THE NEW ORLEANS REGION’S realestate professionals have been on a rollercoaster ride the past couple of years.
It started with a rapid climb in 2006 aspeople who were flooded out of their homesby Hurricane Katrina scrambled to find dryproperties. That frenzy carried over into2007, but as the economy started to weak-en, so did the business. And by the end of2008, the market was struggling.
The number of homes sold in 2008dropped 23 percent compared with 2007,while the average selling price dropped amere 1.5 percent to $207,685. Agents wereonly able to sell $1.7 billion in residential realestate in 2008,down 22.7 percent from 2007.
The only statistic to rise between 2007and 2008 was the average time a home sat onthe market — and that’s not a good thing.
But talking with Realtors, they’re opti-mistic about 2009. Many have seen the yearget off to a great start and expect the market toimprove through the rest of the year, thanksin part to several factors: historically lowmortgage rates, a flurry of federal, state andparish financial assistance programs,and sell-ers becoming more realistic in pricing.

In Carolyn Talbert’s 23 years as a Realtor, she has expe-rienced her share of roller coaster rides through the
homebuyers’ market.Talbert said she averages $20 million to $25 million in
home sales every year. In 2006, that number hit $43 million.“People from Lakeview
and St. Bernard who had losttheir homes were just buyingup property, anything theycould get their hands on, andwe had the homes for sale in
Metairie. It was a crazy year for Realtors,” said Talbert, anagent in Keller Williams Realty’s Metairie office.
But the market slowed in 2007 and 2008, and Talbertfinished with just $18 million in sales in 2007 and $22 mil-lion in 2008.
Backed by the strength of higher-priced homes in sub-urban Metairie, Kenner and River Ridge, the East Bank ofJefferson Parish traditionally has been one of the region’sstronger housing markets.
Despite its traditional strong sales year over year, how-ever, the area has not been able to withstand the sameeffects that have hit the national housing market, includingan economic recession, oversupply of homes and creditlending problems.
Talbert, who feels 2009 will be better, is projecting shewill finish around her average of $25 million this year. Shehas noticed more activity in the first three months of theyear, adding that low interest rates, more assistance pro-grams coming online and homes listed in the market at amore realistic selling price will help increase activity.
Craig Mirambell, owner of Mirambell Realty inMetairie, said sellers are told if they price their house atmarket value, the typical time on the market is about threeto five months, while homes priced less than the marketvalue take two to three months, and homes priced morethan market value usually do not sell, sit on the market andare eventually reduced.
“People still want to sell their homes higher than themarket value out there and don’t want to believe the statis-tics or cut their losses and bring down the prices a little bit,”Mirambell said. “It’s a different ball game than previousyears. They have a whole listing of homes on the market tochoose from, so they can look at one prospect, sleep on it,then see another prospect and take a longer time to buy.”
In the Jefferson Parish East Bank housing market, any-thing in Metairie around $200,000 and less will sell quick-
ly, Mirambell said, adding that areas doingwell are between Lake and West Esplanadeavenues; the Ridgedale area; nearCauseway Boulevard and TranscontinentalDrive; and near Airline Drive and AirlinePark.
Arthur Sterbcow, president of Latterand Blum Realtors, said most of the salesfall between $150,000 and $200,000because that reflects what the population’saverage income can afford.
“The bulk of home sales will overlap theeconomic characteristics of your popula-
tion,” he said.The statistics support Sterbcow’s claim.According to the New Orleans Metropolitan Association of
Realtors, as of March 4, there were 3,200 active listings on theEast Bank in Jefferson Parish with 202.3 homes sold permonth. Of those homes sold, there were 84 homes sold permonth in the $100,000 to $200,000 price range; 54 homessold per month in the $200,000 to $300,000 range; 23 homessold per month in the $300,000 to $400,000 range; and 13homes sold per month in the more than $400,000 price range.
There is a 34.3-month supply of homes in the$400,000 to $500,000 price range and a 41-month supplyof homes in the $500,000 to $750,000 price range, com-pared with an 11-month supply for homes priced between$140,000 and $225,000.•

Jeanne Renton is convinced West Bank real estate is in aworld of its own, usually unaffected by larger national eco-
nomic trends.“I have seen this happen before,” said
Renton, a Keller Williams agent with listingson the West Bank. “The economy in otherplaces may be going through big changes,like it is now, while the West Bank marketremains steady.”
