
Physics department and The DIC Chemistry Department, SIDHO KANHO BIRSHA
University, Purulia, 723101, West Bengal with a DD of Rs.500/- (non-refundable) for placing
quotation with Chemistry department. DD will be drawn on any Bank having Service Branch
at Purulia and be issued in favour of “SIDHO KANHO BIRSHA University” payable at
Purulia.
Last date of receiving tender document either by hand or by post: 01.09.2014 up to 12:00
hrs.
Bidders must comply the Terms and Conditions as mentioned in the Annexure-1 of the Tender
Documents. For specifications of the above items please refer Annexure-2 for Physics and
Annexure 3 for Chemistry department of the Tender Documents.

Annexure-1
TERMS AND CONDITIONS
1. a)Quotations are invited in duplicate sets complying the requirement for tender as detailed
in the tender specification to be submitted in the company’s/firm’s letter headhead neatly
printed/typed duly signed by authorised person with the seal of the bidders. Corrections, if any,
shall be made by crossing out accompanied with initial of the bidder and rewriting.
b) All duties, taxes and other levies payable by the contractor under the contract shall be
included in the total price but should be indicated separately in the price bid.
c) The rate quoted by the bidder shall be fixed for the duration of the contract and shall not be
subject to adjustment on any account.
d) Bid should be submitted into two envelops, one for Technical Bid and another for Price Bid.
2. Cost of tender paper: Cost of tender paper @ Rs.500/- will be met by the bidder through
Bank draft on any Bank having Service Branch at Purulia drawn in favour of “SIDHO KANHO
BIRSHA University” payable at Purulia. Such costs are non-refundable.
3. Evaluation of Quotation:
The Purchaser will evaluate and compare the quotations determined to be substantially
responsive stage wise. Firstly, Technical Bid will be evaluated and thereafter Price Bid for
qualified bidders after Technical Bid evaluation will be evaluated for selection of vender. Thus,
Price is not the sole consideration for selection of vendor.
4.Award of Contract: The purchaser will award the contract to the bidder whose quotation has
been determined to be substantially responsive both technically and commercially. Purchaser
reserves the right to reject any or all the tender, wholly or partly, without assigning any reason
thereof and shall not be bound to accept the lowest bid.
5.Warranty: The vendor shall be fully responsible for the comprehensive onsite warranty in
all respect of the equipment, accessories etc. including spares and services for a period of
minimum one year from the date of installation. Warranty will be effective from the date of
joint installation Report. Onsite maintenance charges, for the post warranty period must be
quoted in financial bid per year.
6.Adequate support service facility: The bidder/manufacturer should have adequate service
support centre in Purulia for any emergency breakdown/fault offering facility within 24 hours
and should be agreeable to provide AMC facility after the warranty period.
Service Level commitment: - Machine fault maintenance will be given through email/Phone/In
person. Machine should be making good in running condition.
A: - Response Time – 8 hr.
B: - Normal rectify Time – 48 hr.
C: - Maximum Time – 72 hr.
7.User training regarding the operation of the equipment shall be arranged by the
supplier/vendor at no extra cost.
8. Document in support of Manufacturer/Dealer and Service Provider has to be submitted along
with the tender paper. If the bidder is not the manufacturer, proper manufacturer’s authorization
and warranty from manufacturer is required.
9.Documents of previous experience for similar trade, at least for 2 years, must be submitted
along with the tender.
10. Bidder must have adequate documents relating to Trade License and updated returns for
Income Tax, Professional Tax, Service Tax and VAT.
11.Time Schedule: The supply and installation work must be completed within 15 days from
the date of receipt of the purchase order. If the vendor fails to deliver or install the equipment
within 15 days from date of P.O. acceptance or the extended date communicated by SKB
University, it will be breach of contract. Liquidated damages rate for the delay in delivery is
0.5% per week and maximum 5% of the total amount.SKB University reserves the right to
cancel the order in the event of delay in delivery /installation/commissioning of equipment and
forfeit the Earnest Money Deposit.
12.Validity of offer: A bidder should spell out in the tender that it shall remain valid for a
minimum period of three months from the date of opening of the tender and during this period,
the bidder shall not be entitled to revoke or cancel its offer.
13. Place of delivery: Department of Physics, SIDHO KANHO BIRSHA University, Purulia,
West Bengal, India, PIN-723101.
14. 90% of the payment will be made after delivery and installation of the equipment and
balance 10 percent will be made after six months of the date of installation of the particular
item.
15. In case of any dispute, the University’s decision will be treated as the final and conclusive.
All legal actions are subject to Kolkata jurisdiction only.

723101 Last date of receiving tender document: 01/09/14 (Up to 12:00 hrs.) and the tender
will be opened on 01/09/2014 at 2 pm
17.No Tender document will be received by the department after the above date irrespective of
the mode of submission of tender document.
18.Bidder must sign on every pages of the tender document along with the seal Quotation must
be submitted through official pad of the bidder duly signed with seal and contact numbers of
the respective person of the bidder concern.
19.Those bidders who do not receive any communication for supply of instruments may
presume that their bids have not been accepted by the institute.
20.Quantity as stated hereinabove may subject to change at the time of issuing purchase order
due to the fund crunch or for other valid reasons.
21.University may take decision about non-purchase of the said equipment even after selection
of vendor due to its fund constraints.
22.Earnest Money Deposit will be : ₹ 5000/- in the form of a demand draft issued by a
scheduled commercial bank favoring SIDHO KANHO BIRSHA University, payable at ,
Purulia must be submitted along with the Offer. Offers not accompanied with Earnest Money
Deposit of the said amount will not be accepted. This amount will be forfeited, if (being
selected by SKBU as L1 Bidder) the Bidder refuses to accept purchase order or having accepted
the purchase order, fails to carry out his obligations mentioned therein. Bank Guarantee in lieu
of Earnest Money Deposit will not be accepted. No interest will be payable on the Earnest
Money Deposit. The Earnest Money Deposit will be refunded to the unsuccessful Bidder. The
Earnest Money will be converted to security deposit in case of successful bidder and will
remain deposited with SIDHO KANHO BIRSHA University till the end of one year warranty
in an interest free form
