12th – 14th September 2014 RALLY GUIDE

Welcome to KCB Safari Rally 2014 The 2014 KCB Safari Rally Organizing Committee welcomes you to come and experience the toughest test for motor rallying in Africa and the world. This Rally Guide contains information to assist you in preparing for this event. For further information please contact the Rally Secretariat. This year the event will be the 7th Round of the FIA African Rally Championship. The event runs under the FIA African Rally Championship regulations which allow longer “competitive sections” and the competitive distance (total stage length) will be upto 250km. The total length of the rally will be up to 800km. Documentation will be on Wednesday 10th September 2014 10 00hrs to 17 00hrs at KMSF Offices at Sikh Union Club, Forest Road, Nairobi. Scrutineering will be on Wednesday 10th September for Kenyan crews and 11th September 2014 for all international entrants. The Ceremonial Start and Spectator Migaa Stage will run on Friday 12th September 2014 at 1000hrs in Kiambu. The 1st Leg of the rally will run towards Nanyuki, the service park on the first day will be at Batian View in Nanyuki. The 2nd Leg will run around Nanyuki. The service park for this Leg will be at Batian View in Nanyuki. The event will finish by 1430hrs on Sunday 14th September 2014 and prize giving will be held on the podium at the finish. The 2014 Safari will be an event where normal gravel rally car as used in Greece, Cyprus or Turkey will be suitable for the roads. Welcome to Kenya and enjoy our beautiful country, Kenya.

It gained international recognition from 1965 onwards and in 1973 was included into the World Championship for Rallies, which replaced the International Championship for makes. As from 1974 the event ran only in Kenya with borders closing after the collapse of the East African Community. The event grew in stature and became known as the “world’s toughest rally” and remained as a round of the FIA World Rally Championship until 2002 when the FIA dropped the event.

Event Overview KCB Safari Rally is an exciting and dynamic way to showcase Kenya’s beautiful and richly varied landscape. We would not be able to organize the rally without strong support from the Sponsors and Government of Kenya, and we are indebted to our title sponsors, co-sponsors and Ministry of Gender and Sports, whose support and assistance makes this event possible. Rallies around the world depend upon the support and enthusiasm of volunteers, and the KCB Safari Rally is no different. We owe a debt of thanks to all the volunteer marshals whose hard work and enthusiasm we depend upon to run a safe, smooth and friendly rally. The KCB Safari Rally will take place from 11th – 14th September 2014 in and around Nairobi.The total distance will be 720 km of which 250 km will be Special Stages. Kenya terrain lends itself to world-class rallying and we have been able to put together an improved itinerary once again, which offers variety to the FIA African Rally Championship. This year’s stages are retained the best stages from previous rallies, but wherever possible we have sought to improve each stage for this year’s rally. Map of Nairobi

NANYUKI Nanyuki Town gets its name from the Masai phrase ‘Engare Nayuikie’ which means ‘The River of Blood’. Nanyuki connects Mt. Kenya in the south east and the great rift valley in the west, and is also known as ‘Kenya’s High Country’ since it lies along the equator at 1947m above sea level. Nanyuki has grown tremendously since the colonial days and is now a center for farms, ranches, game parks and conservancies. It is also the main base for the Kenya Air Force and also a training area for the British Army. With this kind of growth has been the growth of different tourist attractions and accommodation options ranging from hotels, camps, lodges and ranch houses. Things to do in and around Nanyuki/ Tourist Attractions The biggest activity in Nanyuki would be taking a game drive around the many conservancies and game parks within its vicinity. These include: The Ol Pajeta Conservancy-; The Ol Pajeta Conservancy is a 90,000 acre private conservancy located between the foothills of the Aberdares and Mt. Kenya, a three hour drive from Nairobi and 14KM before Nanyuki town. The Ol Pajeta is home to all the big five and also boasts the largest black rhino sanctuary in the country. Lewa Conservancy (Lewa Downs) - The Lewa Conservancy is spread over 55,000acres, 65KM North of Nanyuki. Lewa dedicates itself to the conservation of the black rhino. Also in residence are 55 white rhinos. Other activities to be done at Lewa include game drives, bush walks, bird watching, sundowners, educational tours and bush meals. Others are the Sweetwaters Game Reserve, Solio Ranch, Aberdare National Park, Mt. Kenya National Park and the Samburu National Park.

