First, I would like to thank everyone for making the Louisiana Funeral Directors Association the best organization. I am so proud to be the president of what, I feel like, is the leading organization in the funeral industry today. I have learned so much during my time as president so far and have had the opportunity to be a part of many things in the association for the first time. The first opportunity has been the legislative process; I have experienced firsthand what it takes to rewrite a law. Experiencing and witnessing the time and effort that goes into the legislative process has been exciting and an incredible learning experience. It was amazing to learn about the people that are needed and involved in this important process. We have the best Laws and Legislative Committee, and without these great people LFDA could not be who we are. Second, I have had the opportunity to visit the Capitol and see what goes on during the Legislative Session. During my first day at the capital, I felt like a young boy sitting at his desk on his first day of school. My heart was beating so fast, there were so many things going on around me and I wanted to be a part of everything. On this particular day we were working with Rep. Ritchie who introduced the LFDA internship bill during the House Commerce Committee meeting. I was particularly excited about this legislation because of how it will help out funeral homes across the state that have interns. The last day to file bills during the 2014 legislative session was April 1, 2014. LFDA has filed a total of three funeral bills to make our industry better. The three bills are related to the intern process, how coroners handle abandoned bodies and funeral directors being allowed to request information related to insurance policies. The LFDA 2014 Mid Winter Meeting was held in Lafayette on March 26-27, and it was a huge success! Ken Whittaker provided attendees with four hours of continuing education and taught many new things that can be used in the prep room. I look forward to seeing all of you at the 2014 Annual Convention at L’auberge in Baton Rouge. Please make your reservations now because it is going to be the best convention we have ever had!

I hope everyone is doing well. I have just returned from the NFDA Advocacy in Washington, D.C. Unfortunately, I was a day late arriving due to weather and our President, R. T. Delhomme, was iced in and could not attend the Advocacy Summit at all. Kathleen O’Regan scheduled seven appointments for me to visit members of Congress or their staff. The one and only issue that NFDA wanted us to bring to them is the amendment to the FTC Rule. I had tremendous response from everyone I visited with, except one that was concerned about the small business groups giving them difficulty. After the meeting they felt the amendment would be in the consumers best interest. The amendment would also level the playing field and make all funeral merchandise providers fall under the FTC Rule.

NFDA has provided me with insight into new and growing ideas. One of which is “Have a Talk of a Lifetime.” I strongly urge all funeral directors to take note of this and make inquiries with NFDA. NFDA will provide a variety of information to help get each funeral home started in the right direction and get involved with the program. This program will provide many benefits to your funeral home and is great resource for your community wherever you may be throughout Louisiana. NFDA also provides DVDs for children to help them cope with the loss of a loved one. Some of these products are no cost to the funeral home and would be a great addition to your firm’s resources.

Always remember there are numerous forms offered by NFDA online at no cost. When you add different products or are updating outdated forms, NFDA is a great resource, please be sure to take advantage of this great membership benefit.

LFDA has been working on HB 1002 that would help with the internship and reciprocal licensing for our future funeral directors and embalmers in Louisiana. I wanted to personally thank all of you who worked hard on this bill in order to have the correct language and produce a good bill. The Laws and Legislative Committee, LFDA President R.T. Delhomme, and others that participated in this bill have done a terrific job.

The 2014 Regular Session of the Louisiana Legislature began March 10, 2014, and has been a very busy one for the funeral industry. Within the first few weeks of the session, we saw the pace of the process pick up and several non-controversial bills being debated in committee. Since then, there has been a full slate of committee meetings with several controversial bills on the agenda.

LFDA has been working very closely with Rep. Ritchie and Sen. Riser on a number of bills that have been filed on behalf of LFDA.

HB 1002 by Rep. Ritchie provides with respect to embalmers and funeral directors. The proposed law is an attempt to facilitate those seeking licensure in Louisiana as a funeral director or embalmer by providing a clear and concise path. It also would allow the authorized person to sign the cremation authorization before a funeral director or notary public. HB 1002 has been reported favorably in House Commerce Committee and the House Floor. It will be heard in Senate Commerce within the next few weeks.

HB 1124 by Rep. Ritchie authorizes funeral directors to determine life insurance coverage of deceased person. After drafting the language for this bill based on North Carolina law, the Laws & Legislative Committee has met with the Department of Insurance and is working to meet with the Louisiana Insurance Commission to discuss the bill and work out any issues that may arise.