Craig Mirambell Jr. agrees.“There have always been pockets of the West Bank that
have done well, no matter what is going on with the nationaleconomy,” said the owner of Mirambell Realty, which has list-
ings on both sides of the Mississippi River.“The market in this area went down in 2008, but so did
everywhere else,” Mirambell said. “But nowthings have picked up. It’s ahead of where therest of the country is.”
Picking up in the first quarter of 2009means the market for houses in the$150,000 to $250,000 range is hot, with
anything priced more than $250,000 also doing well, butusually slower to move.
Properties priced less than $150,000 are also strong, saidSylvia Marie, a broker with Green Gate Realty in Westwego,who’s sold three houses in that category so far this year: one
for $103,000, a second for $125,000 and thethird for $135,000.
“I think in the last quarter people were justfeeling cautious, what with the election andthe economy being so much in the news. Butnow, from what I am seeing, they are willingto make a decision.”
The lower-end market for houses pricedat $100,000 or less is smaller, although thereare some foreclosure listings in that pricerange. But Realtors caution that many houseslisted less than $100,000 on the West Bank
could be in a state of extensive disrepair, making it likely that abank or mortgage company may require a larger loan thatwould also reflect the costs to renovate the property.
“Just because a property is in foreclosure does not auto-matically mean it’s distressed,” said Bob Van Der Akker, anagent with Wayne Songy and Associates Real Estate.
“There are a wide range of foreclosed properties on theWest Bank and throughout the metro area,” said Van DerAkker. “Some are in beautiful condition and ready for peopleto move in.”
But a growing population on the West Bank may also becontributing to a stable real estate market. Although the mostrecent U.S. Census reports of West Bank cities such asMarrero, Westwego and Gretna record the 2005 Katrina exo-dus, Renton said she is seeing “more people coming back tothe area.”
Real estate demand may also be helped by a decreasingcrime rate. According to statistics compiled earlier this year bythe Westwego and Gretna police departments,overall crime inboth cities dropped by more than 10 percent in 2008.
That can only be a good trend, Van Der Akker said, addingthat one of the biggest challenges to selling property in thisarea in the past has been the crime rate.
“Or rather the perception that crime is higher there than inother parts of the metro area,” he said.•

Up against a slow local recovery and a national recession,real estate on the East Bank of Orleans Parish is proving
its relative resilience. In 2008, the Big Easy mainland was theonly area in the region where homes gained value — and thetrend appears to be holding steady for 2009.
In February, the averageselling price of a home was$166,831, up 8.2 percentfrom $154,140 a year earlier.This represents a larger appre-ciation than the parishwideaverage for 2008, when single-
family home values increased an average of 4.4 percent. Andwhile 32 percent fewer homes sold this February — 101 com-pared with 149 in 2008 — the amount of time it took units tosell crept down 48 hours to 105 days from 107 days.
Put together, the indicators paint a picture of a market that,while certainly not booming, is at least strong enough to with-stand another year or two of economic retreat.
“We’re surviving, and we’ll keep on surviving,” said EricBouler, a Prudential Gardner Realtor who sells primarily inthe Warehouse District, the French Quarter and Uptown.
This is not to say the market is all roses in the CrescentCity. With the national economy in turmoil, many people whotwo years ago were buying second homes or condos arechoosing to rent instead, Bouler said.
“Last year it was young professionals buying. This year,they are scared and they are renting,” he said.
Meanwhile, the tightened loan standards imposed after thesubprime mortgage crisis have made buying homes more dif-ficult for people with below-average credit, even in states suchas Louisiana where subprime loans were never widespread.
This means slow sales in working-class neighborhoodssuch as Hoffman Triangle or the 7th Ward, where manypotential buyers earn below-average incomes and have lowcredit scores.
“The demand is for houses priced between $150,000and $200,000, but then many of the people who are look-ing at these houses are having trouble closing becausethey can’t get the right loan,” said Latter and Blum RealtorRose Fogarty.
One salvo — a $30 million forgivable soft second mortgageprogram recently unveiled by the New Orleans FinanceAuthority — has brokers hopeful they will close on more deals
in 2009. Fogarty, for one, said she has seen more interest inLakeview since the soft second mortgage program, which isnot restricted to low-income buyers, was announced.
