JAP-IT – An Introduction

JAP-IT (Jharkhand Agency for Promotion of Information Technology) established under Dept. of

Information Technology, GoJ as an independent organization or nodal agency to implement the e-

Governance in the state of Jharkhand. JAP-IT registered under Societies Registration Act 21, 1860 by

Dept. of Information Technology, GoJ.

Importance of JAP-IT

As JAP-IT is the Nodal Agency for implementation of e-Governance in the state of Jharkhand, Technical

Experts are looking after all the important e-Governance projects. Important data related with e-

Governance are supported, managed & maintained by experienced technical manpower including all the

revenue related services. More than 100 citizen centric services are being delivered through JAP-IT Data

Centre.

03 Major pillars i.e. SWAN (State Wide Area Network), SDC (State Data Centre), CSC (Common Services

Centre) of the state e-Governance along with all the important e-Governance projects are being

supported, implemented & managed by experienced technical experts of JAP-IT.

JAP-IT – important infrastructure & projects

SWAN (State Wide Area Network):

Jharkhand State Information & Communication Network (JharNet) is the state-of-the-art

communication network built exclusively for the use of the Government of Jharkhand and its various

departments. It has been revolutionized the way Government functions by providing easier, faster and

transparent governance. It has been improving Government-Citizen and Government-Business

interaction by providing easier accessibility of various Departmental Services to Citizens and Business.

JharNet is a transport network on which the user Departments has builds their exclusive Intranets. It has

been the information superhighway for Jharkhand. It is a communication network built to carry Multi

Services - Data, Voice and Video.

Some of the key points about JhaNet are as under:-

• One of the major Pillar of e-Governance, all DHQ, SDHQ, BHQ has been covered under JharNet.

JharNet operational with all District, 37 Sub- Division and 212 Block of Jharkhand. This provides

connectivity to approx. 1650 offices across the State.

• JharNet has provided Video Conference Facility in between state head-quarter and all 24

districts of Jharkhand.

• The Bandwidth of lease line between State Headquarter and District/Sub-division Headquarter is

8 Mbps whereas the Block Headquarter and Horizontal offices are connected with 2 Mbps lease

line.

• JharNet has a Network of approx. 3000 IP Telephone throughout the State, which provides

COST FREE, NOISE FREE voice communication facility among the different Government offices.

Beside the IP Phone there are 5300 Data connections which provides intranet and internet

access.

• JharNet is a broadband IP based e-Governance Network which provides a secure platform to

transfer data across the State which has enabled different government Departments to get

computerized and cater ONLINE Services. Treasury, Commercial Tax, Registration of Properties,

Aadhar Enabled Biometric Attendance and File Tracker etc are fully computerized and many

more are under progress.

• On the JharNet network there is a provision of Video Conferencing facility between all JAIL and

Court which help to present the prisoner in front of the Magistrate through Video-

Conferencing. This facility tremendously reduces the security risk, ease the process, make the

system faster and apparently save lots of government revenue.

• JharNet has integrated with NICNet which is helpful in providing faster access to many

applications hosted at NIC Data centre, New Delhi. District level integration is under progress.

• There is provision of Mobile VSAT (OB Van) under JharNet to provide service at odd location as

per the requirement.

Taxation Modules. It also automates the routine task & activities through well defined workflow

management system and individual work-list. Department will work on the Back end application

through Internet / Intranet which will make the application more secured.

• Enhanced Forms – Return Forms has been Re-engineered along with modification of other forms

and notices for better processing and communication.

• Structured Commodity List – A structured commodity will be used in version 2 as per latest

schedule.

Co-operative:

• covers eight District Central Co-Operative banks of Ranchi, Deoghar, Dhanbad, Hazaribagh,

Dumka, Giridih, Singhbum & Gumla with total 112 branches and one Jharkhand State

Cooperative Bank with 05 branches.

• M-Seva has introduced and implemented by DoIT, GoJ in the Jharkhand with the help of

MSDP(Mobile e-governance Delivery Platform),C-DAC. By using this SMS Gateway service we

can deliver the information regarding services status to the citizen/Govt. officers over the

mobile devices.