How to get to Nanyuki Nanyuki is roughly a three hour drive from Nairobi on the Nairobi-Nanyuki Highway (Thika Highway). There are public buses (matatu) plying directly from Nairobi to Nanyuki. Nanyuki can also be reached by air through the Nanyuki airstrip. Amenities in Nanyuki Town Nanyuki town is the capital of Laikipia County, and this makes it an important administrative point. It has also registered huge growth in the tourism industry and this has brought plenty of economic growth, and amenities in the town. Such amenities include all major banks, supermarkets such as Nakumatt Supermarkets, schools, hospitals, bars and restaurants. Taxi services are available throughout the city and prices are usually negotiated before the ride. Nanyuki can be reached by air. Its airport lies 6.5 km (4 mi) south of the town and is served by light aircraft along the highway to Nairobi . There is a regular air service by Air Kenya, which is very convenient for businessmen and tourists. The town is also reachable using the all weather road from Nanyuki Airfield, (IATA: NYK, ICAO: HKNY), is in Laikipia County, Laikipia District, Rift Valley Province, in the town of Nanyuki, in the Kenyan East Rift Valley. Located on the western foot hills of Mount Kenya, it lies only 8 kilometres (5.0 mi), south of the Equator. It is approximately 140 kilometres (87 mi), by air, north of Nairobi International Airport, the country's largest civilian airport.[1] The geographic coordinates of this airport are 0° 2' 42.00"N, 37° 1' 48.00"E (Latitude:0.045000; Longitude:37.030000). The town is today multi-cultural and is the market center for farms, ranches, game parks and wildlife conservancies in the region. It's also the base for people seeking to climb Mount Kenya, the most famous landmark in the country. The Equator line passes 6.5 km (4 mi) south of this town.

While the promoters and Organisers of this rally meeting have taken every reasonable precaution for the safety of the spectators, it is impossible to guarantee their safety in views of the high speeds attained by the competitors. Admission is therefore granted upon the clear understanding that any spectator attending the meeting appreciates the risks involved and waives for himself/herself, his/her successors, assignees or dependants, any claim or claims which he/she might, save for this waiver, have against the promoters, organizers of beneficiaries or the owner/lessor of the property, in respect of any injuries or damage, however arising which he/she may suffer while attending this rally meeting. ! A Spectators Programme will be published and made available to the public the week before the event and the document will also be available on the websites www.motorsportkenya.com, and www.africanrallychampionship

There will be directions to get to the stages, GPS co-ordinates, maps and the roads will be clearly marked as how to get to the spectator points. Safety Information

PLEASE plan your event with safety in mind. The following points may help: We have tried to ensure that you will be able to reach your chosen spectator viewing area without

walking on the special stage. If you decide to leave the stage prior to the last competitor, PLEASE ensure that you walk on the pathways or behind the tree line. All the competitors will be travelling at high speeds and spectators are strongly advised NOT to walk on the rally route.

All spectators are reminded that motorsport can be dangerous and despite us taking all reasonable precautions, unavoidable accidents can happen. In respect of these, you are present at your own risk. We ask that you obey all instructions of safety marshals, spectator marshals and police officers in

relation to your safety and that of others.

No dogs allowed on the event - disabled assistance dogs only (on leads at all times) Children and infants should ALWAYS be accompanied by an adequate amount of adults at all times

who are responsible for their behaviour and safety.ode of Conduct Please be considerate to other spectators to ensure everyone can enjoy the event. Listen to the marshals - they are there to help you and ensure the event runs within the safety guidelines. Marshals and officials have the right to work without being abused or threatened. Abusive, threatening

or violent behaviour towards officials (who are all volunteers) will not be tolerated and spectators will be evicted from the event.

Please take all litter home with you or place it in the skips or black bags provided for this purpose. Do not light fires or barbeques. They can cause major fires with serious consequences. Do not bring fireworks to the event. They are very dangerous and could cause a serious incident with

either other spectators or the competitors. Much of the Rally takes place in areas containing significant agricultural, forestry and nature conservation interests. Please follow the Countryside Code at all times.