SB 611 by Sen. Riser provides relative to the disposition of human remains. This bill has been filed on behalf of LFDA in order to address the issues that have arisen in Jefferson Parish and that are spreading across the state. The Laws & Legislative Committee has scheduled a meeting with the coroner’s office to discuss the legislation and work together to identify and resolve any issues.

In addition to the bills referenced above that have been filed on behalf of LFDA, the Laws & Legislative Committee is working with Rep. Burns on HB 466, which provides for requirements relative to the disposal of human remains. This bill addresses language on the PADD Form 93 that is completed by active military. The committee is also working with Sen. Claitor on SB 378 that provides relative to the sale, purchase, and use of caskets sold to the public by vendors other than funeral directors or funeral establishments. The LFDA Laws & Legislative Committee have been diligently reviewing both pieces of legislation and are working with LFDA’s attorney, Danny Ranson, to provide amendments that both parties can agree on while still protecting consumers and our industry.

The Louisiana Funeral Directors Association’s (LFDA) 2014 Mid-Winter Meeting brought together funeral directors from across the state for quality education in March of 2014.

LFDA North District Meeting Highlights The LFDA North District held their Mid-Winter Meeting on February 27, 2014 at the Country Tavern in Shreveport, Louisiana. The meeting offered two hours of continuing education and 25 funeral directors attended.

Funeral Service Foundation to Award Five NFDA Professional Women’s Conference Scholarships

and provide a $1,000 travel and accommodation stipend. Applicants must be verifiably employed in funeral service or a related occupation; or a student of funeral service enrolled in an American Board of Funeral Service Education-accredited program.

Those interested in applying for a scholarship should visit www.funeralservicefoundation.org to download the application materials. “Since 2002 generous contributions from our donors have allowed the Foundation to award NFDA Professional Women’s Conference Scholarships to women who are making a difference in funeral service,” said Kathy Wisnefski, executive director of the Funeral Service

Foundation. “The Foundation and its supporters are honored that this scholarship program makes it possible for deserving women from across the profession to come together to network, collaborate and learn from one another.”

FSF also supports four additional annual scholarships made available to current students pursuing a career in the profession. Along with providing scholarships, the Foundation proactively explores relevant and innovative funding opportunities that will enhance the deathcare profession, benefit funeral directors and allied professionals, thus making a timely impact on local communities.

The Funeral Service Foundation (FSF) is now accepting applications for its NFDA Professional Women’s Conference Scholarship Program. The application deadline is February 15, 2014. The NFDA Professional Women’s Conference Scholarship Program is designed to support career and professional development for women in funeral service by helping offset the costs associated with attending NFDA’s Professional Women’s Conference. The 2014 conference will be held in Atlanta, Georgia from April 25-27.

The National Funeral Directors Association (NFDA) and the American Association of Tissue Banks (AATB) have released updated guidelines to help donation professionals and funeral directors better work together to serve families who wish donate the tissues or organs of a loved one who has died.

More than 10 years ago, representatives from NFDA and the AATB reached a historic agreement on a set of best practices involving organ and tissue donation. Previously, there was a lack of communication and understanding of different roles and responsibilities between and among funeral service and donation professionals. The best practices document helped clarify roles and responsibilities and helped both professions better serve families.

“The original best set of best practices that AATB and NFDA developed served our respective members well,” said Frank Wilton, CEO of AATB. “However, after more than 10 years, it was time to revisit the document so that we could explore how each association could further educate its respective members and better serve donor families. We are proud to share these new guidelines with our members and encourage them to work cooperatively with funeral professionals in their community.”

The new document, Best Practices for Cooperation Among Tissue Banks and Funeral Service Professionals, contains important changes that will help improve the working relationship between donation professionals and funeral directors.

The updated best practices document places a very strong emphasis on communication between donation professionals, families and funeral directors.

First, communication between the recovery agency and the donor family is crucial. Donation professionals should ensure families understand the donation and recovery process and the impact it may have on the body, especially if they wish to have a viewing or open-casket funeral. The family must also understand the timing of the recovery so that they can work with the funeral director to schedule a funeral.