• Mobile Seva enables the integration of the mobile platform with the common e-Governance

infrastructure consisting of State Data Centers (SDCs), State Wide Area Networks (SWANs), State

and National Service Delivery Gateways (SSDGs/NSDG)

Payment Gateway:

• Department of Information Technology, Govt. of Jharkhand has introduced and implemented

the Common Payment Gateway System in the year 2013 for various Departmental Applications

which delivers online services to the citizen at their door steps.

KUBER:

SSDG (State Service Delivery Gateway):

• Provide a common platform and gateway to the citizen/stakeholders of Jharkhand to avail the e-

services.

DBT:

Direct Benefit Transfer is one of the most prestigious scheme of Government of India, the scheme has

been launched in about 7 Pilot districts of Ranchi, Ramgarh, Hazaribagh, & Seraikella-Kharsawan on 1st

Jan 2013 and subsequently extended to 3 more districts of Khunti, Lohardagga and Bokaro on 1st

of July

2013. Now the DBT has been extended to all the districts of Jharkhand. Till date about 5 lakh

transactions have been completed through this system and about Rs. 155 Cr. has been transferred.

AEBAS - Aadhaar Enabled Biometric Attendance System:

Aadhaar Enabled Biometric Attendance System has been introduced by the Government for the

following purposes:

a) to establish an accurate record of employee availability

b) to make such data online for easy monitoring by senior managers

c) to make this data public

d) to counsel employees about deviation from norms

e) to link with salary and other entitlements/penalties.

Currently the system is running successfully at Jharkhand Secretariat buildings and in all the 24 Districts.

About 531 systems are running in the entire state. Government of Jharkhand implements biometric

Aadhaar Enabled Biometric Attendance System (AEBAS) for Jharkhand is one such service enabling and

bringing that change. This change is of good kind. Govt offices as they are locally called - Sachivalay,

Mantralay and Karayalays in Jharkhand are not empty anymore. AEBAS is no Telegram but nothing less

than that. One message which people like to avoid is “Late coming alert” which they get even if they are

a moment late.

Officers, Secretaries and office bearers are all treated alike when it comes to punctuality. People in habit

of marking late attendance regularly are rewarded with Casual Leaves and earn a Highlight in the

monthly MIS reports which are sent to departments across locations. (Yes, In this age where we are

rationalizing systems - we are sending paper based reports. Just because, it works!)

Biometric attendance system is a foolproof technology to ensure the accuracy of attendance and is

useful to big organizations and government entities. What makes a biometric time clock one of the best

time and attendance systems is that it has a biometric fingerprint scanner built in that is much more

accurate in time keeping that a time card or time sheets because employees can't clock in other

employees.

With a view to improve efficiency in monitoring the attendance, leave records and overall working

environment, Aadhar enabled biometric attendance system has been deployed in the State of

Jharkhand. After the project was rolled out late last year at secretariat locations in the Capital, Ranchi;

the system has been extended to all over the State Government offices and departments across 24

other districts.

Total Registrations 44234 Devices Provisioned 2014

Biometric attendance system is linked with Unique Identification number (Aadhaar) making attendance

process secured and eliminating duplicates at the same time. The application is simple to use. The

attendance system requires Government employees to register into the attendance system as one time

activity. After successful registration system randomly generates a unique 6 digit ID for each registered

employees. Employees need to enter this six digit ID along with their Finger print on the installed

devices for marking their attendance.

An android based Tablets is used to mark attendance. These devices are connected to Fingerprint device

and IRIS based devices for biometric information capture. A full working MIS is developed and hosted

at http://attendance.jharkhand.gov.in/. The Dashboard at MIS website showcases Attendance related

trend, Real Time analysis and overall average of “In-time” of employees. These reports and dashboards

are available for Districts. Attendance register and employee attendance details for all registered user

who utilizes AEBAS system is available as Reports in MIS.

Department of Information Technology had worked through the process of making the procurement

centralized and transparent – enabling districts to scale the attendance application at their level. For

scaling the system at Block level, it would be required to assist state organizations with Installation and

support. The PMU setup at UID cell, under Department of Information Technology, for attendance

system enables a state-wide deployment. The PMU is working with Districts for deployment and hand-

holding them in making their organization and institutions efficient. The pilot deployments at Blocks,

schools, health care centers and other state owned organization is in progress.

