PRESIDE!IT TO HAR RIIf.AN:

I hove received information that the Bul garian

~inister t o Turkey has sta ted that the Pre=ier and leadore

of the opposition in Bulgaria desire to discuss with the

United States arrangements f or j oining t he Allies in a

combatant status . Tho Minister has requested that a pre

liminary mission be sent to Istanbul at once t o discuss

this proposal , and the Bulgarians have a sked that air raids

be suspended for ten days in order to givo t ho Bul garian

Mission ti~e to reach Istanbul . They believe that the time

element is trnportant or even vital to success .

I have considered this matter with the Prime ~1in1stor

of Greet Britain and we ar e in agreement as follows:

It is undesirable to hold conversations in

Constantinople , but if t he Bulgarian Oover~ent really means

business i t would be an error to r eburf them because t hey do

not in the beginning offer t o surrender unconditionally .

They should be advised to send a 1"Ully qualified

miso ion to meet u.s., Soviet , and Or ltlah roprosentn tivoa in

some place which will be indicated, possibly Cairo or Cyprus .