Consider your own safety and that of others at all time. Motorsport of any kind can be dangerous and

the rally organisers spend a considerable amount of time ensuring that spectators attending the event are kept safe. We would be grateful for your cooperation in this respect.

Passport Requirements, Import Details Visa Requirements All visitors are required to have a visa into Kenya. This can be purchased at the airport on arrival. The fee is US$ 50. It is advisable that you have dollars rather than other currencies. Temporary Import Details Entrants Should Also Be Aware Of The Following: All cars must be imported on an AIT Carnet du Passage issued by the FIA. ATA Carnet is not valid in Kenya. It is suggested that accompanying spare parts and tools should be listed into the Carnet as an attached list guaranteed by the same carnet so that customs clearance is easier. Spare parts which are not on the carnet will be cleared by providing a “customs bond” of the value of the taxes. Such bonds can be done by the clearing agent. Jomo Kenyatta Airport (JKA) and Mombasa’s Moi Airport are the other two and are only thirty minutes drive from the city centre.

CAPITAL Kenya’s capital is Nairobi, around which the rally is based, with a

population of about 5 million. CAR HIRE Most international and good local car hire firms have offices in Nairobi and

Mombasa. Rates depend on the time of the year and the type of car. CLIMATE Kenya has two rainy seasons, the long rains from June to May, and the

short rains from October to November. As Kenya is on the equator, the summer is between December and February, and is usually very hot. Temperatures rarely fall below 24 degrees during the day and 10 degrees during the night.

CREDIT CARDS Most international credit cards are accepted throughout Kenya, as are

traveler’s cheques.

COMMUNICATION There are both networks of a telephone system, landline and cellular,

covering the whole country. In addition a digital cellular network covers most parts of Nairobi. International fax, telephone, Internet and Email services can be found in most towns around the country.

CURRENCY Exchange Rate (06.08.2014) 1 US$ = Kshs 88.00 Kenya’s currency is the Shilling (Ksh), in denominations of Ksh 1/-, Ksh

5/- (coin), Ksh 10/- (coins), Ksh 20/-, Ksh 40/- (coins/note), Ksh 50/-, Ksh 100/-,Ksh 200/-, Ksh 500/- and Ksh 1000/- (notes).

Banks operate from 9AM to 8 PM on weekdays, and from 9AM to 4PM on weekends. Some banks at the international airports are open 24 hours. Money and exchange services are also available through the foreign exchange bureau.

HEALTH Due to the large prevalence of malaria in Kenya, visitors are advised to

begin anti-malaria prophylaxis a week before arriving in the country and continue for four weeks after they’ve left. Malaria in endemic in the low-lying areas, i.e. the Coast and Lake Districts. Very efficient private hospital care, clinics, chemists, air rescue services etc. are available in major towns.

IMMIGRATION All visitors are required to have a valid passport. Visas can be obtained at

the Nairobi airport on arrival. LANGUAGE English is the official language, while Kiswahili, a phonetic language

derived from Bantu and Arabic, is the Lingua Franca. RESTAURANTS Nairobi and all other towns have a wide selection of eating places,

catering for almost all known cuisine in the world. SECURITY Keep valuables in the hotel safe and avoid explicit shows of affluence and

wearing items that can be easily snatched. Avoid isolated places and walking anywhere alone after 6PM.

TIME ZONE Kenya is 3 hours ahead of Greenwich Meridian Time (GMT + 3).

TRANSPORT Taxis are easily available and should be used where possible. Buses and

Matatus are the common means of transport. VOLTAGE Kenya’s electricity grid is 220 – 240 volts AC, with a square three-pin plug

system. WATER Always make sure you drink either filtered tap water or bottled mineral

water, which is available in all hotels and supermarkets. DRIVING IN KENYA

PLEASE READ THIS SECTION CAREFULLY Driving in Kenya is on the left side of the road. Consequently, most cars are right hand drive. Overtaking is only on the right side. Please give way to pedestrians on the zebra crossings. Drive safely by observing traffic signs, speed limits and by wearing safety belts. All residential, business and industrial areas and areas having streetlights (built up areas), have a speed limit of 50kph. In some areas, road signs indicate varying speed limits. International licence holders must hold an authority from their National Sporting Authority or obtain its stamp on the entry form. 4.3.2 Cars homologated as Kit cars, where the capacity is greater then 1600 cc, are not accepted.