Second, the recovery agency and the funeral director serving the donor family should establish an agreed-upon method and schedule for communicating. Regular communication will help ensure a successful recovery and enable the funeral director to help the family plan a meaningful funeral or memorial service.

The updates also place a special emphasis on the recovery agency’s need to respect and accommodate the donor family’s religious or ethnic funeral practices and customs. In some cases, the recovery process may impact those customs. Funeral directors can help staff at the recovery agency understand the family’s needs.

Finally, the best practices document offers guidelines regarding how funeral directors can effectively and efficiently seek reimbursement from tissue banks when post-donation embalming requires additional time or materials.

Ethically, funeral directors should not charge families more for embalming or other preparation of the body of the decedent because of the family’s decision to donate their loved one’s organs or tissues.

“For some families, donating a loved one’s tissues or organs helps them heal and find something positive in the midst of their grief,” said NFDA President Robert L. “Robby” Bates, CFSP, CCO. “We encourage our members to do all that they can to work with local recovery agencies to support a family’s decision to donate. The updated best practices document will serve as an important tool in forming stronger relationships with donation professionals.”

The updated Best Practices for Cooperation Among Tissue Banks and Funeral Service Professionals document can be found on both the NFDA (www.nfda.org) and AATB websites (www.aatb.org). Bates and Wilton encourage their respective members to download the document and evaluate how they can put the recommendations contained in the document into practice in their organization.

Last week, the National Funeral Directors Association (NFDA) announced the names of the 50 funeral professionals who will have an opportunity to learn from three leading funeral directors and network with like-minded peers during the Association’s Meet the Mentors Program on March 17 and 18 at the Emory Conference Center Hotel in Atlanta, Ga. Meet the Mentors is being held in cooperation with the Funeral Service Foundation.

NFDA-member licensed funeral directors and embalmers under the age of 40 had an opportunity to enter a drawing for a chance to participate in this exclusive program. The

names of the 50 participants were announced the week of January 27 through video drawings posted on the NFDA website and social media sites.

NFDA Announces Meet the Mentors Program Attendees

NFDA Introduces Funeral Webcasting License For years, the National Funeral Directors Association (NFDA) has offered a music license that enables funeral homes to fulfill families’ special music requests without violating federal copyright law. That license does not cover music played during a funeral or memorial service being broadcast over the internet. NFDA is introducing a new funeral webcasting license that will permit funeral homes to legally webcast funerals that include copyrighted music.

New NFDA Funeral Webcasting License

While nothing can replace attending a funeral in person, webcasts allow friends and family from around the country and the world the opportunity to “virtually attend” a service if they cannot physically be present. Given the transient nature of the country, more and more funeral homes are offering webcasting services to meet the needs of those they serve.

In response to this emerging issue, NFDA created a special funeral webcasting license for funeral homes offering this service. When a firm purchases a funeral webcasting license, they can legally webcast funerals or memorial services that

include copyrighted music.

NFDA is the only association to offer this license and it is available exclusively to members. The license costs just $50 per calendar year, per website. The license, which must be purchased in addition to a music license, covers all songs in the libraries of the three music licensing organizations, BMI, ASCAP and SESAC.

If a funeral home is found to be webcasting a funeral with copyrighted music and does not have a license, it could be subject to a federal copyright infringement lawsuit with damages of up to $30,000.

“If you offer funeral webcasting, I encourage you to protect your firm by purchasing an NFDA funeral webcasting license,” said NFDA President Robert “Robby” Bates, CFSP, CCO. “I don’t know of any funeral home that would want to take on the high cost of a federal copyright lawsuit. Contact NFDA today to learn more about our new funeral webcasting license.”

NFDA’s Music License

NFDA also offers a music license that covers music performed on its premises

or wherever it holds funeral services. The license covers live performances, recorded music and music-on-hold. Without a license, a funeral home that allows music to be performed at its facility commits a violation of federal copyright law.

It is critical that funeral homes purchase a music license every year for each of its locations. If, during an inspection, a funeral home is found to be playing copyrighted music without having a license, it could be subject to a federal copyright infringement lawsuit with damages of up to $30,000.

NFDA makes available a music license that covers all three music licensing organizations – BMI, ASCAP and SESAC – for only $239, the lowest price anywhere. By purchasing a music license through NFDA, members can serve families without violating federal copyright law.

