Executive Summary:

West Belfast Partnership Board (WBPB) were tasked by DSD to undertake a refreshed community

engagement exercise on the future of the former Andersonstown Barracks site in January 2014. The

purpose of the engagement exercise was to invite local residents, elected representatives, business

owners and stakeholders to give their opinions on whether they would like to see the site further

developed and if so, how they would like to see the site regenerated.

The need for the community engagement arose because the former International Design

Competition for the barracks site was suspended after a legal challenge to the competition was

successful in 2011. Agreement was reached that the site would be regarded as “meanwhile space”

and subsequently the site was subject to a DSD led environmental improvement scheme. Once

complete, the site and surrounding area appeared more aesthetically pleasing.

In response to a number of queries from the public, DSD were keen for WBPB to facilitate a

community engagement exercise to ascertain whether the west Belfast community continued to

consider it desirable for the site to be further developed and if there was a need to re-run a design

competition.

Given the previous extensive community consultation, WBPB proposed that the approach to be

adopted should be a refreshed engagement to help stimulate current views of the site from local

residents, the local community and businesses in the area.

In January – March 2014, WBPB conducted a community engagement exercise.

The refreshed community engagement exercise resulted in the following findings:

Community support for the site to be further developed;

If a building is to be designed it should be respectful of the surrounding built environment in

terms of height and scale;

Any development on site should retain / enhance green open space for community use;

Support was expressed for community / festival use with perhaps some link to family history

/ genealogy/ tourism, and a green user-friendly open space with public art for the local

community to enjoy and appreciate.

1.0 The Site:

The barracks site is triangular in shape and is approx. 1600m2. The site is currently owned by the

Department of Social Development (DSD).

Recently the site has undergone an environmental improvement scheme with fencing, some trees

and grass introduced on site to make it more aesthetically pleasing.

The site sits between the Falls Road and Glen Road with a range of uses nearby ranging from

residential, business and open space uses.

2.0 Community Engagement Objectives

The refreshed community engagement objectives set out to ascertain:

o If there is a local desire for the site to be further developed

o If there is a local desire for the site to remain as it is

o To gauge if opinions remain relatively the same about the site as the last consultation

exercise carried out in 2010/2011, or if opinions have changed.

o To find out what the community would not want to be developed on site

o If the community want the site further developed, what they may want to see on site

3.0 Community Engagement Summary

In order to carry out an effective community engagement exercise, it was necessary to identify and

target a wide of range of people and organisations and provide them with an opportunity to share

their views. Therefore, the following public community consultation events were proposed:

The above events helped enable the local community to give their thoughts, opinions and ideas

regarding the former barracks site. Participants were asked to fill out a public questionnaire (see

Appendices) which outlined a number of questions regarding the site.

To ensure a wide range of people and organisations in the community had a chance to engage with

the process, the events were advertised:

- In the local media ( The Andersonstown News ) for two weeks running up to the first event

- Leaflet drop of nearby homes ( 400 leaflets distributed )

- Use of social media ( Facebook / twitter/ WBPB website )

- Leaflets in nearby businesses

The events were organised on differing days and times to enable a wider catchment of people who

could give their views on the site and its future.

5.0 Findings:

This chapter will look at the findings that have been collated in regards to the refreshed community

engagement exercise.

The findings are presented in a number of easy to read formats ranging from tables, graphs and pie

charts.

The findings reflect a range of opinion about how respondents feel the site should be developed for

the future and also bring up any questions that may arise around any reservations into the potential

development of the site.

From the first initial public questionnare question, over 56% of those asked ( 107 people in total )

agreed that the site should be further developed. 18% were unsure if it should be further developed

and roughly ¼ thought the site does not need further redeveloped.

What would you not want to see on site ?

Out of the 107 asked in the public questionnaire, 87 people gave a response to this question.

(Fig 6)

Out of the 87 who commented on this question, almost half stated that they would not like to see

houses built on site. 21% stated that they would not like to see apartments on site. Therefore, 69%

or over 2/3 of those who commented would not like to see any residential structures on site.