Cars homologated as Kit cars, where the capacity is between 1400 and 1600 cc, may be accepted if they also comply with Article 255-6.2 “Weight” of Appendix J.

Two-wheel drive cars equipped with a supercharged diesel engine with a nominal cylinder capacity of less than 2000 cc are accepted in Groups A and N.

4.3.3 In addition to cars such as described in the General Prescriptions, Production cars (Group N)

and Touring Cars whose homologation expired a maximum of 4 years previously. Turbo restrictors and weights as currently valid in Group N as noted in Appendix J (this is 33 mm restrictors).

4.3.4 World Rally Cars are not authorized. 4.3.5 Cars Eligible under Group S

Cars in the “Group S” as used in the previous African Rally Championships are not permitted to enter. Such cars may be used in the Supplementary Event running behind the main rally and their results will count towards the Kenya National Rally Championship only.

4.4 Entry Fees 4.4.1 For Private Entrants A Private Entry is one which has no commercial entrant’s license and the car is owned by a member of the crew. The Organisers will determine all such entries and this decision will be final.

5. INSURANCE 5.1 Description of insurance cover

Competitors and crew members are reminded that the Kenyan Traffic Act requires all vehicles driven on public roads in Kenya to be insured for a minimum third party risks and it is their responsibility to ensure that their cars are insured accordingly.

5.2 The Entry fee includes a premium, for competition purposes only, that insures the competitors

for third party risks as detailed below which is limited to the duration of the event. • Civil Liability: Death and bodily injury – unlimited • Public Liability: Limited to a Maximum of Kshs. 10 Million Only.

5.3 This insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of permanent retirement or exclusion. Service vehicles, including those bearing service plates issues by the organizers are not considered as official participants of the event and are therefore not covered by the insurance policy included in the entry fee and remain the sole responsibility of their owners.

5.4 Competitors take part entirely at their own risk. The Kenya Motor Sports Foundation (KMSF)

as organizers of this event decline liability whatsoever in any accident caused by the competitors and their vehicles during the whole event.

5.5 Responsibility and Risk

In exchange for being able to attend or participate in the event, Entrants agree: To release KMSF, FIA, the promoters, sponsor organizations, land owners and lessees, organizers of the event, officials, representatives and agents from all liability for any death, personal injury, psychological trauma, loss or damage howsoever arising from their participation in or attendance at the event, except to the extent prohibited by law to attend or participate in the event at own risk.

6. ADVERTISING AND IDENTIFICATION 6.1 Advertising is permitted on the car, including the roof. Advertising on windows is prohibited.

The name of an automobile manufacturer cannot be associated with the name of the rally or appear in the Organiser’ compulsory advertising spaces. Under the 2012 African Rally Championship regulations Organisers are permitted to advertise on the front half and top half of the front door.

Placement of the optional advertising provided by the organizers must be reserved on the car unless the higher fee is paid as per Article 4.4

6.2 The sizes and the placement of optional advertising will be published in a bulletin before the

closing date of entries.