“People are starting to realize that they cango back to Lakeview and use the city’sgrants,” Fogarty said.
Another hopeful sign came near the endof last year, when Louisiana State Universityand the U.S. Department of Veterans Affairsannounced they were moving forward withthe development of a $1.2 billion hospitalcampus in lower Mid-City.
While officials expect construction of thehospitals to take seven years, real estate pro-fessionals expect the massive development to
attract new investment and shore values in the areas surround-ing downtown.
“It should help us regain the professional population thatwe lost after Katrina,” real estate broker Lex Kelso said.
A newcomer to real estate, Kelso built his first four-unitdevelopment, Washington Avenue Condominiums in theIrish Channel, in 2008. These days, he is marketing three ofthe airy, wood-floored units himself, while living in the fourth.
Kelso remains optimistic he will be able to sell the high-end units at his list price of $329,000, though they haveattracted fewer potential buyers than he anticipated when hebroke ground a year and a half ago.
“I thought they would fly off the shelves,” he said. “Theyaren’t. At this point, it looks like I could be owning them forlonger than I expected — and bargaining longer, too.”•

The good times may just be over for real estate profession-als in Algiers and English Turn.
After Hurricane Katrina, interest in homes on the WestBank of Orleans Parish surged as people fromparts of the city that flooded flocked to thehigher ground across the river. By the springafter the storm, the average selling price hadhiked 14 percent from $180,544 to $206,005.The average listing price had jumped 23.4percent from $229,106 to $282,875. Butwhile the average selling price of $207,472 in Februaryremains well above pre-Katrina averages, Realtors say saleshave slowed to a trickle, and that in many neighborhoodsprices are leveling off or dropping.
“I’ve been in the businesses for 38 years,and this is the worstI’ve seen it,” said Betty Poche, a Prudential Gardner Realtor
who has worked in English Turn throughout her career.Poche recently was taking a potential renter to look at one of
the high-end gated community’s sprawling villas.After monthsof being listed on the market for $599,000, thepalatial suburban home was now for rent withan asking price of $3,500 a month. Years ago,such an arrangement would have been highlyunlikely in the coveted subdivision.
“But in this market though, we are lookingfor relief,” Poche said.
In March, 43 English Turn houses, about 10 percent of thecommunity’s residences, were for sale, she said. While thenumber of for-sale signs is “about average,” she said the mar-ket’s tepid response to the palatial houses is not.
“It’s always been a turnover market,so the number of hous-es for sale doesn’t frighten me. What frightens me is the lack of
buyers. No one is transferring here for work.There aren’t as many doctors as there werebefore the storm. No one is moving in,”Poche said. “If we don’t start selling, thehouses are going to pile up and we are goingto have a problem.”
The stats paint a rosier picture. The aver-age house sold on the Orleans West Bank inFebruary changed hands for 17.7 percentmore than one year earlier when the averageprice was $176,151. The number of homessold in the month showed a minimal increase
from 17 in February 2008 to 18 in 2009.Lisa Heindel, a Realtor who works out of Keller Williams
Realty’s West Bank office, said that while she pays attentionto the numbers, she makes sure to judge each neighborhoodseparately.
For instance,she said, in the section of Algiers that includesTall Timbers subdivision and Aurora Gardens, single-familyhome prices were down 4 percent for January and February,compared with the same period last year.
“But in the older part of Algiers including Algiers Point andaround (Federal City), prices are pretty steady,” she added.
Like Poche, Heindel is concerned about how English Turnwill fare as the recession continues to unfold.
There were 43 sales in 2007 in the subdivision,but only 26in 2008.
“There is not quite the market for high-end homes thatthere was before,” she said.
Latter and Blum Realtor Stephanie Benson said thebiggest differences now compared with three years ago areinventory and attitude. With so many more rehabbedhomes on the market and the economy in a recession,“everyone’s attitude has changed. The buyers know thesellers are between a rock and a hard place and they areusing that to their advantage.”
Benson estimates that prices have dropped by an average of20 percent to 30 percent since the storm.
“If a house isn’t priced right, it will sit,” she said. “We havea lot of inventory to diminish.”•

Originally from Jefferson Parish, Wendy Benedetto movedto St.Charles Parish 21 years ago and never looked back.