‘Other’ was made up of 9%. It was made up of a variety of things such as a bar, nightclub, park,

retail, office.

unsure and 11% thought it was not a key / iconic site.

Survey Monkey Results :

Survey Monkey was used to capture the thoughts and opinions from various stakeholders, business

owners and various community organisations. The questions were set out in a similar format to the

public questionnaire. Twenty (20) responses were received. A copy of the survey questionnaire is

attached within the appendices.

The survey was sent out via email to make it as user friendly questionnaire and reduce the need for

printing on paper and help cut reduce the carbon footprint.

As can be seen by the above table, out of the (20) twenty responses received, 95% of people /

groups responded by feeling that if the site was to be developed, that the local community could

benefit.

The graph above indicates that 55% of those asked would like to see a building structure on site

whilst 40% would like to see an improved green space. 5% are happy with the site as present.

Additional Comments received from recipitants :

1. Family activity centre, ice skating rink, jungle gym for older children

2. Outdoor gym not a new structure

3. I think it needs to be driven by real needs and not signature ideas and dreams, just built a

good no no sense mixed use building of high build quality and with logical brief of current

needs that have a business case. An enclosed or public green path or 'street' might keep

people happy there is trees and green space / trees to the front and back.

In regards to having any concerns if the site was to be developed, the responses shows that 68%

would not have any concerns whilst 32% would have concerns..

Below are (6) six comments received in regards to concerns..

1. Concerns around traffic congestion if the site were to be developed into a large building.

There is little space for parking and it is difficult to access the site by car. Any proposed

developments have to be sympathetic to other planned builds and improvements e.g.

My name is Tony Devlin and I am the artistic director of Brassneck Theatre Company in West Belfast. Since 2007, we have presented world premieres of local writers work at the Roddy Mc Corley social club, which have subsequently gone on to tour across Ireland and abroad to great critical acclaim. Productions such as 'A Night With George', '1981', 'The Sweety Bottle' and 'Man In The Moon', have proudly put our local stories and experiences on an international stage. For many years, West Belfast has exhibited outstanding artistic talent and yet there is no dedicated arts facility to highlight the wealth of talent that exists within our community. We would like to put forward therefore a proposal, that the former barracks site could be transformed into a world class Arts Centre. For many decades this site had such a negative impact on the local community, and we believe that a centre for artistic excellence could be the positive light that would shine as a beacon towards a brighter future not only for our young people, but also serving as a venue presenting local talent to the world. With community wide support for such a venture, we could create an arts centre that would nurture and develop the artists, musicians, technicians, dreamers, thinkers and doers of tomorrow as well as promoting the wealth of quality, experience and talent that exists in this part of our city. Organisations such as Féile an Phobáil, the Andersonstown School of Music, Fáilte Feirste Thiar and Brassneck Theatre Company, could all make use of such a building. Investment in the hopes and dreams of our young people in particular, giving them the skills and means to realise and develop their hopes and dreams, should be a priority for our community. Imagine if you will therefore, driving along the Falls Road and seeing an iconic glass building, in the croí-lár heart of the Gaeltacht quarter, reflecting and contrasting the old (Milltown), with the new (an arts centre). An arts venue that the people of West Belfast can call their own. A venue with a fully equipped auditorium for concerts, plays, art exhibitions, Féile events, all facilitating local and international artists throughout the year. Perhaps even a roof top garden where audiences and visitors alike, can gather and enjoy citywide views from an incredible vantage point. The site is the perfect space for this type of development. It is the gateway to the Glen and Andersonstown areas, minutes from the M1/M2 motorways and the newly re-developed Casement Park, two of the biggest car parks in the West of the city in Asda/Sainsburys and perfect access in and out of the west with the numerous arterial routes. A world class centre for the arts in the heart of West Belfast. Wouldn't that be something to be truly proud of? It's nothing less than our community truly deserves.

Direct email responses Direct email responses were invited to an email address specifically set up for the consultation: [email protected] The email address was displayed all the wide variety of public sourcing tasks conducted by the communications and media officer at the West Belfast Partnership Board. A total of (6) six responses were received.