6.3 IDENTIFICATION NUMBERS

6.3.1 Rally Plates / Competition Numbers and Driver’s names Competition Numbers For the FIA African Rally Championship, the Organiser will provide each crew with the following which must be affixed to their car in the positions stated. 2 x front door panels measuring 67 cm long by 17 cm high including a 1 cm white surround. This panel shall comprise a 15 cm x 15 cm competition number box which shall always be at the front of the panel. Numerals will be fluorescent yellow (PMS 803) of height 14 cm and stroke width 2 cm on a matt black background. The remainder of the door panel is reserved for use of the Organiser. The 2014 Safari Rally has applied and received dispensation from the FIA to use the same numbers as used in the 2014 KNRC so the door numbers will be 50cm x 50cm square block with the numbers of 28 cm high. Similar as the roof panel specified below. 6.3.2 Each panel shall be placed on the front door about 5-7 cm below the window line. 6.3.3 No signage, other than the colour scheme of the car, shall be placed within 10 cm of the panel. 6.3.4 One rear window panel which shall measure a maximum of 30 cm wide and 10 cm high, reserved for the use of the Organiser. This panel shall be positioned at the top of the rear window, centered left or right as indicated in the Supplementary Regulations and adjoined to an area of 15 cm sq. This area shall contain the fluorescent orange (PMS 804) 14 cm high competition number on a clear backing. These numerals may be reflective and must be visible from the rear at eye level. 6.3.5 Two numbers for each rear side window which shall be 25 cm high with a stroke width of at least 25 mm, colored fluorescent orange (PMS 804) and may be reflective. These numbers shall be placed at the top of the rear side windows in conjunction with the driver’s name. 6.3.6 One roof panel being 50 cm wide and 52 cm high, to be placed on the roof with the top towards the front of the car. A matt black competition number, 5 cm wide and 28 cm high will be displayed on a matt white background 50 cm wide and 38 cm high as in General Prescriptions Article 9.1.4. 6.3.7 For the front: one plate fitting into a rectangle 43 cm wide x 21.5 cm high which shall include the competition number.

6.4 Driver and Co-Driver Names 6.4.1 The name of the driver and co-driver must appear with his / her competition license nationality national flag on the rear side window of both sides of the car, under or on side the competition number. The surname alone shall be: - In Helvetica: upper case for the first letter and the remainder in lower case. - In white on a clear background. - To a height of 10 cm and stroke width of 1.5 cm.

6.5 Left Hand Drive Vehicles A “Caution Left Hand Drive” sign is to be affixed to the rear of all left hand drive vehicles. One set of Rally Plates and 2 Competition Numbers will be supplied by the Organisers. See Appendix 4 of these Supplementary Regulations for description and details of placement. 7. TYRES The use of slick tyres is prohibited under pain of exclusion. The use of studded or spiked tyres is prohibited under pain of exclusion. The use of any device for maintaining the full performance of the tyre with an internal pressure equal to or less than atmospheric pressure is forbidden. The interior of the tyre (the space between the rim and the internal part of the tyre) must be filled only with air. (Refer to Regional Rally Regulations Art 50.5)

8. FUEL The use of AVGAS and FIA approved fuel is permitted.

8.1 Order Procedure Competitors must make their own arrangements for Petroleum. International drivers will be advised by the secretariat of where to purchase AVGAS.

8.2 Distribution during the Rally 8.2.1 Competitors are entirely responsible for providing and distributing their own fuel throughout the event. During the event refueling may only be carried out in the refuel zones nominated in the itinerary. 8.2.2 The Organizers will establish supplementary refuel zones. Such zones will be duly specified in the Road Book and marked in accordance with Article 12.6 of the General Prescriptions. 8.2.3 Any action inside a refuel zone not directly involved in the refueling of a competing car is prohibited. In all refueling zones a 5km/h speed limit will apply Solely for the purpose of assisting with the refueling procedure of their car, two team members of each crew may access this zone.

8.2.4 Engines must be switched off throughout the refueling operation. Should the crew remain inside the car during the refueling operation, the safety belts must be unfastened and the doors open. 8.2.5 A car may be pushed out of the refueling zone by the crew, officials and/or by two team members without incurring a penalty. 9. RECONNAISSANCE Reconnaissance is not practice. The Traffic Act of Kenya must be strictly adhered to and safety and rights of other road users respected. 9.1 Procedure for Registration Competitors wishing to carry out reconnaissance must register with the Rally Secretary at the Rally Secretariat before: For all Entrants: By latest Friday 5th September 2014 9.2 Reconnaissance Schedule

All Drivers - Reconnaissance is limited to 2 passages per crew between 0600 and 1600 hrs

9.3 Reconnaissance Restrictions 9.3.1 Any type of series production vehicle is allowed for reconnaissance. No form of Rally vehicle is permitted. More than one crew may share a car but only crew members entered in the event may take part in the reconnaissance. 9.3.2 During reconnaissance, competitors must comply strictly with the road traffic laws and any further requirements of the Organisers as published in these regulations or a Bulletin. At all times, the safety and rights of other road users must be respected. 9.3.3 During reconnaissance of the competitive sections the speed limit will as per The Traffic Laws of Kenya. The organizers may set up speed checks during recce and penalties will be given as per these regulations. 9.3.4 The above restrictions are compulsory for all participants in the event. Any infringements will be reported to the Stewards for action. 9.3.5 The organizers will issue a recce book to record the number of passages done by a driver during recce.