India Post - Aadhaar Enabled Payment System:

India Post - Aadhaar Enabled Payment System (AEPS) has been introduced by Government of Jharkhand

for enabling the Branch Post Offices of India Post to provide online / real time payment solution with a

special emphasis on MNREGA, Social Security Scheme beneficiaries. AEPS is an inter-operable network

using which people can conduct basic banking transactions through Bank Correspondent’s by using

online biometric authentication of UIDAI. Here it is being used for MNREGA payment

The main objective of the project was to provide the MNREGA and NSAP beneficiaries and Account

holders of India Post an access to and integrated ATM like banking experience without any significant

change to existing India Post internal hardware, software and technological architecture except

eliminating a number of redundant steps for enhanced service delivery and thereby introducing a

system which is optimized for the present India Post Architecture and also optimized for enhanced

service delivery to the end users / beneficiaries.

Currently out of the total 2644 Branch Post Offices about 700 Branch Post Offices have been

empowered for running the system throughout the state. As per current scenario of India, Department

of Post has the maximum reachability to rural population. They are one of the largest banking facility

providers to rural India, large number of MNREGA and NSAP beneficiaries are having accounts only in

post offices.

In Jharkhand 13 HO’s covering 24 districts, as of date 85% of the MNREGA wage payments are being

delivered to rural people through Post Office accounts in Jharkhand.

ADVANTAGES - AEPS:

� Payment is made to genuine beneficiary as Aadhaar based authentication process is followed.

� Fraudulent transactions are eliminated.

� No additional manpower needed or Manual dependency is reduced to a large extent

� This ensures that funds are transferred to scheme beneficiaries almost instantaneously

� They will be able to withdraw at will.

� SMS alert feature for notification on deposit/ FTO.

� The India Post will get a robust system of payment authentication, real time accounting of

transactions and a sound system of predicting the cash needs of its Branch Post Offices.

� The pre-requisites are to have a tablet with a 2G network connection, and the IndiaPost AEPS

apk installed, a fingerprint scanner device and a Bluetooth printer device.

� Registered Operators who indeed are the BPMs (Branch Post Masters) of respective BO’s

[Branch post offices] need to login into the given device (white listed device) so as to

authenticate the device and to ensure that the application is being used by an authenticated

operator.

� There are three modes through which a user can make transactions.

o Aadhaar Transaction: (When the beneficiary has AADAAR details)

o Mobile Transaction: (When the beneficiary does not have aadhaar detail, registered

mobile number can be used for the transactions. For verifications, OTP will be sent to

this number.

o Operator based Transaction (Account Transaction) : (When the beneficiary does not

have an aadhaar number as well as a mobile number, the operator can perform

transaction for the beneficiary with his/her own aadhaar credentials.)

� After this, the beneficiary can avail the four transaction options available to them.

o Balance Enquiry

o Withdrawal

o Deposit

o Fund Transfer

� Facility to take the print-out of the transaction detail has also been provided.

AEPS - Progress done so far:

� AEPS has been launched in Jharkhand successfully, covering 13 Head Post Office which include

(Ranchi GPO, Doranda, Jamshedpur, Bokaro Steel City, Chaibasa, Gumla, Dhanbad, Deoghar,

Daltangonj, Giridih, Dumka, Hazaribagh, Ramgarh).

� Already 2646 out of 2800 tablets have been deployed in all the 2646 branch post offices in

Jharkhand India Post Circle.

� Transactions are taking place on a regular basis.

e-Nibandhan:

• Pioneer for other state

• Services delivered to common citizen through true web based architecture

• Comes under Right to Service Act, services delivered within 45 minutes

• Integrated e-Stamp, AADHAR, e-Taal, Payment Gateway and may more.

• The current e-Nibandhan application software provides the following registration related citizen

centric services as on date along with the web-based application for the Registration of the

documents:

� Online Search of the Index Registers

� Issuance of Non-encumbrance certificates

� Issuance of Certified copies of the Deed

� Registration of Deeds/Documents

� Registration of Marriages and issue of certificates

� Registration of the societies and firms.

� To provide registration related information viz. valuation of land, houses, flats etc.

� To provide information related to the stamp duty and fees.

• The new online system replaces the manual system of copying and filing of the documents with

a sophisticated document management system using imaging technology (with Biometric). The

new system also replaces the manual system of indexing, accounting and reporting through the

introduction of the electronic document writing.