As a residential real estate agent who hasbeen selling homes in the River Parishes formore than 10 years, she urges others to sharein the same allure she found in the area.
“We’re away from all the hustle and bustle.I’m from Kenner, and I have hardly any reasonto go out there anymore. I do everything I canhere,” said Benedetto, a Realtor with ERA Stirling Propertieswho works out of the company’s Destrehan office.
But while the River Parishes — St. Charles, St. John theBaptist and St. James parishes — saw an influx of residentsduring the past three years who were flooded out of theirhomes during Hurricane Katrina, Benedetto said many ofthose people are beginning to return home.
“What we’re seeing is some more houses on the marketright now because they’ve rebuilt and they’re going back,”Benedetto said.
Benedetto’s observations corroborate with the newlyreleased Census data,which show Orleans Parish’s populationgrowing, while the populations in St. Charles, St. John and St.James parishes have declined between 2007 and 2008.
“I don’t find people, unless they’re from Lakeview orChalmette, moving here unless they’re from here,” Benedettosaid. “I find that if people are moving, it’s from out of state,they’re being relocated or they’re moving from one subdivi-
sion to another.”In addition to people returning to their
Katrina-recovering neigh-borhoods, other real estateagents such as Byron Bellew attribute buyers’hesitations to the recession.
“They are concerned about making anymoves until they feel more comfortable that theeconomy is on the right track,” Bellew said.
Bellew, broker and manager of the Keller Williams office inLaPlace, said home prices are continuing to fall slightly afterreaching a peak right after Katrina, estimating average homeprices on the West Bank of St. Charles Parish at $238,000, theEast Bank of St. Charles Parish at $222,000 and St. JohnParish at $161,000.
But despite relatively low prices, Bellew said the sharpincrease in insurance rates can render otherwise affordablehomes out of a prospective buyer’s range.
“Insurance is always a factor. Prices range from $1,000 to$5,000 or more per year, depending on the specific addressand insurance company,” Bellew said. “Adding $300 to $400per month to a buyer’s monthly payment can easily make ahome beyond the reach of the buyer.”
However, as Benedetto pointed out, homebuyers in theRiver Parishes can qualify for programs including the U.S.Department of Agriculture’s rural development loan, whichoffers up to 100 percent financing and requires no down pay-
ment or private mortgage insurance.“There’s lots of programs that people don’t know that are
out there that can help them. Some of these houses you canget with little or nothing down,” Benedetto said.
“I think they’re getting great rates right now. (Prices) mightcome down more,but then it’s going to go back up and they’regoing to miss the boat,” Benedetto said. “Right now, it’s a buy-ers’ market, and they need to get out here and do their shop-ping because summer is coming and that’s when more inven-tory is coming in. But the good ones go quick.”
In addition to relatively low prices for first-time buyers andstarter homes, the River Parishes have some deals on historicproperties as well.
Ernesto Caldeira, a Realtor with Dorian Bennett Sotheby’s,said the River Parishes offer some unique opportunities forthose interested in historic properties in a rural setting.
Like Benedetto, Caldeira said that most who are interestedin his River Parishes listings have some sort of community tieto the area, such as a family connection or a strong bond.
“Several people who have looked at it were born in thearea, moved away, moved to Houston or somewhere backhome, and would like to have a little spot back where thingsare familiar.”•

Citing residents’ will to rebuild and the new federallybacked loan programs to help them do so, real estate
agents focusing on St. Bernard Parish are hopeful the area’shousing market will boom again.
The area’s continuing recovery from the 2005 hurri-cane season, coupled withnew challenges from thenationwide economic down-turn, might seem to bodepoorly for the future of St.Bernard’s housing market.But some Realtors, including
St. Bernard native Liz Stroebel, believe lessons learnedfrom Hurricane Katrina and the recession have created anew consciousness of responsibility.
“Of all the markets I work in, I’m really hopeful about St.Bernard because I get more activity from the buyers, and thebuyers are more educated after all that has happened,” saidStroebel, a Latter and Blum real estate agent with listingsthroughout the New Orleans Metro area. “That’s what thiswhole crisis has created — people are more educated abouttheir money and know that they have to be really careful withwhat they’re spending.”