Funeral services were held at a 10:00 a.m. Mass of Christian Burial Friday, January 10, 2014 at the Cathedral of St. John the Evangelist, for Mrs. Francis B. Delhomme, 80, the former Billie Mouton, who died Sunday, January 5, 2014. Reverend Chester Arceneaux, Pastor of The Cathedral of St. John the Evangelist was the Celebrant of the Mass and conducted the services. Interment took place in the Cathedral of St. John the Evangelist Cemetery.

Billie was a native of Scott, Louisiana the daughter of the late Rock Stanley Mouton and the former Cecile Hebert. Lafayette was where she grew up, married and raised her family, while contributing time to the family business, Delhomme Funeral Home, Inc. She lived her life as St. Augustine professed, “What does love look like? It has the hands to help others. It has the feet to hasten to the poor and needy. It has eyes to see misery and want. It has the ears to hear the sighs and sorrows of men. That is what love looks like.”

As a family we are eternally grateful to God, Our Blessed Mother Mary, and St. Joseph for allowing you, Billie-Mom-Grandmother, to show us the meaning of true Love. To all of you, who have loved her through your prayers, thank you.

Her survivors include four daughters, Desiree and her husband, Mike Huggins of Lafayette, Daphne and her husband, Richard Landry of Lafayette, Deidre and her husband, Dr. Thomas Montgomery of Lafayette, Dawn and her husband, Kevin Bourg of Alpharetta, Georgia; and one son, Duane F. Delhomme and his wife Sandra of Lafayette; Grandchildren, Dione Leger and Dana Smith; Josh Landry and Dr. Jacob Landry; Devin Delhomme and Dr. Damian Delhomme; Forrest, Carver, Madison, and Oakley Montgomery; Zachery, Delaney, and Braden Bourg; great grandchildren, Piper, Parker and Paxton Leger; Edward and Luke Landry.

The family requested that visiting hours be observed from 4:00 p.m. to 8:00 p.m. Thursday, January 9, 2014. A Rosary and the Divine Mercy Chaplet was recited at 6:30 p.m. Thursday evening. Visiting hours continued from 8:00 a.m. to service time Friday, January 10, 2014.

Memorial contributions can be offered to the Carmelite Monastery, 1250 Carmel Drive, Lafayette, 70501 and the Hospice of Acadiana Foundation, 2600 Johnston Street., Suite 200, Lafayette, LA, 70503-3240.

Leroy Ordoyne Leroy W. Ordoyne, 82, died February 11, 2014 at 10:05 AM. He was a native and resident of Thibodaux, LA and licensed funeral director since 1954.

Visitation was held on Thursday, February 13, 2014 from 6:00 PM until 8:00 PM at Landry's Funeral Home, Thibodaux, LA and Friday, February 14, 2014 from 9:00 AM until service time at St. Joseph Co-Cathedral. Mass of Christian Burial began at 11:00 AM at the Church. Burial followed at St. Joseph Cemetery.

He is survived by his sons, Mark Ordoyne, manager of Chauvin Funeral Home located in Houma LA and wife Cathy, Matthew P. Ordoyne, Orlando, FL; daughter, Mary E. Ordoyne, Thibodaux, LA; grandchildren, Christopher M. Ordoyne, New Orleans, LA, Victoria Ordoyne Thomas, Houma, LA; great granddaughter, Annabelle C. Thomas; longtime companion, Barbara L. Gauthier, Thibodaux, LA, her children, Mary Gauthier, Michael Gauthier, Mrs. Michael (Michelle) Heinz; her grandchildren, Michael Heinz, Nick Heinz, Emily Heinz; his sister, Clarabel Ordoyne.

He was preceded in death by his parents, Walter and Stella Torres Ordoyne; son, Michael J. Ordoyne; brother, Daniel Ordoyne; sister, Lois Summers.

Leroy was a parishioner of St. Joseph Co-Cathedral. He was a graduate from Thibodaux College and a 1954 graduate of the Dallas Institute of Mortuary Sciences. He served in the United States Navy during the Korean Conflict. He is the retired General Manager and Funeral Director for Landry's Funeral Home and Thibodaux Funeral Home. He was an avid hunter and fisherman and enjoyed going to the camp, cooking and traveling.