• e-Stamp: The problem with physical stamp papers is that there is no way to determine if it is an

original stamp paper printed in a government treasury or a fake one. Due to this uncertainty,

the victim in the end is an ordinary citizen, who uses fake stamp paper unknowingly. The citizen

though pays genuinely for the ‘fake’ stamp paper, yet suffers as his registration becomes invalid.

E-Stamp is an alternative to the physical Non- Judicial stamp paper which is printed by the Govt.

of India and travels to various treasuries physically. It is a computer-based secured way of

paying Non-Judicial stamp duty to the government and solves problems associated with physical

stamp papers. E-Stamp certificates can be generated within minutes through an authorized

center through computer and printer. The stamp duty is credited to government account

directly and only then the stamp paper is generated. These e-Stamps are tamper-proof and have

a Unique Identification Number (UIN) which can be traced by the purchaser. Authenticity of e-

Stamp certificate can be cross-verified by the purchaser online.

This saves the purchaser from the smallest chance of fraud and safeguards citizen’s interest. It is

also fool-proof for the Government as the stamp gets defaced at the time of its use for a

registration. It is therefore ensured that this is a genuine e-stamp and cannot be used for any

other document. This process also has complete traceability because one can trace as to which

registration document has used which document or vice-versa.

• Pre-Registration: In the system that was introduced in 2005, a citizen who wants to get a land

document registered has to stand in queue for long hours for getting his or her form filled. This

creates problems in terms of huge time consumption of the functionaries and applicant leading

to final delay in the process. There are also good chances of inaccuracy in the process because

data entry is done by an operator operating under tremendous public pressure to do his work

fast.

The solution to this problem was seen by the Government of Jharkhand in a ‘Pre-Registration’

process. A pre-registration form has been developed which the citizens fill online before coming

to the registration office. The system keeps this data in a central database and gives an

acknowledgement slip with an acknowledgement number to the applicant. The data entry

operator, on the basis of acknowledgement number, retrieves this form and the Registrar

verifies at his/her office. After this, normal process of JARS is followed.

The system of pre-registration has multiple advantages and major beneficiaries of this are the

citizens. Firstly, this is a system with high level of accuracy due to a system of double checking,

one at the level of the pre-registration by the applicant as he has time to get the form filled

correctly and second at the level of the operator in the registration office who can check the

details and proceed. If there are minimum or no errors in the application by the applicant, he

will be saved from the hassle of running from pillar to post for correcting the information later

on. Secondly, this system can be extremely beneficial to the citizens as it reduces the time they

passport or for getting railway tickets have also been automated. This has brought efficiency in

the process, has given business to many small shopkeepers and entrepreneurs through avenues

of facilitating citizens at the same time. The system of pre-registration has huge potentials and

would create several opportunities for the existing deed writers and other stake holders who

currently derive livelihood through stamp vending and registration.

• Payment Gateway: For the registration to take place, registration fee had to be paid by the

registrant, which was normally executed in cash. Accounting and management of cash was a

major constraint and source of deviant activity in the registration offices. Through Payment

Gateway, a citizen could pay for both purchases of e-Stamp and registration fees online. Further,

it has also made possible online search and inspection facility for deeds as well as issue of non-

encumbrance certificates.

• Online Search of Deeds and Issue of Non-encumbrance Certificates: Taking advantage of online

repository of the registration data as well as digitization of old index registers since 1971, and

online payment facility through Payment Gateway, the JARS has now enabled online search of

registration deeds and online production of non-encumbrance certificates. Earlier what involved

rounds of visits to the registration offices as well as a great deal of expense can now be accessed

and had at the click of mouse.

• Linkage to Mutation Process: e-Nibandhan facilitates Circle Officers (equivalent of Tahsildars in

other States) with an access to ‘Registered Deeds’ along-with date wise details which helps in

the process of Mutation. A separate & secured user interface has been provided to access the

Circle wise registered deeds to concerned Circle Officers, which helps them to initiate the

Mutation process. A system generated certified copy (water-marked) can also be downloaded

by the concerned Circle Officers. This cuts the delay in commencement of mutation proceedings

and forges close link of registration process with that of mutation, which is how it should be.