And, Stroebel said, for those looking for an affordablehome, there are many to choose from in St. Bernard.
“You can move into a home, totally renovated, and get it forunder $150,000. Where else can you find that?” she said.
Most of the listings are between $120,000 and $140,000,with just less than 400 units available in a community that isnow about half the size of its 70,000 pre-storm population.And while there are still some ungutted and unrenovatedproperties available — which start at nearly $20,000 —Stroebel pointed out that most homes are ready to live in. Forthe first couple of years after Katrina, severely flooded proper-ties were the only thing available in St. Bernard Parish.
“You have more people coming back and fixing their hous-es, houses that have been torn down, and you have investorsthat are finished,”said Stroebel,who said she’s working prima-rily with prospective homeowners now,rather than investors orcontractors.
Also contributing to the influx of owner-occupied units isthe U.S. Department of Agriculture’s rural development loan
extended to homebuyers in St. Bernard Parish. The loanoffers 100 percent financing to buyers with credit scores in theupper 600s and requires no money down, provided the buyerdoes not own any other property.
“The main thing about St. Bernard, compared to Orleansor Jefferson Parish,because of the rural devel-opment loan available in St. Bernard Parish,it’s more affordable to your mid- to lower-income buyers, and because of the 100 per-cent financing, it’s easier to get people inthose homes,” said real estate agent BarbaraHallenbeck with Coldwell Banker TECRealtors.
Hallenbeck added that although the sav-ings are significant in St. Bernard — she esti-mated about 30 percent less than comparablehomes in areas such as Metairie or Gentilly —
the threat of another flood is a valid concern.“When you’re in that price point, pretty much everything
you have to choose from (was) flooded,” Hallenbeck said.Cliff Reuther,manager and broker at the Prudential Gardner
office in St. Bernard, also acknowledged that another flood ispossible, but added it is a concern for the entire Gulf South.Besides greatly increased insurance rates — Stroebel saidhomeowners in St. Bernard are paying between $1,200 and$1,600 a year — Reuther said things are returning to normal.
“When you look at St. Bernard Parish three and a halfyears ago, you look at a place that was totally inundated. Now,if you drive the highways — Judge Perez Drive, St. BernardHighway — and if you come at 5 o’clock in the evening andyou’re in a traffic jam coming back to the parish, you realizesomething’s happening,” said Reuther, who has lived in St.Bernard for more than 35 years.
“That’s the best indicator to me.”•

Responding to low interest rates, homebuyers in Slidell,Pearl River and larger East St. Tammany Parish are help-
ing to contribute to what some real estate agents characterizeas a resilient early 2009 market.
“I’ve had a great first couple of monthsthis year,” said Brenda Scofield, a Realtorwith ABEK Real Estate in Slidell. “I’veclosed well over $1 million already this year,and that is strong.”
Dianne Seal, a Realtor with Century 21 in Slidell, is notic-ing the same thing and wondering why the local market is notfollowing national trends. “I listen to NPR (National PublicRadio) every day and everything related to the economy is sodepressing,” Seal said. “But when I look around and see whatis going on here locally, it’s an entirely different story.”
Always a strong market, even in past economic down-
turns, Slidell has seen its population increase from 25,695 in2000 to 27,185 in 2007. Nearby Pearl River has enjoyedsimilar growth, with the population jumping from 1,839 in
2000 to 2,179 in 2007.“This has always been a very popular area
for people to move to,” said Debbie McCaslin,also a Realtor with ABEK Real Estate. “I’vebeen working as an agent on the North Shorefor about 20 years, and I’ve never seen a time
when we weren’t growing.”Realtors say the strongest market in East St. Tammany
today is in the $150,000 to $225,000 range. Slower is any-thing between $350,000 and $500,000.
But, Scofield said, “Surprisingly, the $800,000 to $1 mil-lion homes go quick.We had one that was over $3 million,andit went in less than 30 days.”
Low interest rates, averaging between 5percent and 6 percent, are also playing animportant part in East St. Tammany demand,Seal said.
“Even in the early 1980s, when interestrates were around 18 percent, people werebuying homes around here,” she said. “Sowith rates much lower today, the local mar-ket is even stronger.”
