Parliament Festival 2019 at a function

in New Delhi. The festival will continue

till 24th of Feburary 2019.The theme of

the festival is- “Be the Voice of New

India” and “Find solutions and

contribute to policy”.

• The Ministry has decided to organise

the youth festival at every district of the

country so that the youth between the

age group of 18 to 25 years can

participate and discuss and debate

about how to make a New India.

• The best three speakers at the National

Youth Parliament will be awarded. The

award money will be 2 lakh rupees for

first prize while 1.5 lakh rupees for the

second while one lakh rupees will be for

third prize.

प्रथम पुरस्कार के लिए 2 िाख रुपये होगी

जबलक दूसरी के लिए 1.5 िाख रुपये

जबलक तीसरे पुरस्कार के लिए एक िाख

रुपये होगें।

Sushil Modi to head committee on GST revenue

shortfall faced by states

सुशीि मोदी जीएसटी राजस्व की कमी के बारे में राज्यों के

• Bihar Deputy Chief Minister Sushil Modi is to

head the seven-member committee to look

into revenue shortfall being faced by the

states after the GST roll-out, and suggest

steps for augmenting collections, a GST

Council notification said.

• The GST Council, headed by Finance

Minister Arun Jaitley and comprising state

ministers, had on December 22, 2018,

decided to set up a group of ministers (GoM)

to analyse reasons for the shortfall in revenue

collections by the states since July 2017.

• GST was rolled out on July 1, 2017. As per

the GST law, the centre compensates states

to ensure that their revenue is protected at

the level of 14 per cent over the base year tax

collection in 2015-16.

• It would also look into structural patterns of

major sectors of the economy impacting

revenue collection, including the services

sector.

• The central government has released Rs

48,202 crore as GST compensation to states

during April-November 2018, higher than the

Rs 48,178 crore paid in the previous financial

year.

कहा गया है लक लबहार के उपमुख्यमंत्री सुशीि

मोदी जीएसटी रोि-आउट के बाद राज्यों को हो

बढाने के लिए सुझाव देंगे।

• जीएसटी पररषद, लवत्त मंत्री अरुण जेटिी की

अध्यक्षता में और राज्य मंलत्रयों को शालमि करते

हुए, 22 लदसंबर, 2018 को, जुिाई 2017 से

राज्यों द्वारा राजस्व संग्रह में कमी के कारणों का

लवशे्लषण करने के लिए मंलत्रयों के एक समूह का

गठन करने का लनणिय लिया।

• 1 जुिाई, 2017 को जीएसटी िागू लकया गया

था। जीएसटी कानून के अनुसार, कें द्र यह

सुलनलित करने के लिए राज्यों को मुआवजा देगा

लक 2015-16 में आधार वषि कर संग्रह पर

उनका राजस्व 14 प्रलतशत के िर पर संरलक्षत

है।

• यह राजस्व संग्रह को प्रभालवत करने वािी

अथिव्यवस्था के प्रमुख के्षत्रों के संरचनात्मक पैटनि

पर भी ध्यान देगा, लजसमें सेवा के्षत्र भी शालमि है।

• कें द्र सरकार ने अपै्रि-नवंबर 2018 के दौरान

राज्यों को जीएसटी मुआवजे के रूप में 48,202

करोड़ रुपये जारी लकए हैं, जो लपछिे लवत्तीय वषि

में भुगतान लकए गए 48,178 करोड़ रुपये से

अलधक है।

One Job’ scheme, under which for

every family one government job has

been allotted, in Gangtok.

• New recruits were taken for Group C

and Group D posts in 12 departments.

• a “Rojgar Mela” (employment fair) was

organised at the Paljor stadium

in Gangtok, where

over 12,000 unemployed youths, from

32 constituencies, were handed out

appointment letters.

• Sikkim became the first state in the

country to carry out such a programme

for the people entitling them to state

government employee benefits.

Puducherry To Ban Single-Use Plastic From March 1

ban production, sale and use of

single-use plastic products in the

Union Territory from March 1.

• A massive drive would also be

launched to create awareness

among the merchants and the

public on the necessity of the ban.

• Tamil Nadu had already

announced on World Environment

Day 2018, that it would ban the use

of plastic items including non-

biodegradable carry bags from

January 1, 2019.

• The decision to ban single-use

plastic was taken to gift a plastic-

free Puducherry to the future

generation and curb the plastic in

the larger interest of the

environment.
