The delegation outlined the outreach, research, and restoration projects being carried out by the Lakelse Watershed Stewards Society. The Lakelse Watershed Stewards Society is a volunteer, non­profit organization formed in 2002. They work collaboratively on issues affecting the Lake and its surrounding watershed. ·

R082-2021 MOVED/SECONDED that the report from Economic Development Officer, dated March 17, 2021, regarding Application to UBCM Strengthening Communities' Services for First Nations Liaison Position, be received and that the Regional District of Kitimat-Stikine support the application to UBCM's Strengthening Communities' Services program fo hire a First Nations Liaison and commit to managing grant funding for the approved project

R083-2021 MOVED/SECONDED that the report from Economic Development Officer, dated March 17, 2021, regarding Canadian Mental Health Association of Northern BC Letter of Support, be received and that the Regional District of Kitimat-Stikine provide a letter of support to the Canadian Mental Health Association's application _ to the Northern Development ·Initiative Trust's Northern Healthy Communities Fund: Capacity Building for peer support expansion in Northern BC.

R084-2021 MOVED/SECONDED that the report from Economic Development Officer, dated March 26, 2021, regarding Green Municipal Fund for Pedestrian lnfrastructure)n Thornhill, be received and that the Board support the application to the Federation of Canadian Municipalities Green Municipal Fund for a walking and cycling path feasibility study from Old Lakelse Lake D'rive to both the Duddly Little Bridge and the Old Skeena Bridge.

The report from Solid Waste Manager, dated April 12,, 2021, regarding Update: District of Kitimat -Utilization of Forceman Ridge was provided for information only.

R086-2021 MOVED/SECONDED that report from Fire Chief, dated April 12, 2021, regarding Thornhill Fire Department Mutual Aid Agreement, be received and 1. That the Board aLJthorize the Thornhill Fire Department to respond out of area as needed to assist with Regional Emergencies; and 2. That the Board approve the "Mutual Aid Fire Fighting Assistance Agreement" dated April 30, 2021 between the Regional District of Kitimat-Stikine, City of Terrace, and District of Kitimat, that would replace the current _1986 agreement.

R087-2021 MOVED/SECONDED that the report from Deputy Chief Financial Officer, dated April 12, 2021, regarding UBCM Gas Tax Strategic Priorities Fund - Asset Management Program Funding Agreement Amendment, be received and that the Board authorize the execution· of the Funding Agreement Amendment for Project 17- 2138-SPF Asset Management Program with the Union of British Columbia Municipalities, extending the funding agreement to June 30, 2022.

R088-2021 MOVED/SECONDED that the report from Deputy Chief Financial Officer, dated April 14, 2021, regarding 2020 Audited Financial Statements, be received and that the Regional District Board adopt the Audited Financial Statements for the year ended December 31, 2020 from Carlyle Shepherd & Co. and authorize signing by the Chief Financial Officer and Chair.

That the Board give three readings to Bylaw 754, 2021 Kitimat-Stikine Delegation of Purchasing Authority Bylaw under the Bylaw section of thh~ agenda, and 2. That the Board adopt the Kitimat-Stikine Procurement Policy.

Referral is sent to the appropriate First Nations for comment; 2. Any environmental issues are addressed; and 3. Other tenure holders in the area are consulted .

MOVED/SECONDED that the report from Director of Development Services, dated April 12, 2021, regarding Community Resiliency Investment Program - 2021 FireSmart Economic Recovery Fund , Application, be received and 1. That the Regional District submit an application to UBCM for funding under the .2021 FireSmart Economic Recovery Fund Program; 2. That the Regional District commit to providing the necessary administrative support and in-kind contribution to receive and manage the grant funding; and 3. That Westland Resources Limited be authorized to assist with managing the program where required.

REPORTS ON BOARD ACTIVITIES:

Chair Germuth was present as LNG put the last of the Phase 1 Plant PlaPiles in . The program began in January 2020 and included 6,483 piles in total. The last pile was a special one with custom art recognizing the hard work of the construction team and prime contractor, JGC Fluor (JFJV) and their subcontractor, Soletanche Bachy Canada (SBC).

Director Etzerza advised· the Board that the Stikine Airport Society -will receive $9 million in StrongerBC economic recovery funding for airport upgrades. People rely on the Dease Lake Airport for access to health care, emergency services, and those who rely on transportation for work, including the mining sector.
