Referral, Assessment, Planning and Placement
Explanation of the Standard:
In order for a child to be eligible for special education services, that child must go
through a special education eligibility process. This process starts with a referral,then assessments and the eligibility determination. During this process various
assessments must be used and must include documentation from the parents. It is
important to have knowledge of certain health and medical conditions that could
determine eligibility for a child must be known and understood by an educator.
Once a child is eligible for special education services, an educator must know what
setting, individual plan and use of technologies will serve that child and family the
best.
Description of Supporting Artifacts:
The first artifact that I included is a referral report that I completed. The secondartifact that I have included is an assessment packet, which details various
assessments that can be used in the field. The last artifact that I included is an IEP
that I wrote.
Analysis:
In order to write a referral report, one must follow the steps to get there. There are
various interviews with the parents, multiple observations, an overview of medical
information along with various assessments.
Each assessment gives a score and there are a multitude of assessments that can
be used but each one is unique in its own way, so a general knowledge of the onesthat are available is a must. Based on assessment results and special education
criteria, I determined eligibility, wrote the report and presented it, as if to the actual
parents.
If a child is eligible for special education a IFSP or IEP will be written. This report will
show the needs and goals of the child. These goals are based on what the child is
deficit in and are determined from the referral process.
Synthesis / Interpretation:
After completing the referral process and developing an IEP from start to finish, I
have learned how important the special education eligibility process is. There are amultitude of steps that must be completely carefully and accurately. In order to
become efficient with the referral process and writing IEPs, in the future I will need
to continue learning and becoming more familiar with the steps. The constant
change in assessments is something that I will continue to study and keep updated
in the future as these changes are made.
