At 6:01 p.m., Secretary Weisbrod called to order the regularly scheduled meetings of the Boards of Trustees for the Burning Mountains Fire Protection District Volunteer Firefighters Pension Fund 7247-5 and the Rifle Fire Protection District Volunteer Firefighters Pension Fund 7306-5. The Pledge of Allegiance was said and a moment of silence was given.

Attorney Ross advised all present that, by State law, the Treasurer of the District Board also serves as the Treasurer of each of the Pension Boards. Under Roberts Rules of Order, the Chairperson is who runs the meeting, who typically is the President, but could be another Trustee if the President is absent. Trustee Lambert asked if he could be Chairperson of both Boards. Attorney Ross stated that, for convenience the Boards could chose to have one person serve as the Chairperson of both Boards for meetings, , but they are still independent Boards .. Trustee Savage asked Attorney Ross to identify himself. Attorney Ross stated that his firm is legal counsel for the District, which by statute also serves as the attorney for the Pension Boards.

Secretary Weisbrod suggested that everyone introduce themselves; all present made introductions.

Attorney Ross further clarified that, with respect to the election of officers, the Treasurer of the District Board is automatically the Treasurer of the Pension Boards. The Pension Boards must elect a President and a Secretary for each Pension Bpard. Some Boards also elect a Vice President, but it is not required by the statute.

ADDITIONS/DELETIONS/CHANGES TO THE AGENDA:

None.

APPROVAL OF MINUTES:

Trustee Costanzo made a motion to approve the minutes of the February 13, 2018 meeting, and Trustee Burris seconded the motion. Motion passed.

PUBLIC COMMENT:

None.

NEW BUSINESS:

Election of Officers for Fund 724 7-5 & 7306.5: Secretary Weisbr?d opened the meeting to nominations for Officers.

A motion was made by Trustee Burris to appoint Jerry Seifert as President of the Burning Mountains Pension Board; Trustee Lambert seconded. Motion passed unanimously.

Trustee Seifert nominated Sean Mellow as the Secretary for the Burning Mountains Pension Board; Trustee Weisbrod seconded. Motion passed unanimously. Following discussion, the consensus of the Burning Mountains Pension Board was to not elect a Vice President.

Trustee Marantino nominated herself as the President of the Rifle Fire Pension Board; seconded by Trustee Savage. Motion passed unanimously.

Trustee Burris nominated Kyle Costanzo as the Secretary of the Rifle Fire Pension Board; seconded by Trustee Savage. Motion passed unanimously.

OLD BUSNESS:

None.

BOARD MEMBER COMMENTS:

Trustee Lambert welcomed the new Pension Board members.

Trustee Savage asked about availability of governing documents for the Pension Funds. Executive Administrative Assistant O'Leary provided the website address to view them. Attorney Ross said that, like almost all volunteer firefighter pension funds in Colorado, the Pension Funds do not have separate plan documents. Instead, the Colorado Volunteer Firefighters Pension Act, C.R.S. § 31 -30-1101 , et seq., is considered the statutory plan for the Pension Funds. Trustee Savage asked for documents related to the Pension Funds. Chief Staff will send information to the new Pension Board members. Attorney Ross talked about the funds and the actuarial studies that prepared for the Pension Funds every two years pursuant to State law.

Trustee Savage asked what is required of the Pension Board members; Attorney Ross provided an overview of the duties set forth in the Colorado Volunteer Firefighters Pension Act.

Trustee Haderlie asked about the Burning Mountains fund being underfunded. Attorney Ross discussed the actuarial studies and how they forecast future contribution needs.

Trustee Mello welcomed new Board members.

Trustee Seifert had no further comments.

Trustee Burris stated it was good to see all the people in the audience.

Secretary Weisbrod said the comments and discussion were all good and welcomed the new members to the Pension Boards.

There being no other business to come before the Board, Secretary Weisbrod adjourned the meeting at 6:38p.m.