1. l don’t think any more buildings are needed. A fountain or water feature welcoming people to greater Andersonstown would brighten the place up.

2. I am a local resident of the Andersonstown Barracks site. I live less than 60 meters from it. I believe that I should been given more of a say on what is done with that site than people who do not live anywhere near it, or will have to live with the consequences of some money spinning/politically motivated venture. …. Such outcomes will only lead to further, problematic parking in my street, which is already affected by people using the cemetery and the local bar. I have a disabled son with very limited mobility. It can be very frustrating when we have to carry him across the road, with buses driving up and down, or down the street, when I cannot park outside my own front door. Drink driving customers from the local '..bar..' are another problem! But regarding the barracks site, I would like to see it left as it is. It is a rare. Untouched piece of greenery in an otherwise urban area. It was not, as previously feared, a magnet for youths or other antisocial behaviour, due to it's openness. So it has proven a success as a green. Why should it be developed into something else? Jobs? Investment? Or profit for whichever body gives the most attention or support to a particular political party? 3. I don't believe that the site should be built on. I think the space is too small and it's position

would make access to any building difficult and potentially dangerous. Since the site has been cleared up and grassed, it is much more attractive. The openness of the space, following years of the ugly and imposing barracks, has greatly improved the look of the area and also made it much easier for traffic to flow at this busy intersection. Any building on the site would block off the site lines and make it more difficult for vehicles passing through or around the roundabout. While I understand that some people would like to see the creation of an arts hub, I don't think this would be the best site for such a centre. Parking around this site would be impossible rendering the building inaccessible for many vulnerable groups such as young children, disabled or the elderly. It could also result in I think it is a great shame that the site is currently dominated by political slogans and murals. This site should be a neutral space and all the political parties/groups that currently have posters/murals on the site should be encouraged to remove these. Do they have planning permission? Who is responsible for maintaining the space? WBPB should take the lead and encourage people to remove these slogans. I think this is an absolutely essential prerequisite to any redevelopment. In the run up to the election, it seems that now would be the perfect time for all the parties/groups involved to show leadership and remove their placards.

In my opinion the best outcome for the space would be to keep it as open and green as possible. Perhaps a landmark sculpture or art installation could be commissioned? This should be politically neutral and welcome visitors and residents to the area. Something that symbolises the future rather than the past would be preferable. We have many talented artists in the area and I'm sure this would be a wonderful opportunity to showcase that talent while retaining the green space we currently enjoy. 4. If I may I would like to make a suggestion on the future use of the site. Back in the early 1970's I, like many other young men, were trailed into it and verbally and physically brutalized on two occasions before the Arlington base on Blacks Road kicked in, no pun intended, and more of the same happened. For me it should be a place of exactly the opposite of what it was and represented. Perhaps a three level building in keeping with the local perspective and not overbearing and offending the local community would be appropriate. Perhaps a ground floor library, study and refreshments area that would be an oasis for community and local pensioners in particular , first floor a museum and the Linen Hall Library have much artefacts (donated by local people including myself) for loan and the top level perhaps for Failte Feirste Thiar as their HQ and a tourist hub.

5 The site at the former Andersonstown Barracks should be retained as an open green space, given that we have so few open green spaces left. It could be enhanced by having a tasteful sign welcoming people to West Belfast and perhaps having a path for users to walk on from the Glen Road to the Falls Road.

6 Going by the latest public consultation on the former Andersonstown Barracks site it is clear that there is a push to get some type of building on this site (BRO). The site at present is pleasant but I believe there should be more access in the form of a walkway, seating and more flora where people can enjoy. Anyone who lives in the locality knows you can't swing a cat with new build (housing) and the former barrack site is at present a little gem. Even with the Falls Park near by older residents are too nervous to avail of its facilities but the barrack site would be much more appealing for people to enjoy.

6.0 Community Engagement Analysis

This chapter will examine the feedback from the public through the public questionnaires, survey

monkey and email responses. An analysis will reflect key findings of the refreshed 2014 community

engagement exercise.

