To support you during this time we have developed this booklet put together from the Reemployment and Emergency Assistance Coordination Team (REACT).

The booklet includes information that can get you back in the workforce, Work Search Requirements, Employ Florida Quick Registration Guide, WIOA Training, Getting the Most Out of EF, and 10 Things You Should Know about Reemployment Insurance.

As required by the Workforce Innovation and Opportunity Act (WIOA), the Reemployment and Emergency Assistance Coordination Team (REACT) serves as Florida’s state-level rapid response dislocated worker unit responsible for carrying out statewide rapid response activities and overseeing rapid response activities carried out by the local workforce development boards.

One of the primary purposes of rapid response is to prevent or minimize the impacts of layoffs and dislocations on workers, businesses and communities. Rapid response ensures immediate access to affected workers to help them

quickly re-enter the workforce and plays an important role in providing customer-focused services to both dislocated workers and employers.

Rapid response services are provided when employers submit layoff and business closing notices under the Worker Adjustment and Retraining Notification (WARN) Act and when there is an announcement or notification of a permanent closure (regardless of the number of affected employees), a mass layoff (affecting 50 or more workers), a mass job dislocation resulting from a natural or other disaster, or when a Trade Adjustment Assistance petition is filed.

Claimants are required to contact five (5) potential employers each week and provide this information via the Internet (www.floridajobs.org) during their biweekly certification for benefits.

Claimants who are unable to make at least five (5) employer contacts in a week can, as an alternative, meet with a representative at any of our CareerSource Tampa BayCenters to satisfy the work search requirement.

Claimants are ultimately responsible for identifying to staff the need to have documentation entered into Employ Florida (EF) to substantiate their visit for the purpose of meeting the Required Work Search Alternative. For a person to meet the work search alternative, claimants must:A)

1. Complete the Background Wizard and establishing andposting a valid email address in EF and2. Create and/or post a resume in EF and3. Activating the Virtual Recruiter in EFCompletion of these three activities will substitute for fivework searches for that week.

B)If the Claimant has already completed all three steps in A), they may fulfill the Required Work Search activities (five work searches for one week) by attending one or more of the following:

1. RESEA2. Universal Orientation/PREP3. Professional Talent of Tampa Bay (PTT) networking meeting4. Employability Skills Workshops to include any of the following;Resume Development, Getting the Most from EF and ProfessionalInterviewing

This substitutes for the five work searches for the week in which one or more of these activities were completed and documented in EF.

Employ Florida (EF) Quick Registration Guide

Step 1 to Begin Registration Process•Go to www.employflorida.com click “Not Registered,” located on upper right side of page.•Then click “Individual”•Read agreement, Check off understanding box and click “I Agree” to begin entering personalinformation•You must complete all required fields to move forward to next page. When finished click “Next”•Registration is complete when you click “Finish”

Step 2 to Completing Your Full Registration•Click “My Individual Profile” on the left hand side tool bar•click on “Personal Profile” folder (1stfolder)•Click on the “Background” tab; and click on “Start Background Wizard” tab, This step willautomatically transfer information to your “Résumé” so that you do not have to enter theinformation twice.•There are several easy steps, the wizard will walk you through them all, including:

-Entering your education-Training qualification-Work history - enter as much of your work history as possible-Entering job type-Entering desired occupation(s)-Entering worksite location(s)-Entering desired salary, etc

•Click “Next”, Step 2 “your background information” is complete

Step 3 of Completing Your Full Registration•Click “Resume Builder” on left side of tool bar under “Quick Menu” box•Click on “Create New Résum锕Select How you want your résumé to be viewed by employers•Enter Résumé Title, review all information for needed corrections before creating résumé when finished, click “Next”•Click “Select Résumé & Return” OR select “Another Job Service”•Save “Résumé” and “Close”To Look for a Job (Job Search)•Click on “Job Search” on your left hand side tool bar•You have the option to search by: occupation group, salary, education level, etc.•Click on the “Job Title Description” for the job in which you wan to apply•Follow instructions to apply for the job(s) you selected

Part III - RESUME BUILDING1. Under the Quick menu (located on the left hand side), click‘Résumé Builder’ then click ‘Create New Résumé.’

2. Select whether you want your Résumé available to Preferred Registered Employers online by clicking the button in the Accessibility field.3. Select the Type of Résumé:

4. Write a Résumé Title. Choose titles that reflect the job you areapplying for. Make them descriptive but brief.• Poor Résumé Titles: John Smith’s Résumé, A Hard Worker• Good Résumé Titles: Shipping and Receiving Warehouse, LPN5. Click ‘Next’ to continue through each step of the RésuméBuilder.6. Click ‘Save Résumé & Return’ to complete your résumé.

You MUST have your background information complete and have an active online resume in Employ Florida. this will allow you to access a wide range of CareerSource Tampa Bay (CSTB) services and Employ Florida features. Employers and CSTB Staff also use this information to find

potential candidates for job openings.