11.2 Mudflaps Mud flaps, in accordance with Appendix J, Article 252.7.7 are permitted. It is possible to fit transverse mud flaps in conformity with the article below. If transverse mud flaps are mandatory, this requirement must be mentioned in the supplementary regulations of the event. In any case, transverse mud flaps are accepted under the following conditions: - They must be made from flexible material. - They must cover at least the width of each wheel, but at least one third of the width of the car (see Drawing 252-6) must be free behind the front wheels and the rear wheels.

- There must be a gap of at least 20 cm between the right and left mud flaps in front of the rear wheels. - The bottom of these mud flaps must be no more than 10 cm from the ground when the car is stopped, with nobody on board. - Above and over the entire height of the tyre, at least 3/4 of the width of the tyre must be covered (seen from behind). - In vertical projection, these mud flaps must not protrude beyond the bodywork.

Mud flaps to prevent splashing towards the front, made from flexible material, may be installed at the front of the vehicle, if the supplementary regulations of the event authorise them or impose them. They must not protrude beyond the overall width of the vehicle or beyond the original overall length by more than 10 cm, and at least one third of the width of the car must be free in front of the front wheels. 11.3 Windows 11.3.1 If silvered or tinted films are not used or if the side windows and the glass sunroof are not made from laminated glass, the use of transparent and colourless anti-shatter films on the side windows and the glass sunroof is mandatory. 11.3.2 The thickness of these films must not be greater than 100 microns. 11.3.3 The use of silvered or tinted films is authorised, on the side and rear windows and on the glass sunroof, and on the following conditions: 11.3.4 Openings in these films must allow a person outside the car to see the driver as well as the contents of the car. 11.4 Drivers Safety equipment It is compulsory for all drivers to wear driving overalls, balaclavas, drivers gloves and approved fire proof underwear as per the FIA’s Appendix L. HANS devices are compulsory for all drivers. Any driver without the approved safety wear will not be permitted to start the event. 11.5 Noise levels Drivers must follow the permitted noise levels as stipulated by the Kenya Government. 11.6 Special National requirements 11.6.1 Radio installations are subject to authority being obtained from the relevant licensing authorities 11.6.2 A “Caution Left Hand Drive” sign is to be affixed to the rear of all left hand drive vehicles. 11.6.3 TESTING Testing is defined as the combined presence of a competitively driven Rally Car and personnel employed by or contracted to a team outside the itinerary of a rally. This is not permitted at any time and even slow driving on the rally route is not allowed unless written permission is obtained from the organizers.

11.7 Installation of Safety Tracking System All competitors must have fitted a safety tracking device in their cars. Details of these can be obtained from the Rally Office. 11.8 Permitted Modifications 11.8.1 Fitting of under body protection are authorized in accordance with Appendix J articles 254 - 6.7.1 and Article 255 - 5.7.2.10 11.8.2 The air intake for the engine of Group ‘A’ cars may be modified by making a hole, of maximum 10cm diameter, in the engine bonnet only, in order to provide air for the engine through a ‘snorkel’ (Appendix J, Article 255 - 5.1.8) 11.8.3 The air intake for all eligible cars may be modified as above. The addition of a tube from the bonnet to the air box is permitted. The air box for a Group N car may be modified but must be identifiable as the original air box and its position may not be changed, the original air cleaner element must be retained. 11.8.5 A maximum of 2 spare wheels are permitted for all competing crews and their position inside the car is free subject to being secured to the satisfaction of the scrutineer 11.8.6 Fuel tank(s) capacity should conform to Article 254 - 6.9 of the Appendix J for Group N cars and Article 225 - 5.9 for Group A cars. 11.8.7 Rear seats need not be carried 11.8.8 Cow-catcher in accordance with Appendix J article 284 - 6.6.1 may be fitted 11.8.9 Additional lighting devices fitted to the exterior of the car provided that no light is mounted higher than the bottom of the windscreen. 12. 12.1.3 Official Ceremonial Start The ceremonial start is compulsory for all competing cars and crews. Date: Friday 12th September 2014 Time: 10 00hrs Location: Kenyatta International Conference Centre, Nairobi Competitors reporting late at the Pre-Start Holding Area (Parc Fermé) will be fined Kshs. 1,000/= per EVERY 10 minutes late. 12.2 Time Card Change During The Rally The complete set of for the Rally Time Card (s) will be handed out to each competitor; At Documentation 12.3 Starting Procedure of a Competitive Section Cars will start all Road Sections and Competitive Sections at (2-3) minutes interval. A “Traffic Lights” start system will be used as described in Article 19.5 of the General Prescriptions. The start procedure at the ceremonial start will be controlled by the start controller for only one car can be on the stage at any time. For Leg 1B and Leg 2 the start interval between cars will be 2 or 3 minutes depending on the conditions on the day.