Public Questionnaire:

In regards to the public questionnaire the following themes emerged:

82% wish for the site to be developed in some capacity

38% would like to see the site developed with a building with green space

31% wish for an improved green space on site

21% would like to see open space / seating on site

19% suggested community / festival use

15% suggested family history / genealogy

Houses and apartments would not be wanted on site

71% feel the site is a key / iconic site

From the public questionnaire it shows that the community are pleased with the site since it has

underwent the environmental improvements scheme.

It appears that a large majority feel the site is a key / iconic site and that no structure should be built

that would impose on the immediate community in terms of scale, height or dominance.

The importance of green space and the need to retain green space is a strong theme in the

questionnaire outcome.

The two most preferred options from the public questionnaire are:

o A building which does not dominate the site and retains plenty of green user-friendly open

space ( seating, lighting, shrubs ) in and around the site for all to use or else

o An improved green space on site which is pedestrian friendly, i.e. a pocket park.

The survey monkey results reflect that:

95% of those asked wish the site to be developed

55% would like to see a building structure on site

From the findings it would appear that there is two uses for the site:

1. A structure which may be used for community / festival would be desired and perhaps

linking to family history / genealogy with ample green space.

2. A green user friendly open space with public art is a want in and around the site for the local

community to take advantage of and appreciate

The survey monkey results are relatively similar to the pedestrian questionnaire that was

conducted.

Conclusions

The refreshed community engagement exercise deployed methodologies including public

questionnaires, drop-in meetings and survey monkey and resulted in the following findings:

Community support for the site to be further developed;

If a building is to be designed it should be respectful of the surrounding built environment in

terms of height and scale;

Any development on site should retain / enhance green open space for community use;

Support was expressed for community / festival use with perhaps some link to family history

/ genealogy/ tourism, and a green user-friendly open space with public art for the local

community to enjoy and appreciate.

7.0 Recommendations and Conclusions

West Belfast Partnership Board recommends that a Design Brief be developed for the

barracks site.

The Design Brief should incorporate key design considerations and principles which reflect

the opinions expressed in the community engagement exercise.

Any proposed development should be of social, economic, cultural and environmental

benefit to the people of west Belfast.

Speaker's Corner - opportunity for the people who live there to speak and engage

A unique, functional much needed city park.

The only people who seem to have had access to this park are the muralists. The residents have been barred by locks on gates.

Unspeakable traffic during rush hour and school runs. This area must remain a green space.

The community of the area has never asked for an 'iconic' building.

Many of you who live in the area will have missed the opportunity to have your voice heard as very short notice was provided for the meetings. Gauging the opinions of people who happen to walk by in a shopping centre is not a formal consultation. What we really need is a public meeting to take place in the green space itself, where residents can have the opportunity to not only experience the space for themselves, but also to talk to other local residents.

A formal consultation is required, one that ensures all residents and interested individuals get a chance to express their concerns and wishes about the site’s future.

Re: Andytown barracks site. Hello i am glad to see some movement on this issue even though i never knew about the meeting on the 12 Feb -and i live beside the site! Yes, i feel a green space is the way to go, perhaps with a beautiful sculpture in it. I attended the meetings for a load of years and a garden could have been well under way by now and fairly well established. But NO! All we've got is bland, boring and inaccessible, and the murals are still there! So - Get your finger out, time wasters!! Plus one more vote on poll for 'A building with a green space'

Appendices: Public Questionnaire

The West Belfast Partnership Board has been asked by the the Dept of Social Development to

conduct a refreshed community consultation on the former Andersonstown barracks site so that

people in the area can have their say on the future of the site.

The aim of the consultation is to find out if the local community still believe the site should be

Background:

WBPB has been asked by the DSD to refresh the 2010 consultation on the former Andersonstown

barracks site so that people in west Belfast can have a say on the future of the site.

As a result of the 2010 consultation an international competition was launched to shortlist entries to

design an iconic building for the site, this was then stalled by a legal dispute, which has now been

resolved.

The aim of the refreshed consultation is to find out if the local community still believe the site should

be developed and if a new design competition should be undertaken.

Simply complete the series of questions and this will help determine if a new design competition

should be launched for the site in the near future.