Part I- JOB SEARCH1. Go to www.employflorida.com2. Click the ‘Find a Job’ button in the middle of the page.3. Input your area and keywords. Narrow down your search byselecting a specific tab at the top of the page.4. Click the ‘Search’ button.5. Choose a job of interest and click ‘How to apply for this job.’6. Enter your Username and Password when prompted.

Part II - BACKGROUND INFORMATION1. Under the Quick menu (located on the left hand side), click ‘MyPortfolio’ tab. In the ‘My Individual Profile’ tab, click on the firstfolder: ‘Personal Profile.’2. Click the ‘Background’ tab, and click on ‘Start the BackgroundWizard’ button.

Don’t have a username or password yet?1. Click the link ‘Not Registered? Learn How and Why’, and then select ‘Individual’ from‘Option 2 - Create a User Account’2. Complete all required fields (marked with an asterisk*). Once completed, go to Part II.

Automated Entry and Copy and Paste formats is NOT recommended because it may require additional formatting, time and effort.

Choosing ‘Internal Resume’ is the best option and is more likely to be found by potential employers. The site will allow you to create up to 10 online active resumes.

JOB SEARCH1. Go to www.employflorida.com2. Sign in using your Username and Password.3. Under Quick Menu located on hte left side of the screen, select JobSearch.4. Select a specific tab at the top of the page to narrow down yoursearch:•Quick Search - select any combination of quick search criteria.•Advanced Search - select any combination of advanced search criteria.•Job Search by Employer - Choose an employer search method, continuesearch, and click the desired employer name.•Job Search by Education - Choose an education.•Job Search by Skills - Choose a match ratio (70%, 50%, 25%, or all jobs).•Job Search by Resume Criteria - Choose a resume to search by itsdesired salary, occupation, and education level.5. Top 10 Things You Should Know...About the Reemployment Insurance System When Filing Your Claim

1. Accurately Report the Reason You Are Unemployed.Accurately report your reason for separation from yourjob when you initially file your claim for benefits. It isimportant that you provide the RI office with the precisereason for your separation so that we can best assist youand help you avoid fraud.

2. Report Any Wages You Are EarningYou must report your gross wages (before taxes aretaken out) for each week you work and certify forbenefits, even if you don’t get paid until later. Be sureto accurately report on all earnings during your weeklyclaim certification - even those from part-time ortemporary work. If you collect more RI benefits than youare eligible for because you fail to report earnings, youmay be committing fraud and may be prosecuted.

3. Register with the Employ Florida (EF)You may seek help in finding a job through EF. EFprovides valuable resources that are available for youruse, including job referrals, resume building and re-employment services.www.EmployFlorida.com

4. Be Available for WorkIn order to collect benefits, you must continually verifythat you are able, available and willing to accept suitablework. Possible conflicts like attending school duringwork hours or limitations with child care or transportationcould limit your work availablity and be an eligibilityissue.Report such issues on your claim forms.

Reemployment Insurance (RI) provides temporary financial assistance to be qualified individuals who have lost their jobs through no fault of their own and who continue to meet eligibility requirements of state law.

The program is not a right to all who have lost their job.

Keep these 10 key facts in mind when you are filiing for RI benefits to ensure accurate and quick payment of benefits.

5. Actively Search for WorkYou must search for work each week that you file a claim for benefits.If you do not search for work during a week in which you file a claim, benefits may be denied until you show that you are actively seeking work.

6. Develop an Effective Work Search PlanMany Reemployment Insurance claimants do not have an effective plan for searching for work. The Employ Florida Marketplace is a great place to learn about different kinds of jobs, their availability, and how to get training. Visit www.EmployFlorida.com for more information and assistance with planning an effective work search.

7. Avoid Errors and Ensure Proper Payment of BenefitsTo prevent errors in payment of RI benefits that may result in an overpayment, it is important that you read all of the information thatis provided to you when you file your claim for all benefits. 8. Don’t Delay - As Soon As You Begin Working Again, Report Your Return to WorkAs soon as you begin working, be sure to notify your state’s RI office and stop claiming benefits if you are working full time. Do not wait until you receive your first paycheck to report your return to work. The RI agency uses state and national resources to track new hires, so it is in your best interest to report your return to work immediately to avoid the serious consequences of an improper payment.

9. Follow the Rules to Prevent Yourself from Committing FraudAnyone who collects RI benefits is legally responsible for making sure he or she follows the requirements set by state law. Failure to follow the rules can result in serious consequences. Consequences fornot following RI regulations can include prosecution by government authorities, repaying the benefits with penalties, forfeiting a future income tax refund, losing future eligibility to collect RI benefits and a possible jail sentence.

10. Know Your Responsibilities and Ask for HelpAs a recipient of Remployment Insurance benefits, you have a legal responsibility to know and follow all rules and reporting requirements. Navigating through the RI system can be confusing. If you have a question about your responsibilities or the requirements of receiving benefits, your state RI office is here to help.
