What is California Inclusion and Behavior
Consultation (CIBC) Network?
A professional development project funded
by the Early Learning and Care Division of the
California Department of Education
(CDE/ELCD) and coordinated by the WestEd
Center for Prevention & Early Intervention.
The CIBC Network is designed to deliver onsite
technical assistance to early learning and care
programs.

development of children ages birth to
five with challenging behaviors,
disabilities and/or other special needs