12.4 Early check-in at the end of a leg At the time controls at the end of Leg 1A, Leg 1B and Leg 2, crews may check in ahead of time without incurring penalty as long as they have clearly indicated their intended check in time on the time card. 12.4.1 Time Penalties and Lateness Any divergence between the actual check-in time and the target check-in time shall be penalized as follows: a) For late arrival: 10 seconds per minute or fraction of a minute b) For early arrival: 60 seconds per minute or fraction of a minute At the Start: Any crew arriving late at the start of the rally / start of a leg / start of regroup holding area will be penalized by 10 seconds for every minute or fraction of a minute. Any crew reporting more than 15 minutes late shall not be allowed to start / restart.

Road Sections: Late arrivals penalized at 10 seconds per minute or fraction of a minute. Early arrivals penalized at 1 minute per minute or fraction of a minute. 12.4.2 Lateness Lateness between any two time controls TC is 30 minutes or a lateness exceeding 30 minutes at the end of each section of the rally and a maximum lateness of 60 minutes for the whole rally. 12.4.3 Alternative Route: The Clerk of the Course may authorize alternative routes, which may bypass the whole or part of a road and / or a competitive section and / or a service park if necessary. Crews must observe the Traffic Laws of Kenya throughout the rally. 12.4.4 Super Rally – Restart of subsequent leg after retirement There is a no Super Rally in the 2014 FIA African Rally Championship. 12.4.5 Judges of Fact: All officials of the rally will be Judges of Fact and their names will be posted on the official notice board and may be located throughout the rally to verify that the competing cars follow the designated rally route and penalties below will apply: Note: the ruling of a Judge of fact is final and no discussion will be entertained. Any deviation in excess of 5 meters off the route as in the Road Book will be penalized as follows based on the tracking system or by official Judges of Fact. First offence: 3 minutes Second offence 10 minutes Third offence: Exclusion 12.4.6 Passage Controls: The rally organizers reserve the right to establish secret controls along the designated rally route where a shorter alternative may exist. Cars are required to pass through such passage controls and have their time cards marked accordingly solely for the purpose of verifying that the cars have followed the designated rally route.

The locations and identification of passage control (s) will be published in a numbered bulletin before the start of the rally.

12.4.7 Access Access to the service parks is limited to competing cars and vehicles displaying official, service or auxiliary plates. A separate service car entrance will be provided. See Service guide for more details. 12.4.8 Speed The speed of a car in the service park may not exceed 30 kph under pain of exclusion. 12.4.9 Repairs Throughout the rally, servicing of a competing vehicle may be carried out only in service parks. However, the crew, using solely the equipment on board and with no external physical assistance,

may perform service on the car at any time, other than where this is specifically prohibited. For competing cars waiting at the time control at the entrance to regroups or service parks the passing of food, drinks and information to and from the crew is permitted. 12.4.10 SAFETY & GRAVEL CARS

15.2 PROTESTS

15.2.1 Protest Fees Sum of Kshs. 50,000/= If the protest requires the dismantling and the reassembly of different parts of a car, the claimant must pay an additional bond of Kshs. 100,000/= For a protest involving a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork, etc.) the claimant must pay the sum of Kshs. 50,000/= There will be no protest allowed which involves the whole car. The expenses incurred by the work and transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld. If the protest is unfounded, and if the expenses incurred by the protest (scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall be borne by the claimant.