Realtors note that a slowdown in the latterpart of 2008 may have been caused in part by
a combination of worsening economic news coupled withanticipation that interest rates might fall below 4 percent earlythis year. When the rate stayed above 5 percent this year, manyhomebuyers who were delaying a purchase decided to takethe plunge.
In addition, competition within the insurance market hasmade homebuying easier.
“This once was a huge issue,” said Rick Roberts, a brokerwith Avalar Realty Louisiana in Mandeville, which has listingsin Slidell and Pearl River.
Roberts said two things happened to change the pic-ture. One is that the area has not been decimated by astorm recently. The other is that some of the things Gov.Bobby Jindal has done to allow more insurance companiesto come in have paid off, he said.
“Insurance can actually now be obtained, which was notthe case before.”
While buyers in the East St. Tammany market are obvious-ly in a strong position, Realtors say many sellers have beenforced to make tough decisions.
“A difficult situation is where you have a person who mayhave overburdened his or her house with equity lines,”McCaslin said. “That person has to understand that they havealready spent the equity in the house. There may have been agood reason for doing what they did. They may have paid offcredit card debt or something like that, but basically thatmoney is gone.”•

Real estate agent Christine Curtis of Showcase Properties inMandeville is running a brave advertising slogan during the
midst of an economic recession and slumpinghousing market: “Your Home Sold in 120 Daysor I’ll Buy It.”
Fortunately for Curtis, she hasn’t had tohold up her end of the bargain, and she hopesit stays that way.
“I have gotten positive feedback from myslogan, and we have really been blessed here in St.Tammany Parish to have a stable housing market and actu-ally a lot of activity recently despite the national marketbeing in a slump,” Curtis said.
The West St. Tammany Parish housing market, consistingof Abita Springs, Covington, Folsom, Lacombe, Madisonvilleand Mandeville, has long had the image of more house foryour spending dollar if you don’t mind the commute, close
access to the interstate, up-and-coming infrastructure andbusiness development, and a solid school system.
While Mandeville has anchored the marketin recent years with its proximity to theCauseway Bridge, several real estate agentsinterviewed said Madisonville is becoming thenext booming area with new developmentscoming online, infrastructure being built, andhomes available with easy access to highways
22 and 1085 and interstates 55 and 12.“Madisonville, in my opinion, is the up and coming
Mandeville,” said Kim Higgins, a real estate agent with KellerWilliams Realty in Mandeville. “Madisonville has picked uptremendously because of good access to roads, shopping,developing areas, a good school system, highway access andmore house and oversized lots for your money.”
Higgins said she has about five listings in Madisonville,and the mid-$200,000 price range is popu-lar, with buyers able to get about 2,200square feet for a $250,000 home.
“It’s a great time to buy a house in terms ofthe price per square feet you are getting,”Curtis said. “New construction homes arereally doing well in the market. We wentthrough a period of a lot of homes and subdi-visions being built to a period now of wherethey are all coming online for buyers.”
While Madisonville has had increasedactivity, it still helps the market to have a
home for sale in Mandeville close to the Causeway Bridge.It took just four days for Janna Palmer, a real estate agent
with Re/Max in Mandeville, to sell a home at 711 WaxwingDrive in Mandeville, minutes away from Highway 190.
“Four days is almost unheard of, but it was a real populararea and the home was priced right,” Palmer said. “If sellersare smart about it when they price their homes, and they’reready to show, it’s always a plus in this buyers’ market.”
Higgins estimates sellers are getting between 93 percentand 96 percent of their listing price, so they are becomingmore realistic on market prices.
The average price of a home sold in West St. TammanyParish dropped 6 percent from $291,808 in 2007 to $272,640in 2008. The total number of homes sold in the parish also fell17.5 percent from 1,742 in 2007 to 1,437 in 2008.
Higgins said the market can improve in 2009 because oflower interest rates, more first-time homebuyer programsand better insurance coverage, including more companieswriting north of Highway 22, which was a problem post-Katrina, Higgins said.
“If the rates can stay low, banks will start being morelenient on the credit scores and inventory stays pricedright, things will turn around,” Higgins said. “The nation-al economic situation is at the forefront of people’s mindsright now, and buying a home is a huge investment, sothere is some hesitancy. But while there is a reality to thosethings, there is also a big opportunity for buyers in terms ofselection and prices. People are starting to realize thataffordability factor in this market.”•
